14 METHODIST GUILD REPORT Joy Clews is an intrepid lone traveller who loves India. She organises her trips and sets off with just a backpack. Using only local transport - tuk tuks, buses and trains she visited southern India. Although she visits temples and cities, Joy loves most of all to get off the beaten track and mix with the local people. She takes literally hundreds of photos, many of which she brings to illustrate her talks to us. Such an entertaining lady - she still has many stories to tell us and will surely be back Dennetts Ice Cream is has been in existence since 1926 when Robin Dennett's grandfather decided to diversify his farming business. Already making cheese and butter, he decided ice cream was his next enterprise, making and selling on the same day. Today, Robin runs the family business from Spilsby making 32 flavours of ice cream, several flavours of frozen yoghurt and sorbets. His wife opened an ice cream parlour in Lincoln with a vaulted cellar tea room. Robin brought along some vanilla ice cream, raspberry yoghurt and mango sorbet for us to try - delicious! 12

16 Waddingham Parish Council Meeting Waddingham Parish Council meeting was held in the Jubilee Hall on Monday 18 th March Seven Parish Councillors, County Councillor L Strange, District Cllr J Summers and the Clerk were in attendance. Items discussed at the meeting included: Highways are looking into a query from a Member of the Public regarding styles preventing access on some Public Footpaths. An Officer will liaise with the land owners to see if anything can be done. A representative of Welton Aggregates has written to the Parish Council apologising for some of their vehicles speeding through the Village and confirmed that a letter has been sent to all drivers stating that anyone caught speeding will be reprimanded severely. Highways will notified of pot-hole problems on Redbourne Road, Kirton Road and the deteriorating state of the road surface outside the Marquis of Granby. A collapsed street sign on Millstone Way will also be reported. The Chairman confirmed that the Flood Relief Scheme continues to work well through further heavy rain in recent months. The Parish Council are currently considering three quotes received from Contractors for the maintenance of the Flood Relief Scheme. Councillors had viewed two Planning Applications; 1) for the erection of a pitched roof to replace existing flat roof at The Elms, High Street and 2) for a loft conversion including dormer window over garage at 4, The Wolds, Waddingham. There were no objections to either application. Planning permission for the erection of livestock buildings at Holme Hill Farm, Waddingham Road, South Kelsey has been granted. County Councillor Lewis Strange confirmed that his term as County Councillor for this area was coming to an end but he is standing for election again in May and is hoping to be re-elected for a further term. Superfast Broadband is set to be throughout most of the area by the end of 2015 following a deal agreed with BT. Cllr Strange confirmed that Users within Lincolnshire County Council are able to use the waste recycling area at Kirton-in-Lindsey. District Councillor Jeff Summers confirmed that the District Council budget had been set with the Council Tax set to rise by 1.5% to help balance the books. A Review of Sports Facilities in the area is currently on going as the Council looks at various ways to try and reduce running costs. 14

17 Continued... The Clerk reported balances totalling 12,408.48, which includes the grant funding, received for maintenance use over ten years on the new Flood Relief Scheme. Outstanding accounts due to HM Revenue & Customs, the Clerks 2 nd half year salary and telephone allowance and Waddingham Village Hall for hire of the Committee Room were approved and paid in the sum of 1, The Annual Parish Council meeting will be held in the Jubilee Hall on Monday 20 th May The meeting will commence at 7.45pm or on conclusion of the Annual Parish Meeting, whichever is the sooner. 15

18 Waddingham Annual Parish Meeting The Annual Parish meeting was held in the Jubilee Hall under the Chairmanship of Councillor David Waite. Eight electors were in attendance. The Chairman gave his report for the year, which included the following events that had occurred in the Parish in the last year: A meeting to discuss an outline Planning Application from Punch Taverns to erect 11 x 2 storey dwellings in land around the Marquis of Granby Public House was held at the Jubilee hall. Thirty three residents attended the meeting to express their concerns. The Parish Council objected to the Application. A Planning Application for 10 Wind Turbines at Hemswell Cliff also came before the Parish Council. Members unanimously agreed to oppose the application on traffic and safety concerns. The Parish Council maintained its policy of only donating financial contributions locally, with donations in 2012/13 to Waddingham Parochial Church Council in the sum of 300 and 150 to the Triangle Magazine. The Parish Council precept for 2013/14 has been set at 6k, the same amount as the previous three years. The Chairman thanked Brian Milton for internally auditing the Parish Council Accounts. Clement Keys were again the external Auditors and the Audit of Annual return for Waddingham Parish Council was completed on 28 th September A Financial Risk Assessment has been carried out to ensure any financial risks are maintained by the Parish Council and a report was produced confirming the effectiveness of the Internal Audit controls within the Parish Council. The Parish Council had gauged interest in producing a Parish Plan but only one resident had responded to the advert in the Triangle and so it has been put on hold for now. Authorisation finally received from the Charity Commission for a change of use on how the funding in the Constable Ings Charity can be used. 16

19 Continued... The Members Code of Conduct was updated and Waddingham Parish Councillors all signed up. A traffic survey into speeding through the Village has already been carried out on Common Road with plans for further surveys at the other entrances to the Village to be carried out by Lincolnshire Road Safety Partnership. The Chairman thanked the Councillors and the Clerk for their work during 2012/13 and a thank you to JW Cousins (Farmers) & Sons Ltd for the continued good work cutting the Village Greens. 24 Bishop Norton Parish Council meeting 12 March 2012 was attended by, 7 Councillors, Clerk, County and District Councillors, and 17 members of the public. Items discussed: Council to write letter of complaint to LCC Highways regarding the number of potholes around Bishop Norton and Atterby also to get the white lining reinstated at various junctions. Allotment drainage is now complete, the Council thanked Neil and Karen Flear for their organisation and everyone who turned out to help on a very cold Saturday in February. Council to write again to land owner of property in Eastfields, regarding the retaining wall and overgrown shrubbery. Council agreed to approval of draft letter to Joint Planning unit regarding lack of consultation with Parish Councils. Clerk to send District Councillor Summers informed the meeting he had been able to support 7 projects with help from the Councillors Initiative Fund. This funding will be available again from April 2013 WLDC Council tax will rise by 1½ %, an increase on a Band D property. Childrens Playground, a full and final offer of 8500 was made by the Bishop Norton Amenities Group to the Parish Council. After due consideration and third party consultation, the Council felt that this capital was not enough and voted unanimously not to accept this and the Playground would remain the responsibility of the Amenities Group. A petition for the Council not to accept the responsibility of the Playground, with 70 signatures was received and the Chairman thanked the petitioners for their concern. Clerk had received three quotations for the removal of the Moles from the playing field, Council agreed to an annual contract of 255. Councillor Hallam updated the Council on the broadband for village hall, which seems to have stalled. Council agreed that letter of complaint should be sent to WLDC as this had now been delayed since July Council agreed to pay LALC subscription of and for allotment drainage. Council discussed the proposal for 4 new properties in Pingle Lane, Councillors to consider this. The Clerk will pass the feedback to the builder for his consideration. The next meeting will be 21 st May which will be the Annual Parish Meeting at 7pm followed the Parish Council Meeting at 7.30pm 22

26 MAKE IT A DATE: MAY 5 TH ROGATION SUNDAY At last spring seems to have arrived. As I write, the sun is shining, it is several degrees warmer outside than it has been for months, and the vicarage garden seems to be coming to life once more. It is a new garden, mostly only planted up last year, and some of the new shrubs did not survive the winter. They will have to be replaced. Although this is disappointing, it is not the end of the world. All gardens, especially new ones, have their ups and downs and sometimes plants fail to thrive. However, for our farmers the recent long spell of cold, dry and windy weather has meant that their crops and animals have been badly affected, and this is a much more serious matter. I am sure we have all seen in the news scenes in some parts of the UK of sheep buried in snow drifts, and lambs that have not made it through the coldest days. Even where the weather has been less snowy, the cold has meant that pasture is very poor and arable crops are so delayed it s anyone s guess what sort of a harvest we will see this year. None of us can control the weather, of course, so it is important that we do whatever we can to use resources wisely and to support those most affected by adverse conditions. Perhaps making a special effort to buy local produce would help, as would looking out for our neighbours who farm for a living, and being aware of the stress that some of them are under. The Lincolnshire Rural Support Network offers all sorts of advice, help and support for rural communities and also raises funds to assist in times of crisis it s worth looking at the website if you d like to know more. At Bishop Norton St Peter s on May 5 th our usual 9.30 Sunday service will mark Rogation Sunday. This is a time in the Christian calendar when we think especially of life in our villages and pray for all who live here, for gardeners and allotment holders, for local industries, and for our school and community groups. We ask God to bless the land, animals and crops, and we renew our faith in God s loving care for all of us, even in challenging times. Weather permitting, some of the service will take place outside in the churchyard. Everyone in the Triangle is invited to some along and share in this service, and to spend a little time reflecting on our place in the created order and our use of nature s resources.
