SERVICE PROGRAM PERSONNEL REPORT For Supreme Office Use Only Rec d Due By: AUGUST 1 The Service Program Personnel Reporting (#365) must be received by the Supreme Council office by August 1 for the council to be eligible to earn the Star Council Award. This report can be completed using Member Management as soon as a majority of your council s Service Program personnel have been appointed. It is not necessary for your council to appoint members to fill all of the positions listed below. Due to local circumstances a council may wish to only appoint the seven directors and a few chairmen to conduct programs needed in your area. When and if additional chairmen are appointed they should be reported promptly using Member Management. If completing the paper report please print or type names and membership numbers for those directors and/or chairmen appointed in your council. Failure to include membership numbers will delay the processing and receipt of special program materials including Knightline. If there are additions or deletions to your listing of Service program personnel during the fraternal year and your council uses Member Management simply update the member s record accordingly. If your council reports the additions or deletions using the paper form only complete that information which has changed. 9 REPORT OF ROUND TABLE COORDINATOR During Supreme Knight Carl Anderson s first address to the state deputies he stated that we have nothing less than a moral obligation to offer every eligible Catholic man the opportunity and the privilege of membership in our Order. He also stated We must have a Knights of Columbus presence in every parish. Therefore councils serving more than one parish are urged to implement the Parish Round Table program in each of the parishes. They serve there by establishing a Knights of Columbus presence. Under the Parish Round Table concept council members belonging to each parish will become members of the Parish Round Table developed to assist the pastor with any project that he may assign to the group. The pastor will be asked to recommend a member from the group and the grand knight will appoint that member as the coordinator. However the coordinator must be a member from the council that sponsors the Round Table. Round Tables should also be offered to small parishes and missions within your area that cannot sustain their own council. These parishes need a Knights of Columbus presence and can also offer your council additional growth potential. Please print or type names and membership numbers for those chairman appointed for the Parish Round Tables of the council. Failure to include membership numbers will only delay the processing. The Report of Round Table Coordinator (Form #2629) should be submitted to the Supreme Council as soon as the Round Table is formed. If there are address changes additions or deletions of coordinators at any time during the year please notify the Supreme Council Fraternal Mission Department. State Councils will continue to be urged to form new councils in those parishes large enough (over 150 families or 600 parishioners) to support a council. Additional information on the Parish Round Table program may be obtained by contacting the Supreme Council Fraternal Mission Department. Form 2629 must be filed each year even if the Coordinator is the same member. Is your Council a Parish Council? 21 Jack Gunn Membership Director Membership Freedom to Serve Service Inspired by Faith My Brother Knights in Texas. As we embark on the fraternal year the second year of WSD Doug Oldmixon s administration it s time to take stock of our performance during the fraternal year and set some expectations for the fraternal year. As I write this Texas has not yet secured its place in Supreme s coveted Circle of Honor although I have high hopes for a tremendous recruiting push the next eight days so we send our elected delegates and Officers to the Supreme Convention on a high note. Reflecting on this year we ve had areas of tremendous success in furthering Fr. McGivney s dream and others where we will be striving to improve next year. For those who have done well this year thank you for your leadership commitment to Fr. McGivney s dream and drive to bring it to realization. For the rest of the team your Texas brothers and Fr. McGivney are counting on you to re-double your efforts the next fraternal year so we can confidently advance Fr. McGivney s vision and rest solidly in the Circle of Honor by convention time in Houston next year. I know we can make that happen! As leaders our roles are to motivate inspire and coach. Whether that be a Diocese District or Council we are called to lift our brothers vision and dreams to the possibilities that exist. Forget the numbers and the goals let s go back to the Venerable Fr. McGivney s dream. A Catholic fraternal organization that exists to support our Holy Mother Church to perform the numerous acts of charity for which we are known to deepen our faith and to protect our families in the event of our untimely demise. Commitment to these ideals will propel us to growth in Texas in the charitable works for which we are known and in the support of our Bishops and Priests. Realistically any organization of our size has goals and metrics by which we measure our success. Accordingly I ask for your commitment to help in moving our attitude on recruiting to one of continuous recruiting one where we are full of joy about what we as Knights of Columbus do as brothers and where it is a pleasure and a burning desire in each of us to invite other practical Catholic gentlemen to join us! When potential candidates look at happy and engaged Knights it quickly becomes something which they want to be a part of. It is always possible to become a Stronger Right Arm of the Church and in our case strength comes from members. Members afford us the opportunity to stand for what we believe in significant numbers! It also affords us the ability to do more for our Bishops and Priests our parishes and communities and for each other. The most often cited reason for not being a Knight is no one asked me. Many of us are uncomfortable reaching out to those we don t know but I think that is exactly what Fr. McGivney and Jesus Christ call us to do. How many of us have had the experience growing up of being in a group waiting to be picked for a team? How badly did you long for your name to be called so you could be welcomed to the group and be a part of something bigger than yourself? That is our challenge we are called to lead our brother Knights to ask their families friends and even those they don t know but might see at Church or Knights events to join us. It is human nature to gravitate to those we know please step out of your comfort zone talk to someone you don t know get to know them invite them to join us! Our Worthy Supreme Knight s challenge to each of us during his tenure has been a reminder that we have a moral obligation to offer membership in the Knights to every eligible Catholic gentleman. To accomplish Fr. McGivney s dream we must each consider ourselves part of the Texas Knights of Columbus membership team. Again this year we intend to provide some monthly reflections some short bits of information on social media and some draft agendas for Council Membership Directors with an aim to inform our members of things about the Knights each of us may not be aware of. Our goal is to allow you to be better informed and as a result more comfortable talking about the Knights and sharing what your participation means to you. Councils and DD s are also being encouraged to schedule more Admission Degrees (First Degrees). It has been observed that recruiters recruit to degrees so frequent availability of degrees is a key to our success this year. Retention of members is a key component of our success as well. As pointed out by Dennis Trainor later this is an effort that should begin with each brother Knight as soon as he completes his Admission Degree. Again this year I challenge each Council to reach out to all of our Brothers let s ensure we re accomplishing our Charitable and Fraternal mission. Many Councils have asked Brother Knights who wish to leave our Order to submit a withdrawal letter which can be processed. Sadly I report that more than 500 of these were received in the fraternal year. Frequently reasons for withdrawing included financial need medical issues or sickness or simply moving frequently somewhere else that has Knights Councils nearby. I challenge us to do a better job here we should be caring for brother Knights in need due to financial or health reasons. They need to know we will stand by them as they have stood by their Brothers when they were able. Lastly if suspension becomes necessary let us approach the process like Mother Theresa cared for those she served or perhaps like a wounded warrior being returned to safety. Let s bring compassion to the process and ensure we treat all our brothers as we would like to be treated if we were in their shoes. New members bring continued life to our Councils and new perspectives and energy. The Knights have been a strong and growing organization since our founding more than 129 years ago and we are each called to help ensure their viability for the future. Please take some time to review the Supreme Website Interested candidates can review the join us section of the website for some of the benefits in belonging. Extending an invitation to eligible Catholic gentlemen provides them the opportunity to grow in faith to serve the communities to Page 21

which they belong and to associate with a bunch of like-minded Catholic gentlemen. Please be creative in your approach to recruiting share what works with your DDs so we all can learn! Thank you for all you do for the Knights of Columbus. And thanks in advance for all you will do to make this year successful for the Texas Knights of Columbus and for the Order. I would point out that there is not much difference between a good year and a great year! Let s stretch a little and aim high! The membership team looks forward to working with you to make this a great year! Finally I would like to thank Ed Glisky who is stepping down as Membership Retention Chairman. Brother Ed s commitment to ensuring that our Brother Knights were fairly treated in the retention process DD s and Council teams educated on the required procedures and his ability to work effectively in a frequently contentious process have been greatly appreciated by many State Deputies and administrations. Thank you Ed! Thanks also to: The Membership Chairmen Brad Meyer Tony Fontanelli Sean Stenovich Tony Munsch Dennis Trainor Reggie Vasquez The Membership Committeemen John Daly Luke Stuckey Fred Guillory Robert Hernandez James Torline Jim Stark Isaac Sandoval Pat Poskey Bernie Grant Our Conferring Officers: Phil Apgar; Paul Bettge Bernard D. Dennis Helgeson Robert Alcala Ricardo Moreno Pedro Webber The State Office Staff: Mike McLaughlin Kari Jordan and Kathleen McLoughlin Your dedication and passion to the Knights in Texas is greatly appreciated! Lastly thanks to my wife and partner Lori who does so much to allow me to serve. I love you. Page 22

MEMBERSHIP REPORTING / ALL COUNCILS ACTIVE Brad Meyer Chairman The Membership Reporting role is to ensure all of us have the information we need to monitor membership and insurance results throughout the state whether it be at the State Diocese or District level. We are planning on a weekly and monthly report which will be available on the state website. Diocesan and District Deputies should familiarize themselves with these reports as they become available as our intent is to contact each District quarterly to see how you are doing. Thanks in advance Brad for keeping us informed! The Texas State Council membership goal for this fraternal year is It is distributed among the Dioceses as follows: ALL COUNCILS ACTIVE The All Council Active program is designed to encourage all councils to recruit at least one new member during the fraternal year. Successful councils (a) have a recruitment program throughout the fraternal year (b) utilize Supreme and State Council resources and materials (many of them free) and (c) schedule host and conduct First Degree ceremonies. All Grand Knights are encouraged to strive towards attaining Council (recruitment) Active status during their term in office. If every Grand Knight would take into consideration our mantra ONE MEMBER PER COUNCIL PER MONTH this could easily be achieved. Check List for Effective Recruitment 1. Appoint a Membership Director. 2. Organize a Membership Committee. 3. Develop a Recruitment Action Plan. 4. Build a Prospect List and communicate frequently with each prospect on the list via and social media. 5. Order Supreme Council Recruitment materials and videos. 6. Involve the Pastor with pulpit announcements. 7. Schedule a Recruitment Sunday or an Open House. 8. Invite the Field Agent to explain the fraternal benefits of the Order. An area of opportunity for us this Fraternal Year is to improve the number of Councils who are recruiting active. As of June first there are 255 Councils that have not recruited one new member (many of these councils are suspended). This is concerning because new members bring vitality new perspective and the ability for our Councils to grow and thrive over the long term. DD s can expect to discuss this situation with the Membership Outreach Team during the first quarter. Here are our goals for the year and they are consistent the last fraternal year. Page 23

MEMBERSHIP TRACKING / 365 / BLITZ / RECRUITING Tony Fontanelli Chairman ONE MEMBER PER COUNCIL PER MONTH Membership development is the most important element of a successful council. A well-crafted membership development strategy is essential for your council to operate efficiently and to serve others in the areas of Church community council family and youth. Membership in the Knights of Columbus must provide value for the members time energy through programs and activities and annual dues while offering spiritual development for him and his family. More than simply a Blitz membership recruitment should be a crusade during the Fraternal Year in which the quest of every Grand Knight and Membership Director in Texas will be to bring every eligible Catholic gentleman and his family into the Knights of Columbus. MEMBERSHIP 365 All Knights of Columbus councils should be membership recruitment active year round and with well-developed plans for bringing eligible Catholic men into the Order on a monthly and quarterly basis. We want to recruit new Brother Knights into our councils 365 days a year. Every Council activity is an opportunity to recruit be observant of practical Catholic gentlemen who are participating in your events and invite them to join. It is the duty of every member not just the Membership Director to be speaking to our Catholic brothers and inform them of what we do. But there are other methods. SUCCESSFUL BLITZ CAMPAIGN (October and March) A coordinated Church Recruitment Drive is an all-out effort to maximize your membership teams' efforts by canvassing an entire parish one weekend gathering the names of prospective new members for follow-up. This can be accomplished either through a dedicated Knights of Columbus Recruitment Drive or through a Parish Ministry Fair at which the Knights participate along with other groups in the parish to recruit new members into each Parish Ministry. Check with the Pastor to see which he prefers. The Preparation Phase Obtain the pastor s permission to conduct a Recruitment Drive at the church during a specific weekend. These weekends should be scheduled early in the fraternal year so you can get on the church calendar. If agreeable to the Pastor send a Father Wants You letter to selected targeted Parishioners who would make good Knights. Advertise the event weekly in the parish bulletin building up to when it is held. Order recruitment materials from the Supreme Council Supply Department (allow four to five weeks for delivery). Use the Church Recruitment Kit Order Form when ordering materials. Inform the insurance representatives about the dates of the recruitment drive so a Field Agent can be present at the drive to explain the fraternal benefits of the Order to prospects and their wives. If the Council sponsors a Columbian Squires Circle invite the Squires to participate in the recruitment drive with the Knights. If their fathers are not Knights they are excellent candidates. The Execution Phase Set up informational tables at every door of the church. Have plenty of prospect cards and pens on hand to distribute to each man as he enters the church. Arrange for a membership recruitment announcement to be made during Mass by the priest endorsing the council. Display photos of successful Council events and charitable church and community service awards the Council has been awarded. Page 24

Have brother Knights on hand to answer questions and to collect prospect referral cards or names and contact information as men leave the church with their families. Ensure that a phone number and address are obtained for each prospect for ready communication about upcoming Council activities and follow-ups. The Follow-Up Phase Personal contact must be made with every prospect within 48 HOURS. Inform each prospect and his family of the date time and location for the informational seminar and invite them. Offer transportation if necessary. The Orientation Phase Order recruitment brochures about the Order for prospects and their families to read. Request that your council s chaplain start the event with a prayer and some words about the Order and its mission. Consider showing one of the recruitment videos available from the Supreme Council Supply Department. Make the requirements for membership known to those assembled. Ensure that a Field Agent is in attendance to explain the fraternal benefits of the Order. Offer each prospect a Membership Document (#100) to fill out before the event s conclusion. If the prospect declines to fill out a form 100 or isn t interested at this time have him complete a Prospect Card including telephone and information so the Council can keep in touch with him and invite him and his family to future activities. Have brother Knights on hand to assist prospects in completing these forms. Conclude the event with some light refreshments. Inform the candidates of the date of the First Degree. The Admission Degree (First Degree) Schedule a First Degree no more than two weeks after your informational session. Contact the candidates to remind them of the degree date. Ensure they have an escort (proposer) and transportation to the location of the Admissions Degree. Order degree certificates from the Supreme Council Supply Department as a fitting way to recognize your new brother Knights. Make the new member feel immediately welcome by pre-ordering his member badge and a Knight s Lady badge for his wife. Present these along with an Emblem of the Order sticker for his car at the conclusion of the degree. Don t let the new members leave the degree without getting them involved and explaining the Shining Armor Award program. District Deputies are responsible for taking a picture of each completed form 100 following the degree and submitting them along with the Form 450 from the degree to Supreme at membershiprecords@kofc.org to ensure processing the next day. A copy of each should also be sent to Membership Tracking Chairman Tony Fontanelli at tony.fontanelli@sbcglobal.net and the form 450 should also be copied to forms@tkofc.org or Ceremonials Chairman Phil Apgar skpa@tx.rr.com. Form 100 tracking will be expanded to include snapshots of the candidate lists (Android or Apple app Office Lens) to ensure timely processing of new member form 100s and accurate tracking of recruiters for the Texas Rangers Recruitment Pin Program. 18 Year Old Recruitment During the fraternal year 18 year-old recruitment will be two additional areas of emphasis for us. These include recruitment of 18 year old Columbian Squires and graduating high school Seniors. On a monthly basis every Diocesan Deputy will receive from the membership team a listing of eligible Columbian Squires who will attain 18 years of age during a particular month. We will also monitor whether the young man became a KC member or not. It is highly recommended that each Council initiate a Graduating Senior Referral Program whereby the contact information for each graduating Catholic Senior gentleman is provided to the DD and the Membership Team. We will work to ensure the College Grand Knight at the college or university he will be attending will receive his information as well as providing the graduating Senior the contact information for the GK on campus. Implementation of this program not only increases membership in the Knights of Columbus but also increases exponentially the chances of these young men remaining in the Faith during their college years and beyond. Names of Seniors should be provided to Tony Fontanelli as this program rolls out. Please contact me should you require any assistance in preparing or executing any kind of recruiting plans or programs in your Council or District. I am available to assist along with my fellow Membership teammates. Page 25

MEMBERSHIP VISION Reggie Vasquez Chairman Brother Reggie s mission continues this Fraternal year monthly membership reflection which will be available on the state website www. tkofc.org. State leadership and GK s will be notified of its availability through Flocknote . His reflections will be in line with the Worthy State Deputy s theme for the month and will be available for use by Council Membership Directors or Lectors. He will also be producing short snippets during the month which will be published on the State s social media applications such as Facebook or Twitter and sent to the Grand Knights. These are intended to be helpful and reminders for you as you lead your Brother Knights this Fraternal year. These will be targeted to enhance the knowledge base of our brother Knights regarding a variety of aspects of the Knights of Columbus. Here are some suggestions for monthly themes for activities in your Councils and Districts. July (Guardians of Freedom) Freedom comes at a cost and religious freedom at even a greater cost. The focus is on those who are the guardians of freedom and our obligation to support defend and pray for the guardians. August (Fr. Michael J. McGivney) Our Founder may not have foreseen how the Order would grow but he was convinced that this Order of Catholic Gentlemen was the answer to right the ship of injustice and set the course true Catholic brotherhood. What he observed in 1882 is still true today. September (Join a Ministry) Ministry in the local parish equates to presence and visibility. How visible are the Knights in your parish community? Are they the models of Ministry? Wear your Knights badges and or shirts when you serve. October (Columbus Day) Our namesake was an adventurer who charted unknown waters and risked all and all the while clinging to his faith. What are we willing to risk in order to grow our Order and defend our faith? Let s chart new ways forward in our communities and seek out opportunities for growth. November (Giving thanks by Giving Back) Most will take time this month to be thankful for what they have been blessed with in life. Giving at any level becomes a blessing to others. Focus in on what we can give together to bless others. There is no greater satisfaction on Earth than to give with absolutely no expectation of anything in return. It frequently creates great joy for the recipient and then for you! December (Keep Christ in Christmas) It s not just a program or a saying; it s a strong reminder to keep Christ-centered throughout this joyous season. How can we Knights best renew that spirit in our communities? January (New Year s Resolutions) A new calendar year invites new resolve to fortify faith hope and charity. Your Council can and should offer strengthening of Catholic Faith Hope for better community (Domestic Church) and Charity without reservation. Plan on it! February (Valentine s) If you forget your Valentine your amour will be tarnished. And Lent begins on Valentine s Day! As we prepare ourselves for the Passion and the Cross let s embrace our exemplified principles and bring others into the Faith and into the Order. March (Mass for Families) We close out this month with the cherished memory of Our Lord s Last Supper. This celebration should be special to all Knights and their families. This life-giving remembrance recalls the institution of the greatest sharing gift any can receive. This truly is the Mass for Families; be there with your families. April (Easter joy) The Cross the Resurrection the joy of salvation and the hope of mankind are here. We Knights share in the glory of the Resurrection and have become instrumental in evangelizing and building the domestic Church one member at a time one Council at a time. Rejoice He is risen! May (Mom & Dad) May the month of Mary and the perfect time to reflect on the importance of family. What are we doing to enhance the family culture especially with regard to faith? How can we Knights strengthen respect for parents and encourage parents to nurture faith in children? June (Fortnight for Freedom) Each year dioceses around the country arrange special events to highlight the importance of defending religious freedom. The Fortnight for Freedom is from June 21 the vigil of the Feasts of St. John Fisher and St. Thomas More to July 4 Independence Day. Bring in new Knights to defend religious Freedom! Feel free to use the themes above and accompanying artwork in your Council websites and newsletters. They will be available on the state website under membership downloads. COUNCIL MEMBERSHIP DIRECTOR LEAD Sean Stenovich Chairman Brother Sean continues this Fraternal year as our Council Membership Chairman. As a reminder membership is an agenda item per Supremes Bylaws that may not be waived or skipped. In the event your Council s Membership Director could use some suggestions on material to cover Brother Sean will be working to develop a draft agenda for use by Council Membership Chairs which we intend to have available mid-month for the following month. Our goal is to save everyone some time and to standardize our messaging a bit to the Councils. You can anticipate reminders to cover membership results prepare for upcoming blitzes receive links to relevant videos or recruiting material on the Supreme website. If you have suggestions as we roll this process out please send your ideas to Sean. Contact information is in the State Directory. Page 26

MEMBERSHIP OUTREACH TEAM COACHES Tony Munsch Chairman Our Membership Outreach Team is composed of the following nine Brother Knights throughout Texas. They are assigned to groups of Councils that are generally aligned by General Agents (in the event a DD has Councils represented by two differing GA s we made an assignment to one of our coaches). These Brother Knights will serve in two primary capacities this Fraternal Year. Their primary role will be to contact the Districts assigned to them frequently throughout the year. Their primary focus will be to encourage membership growth scheduling of Admission Degrees Scheduling of Recruiting weekends etc. and to offer suggestions and assistance when our goal of advancing Fr. McGivney s dream is not occurring in a District or a Council. Our goal is to learn adapt and tweak what we are doing to provide better support to DD s and our recruiting efforts throughout the State. Secondly they will be assisting the Retention Chairman Dennis Trainor in the review and investigation of proposed drops. Territory (Insurance GA) Territory / GA Tony Munsch Chairman Austin Isaac Sandoval Dallas and Tyler Pat Poskey Fort Worth and San Angelo Fred Guillory AGH (Districts 86 to 98) / Beaumont Luke Stuckey AGH (Districts 66 to 85) John Daly San Antonio Robert Hernandez Corpus Christi / Victoria James Torline Brownsville / Laredo James Jim Stark Amarillo / El Paso / Lubbock Some of their focus areas will include: Quick start for recruiting in the First Quarter (Supreme Knight Challenge) Scheduling of Membership Drives All Councils Active (Districts and Councils with no recruiting activity) Assist the Retention Chairman Assist the Withdrawal Committeeman CEREMONIALS - Phillip E. Apgar Chairman Recruiters recruit to degrees a point made by Supreme in sessions attended by our Membership Director. We strongly encourage each District Deputy to either schedule and host one First Degree each month in his District or participate in a Degree hosted nearby. Each District should be recruitment active every month. If every District was recruitment active with an average of three per District each month Texas would absolutely have IT s BEST YEAR YET! This is important from a recruiting perspective also to provide Councils nearby ample opportunity to bring their candidates to degrees as soon as possible after their Form 100 applications are approved by their Councils. Please ensure candidates are escorted to a degree that the escort has the candidates properly completed Form 100 that their dues have been paid and bring the First Degree Kit for the Candidate. Unescorted candidates put the Degree Teams in a very uncomfortable spot when we are trying to be welcoming to new members but none of the necessary paperwork is complete and no one is available who knows the candidate. First Degree Honorees When conducting First Degrees the exemplification should be dedicated in honor or in memory of our clergy. The following recommendations are: July and August - Venerable Father Michael J. McGivney September and October - Supreme Chaplain November and December - Council Chaplain January and February - Parish Pastors and All Clergy March and April - Pope Francis May and June Bishops Page 27

MEMBERSHIP RETENTION Dennis Trainor Chairman It is not by recruitment alone that our Order grows but by making sure that our current members are engaged with the Order. Therein lies the directive of Membership Retention from the State level to the Councils. Every Brother Knight should be afforded the opportunity to practice the principles that drive our Order Charity Unity and Fraternity. Retention efforts must start immediately after the Admission Degree has been conferred on a new member. Encourage the new member to take the Formation and Knighthood degrees as soon as possible. Establish a "welcoming committee" of several council members to provide the member and his family with information on the council show them around the council's facilities and answer questions they may have. Present the new member with a New Member package as an example: Council Ball Cap Council Name Badge T-shirt emblazoned with the Order's emblem and the council number Admission Degree Certificate A new Knight's proposer should: Introduce him to other council members Inform him of the dates and times for council meetings and activities Establish a car pool to bring new and old members to meetings. Get new members interested in earning the Shining Armor Award to help their knowledge and involvement in the Order grow. For those members who have become non-participative inactive and in arrears of council dues it is imperative to find out WHY: Has the member become ill or unemployed or even worse has died. There is nothing more uncharitable non-benevolent and embarrassing than to suspend a brother Knight in a time of need. Is the member no longer a Catholic? Does the member feel as if he doesn t belong? Has the member moved to another parish or town? These are issues which can be addressed by a viable Council Retention Committee. On the other hand if a member just doesn t want to belong to the Knights of Columbus anymore there are processes in place that can accomplish the dropping of a member. (Refer to Texas Proper Billing Procedures in this section.) Retention Committee Every council should establish a Retention Committee: The Deputy Grand Knight (Usually assigned as Chairman) Trustees Membership Director (Retention falls under his direct authority) Others as may be directed by the Grand Knight Grand Knight as an ex-officio member Determine the cause of members who are not paying their dues or participating in the council and provide possible solutions to the problem. Examine the council s conscience often to find possible reasons why a member loses interest in maintaining his active membership and then work to eliminate those reasons. (Surge... With Service Program Manual) Suspension for Non-Payment Every council loses members due to deaths and withdrawals. Withdrawals are normally a result of a resignation from a member who is no longer a practical Catholic. They should not be the path of least resistance to removing a member from the council. There are numerous examples of withdrawals accepted which cite reasons such as health financial troubles or the member has moved (frequently to another town with a council and no offer of help transferring to the new council). But suspension for non-payment of dues represents the largest group of losses to the Order each year. Thus it is of vital importance that proper billing procedures are followed before the process to suspend a member begins. Page 29

Financial Secretary Responsibilities With regards to retentions and suspensions the Financial Secretary is reminded that: 1. He is not a member of his council s Retention Committee nor is he eligible to serve as the council s Retention Chairman. His only true duty is to provide a list of members who are in arrears in their dues when requested by the Grand Knight. It is the responsibility of the Retention Committee to contact each member review each member s situation and make a recommendation to the Grand Knight as documented on the Texas Membership Conservation Report (Form TX-1845A) 2. He must follow the procedures on the Intent to Retain Form 1845 and to provide a copy to the District Deputy and the State Retention Chairman at the time he sends the original to the Supreme Council. In addition the council must have a Form 365 on file at the Supreme Council Office showing that a Council Retention Chairman and a Council Retention Committee has been appointed and the council must have the last two consecutive audit reports (Form 1295 A&B) on file. 3. He must provide a copy of the Texas Membership Conservation Report (Form TX-1845A) to the State Retention Chairman which is signed by him the council Grand Knight the council Retention Chairman and the District Deputy. 4. He must abide by Section 168 paragraph 3 of the Supreme By-Laws when proceeding with the filing of a suspension of a member. This paragraph states that a member has three months to pay his dues from the date of those dues being levied. This generally means that a member is not delinquent until April 1st. Suspension Forms The Notice of Intent to Retain form also known as Form 1845 is associated with the suspension process defined by the Supreme Council and is typically filled out by the Financial Secretary and must be signed by the council Grand Knight and the council Retention Chairman. The Texas Membership Conservation Report also known as Form TX-1845A is an additional form associated with the suspension process and was developed by the Texas State Council in compliance with Supreme Council requirements. This form is required by the State Deputy and must be signed by the council Financial Secretary the council Grand Knight the council Retention Chairman and the District Deputy with a copy to the Diocesan Deputy and State Retention Chairman. (Refer to Texas Proper Billing Procedures for more details in this section.) FS signatures on the contact attempts to be conducted by the Retention committee will invalidate the Form TX-1845A. District Deputy Check List 1. Discuss each council s anticipated suspension activity as the billing process begins. If the anticipated suspensions are large you should be working up a plan with the council to work this over a period of time which ensures you have time to complete your portion of the process (which requires you to attempt contact with each proposed drop). Contact the State Retention chairman with a heads up if significant suspension activity is anticipated. 2. Review Texas State Council Review of Suspension Request Form 1845-R a. Verify that the council has filed Form 365 (Service Program Personnel Report) with Supreme. b. Verify a council Retention Chairman has been identified on Form 365. c. Confirm that the council has submitted the last two consecutive semi-annual audit reports to Supreme. (Form 1295) d. Confirm that the council Financial Secretary the council Grand Knight and the council Retention Chairman have signed Form 1845 (Notice of Intent to Retain). e. Confirm that Form TX-1845A has been completed in its entirety by the council Retention Committee and has been signed by the council Retention Chairman the council Financial Secretary and the council Grand Knight and the District Deputy. f. Confirm that the all sections are complete and legible. g. Do a follow-up to make sure that members submitted for suspension are not out of work or in distress. 3. Confirm that members of Honorary and Honorary Life age and tenure are not being suspended. Make sure the Financial Secretary applies for an Honorary and/or Honorary Life membership card and thus avoiding an embarrassing suspension. (As of March the Supreme Board of Directors directed that this task must be completed by the Supreme Council Membership Records staff as members become eligible and meet the criteria as outlined in Section 118 of the Charter Constitution Laws of the Knights of Columbus.) 4. Make sure that questions of Catholicity and being a practical Catholic are handled as a withdrawal. Requires judgment by the council chaplain or pastor. If the member is willing to sign a letter or indicating he is no longer a practicing catholic you may attach that note to a form 100 withdrawing the member. Otherwise a note from your Chaplain will be required. Page 30

TEXAS PROPER BILLING PROCEDURES INCLUDING USE OF THE NOTICE OF INTENT TO RETAIN A vitally important plan of financial welfare for council is the collection of dues and per capita assessments from members. The Grand Knight and Trustees should therefore always be certain the following retention process is followed: Please note that Financial Secretaries should use the Member Management and Member Billing applications located in the Secure Officers Online area of to perform the tasks listed in this section. Instructions recorded webinars and help are available within the online application. 1. The Financial Secretary mails the First Notice 15 days before the billing period to each member. 2. If payment has not been received in 30 days the Financial Secretary mails the membership bill Second Notice. 3. If payment is not received within 30 days from the date of the Second Notice the Financial Secretary will provide names addresses phone numbers other pertinent information and amount due for each member in arrears to the Retention Committee for personal follow up. The committee should include but is not limited to the Retention Committee Chairman (as reported on the Service Program Personal Report-Form typically the Deputy Grand Knight) the Trustees; and the proposer if available. (NOTE: The Financial Secretary CANNOT be a member of the Retention Committee.) The Retention Chairman shall assign a member of the Retention Committee to discuss the reasons for non-payment; discuss any personal situations prohibiting payment; or to offer a cooperative remedy to the delinquency situation. The Retention Chairman will notify the Grand Knight of the results of the contact. If directed the Financial Secretary forwards a Knight Alert letter to the delinquent member signed by the Grand Knight after the Retention Committee has done their work. NOTE: The Retention Committee should make use of various methods including internet search engines in its attempt to locate the member if unreachable. If a member moves the Retention Committee should assist in helping the brother find a new council. The Committee members provide a written report of their findings to the Retention Chairman. The Retention Committee Chairman then compiles a report on all members in arrears to be presented to the Grand Knight who will present the findings at the next Officers Meeting to determine if the members are to be suspended or need assistance. Sickness or personal financial difficulty is not a sufficient reason for suspension. Page 31

If the member is experiencing financial difficulty the Retention Committee can recommend to the Grand Knight that he advise the Financial Secretary to accommodate the member for a payment plan or other financial arrangement that is acceptable to the council. The Texas Membership Conservation Report #TX1845A (current version Rev July 17) will be prepared with all available information including details of all attempted and actual contacts with the member. The Form TX1845A is signed by the Grand Knight Financial Secretary Council Retention Chairman and District Deputy. The form will be prepared in one copy and copies made for distribution: Forms 1845 and TX1845A will be distributed to: District Deputy State Retention Chairman Council Files 4. If after 15 days of sending the Knight Alert the member still has not paid his dues or no satisfactory arrangement has been made the Notice Of Intent to Retain is prepared by the Financial Secretary and countersigned by the Grand Knight. a. Copy is sent to the delinquent member. b. The Office Copy is forwarded to Membership Records at Supreme. Copies of the Form 1845 and TX 1845A are mailed (electronic or postal service) to the State Retention Chairman. The Supreme Knight will mail a personal letter to the delinquent member to convey the Supreme Knight s interest in having the member retain his good standing status. c. The State Retention Chairman on behalf of the State Deputy will have the responsibility of monitoring the conservation listing posted each Saturday morning on the Supreme web site the Officers Online area. The same has the responsibility to ensure that the District Deputy and Membership Outreach Team have access to the conservation list. He should also communicate with the member offering assistance and advising him that the District Deputy in his area is available to help with any particular problems. d. The District Deputy has the responsibility of monitoring the conservation listing posted each Saturday morning on the Supreme website in the Officers Online area to access the list of members needing to be contacted. He personally contacts the delinquent member to discuss the nonpayment situation. In the course of the visit suggestions as to possible solutions should be recommended and the District Deputy will volunteer to assist the member if the need exists. The District Deputy determines whether personal contact has been made by the council. The response and reaction received from the delinquent member is recorded on the reverse side of the District Deputy copy of the Form #1845 and then forwarded to the State Deputy and State Retention Chairman for review. e. The Council Copy is retained for council files. Page 32

5. If the delinquent member does not meet his obligation or arrange a satisfactory payment schedule within 60 days following processing of the of Notice Intent to Retain then the council may file a membership document (#100) indicating suspension. Both the Grand Knight and Financial Secretary SHALL sign the form prior to filing the Form 100 with the Supreme Council. The Supreme Council office will not process the suspension unless a Notice Intent to Retain has been on file for the required 60 days. 6. The Notice of Intent to Retain becomes null and void 90 days following the date it is recorded at the Supreme Council office. After the 90 day period has elapsed the form will be removed from the file under the assumption the council has been successful at retaining the member. 7. If subsequently the member on whom the council previously filed a Notice of Intent to Retain again becomes delinquent the entire billing/retention process must be re-implemented as described. Every Diocesan Deputy District Deputy and Financial Secretary has received clear and concise instructions on this procedure (Annual Star Guides State DD organization and Mid-Year Meetings Diocesan Organization and Mid-Year meetings and State hosted FS training sessions). It is the duty of the District Deputy to make certain that they are being carried out by the Financial Secretary and Retention Committee of each Council in his district. It is the State Deputy's responsibility to insure that the State Membership Director the State Retention Chairmen and the District Deputy follow the retention procedures. Rev July 2017 Page 33

Council Growth Freedom to Serve Service Inspired by Faith Boyd Burris Council Growth Director COUNCIL GROWTH COMMITTEE I d like to begin by thanking many of you for your efforts on Council Growth activity during the fraternal year. We had a successful year in the New Council and Reactivation arenas and are looking forward to another great year. With your assistance we are also anticipating a great year in our Round Table arena a key opportunity to expand our presence throughout the state. Our founder Fr. Michael J. McGivney had an enduring vision that resulted in the creation of the Knights of Columbus. As brother Knights we embrace Fr. McGivney s dream namely the care of widows and families of Brother Knights and the innumerable acts of charity and service incurred since our founding. This noble vision bolstered by our Supreme Knight Carl Anderson has stated on numerous occasions that we have a moral obligation to invite all practical Catholic gentlemen to join us as Knights. The Council Growth Team embraces Fr. McGivney s vision. Our mandate is partnering to extend the presence and reach of the Knights of Columbus in parishes and Catholic communities by supporting the establishment of New Councils or Round Tables as well as the reactivation of Councils that have been suspended by Supreme. Our team also offers support to Hispanic and College communities which are essential to the future of the Catholic Church and the Knights. Accomplishing Fr. McGivney s vision compels all of us to reach out to our brother practical Catholic gentlemen across the societal and economic spectrum. If you need help pursuing the establishment of a New Council or Round Table anywhere in Texas please contact one of our team members. Every Knight in Texas is a member of the Council Growth Team. You are our eyes and ears. If you run across an opportunity to establish a New Council reactivate a suspended Council or establish a Round Table we stand ready to help you! Give us a call or drop us an our contact information is in the appendix of this booklet. A note on forms. We have not placed any copies of forms in this document but have provided links to all of the forms. If you are viewing online click on the link and you should be directed to the form. If any of the links below do not operate by clicking on them just copy the link and paste it in your browser hit enter and it should bring up the information. Generally any new council related form should not be submitted directly to Supreme but rather to one of our Council Growth Team members. This is a request of the Worthy State Deputy intended to afford us an opportunity to ensure all forms are properly completed prior for forwarding to Supreme. This includes NCD related form 100 s. When submitting through us be sure and yourself a copy your District Deputy and forms@tkofc.org (near the bottom of the form). Copies of forms may be requested by ing any team member or downloading them from the state KofC website at and then navigating to the Council Growth page. Link to Supreme site for Council Growth Forms: (English) (Spanish) New Council Development Clint Mendonca Chairman The development of new councils is primarily the responsibility of the District Deputy with the assistance of his New Council Development Chairman and the Field Agent. To assist him the following procedures have been developed. For additional or more detailed information please refer to the New Council Development Guidelines as published by the Supreme Office and the checklist found in this Star Guide. Spanish-speaking councils of the Knights of Columbus can be found in the United States Mexico Puerto Rico the Dominican Republic Canada Cuba Panama and Guatemala. The Order is making every effort to bring the benefits of membership to every eligible Spanish-speaking Catholic gentleman through our Operation Hispanic Outreach and New Council Development programs. Our Hispanic Council Development Chairman is ready to assist forming a New Council Round Table or in the reactivation of Spanish speaking councils. Follow these few helpful tips: Hold monthly meetings with new members and transfers with updates on the progress and things that still need to be done. DO NOT park new members in an existing Council. Keep new members active at business and planning meetings. REMEMBER: Get as much done as you can before Advent and Lent. Not much happens during these two seasons. For additional or more detailed information please refer to the New Council Development Guidelines as published by the Supreme Office and the checklist found in this Star Guide. The following is a checklist to be used by Diocesan and District Deputies. It is a quick guide to be used to monitor the progress of a new council and/or a reactivation. Please refer to this checklist whenever you are contacted by a State Officer Major Director or Committee Chairman. Page 43

Follow up Link to Supreme site for Council Growth Forms PARISH ROUND TABLES Kenneth Braziel Chairman When the Venerable Fr. Michael J. McGivney founded the Knights of Columbus in 1882 he envisioned that every Catholic gentleman age 18 and older would be offered the opportunity to enjoy the benefits offered by the Knights of Columbus. To take this charge one step further our Supreme Knight Carl Anderson expects to have a Knights of Columbus presence in every parish as we are considered to be the right arm of the church. We have approximately 1300 parishes and missions in the State of Texas. There are 799 chartered Knights of Columbus councils in the State of Texas. As you can see we do not have a Knights of Columbus council in each parish or mission. However we can provide a Knights of Columbus presence in each parish and mission through the implementation of Round Tables. Living in service to all is one of the most dynamic qualities of being a Knight of Columbus. A unique way for Knights to serve is by offering their assistance in parishes that do not have a Knights of Columbus Council. Not only does this demonstrate to the parish priest that we are In Solidarity with Our Priests but it proves to this priest that we are true to our word. If he knows about the Knights of Columbus and even if he does not it instills in him the difference a Knights of Columbus Council can make if he had one in his parish. This is a two way street and a win - win situation for the Knights of Columbus. This makes the Knights of Columbus a visible talent and an asset in the parish and community and instills in that parish priest the importance in having his own Knights of Columbus Council within his parish. He in turn will instill in the men of his parish the importance of being a Knight of Columbus and as a result our Order will grow and Texas will continue to increase its membership. The Parish Round Table Program is an easy and effective way for Knights to better serve the individual parishes priests and to be the visible force for good in their communities. Round Tables establish a presence in sub-communities of a large single parish Council perhaps with a significant Hispanic community or other nationality. The Round Table representatives are members of the sponsoring council and are members of the parish establishing a Round Table with that member serving as the Parish Round Table Coordinator. In those situations where Round Tables have been successful and membership is growing the Host Council District Deputy Diocesan Deputy and Council Growth team should be evaluating the ability of the Round Table to grow into a full-fledged Council. The guidelines to establish a Parish Round Table are: 1. The Grand Knight decides which area parishes or parish sub-communities (Guadalupanas Cursillistas etc.) will be served. 2. The Grand Knight and his Officers make lists of council members who belong to those parishes or sub-communities. 3. Grand Knight informs members which parishes or sub-community will have a Round Table. 4. Grand Knight and chosen parishioner sets up a meeting with the Pastor or sub-community leader to offer help. Page 44

5. During the meeting the Grand Knight and representative will explain how the Knights of Columbus can be of assistance. Also need to emphasize that this is not a one and done opportunity but a chance to provide on-going assistance. 6. If the Pastor or sub-community is not receptive to a Parish Round Table the Pastor s decision is accepted but keep the offer open in case things change. 7. If the Pastor or sub-community is receptive the Grand Knight appoints one Parish Round Table coordinator for each designated Parish or sub-community. 8. The Grand Knight completes the Report of the Parish Round Table Coordinator (Form 2629) and submits it to Supreme with copy to District Deputy and Round Table Coordinator. 9. Communicate all Parish Round Table appointments to those involved and make announcements. The Knights of Columbus Parish Round Table guidelines are available for review and can be downloaded at: Please take advantage of this booklet. Form to establish or reestablish a Parish Round Table is available at: (Spanish) If you already have a Parish Round Table please remember that Form 2630 must be completed and received by Supreme Council June 30 of each Fraternal Year. The form may be printed and mailed to Supreme Council but it is preferred that you complete it on line: (Spanish) Please be patient as it may take a couple of minutes to download the form. This is a two (2) page form. Once completed please remember to make the proper distribution of the form to insure you receive the proper credit. When ing Form 2630 to the State Council please it to forms@tkofc.org. Thanks for your support. If any of the links above do not operate by clicking on them just copy the link and paste in your browser hit enter and it should bring up the information. Round Tables must be re-established every year by filing Form 2629 (Parish Round Table Coordinator). Our goal is to have all forms re-establishing Round Tables completed and submitted by 8/31 (normal due date is 9/30). New Round Tables may be submitted at any time during the fraternal year. COUNCIL REACTIVATIONS Joe Torres Chairman The reactivation process for a dormant council is basically the same as for a new council except for some potential barriers that might arise. Many times the barriers that arise are what caused the council to go dormant to begin with. If these are not addressed and resolved early there is a strong likelihood that the council will fail again! This is why a more cautious approach may be necessary in the reactivation process. The first step is to meet with the Pastor and some committed Knights in the area to determine the prospects for reactivating the Council. Next is to obtain a council roster and contact members of the dormant council to determine if they want to remain in the reactivated council as active members. It is essential that everyone involved in the reactivation effort work as a TEAM to help make the reactivation of the council a success. The steps for Reactivation and procedures are as follows: 1. Meet with Pastor 2. Notify the State Deputy of your intent 3. Conduct a Church membership drive 4. Conduct an informational meeting 5. Hold election of officers (Form 185) 6. Appoint a Financial Secretary (Forms FS 101 and FS 103) 7. Help select Directors (Form 365) 8. Mail all Form 100 s to Supreme 9. Ask for forgiveness of debt The roster must have 20 members to complete the reactivation process. Steps 5 6 and 7 must be completed by submitting Form 185 Form 365 and the appointment of the Financial Secretary by submitting FS 101 and FS 103. Not completing the noted forms will nullify the reactivation process. Page 45

Links to Council Reactivation Forms: Council Reactivation Guidelines - Notice of Intent to Reactivate a Suspended Council - COUNCIL RETENTION Tony Hernández Chairman The mission of our Council Retention program is to ensure that all councils in Texas operate in good standing with Supreme Council. This is accomplished when all councils pay their per capita charges on time and in full. Our goal is for all Brother Knights to enjoy the fraternal benefits to which they are due as members of the Knights of Columbus. That also means that all Brothers can participate in state events such as the Annual Convention sports tournaments (golf bowling softball) and the Free Throw Contest so many of our youth and their families enjoy. Our Council Retention Chairman will inform the State Officers State Directors Diocesan Deputies and District Deputies which councils have not paid their Supreme per-capita. This information will be used to follow-up with respective councils. District Deputies should start expecting phone calls in August following the July billing and in February following the January billing. As District Deputies and leaders on the State Council your assistance in ensuring that all councils plan for and pay per capita bills from Supreme on time is essential. Please ensure your councils don t wait until the last minute to submit these payments. As a reminder payments of Supreme per capita do not require a council vote. As an FYI additional councils were suspended for non payment of per capita during the fraternal year. PER CAPITA Paul Bettge Chairman Per Capita is simply your Council s dues to the Supreme Council and the Texas State Council. You are obligated by the order s by-laws to pay your Council s per Capita from the money you collect from your members for your Council s annual dues. EXPLANATION OF SUPREME PER CAPITA BILLING Supreme Council bills each Council $ 4.50 per member per year. This amount includes $ 3.50 per member for per capita charges (dues) and $ 1.00 per member for Catholic Advertising. The invoices are sent in two separate billings as follows: $ 1.75 per capita + $ 0.50 Catholic Advertising = $ 2.25 per member billed on July 1 each year. Payment is due by October 10 of that year. $ 1.75 per capita + $ 0.50 Catholic Advertising = $ 2.25 per member billed on January 1 each year. Payment is due by April 10 of that year Supreme Council does NOT include Honorary Life Members in this billing. The number of members in a Council as of July 1 of each year is used to determine the actual charges. EXPLANATION OF STATE PER CAPITA BILLING Texas State Council bills each Council $ 8.00 per member per year. Invoices are sent to the Grand Knight and Financial Secretary on record for each Council by the end of July of each year. State per Capita must be paid by March 1 of each year. The number of members in a Council as of July 1 of each year is used to determine the actual charges. EXPLANATION OF CREDITS There is no charge for either Supreme or State per capita for Honorary Life Members. To be an Honorary Life Member you must be at least 70 years old with 25 consecutive years of service OR 50 years of consecutive service regardless of age OR an ordained priest or religious. Deacons are NOT included in this exception since they can work and be married. Inactive Insurance Members are credited at $ 9.00 per member by Supreme Council and with $ 3.50 per member by State Council. The total credited is $ per member which is the amount charged for both Supreme ($ 4.50) and State ($ 8.00) per capita. Therefore there is no net loss to the Council for Inactive Insurance Members. Honorary Members are charged $ per year for their Council dues and credited with $ 2.50 by State Council. This comes to a total of $ which is the amount charged for the combination of Supreme and State per Capita. Therefore there is no net loss to the Council for Honorary Members as long as your Council collects the $ per year for Honorary Member dues. BOTTOM LINE Your Council is charged $ per REGULAR member per year for the combination of Supreme and State per Capita and Catholic Advertising. COLLEGE COUNCILS College Councils are charged $ 4.00 per member for State per Capita SEMINARY COUNCILS Seminary Councils are exempt from payment of State per Capita REACTIVATED COUNCILS Upon request Councils that are reactivated could be exempted from payment of overdue State per Capita by a vote of the Texas State Council Officers. They may also be exempted from payment of overdue Supreme per Capita after approval by the Supreme Council. NEW COUNCILS are exempt from payment of State per Capita for the first year of their formation. WHAT HAPPENS IF MY COUNCIL DOES NOT PAY THEIR PER CAPITA? Your Council will be suspended by Supreme Council if you do not pay your Supreme per Capita bill sent on July 1 by October 10 (90 days Page 46

to pay). Your Council will be suspended by Supreme Council if you do not pay your Supreme per Capita bill sent on January 1 by April 10 (90 days to pay). WHAT HAPPENS IF MY COUNCIL IS SUSPENDED BY SUPREME COUNCIL? There are several things that happen when a Council is suspended by Supreme Council for non-payment of assessed per Capita including: 1. Your Council is not eligible for any awards including Star Council Columbian Award Founder s Award or Father McGivney Award. 2. Your Council Members lose their rights to all automatic Fraternal Benefits awarded to members in good standing such as the automatic accidental death benefit for members and their spouses and the automatic death benefit if a child is stillborn or dies within 75 days of natural birth. WHAT HAPPENS IF MY COUNCIL DOESN T PAY THEIR STATE PER CAPITA? Texas State Council does not have the power to suspend a Council. However if you do not pay your State per Capita billed during July of each year by March 1 Texas State Council can and will do the following: 1. Not allow a Council to seat delegates at the Texas State Convention. 2. Not allow a representative of the Council to participate in the State Free Throw Contest. 3. Not allow a representative of the Council to receive an Educational Grant from State Council. 4. Not allow Council representatives to participate in State-sponsored athletic contests (golf tournament bowling tournament softball tournament etc.). 5. Your Council is not eligible for State Awards such as the Lone Star Award for Excellence or the Lone Star Award for Excellence with Distinction Texas Spirit Award for Excellence or the Texas Spirit Award for Excellence with Distinction. HISPANIC COUNCIL DEVELOPMENT Cruz Hinojosa Chairman It is no secret to anyone living in Texas of the importance of the Hispanic community to our Church and to the Knights. We ve learned from the Bible that the Church is one body with many parts that recognition suggests some nuances as to effective development of fully or predominantly Hispanic Councils. Some Hispanic Priests (or Priests of other nationalities for that matter) may not be familiar with the Knights. As an ice breaker we recommend consideration of presenting them with a picture of Fr. McGivney and the book Parish Priest. That may open the door for a conversation relating who the Knights are in the United States and how we can help them in their ministry. As with starting any new council remember that experienced leadership is a learned responsibility and special care should be given to ensure that there are mentors for the officers. Extra care in training and expectations for officer roles would be appropriate. Recognition of the special importance of family in this community and in the development of programs may also enhance the chances of developing a vibrant council. One last thought might be to consider multilingual opportunities at large gatherings of Knights. An example would be doing one of the readings in Spanish (or another language if appropriate) at a Corporate Communion. We re hoping to secure some Diocesan Hispanic Council Development Assistants so that we have helpers near you! Our Hispanic Council Chairman also stands ready to offer advice counsel and support. All you have to do is reach out and ask for help. Notice of Intent to Establish a Council - Notice of Institution of a Council - Application for Council Charter - Notice of Institution of a Council - Application for Council Charter - COLLEGE COUNCILS Michael White Chairman The mission of the Knights of Columbus College Council Program is to promote the moral intellectual and spiritual development of the future leaders of civil society the Order and the Church through witness to the Gospel and dedication to the principles of Charity Unity Fraternity and Patriotism. Our objective for college councils is to foster excellence and growth in established councils and to expand our reach by establishing Round Tables or councils on college campuses where a Knights of Columbus presence does not yet exist. What works for most parish councils is not likely to work for college councils so for those of you working with college councils be flexible! Our support for these councils must help these young knights become leaders in their current councils be accepted and supported by surrounding councils and ensure they are schooled in the requirements to succeed in the Knights of Columbus. As these young Knights graduate and transition to job market and perhaps a new city we need to facilitate an easy transition for them to a council in their new location and welcome them when they arrive. Their youth and vitality can be a source of welcome energy and passion for the welcoming council. If any Diocesan Deputy or District Deputy needs help with any aspect of a college council our College Council Chairman and his colleagues stand ready to help. A number of opportunities and resources are available exclusively to college councils. The Supreme Council hosts an annual College Councils Conference at in New Haven CT each fall to provide college knights with opportunities for training and networking. This year the meeting will be at the Omni Hotel September 29 October 1. The Texas State Council hosts a College Councils Conference in state each spring to pro- Page 47

Councils Chapters and Assemblies should financially support these Conferences to help offset the cost to the students and Chaplains. STAR TRACKER REPORT Since it will be important to keep track of each council in Texas as each council meets deadlines and shows progress towards the Star Council criteria the Star Tracker Report will be updated monthly with the required membership gain insurance gain submission of forms and the required financial payments set by the Supreme Council. This report will be posted on the state council website each month upon completion of the updates. Our Team will be contacting the District Deputies and Grand Knights to help them with those councils that are past due on the required reports. It is our goal to help those councils be recognized for their hard work and achieve Star Council. GOALS FOR Because our great jurisdiction must now meet a Star Councils goal this means that each of our dioceses and archdiocese must share in their part of that goal. Each diocese has been given a goal of 22% of the active councils in their diocese or archdiocese to become Star Councils. Each Diocesan Deputy and District Deputy that obtains these goals will be recognized. This Star Guide includes copies of the forms referenced in this Star Councils section and also a checklist that can be used by Grand Knights District Deputies and Diocesan Deputies. Together these tools will be helpful in our quest for every council to have the opportunity to become a Star Council. Page 51

Edward Tydings Programs Director Page 54 Programs Freedom to Serve Service Inspired by Faith Programs need Knights but ALL Knights need programs Programs in the State of Texas is one of the things that makes us successful. Catholic men want to join our ranks because of our charitable initiatives and it is our duty to bring them into the Order. Some of our programs are mainstays: RSVP Family of the Month Columbian Squires our athletic tournaments the ultrasound initiative and the ACE Wings. Under the theme The Freedom to Serve we introduced some new programs. We are partnering with the 4th Degree and the Charities team to increase our presence in VA centers around Texas. We developed a new award the Faithful Citizenship Badge. We have spent a lot of effort implementing the Supreme Knights new initiative this past year Building the Domestic Church. Today the Knights of Columbus is providentially positioned to play a key role in the new alliance between the Church and the family But for us to do so requires that we adopt new methods. To accomplish this we must understand what is involved in the new initiative. The best way to understand the initiative is to read about it at This link will include the latest news and announcements action steps for all signature programs and resources for promoting the initiative within the Council and parish. As fraternal leaders we are charged with developing a plan for the implementation of the Domestic Church initiative. By design the initiative requires that we involve our parish priests at the local level. Where a strong program exists outside of the design of the Council we will work to supplement whatever is needed. Where a program does not exist there is no better organization than the Knights of Columbus to start one. The important thing is to communicate early and often with your pastor. The organization of the Domestic Church has familiar groupings. We will work on fraternity and formation for the spiritual and social development of Catholic men in our parishes and Councils. These are the Council and Church Activities: Council Activities Father s Day Renewal of Wedding Vows* Knight of the Month/Year Shining Armor Award Sick/Condolences Committee Council Newsletter Member socials Clergy Night Insurance Night Athletic Teams (Bowling Softball Golf) Special Olympics Church Activities Fifth Sunday Rosary* RSVP/Seminarian Support** Clergy Appreciation Night Priest Annuity Program Corporate Communions Project Moses Living Rosary (October and May) We will engage in programs that promote the family as domestic church and strengthen our parishes through a commitment to whole family activities particularly a commitment to service to Catholic youth ministry. These are our family and youth programs: Family Family Fully Alive* Holy Family Prayer Program*

Consecration to the Holy Family* Journey to the Inn/Posada* Food for Families* and ** Family of the Month/Year Family breakfast/banquets Christmas Party Ladies Appreciation Night Memorial Masses for Deceased Brothers Youth Columbian Squires** Coats for Kids** Free Throw Contest Essay and Poster Contest Scholarships Youth Mentoring and Parish Youth Ministry Recognition of Altar Servers We will lead programs where brother Knights lead parishioners in a charity that evangelizes and engages the parish community through a commitment to the corporal and spiritual works of mercy. These are our community and culture of life activities: Community Habitat for Humanity** Global Wheelchair Mission** Veteran Administration Volunteer Support Red White Blue and Green Masses Faithful Citizenship Badge Promotion Blood Drive 40 Cans for Lent Food Drive* Shield a Badge with a Prayer Toys for Tots Health Promotion Night Armed Service and Public Safety Appreciation Culture of Life Ultrasound Initiative** March for Life** Pregnancy Resource Center Volunteer Nursing Home Volunteer ACE Wing Promotion 40 Days for Life Pro-life Mass March for Life Mother s Day Roses These lists are in no way meant to be all inclusive or exhaustive. Programs and activities are limited only by the imagination and ingenuity of the local Council. Programs with (*) are those specific to the Building the Domestic Church initiative. Councils are asked to plan to include them in your calendar. Programs with (**) may meet SP-7 requirements for all activities in that section if specific and minimum requirements are met. Page 55

STAR COUNCIL Star Council is still the ultimate goal for every Council. It represents outstanding recruiting insurance promotion (family protection) and programs. One of the requirements for Star Council is the completion of the Form SP-7. The SP-7 divided into six categories: Church Community Council Culture of Life Family and Youth. Work to have four programs in each of these categories throughout the year. A diverse list of programs will help ensure that we can meet the needs of as many of our members and new prospects as possible. Additionally you must have four programs listed in the Domestic Church initiative to qualify for Star Council. SERVICE PROGRAM COMPETITION (STSP) Councils participate and sponsor outstanding programs every year. This year will be no different and we anticipate several new programs and ideas as Councils incorporate the Domestic Church. State and Supreme Awards are great recruiting AND retention tools. They can help spotlight particularly outstanding work to those who don t understand what our mission is. We award the top three submissions in each section of the SP-7. Entries may be completed throughout the year but they must be received no later than March Entries may be mailed directly to the State Programs Director. Your Councils do the work take the time to give us the opportunity to recognize and congratulate them. Oftentimes the submission will be ten or more pages long. When compiling your program entries keep in mind the following criteria: 1. Content Does your program fall into the category for which you are submitting? Who benefited from the program? 2. Participation of the membership Include the total number of members participating in the event and what percentage of membership this represents. If you recruited new members as a result of the program make sure to include this in the write up. 3. Program Originality Was this a new idea or an annual event? If it is an annual event was this one special for some reason? 4. Committee planning How well was the event organized? How much time and detail went into planning the event? 5. Delegation of Responsibility Did you have non-officer step up to lead part (or all) of the activity? Again how many members participated in the planning and execution of the event? 6. Publicity How well was the event publicized to the community membership and parish? Include copies of print electronic radio and television media releases. 7. Pictures Organize and caption a photographic journal of the planning coordination and execution of the event. Action shots of brother Knights are always better than posed Check and Shake pictures. PACE SETTER AWARD This award is designed to recognize those Councils who take the time to submit multiple entries into the STSP competition. Entries may be completed throughout the year but they must be received no later than March to be considered for judging for the State Convention. Entries may be mailed directly to the State Programs Director. Silver PACE Setter Award Councils who submit entry forms in three categories Gold PACE Setter Award Councils who submit entry forms in all six categories FAMILY OF THE YEAR We have families across the state of Texas who are exceptional examples of how to live their faith through prayerfulness service to the Knights service to their community and service to their church. A great way to recognize these families and to inspire other families is by submitting them for consideration as the Texas Family of the Year. Like the STSP submissions the best submissions will be quite extensive. There should be plenty of captioned pictures newspaper articles (if available) letters of recommendation from their pastor parish staff volunteer organizations etc. Anticipate these entries to be at least ten to twelve pages long. Entries must be received no later than March Entries may be mailed directly to the State Programs Director. Vocations Support Chairman: Larry Odom Our Order was founded by a parish priest and has always supported men and women who have chosen to dedicate their lives to our Church through religious life or are considering doing so. The Supreme Council has instituted a number of programs and services related to that support. Refund Support Vocations Program (RSVP) The goal for the upcoming fraternal year is for each seminarian from Texas or studying in Texas to receive support from at least one Council Assembly or Squires Circle. The best known Supreme program to help accomplish this goal is RSVP. Supreme will refund $100 for every $500 sent by a Council or Assembly and $20 for every $100 sent by a Circle. To qualify the checks must be made payable to the individual seminarian and you must submit Form 2863 along with a copy of the cancelled checks by June 30th. Not as well known is that RSVP does not apply only to Diocesan seminarians. It also applies to seminarians studying for the priesthood under a religious order Franciscans Paulists Dominicans Jesuits SOLT etc. as well as to young women studying to be religious Sisters. It does not apply to men in the Permanent Diaconate program nor to men studying to be Brothers who are not studying for the priesthood. The Vocations Offices in the Dioceses have different methods for handling donations to their seminarians. Each Diocesan Deputy will act Page 56

as or will appoint a Diocesan Vocations Coordinator. Know who yours is and keep him advised of all your vocations donations whether to a Diocesan seminarian or to someone else studying for religious life. If your Council participates in vocations support that qualifies for RSVP you can list RSVP on each of the four Church lines of the Columbian Award application (Form SP-7). Be sure to enter it on all four lines and not just the first line. Non-financial support Sending financial support is only the start. We need to fully adopt these fine people. Send them birthday and holiday cards or gifts write them letters periodically invite them to Council and Assembly meetings and functions and encourage them to join our Order and to progress through the Degrees. Every Bishop in Texas is a Knight and we should encourage our seminarians to become Knights as well. They are our future parish pastors! Two more opportunities to send cards or other small gifts to thank them for answering God s holy call are the feast days of St John Vianney the patron saint of priests on August 4th and St Charles Borromeo the patron saint of seminarians on November 4th. Vocations scholarships In addition to the $10 million endowed for RSVP the Order also has over $12 million endowed for several vocations scholarship funds. The two most prominent ones offer several $2500 annual scholarships one based on need and the other on merit that are renewable for three additional years. Applicants who are Knights or sons of Knights are given preference to some extent. Deadline for applying is June 1st. Building the Domestic Church The leaders of the Knights of Columbus met in San Antonio in November Supreme Knight Carl Anderson introduced the State Deputies to his newest initiative: Building the Domestic Church While Strengthening Our Parish. You have heard some aspects of it since it was first disseminated to us at the December 2015 midyear meeting and featured in the December 2015 issue of Columbia: driving toward parish-based Councils reducing the focus on Council halls moving Boy Scout Troop charters from the Council to the parish and taking a look at the future of Squires Circles. As part of this initiative any Councils which have chartered a Boy Scout Troop should have that changed to the parish or to another local entity no later than the end of calendar year It is clear this initiative is evolving and will remain a major focus item of our Supreme Knight so stay tuned for where it takes us down the road. Corporate Communions Corporate Communions are a great idea for many reasons: they foster fraternity among the Knights and their families they increase the visibility of the Council within the parish and they provide an excellent opportunity to tie in a recruitment drive. Councils are highly encouraged to hold these on a regular basis such as once a quarter. Work with the parish to get a block of pews reserved and an announcement from the pulpit about the gathering. Many priests are Knights and will add kind words about the work we do. Have everyone wear Council shirts vests name tags or whatever it is that might identify you as a group. (Okay other than baseball caps.) Invite your District Deputy and your field agent to attend. You can list Corporate Communions in the Council section of the Columbian Award application (Form SP-7). Page 57

5th Sunday Rosary Program This program was introduced for the fraternal year to encourage us to conduct a Church activity quarterly to promote devotion to Mary. If for some reason you do not participate in vocations support you can use the four instances of a 5th Sunday Rosary as the four entries in the Church section of the Columbian Award application (Form SP-7). For the fraternal year the 5th Sundays fall on July 30 October 29 December 31 and April Clergy/Religious Appreciation Dinner Many or most Dioceses in Texas host a Clergy/Religious Appreciation Dinner annually to honor those who serve us as priests deacons and nuns. This event can be used as a fund-raiser for State Charities for one of the Diocesan offices (e.g. pro-life vocations retired priests etc.) or for some local organization (e.g. a maternity home a pro-life pregnancy center etc.) which would overlap with the State Charity Director s area. These events take a great deal of planning and require a long lead time to find a night when your Bishop is available to attend. In a larger Diocese a KC Chapter might take the lead on driving this effort. Keep Christ in Christmas As we all know Christmas has become more secular and less focused on the reason for the season. As Knights we can do our part to remind people that Christmas should be focused on the birth of Christ. One part of this is encouraging participation in the annual Keep Christ in Christmas poster contest that falls under Youth programs. But we should do more than that depending on what makes sense in your particular area building a crèche selling or distributing car magnets participating in Advent and Christmas events in your parish etc. Silver Rose Chairman: Tom Krueger A Rose for Our Lady of Guadalupe The Our Lady of Guadalupe Silver Rose has been a Knights of Columbus tradition for 57 years. In 1960 groups of Columbian Squires in Mexico Canada and the United States decided to honor Our Lady of Guadalupe by carrying a rose across North America from Canada to the Basilica of Our Lady of Guadalupe in Monterrey Mexico. In 2001 Supreme Knight Carl A. Anderson at the 119th Supreme Council Meeting in Toronto addressed the effort in culture of life terms referring to the Our Lady of Guadalupe - One Life One Rose Program. He urged that it be expanded to every North American jurisdiction. In recent years the program has expanded from three to six silver roses traveling the western central and eastern corridors of North America. Knights of Columbus from Canada to Mexico carry the roses from destination to destination and finally to the Shrine of Our Lady of Guadalupe in Monterrey Mexico. Every stop along the route of the Silver Rose Pilgrimage is an occasion for prayer and spiritual renewal centered on the rosary. English French and Spanish booklets containing recommended prayers scripture readings and a litany accompany the silver rose. In addition to the six silver roses described above two additional roses were added that begin their travel in Texas. One silver rose accommodates the expanded needs in Texas. The other silver rose provides coverage for Western Mexico and is transferred to Mexico from El Paso Texas. As the roses travel this great State of ours everyone is asked to conduct services to show respect and honor to Our Lady. Each service should be documented and described along with a count of participants. A diocesan coordinator for each diocese should be appointed to handle the movement of each Rose through his diocese. He is also responsible for gathering all of the event information. Initial Activities Councils Assemblies and Squires Circles may schedule a silver rose visit through your Diocesan Deputy. Prior to scheduling an event meet with your pastor to explain the Silver Rose Program using books available from your Diocesan Deputy. Consider scheduling multiple events during week days at different locations to maximize exposure to the silver rose. Notify the 4th Degree and Knights on Bikes and solicit their participation. Coordinate the travel between locations using Knights on Bikes if available. Modify the program as needed when the event is in conjunction with Mass. The Silver Rose Program should not be conducted as part of the Mass but may be held before or after the Mass. Since time is limited between Sunday Masses consider selecting one or more of the following from the Silver Rose Program Book: Procession 3 Minutes* The Events of Guadalupe - 8 minutes Page 58

The icon travels on a year-long journey from council to council in each of the Order s jurisdictions throughout the world. These Marian icons serve as the focal point for prayer services held in council homes churches or other locations. The current icons will be turned in at the Organizational meeting in July The new ones will be distributed to the State Deputies later this year and the Diocesan Deputies will take possession by the mid-year meeting in December Community Activities Chairman: Thomas W. Oaks Every community has its unique needs. For the Knights of Columbus whose first principle is charity finding ways to help those in need in their communities is a mission its members embrace. Through their good works whether it be bringing food to the hungry warm coats to those who are cold wheelchairs to those who can t walk or any of the many programs conducted to help those in need the Knights of Columbus practices a charity that evangelizes. World Day of Prayer Annual Prayer for Peace on September 11th Red White and Blue Masses - planned jointly with the Fourth Degree to recognize the contributions of Judges and Lawyers Health Care Professionals and First Responders respectively Green Mass For Veterans and Military planned jointly with the Catholic War Veterans and the Fourth Degree New State Wide Initiatives - promoted jointly with the Fourth Degree Veterans and Military Outreach Faithful Citizenship Program Veterans and Military Outreach Antonio Tido Peralez Committeeman We are continuing to expand our state-wide efforts in bringing a Veteran Outreach Veteran Affairs Volunteer Service (V.A.V.S.) program to the Texas State Council. By describing our existing program in the Archdiocese of Galveston-Houston I hope to motivate you to start such an outreach in your area. Our brother Knights in the Archdiocese of Galveston-Houston visit the V.A. hospital on Sunday morning to help the V.A. Chaplain visiting our Catholic veterans. The Chaplain provides the Knights with a list of Catholic veterans to be visited and this is what we do. We take them to the chapel if they are able to attend Mass. We assist them in viewing the Mass on the in-house channel if they cannot make it to the chapel. Our brother Knights also have a chance to visit with our hero - veterans as we share stories. We laugh with them and we cry with them. Most Page 60

of all we pray for them along with any veterans of other faiths who are there asking for our prayers. We deny our faith outreach to no one. Our Knights also go to veteran clinics Texas State Veterans Homes retirement homes and residences. The idea is that these heroes sacrificed so much for us to be free; visiting with them is the least we can do for them. Your V.A. Hospital has veterans of all ages coming from all over the United States for treatment. The majority of these veterans are lonely and they have no one except for the medical staff to be with them. These veterans are eager to be visited by the Knights of Columbus. They smile when they see our council brothers coming inside the door. We bring our wives sons daughters (13 years of age or older) and friends. Some councils bring Get Well cards Easter cards from neighboring elementary schools and Christmas cards with them. We try to personalize the cards by writing the veteran s name on the card utilizing the visitation list provided by the Chaplain. The Outreach Program starts with you. Join with our hero men and women first responders EMS police and fire fighters by going out and visiting with the veterans. Only you can make a difference in their life and yours - by doing your part. Why is Veterans Outreach so important? Consider these statistics: Currently we have 320 active Catholic Chaplains nation-wide Out of the 320 Chaplains we have the following: Less than 100 Chaplains on Full Time Duty Less than 50 Chaplains on Part Time Duty The remaining 170 are on contract/fee basis To find the local VA Medical Facility in your area simply Google (Texas Locations US Department of Veterans Affairs) for a listing of hospitals and medical facilities. To aid in your local effort please make use of this list of contacts throughout the State to get started: Veterans Health Administration Chaplain Offices Amarillo Big Spring Bonham Dallas El Paso Harlingen Houston Kerrville San Antonio Waco Remember that we represent Charity Unity Fraternity and Patriotism Faithful Citizen Program Roger Ibarra Jr. - Committeeman The Faithful Citizen Program begins its second year in the Texas State Council. It is a way for an individual Knight or family member to earn a Faithful Citizen Badge by participating in five or more public Veteran or Civic events within one year. Our goal as Knights and Catholic families is to provide even more support to our Veterans and publicly show our Civic involvement in our communities and parishes. As you read over the example of events that qualify for the Faithful Citizen Badge you will see that our Assemblies Councils and Knights are already involved in many of these activities. Our families are also faithful participants as well. A secondary goal is getting the Assemblies and Councils to work on the events together. It is an excellent opportunity for the Assemblies to recruit members into the 4th Degree. Page 61

Council Activities Jesse Aguilar Council Chairman Council activities should focus on building unity and fraternity within the council. They should also highlight the achievements of the Council to the parish and the community. Founder s Day March was the birthday of the Knights of Columbus. Councils throughout the Order are urged to observe this day among their own members and with the community at large as a reminder of what the Knights of Columbus has accomplished in the past years the ideals of the Order and their own local achievements. Newsletter Keep your Brother Knights who cannot attend meetings informed as to happenings in the Council. This is also a great way to advertise to the rest of the parish. Athletics The Texas State Council is proud to announce that we have three outstanding opportunities for our Brother Knights to showcase their athletic prowess. These tournaments allow us to come together in the spirit of fraternal competition and socialize with brothers from across the State. Many families will spend up to 300 hours in sweat equity building their own homes and homes of their neighbors. Funding comes only from donations from faith communities corporations foundations community organizations and individuals. Every build needs skilled volunteers as well as people willing to work. 71 KNIGHTS OF COLUMBUS ULTRASOUND INITIATIVE GUIDELINES Andrew Clark Pregnancy Resource Coordinator Ultrasound Machine/Mobile Unit Funding Overview The Knights of Columbus established its Ultrasound Initiative to equip medically certified prolife pregnancy care centers (PCCs) with modern technology that will enable expectant mothers to see and hear their babies in utero. When a state or local council raises half of the cost of purchasing an ultrasound machine for a PCC the Supreme Council will match that amount enabling the PCC to buy the ultrasound machine. Ultrasound technology provides a window on the womb said Supreme Knight Carl A. Anderson. Even from the early stages of pregnancy he continued a mother can see her developing child hear her baby s heartbeat and recognize the miracle of the new life within her. Since this program began we have received numerous reports of mothers who have decided to carry their babies to term after seeing the ultrasound images. Funding Options The Knights of Columbus Ultrasound Initiative provides two options for funding purchase of ultrasound equipment for a PCC: Ultrasound Machine Funding: When a state or local Knights of Columbus council raises 50% of the cost of purchasing an ultrasound machine the Supreme Council will provide a grant for the other 50% of the machine s cost. Ultrasound-Equipped Mobile Unit Funding: When a state or local council raises the funds necessary to cover the full costs of a vehicle that is outfitted to house an ultrasound machine the Supreme Council will provide a grant equal to 50% of the cost of the ultrasound machine that is to be used in the vehicle (provided the funds raised for the purchase/outfitting of the vehicle are equal to at least 50% of the cost of the ultrasound machine). Depending on the cost of the vehicle and the amount of funds raised the Supreme Council will also provide additional funds up to 50% of the remaining cost of the ultrasound machine potentially covering up to 100% of the cost of the machine. Note: Regardless of whether the State Council is involved the State Deputy must be kept informed during all stages of participation in this program. How to Participate 1. Locate a PCC that is prepared to receive and use an ultrasound machine or an ultrasound-equipped mobile unit. 2. Present a Diocesan Evaluation (#9884) to the Diocesan Culture of Life Director to determine if the PCC meets the practical moral and religious criteria for inclusion in the Ultrasound Initiative. 3. Determine that the PCC will be able to staff and operate the ultrasound machine or ultrasound-equipped mobile unit. This will include assuring that: a. the center is properly licensed under state and local laws and regulations to operate an ultrasound machine b. the center is affiliated with a medical doctor who is willing to oversee the ultrasound machine operations c. the machine will be staffed with licensed and experienced medical personnel d. the center has adequate insurance for operation of the machine ***(e and f are additional requirements for mobile units) e. the mobile unit will be properly licensed under state and local laws and regulations to operate as an ultrasound-equipped mobile unit; and f. the mobile unit will be adequately insured for operation 4. After the Diocesan Evaluation is submitted to the Culture of Life office in New Haven and the PCC has shown that it will meet the other criteria above the PCC staff including the medical director should select the equipment that best fits the PCC s needs. - For the Ultrasound Machine Funding option the PCC staff should obtain a quote for the purchase price of an ultrasound machine (not including training shipping taxes maintenance agreements extra parts supplies etc.) - For the Mobile Unit Funding Option the PCC staff should obtain price quotes for an ultrasound machine for the vehicle in which the machine will be installed (not including taxes registration fees fuel driver costs insurance etc.) and for any labor and material costs for outfitting the vehicle and installing the machine. 5. Begin fundraising. While the PCC may certainly assist in fundraising if the PCC raises the funds predominately on its own without on-going and significant involvement of the state or local council the PCC will not be eligible for matching funds from the Supreme Council Office. The Knights of Columbus council must be actively involved in the fundraising. In the United States the state or local council leading the fundraising drive should designate or open a bank account to receive the funds. A state council s registered charity may also be used. Donated checks should be made out to the Knights of Columbus council or state council registered charity not to the PCC. Page 71

6. Once the funds for the purchase price of the ultrasound machine or converted vehicle are raised the Ultrasound Initiative application (#4886) for Supreme Council funds should be completed signed by the state deputy and submitted to the Supreme Council Office. Along with the application other required documents (e.g. price quotes etc.) should be submitted. 7. The PCC not the state or local council must purchase and hold ownership of any ultrasound machine or title to the vehicle acquired. Credit may be given to the Knights of Columbus by posting a sign on a machine or near the vehicle that reads Funded (in part) by a grant from Knights of Columbus Council # Anywhere USA. along with the K of C emblem. If such a sign is used the PCC should have additional wording affixed to the machine or vehicle that states Owned and operated by (PCC name). All requests to use the name and emblem should be submitted to the Knights of Columbus Board of Director s Name and Emblem Committee. 8. Plan a check presentation or ribbon cutting ceremony to be held when the ultrasound machine or ultrasound-equipped mobile unit arrives or is ready for operation. Invite the state deputy and determine with the PCC which media outlets to invite to the ceremony. Family Activities Chairman Richard Delgado Jr. Our Order was founded on principles of supporting our families and it is now more important than ever to follow that lead. Our Holy Father Pope Francis said All families need God. Every single one. We need His help His strength His blessing His mercy and His forgiveness. It takes simplicity. To pray as a family simplicity is needed. Our families are the compass that guides our daily lives and are there when we succeed but also there to comfort us when we fail. They are the backbone of our communities and our Order. As Knights of Columbus we should be doing everything possible to create an environment in our councils for families to thrive both young and old. It is our duty passed down by generations of Knights to care for those families who are in need of assistance and we should be recognizing those families who provide good examples of how to live out our faith. Fortunately there are several programs designed to aid us in reaching our goals of supporting and highlighting our families. Let s all strive to do more for our families which will strengthen our councils while we build up our Domestic Churches. Family of the Month The Family of the Month program is an easy way to acknowledge a family in your council. The form is due on the 15th of the month. Each month Supreme will choose 100 families from local councils submissions to receive a Holy Family icon. Form 1993A Family of the Year Any family is eligible for this prestigious honor. The award is given to one family at the annual state convention. To be considered applications must be sent to Programs Director and received by March 1. This is a paper only submission. Please provide significant documentation pictures newspaper articles and such to support your nomination. Food for Families The Food for Families program rewards those councils that raise funds or large amounts of food for local food pantries. For every $500 or 1000 pounds of food donated through the council Supreme will refund $100 to the council. Form Holy Prayer Program This program features an image of the Holy Family. The Holy Family Prayer Program is the 17th Marian Prayer Program sponsored by the Knights of Columbus beginning with the first program honoring Mary under her title of Our Lady of Guadalupe in Father s Day Renewal of Wedding Vows Father s Day is an important time to celebrate the role of fatherhood within the Christian family and is the ideal day to host a Renewal of Wedding Vows. Annually sponsoring this event on the third Sunday of June will serve to make your council visible to the parish community and show your member s support for all fathers and husbands. Consecration to the Holy Family Families today face many struggles both through cultural pressure and through the personal struggles that accompany family life. Despite these struggles and partly as a result of conquering them families have great capacity for love and joy a joy that is strengthened through the peace and truth found in Christ. To help families live out this joy of Christ Supreme Chaplain Archbishop William Lori has composed a new prayer through which families may come together to consecrate themselves under the protection of the Holy Family. Youth & Squires Chairman: Kevin Quinn As a Fraternal Order founded to provide for the welfare of families of departed brothers the Knights of Columbus offer a variety of programs to benefit our youth. The State Council fully supports and operates the programs sponsored by the Supreme Council. These activities are meant to be complimentary to and a part of the youth activities conducted by local Councils. 77 Charities Freedom to Serve Service Inspired by Faith Ron Alonzo State Charities Director Charity of course is the first principle of the Knights of Columbus. Membership in the Order offers innumerable opportunities for men and their families to strengthen their faith and serve those in need. We grow together in friendship with the Lord through our fraternity and this friendship is lived and cultivated by our practice of charity. As we begin this fraternal year let us undertake these acts of charity because we see those in need through the eyes of faith. Moreover in the Knights of Columbus we approach these acts of charity together. Whether with funds or service the Knights must continue their strong support within their communities through initiatives and programs such as Habitat for Humanity Intellectual disabilities Special Olympics Infirmed Priest Fund Cardinal Medeiros Fund Educational Grants Natural Disasters Global Wheelchair Mission Blood Drives and Blue Mass etc. Knights recognize that our mission and our faith in God compels us to action. State Charities As last fraternal year our Charity Fundraising Team led by Chairman Roger Scott will be encouraging our Brother Knights to give to State Charities as well as gather the best practices from all the Dioceses to share across the state. We must instill in our brother Knights that while Charity begins at home it doesn t stop at our local boundaries. We are all a part of something larger that requires us to step up and help families wherever the need arises. To those councils districts and dioceses that have met their charity goals in the past thank you. But we also want to encourage you to keep meeting those goals and do even more this coming fraternal year. Remember that the Bishop of your Diocese will receive 70% of your charity contribution and 100% of all monies that exceed your Diocesan charity goal. To insure that your council receives proper credit: please make your checks payable to State Council Charities and ensure Council Number is on the check. Mail your check to: Texas State Council Knights of Columbus 6633 Hwy 290 East Suite 204 Austin Texas The Charity Pin Every year your Council is given an opportunity to win awards by reaching your State Charity goal. This is a marvelous way to honor an individual while at the same time providing a gift that keeps on giving through scholarship grants. With a contribution of $1000 the honoree is awarded a plaque and a lapel pin and their name is engraved on the Honor Roll at State Office. The Honor Roll is displayed each year at the State Convention. The Cardinal Medeiros Sustaining Member Program was established to allow greater participation. Strickland Tyler Seminarian Education & Training Bishop Brendan Cahill Victoria Continuing Education for Priests Extension of Lay Ministry and Evangelization WHEELCHAIR Sam Szalwinski Chairman Bill Weber Assistant Chairman The Knights of Columbus in partnership with the American Wheelchair Mission raise funds to support the purchase of wheelchairs for distribution worldwide. Many have been distributed in the USA. Our worthy State Deputy has continued to set a goal for each Council to donate at least $150 for the purchase of one wheelchair. To achieve this objective the Council s budget should reflect this amount as a line item. The Grand Knight should regularly include the wheelchair ministry on the agenda of the monthly Council meeting. Checks should be made payable to the American Wheelchair Mission and mailed to: Chairman Sam Szalwinski; 1914 Margate San Antonio TX This helps in tracking donations and giving credit to the donor. Please do not mail checks to anyone else. Page 82

A very good way to raise funds for the purchase of wheelchairs is to conduct a weekend parish wide fundraiser. This gives parishioners an opportunity to join in this ministry and is very easy to conduct. Bill Weber Yankeesweb@tx.rr.com carries the primary responsibility for this effort. Here is what needs to be done: 1. Obtain permission and support of the pastor. 2. Coordinate with the appropriate parish staff person to select a date for the event. Try to obtain a date close to pay day! Do not compete with other parish fund drives. 3. Publicize the event in the weekly bulletin and any other parish publication. Start at least six weeks before the event. 4. Seek opportunities to speak to parish organizations. 5. DVD s are available that show distributions of wheelchairs. Obtain these and show them in a well trafficked area. This is the best way to convey the happiness of an individual receiving a wheelchair. 6. On the days of the weekend fundraiser show a DVD edited to not exceed six minutes. Make a short introduction of the DVD and show it. Total time of introduction and showing of DVD should not take more than eight minutes. 7. Advise parishioners to make check payable to the AMERICAN WHEELCHAIR MISSION. Send all checks to: Texas K of C Wheelchair Chairman at 1914 Margate San Antonio Texas Many donors prefer making a donation by credit card. Please make arrangement to enable these donors to use any major credit card. Prepare a separate list of all donors donating $150 or more using a credit card and include this list when forwarding checks. Wheelchairs are shipped in two different size containers - Small and Large. The small one contains 110 wheelchairs and requires $16500 while a large one contains 280 wheelchairs and requires $ All arrangements for procurement and shipment of containers are managed by the American Wheelchair Mission. An organization raising funds sufficient to fill either a small or large container may designate the location for distribution. Volunteers wishing to assist in distribution may do so at their own expense. WARNING!! A box of Kleenex may be needed as most presentations to recipients are very emotional and includes tears. Showing a DVD at a parish event will not only raise funds but will also present an opportunity to recruit new members. Emphasize that CHARITY is being demonstrated as the first principle of our Order. If it is not possible to conduct a parish wide fundraiser then Grand Knights should direct efforts that will assure that our Worthy State Deputy s objective of raising $150 for the purchase of one wheelchair per council is met. 92 Texas State Council Knights of Columbus State Office 6633 Highway 290 East Suite 204 Austin Texas (512) FAX (512) Executive Secretary s Address: mikem@tkofc.org 1. All correspondence and checks sent to the state office should be clearly identified with the council number and the person s name and title mailing the correspondence. 2. Checks should be clearly marked as to its purpose. If the check is for payment of a Texas State Council invoice or billing kindly return a copy of the invoice or billing so that your payment can be properly recorded. 3. Any changes of council officers addresses phone numbers and addresses should be mailed faxed or ed immediately to the state office. This will insure that all state office correspondence reaches the right people. 4. Study the Texas State Council Star Guide. It contains a preliminary listing of the Texas State Council personnel a description of current fraternal year programs state council award criteria and important state council forms. 5. The Form 185 Report of Officers should be completed and filed promptly by the Financial Secretary each year after election of council officers. This form is due at Supreme on July 1 st. It is important that a copy of this form be sent to the State Office. The State Office uses the information on the Form 185 to maintain a database of all council Grand Knights and Financial Secretaries and it is from this database that the Texas State Council Directory is created. 6. Use of the Council Report Forms Booklet is important. Follow the due dates marked on each form. Two items that deserve your attention: A. State Council Service Program Awards Entry Form: Each council should report their best activity in each category and submit your entry by March 1 st to the Programs Director. B. Each council should file the Columbian Award Application to the Supreme Council well before the June 30 th due date. 7. Supreme Council Office: Most of your materials equipment and visual aids are supplied by the Supreme Office. Use the supply catalog and order Form 1 to obtain these needs. The State Office stocks a limited supply of some forms but the State Office is not in the position to handle requests that can be ordered directly from the Supreme Office. 8. Communication is important. If you have a problem or do not understand something please make contact with your District Deputy or Diocesan Deputy. Remember that your State Office will also assist you or see that you receive assistance. Page 92

FOOTBALL SWEEPSTAKES FRENZY 2017 The State Per Capita charges to the councils for each member has remained the same for over 25 years. The Budget passed at the 2017 State Convention did not change this for the coming fraternal year so the Texas State Council is counting on this program to fill the gap in the operational funds needed. How it works. For only $10 the purchaser who must be at least 18 years of age receives a Discount Coupon along with a FREE Pro Football Game Card. This coupon gives the buyer access to a website that will have numerous discounts good towards online and in store purchases. These offers include food sporting goods clothes etc. Restaurant.com is also a featured vendor. With these services the buyer can easily recoup the cost of the Coupon and much more! Each Football Game Card has 4 different pro football teams pre-selected each week for 10 weeks of games starting Oct and ending Dec You do not have the same 4 teams for the whole series. Each game card has 10 chances to win every week giving you 100 chances overall to score some cash! To determine winners the scores for the teams listed on your card for that particular week are totaled and compared to the scores of the other tickets sold. The card with the highest total points wins $400. The top 8 cards win with second through eighth place receiving lesser amounts. If the teams on your card didn t do well at all perhaps forgetting to come out of the locker room the lowest scoring card receives $60 with the second lowest card snagging $40. We are continuing with having a GRAND PRIZE this year! The game card with the highest total points scored for the entire 10 weeks will win $1000! You can follow the results each week online by going to the TKOFC.ORG website and clicking on the Football Frenzy Icon on the right side of the page. This will take you to the game provider s web site where you can see how your game card ranks against the others. If your card is a winner there is nothing you need do. Players receive their winnings automatically from the State Office. Checks will normally be in the mail by the end of each week. If you should happen to lose your game card no problem the check will still be in the mail! There are incentives listed below for the councils to sell these coupons so get in the game. Together we can fill that gap in the budget for our State Officers who serve the great state of Texas! Description Recipient Award Goal GRAND PRIZE BUYER $1000 Coupon with highest TOTAL score for all 10 weeks! Council Sales Awards Council $1.00 / ticket For each coupon the council sells from Council $2.00 / ticket For each coupon the council sells from 76 and up Council Drawings for sports memorabilia at 2018 convention For every 25 coupons that the council sells the council number will be placed into a drawing at the convention awards program Page 93
