And attitde improvements. And commitments to qality. Amtrak ill not do it alone. Yo or on't do it alone either. Yet there is a crying need for higher qality standards. t's apparent to me that e mst assess the infrastrctre throgh the point of vie of those ho don't or on't se the service, and start asking qestions. have encontered all the negative conditions in paragraph one at varios Ohio Amtrak stations. They reflect poorly on Amtrak. They reflect poorly on Ohio. They also reflect poorly on passenger rail transportation in general. don't like that. Neither shold yo. Bt are e any closer? Yes, do think so. The past fe months have seen a flrry of OARP activity everyhere along the proposed 3-C Corridor rote from Cincinnati to Cleveland. We have earnestly begn, ith the help of some of or Regional Coordinators and other volnteer helpers, to distribte or ne "All Aboard, Ohio!" brochre throghot the State. This informational piece describes ho conventional-speed passenger train service can serve Ohio's most poplos intercity transportation corridor. Senator Snyder as eloqent, as sal, and there ere a fe qestions from members of the Finance Committee, althogh did not get the impression there as a great deal of interest ithin the grop. No vote as taken, of corse, and the bill ill contine to be heard ith proponent and opponent testimony dring the next legislative session in the Fall. Hoever, an extra $4 million of demonstration money has been added to test high-speed operations of the Spanish "Talgo" articlated train, according to sorces at NARP in Washington. A Spplemental Appropriations bill inclded in the Hose-Senate Conference Report, designates $5 million extra for rail ork on the MONTREALER rote, here passenger train service has been sspended and sbstitte dedicated bs service provided for Amtrak passengers. He scceeds Robert Clark Bron ho resigned in May to become a vice president in transportation-bonding for Shearson Lehman Bros. of Ne York. Nesslinger is former president of the O hio offices of the conslting engineering firm of Parsons Brinckerhoff, nc. He ill oversee transportation modes for Ohio D.O.T., inclding rail, mass transit, aviation and ater transportation. Of the five points specifically noted in the report: 1. did state that Amtrak for FY1988 old probably end p ith jst over $6 million. 2. The nmber of AEM-7 electric indicate referred to 1 and F4 diesels is misstated. My notes F4 diesels and 7 AEM-7 electrics. 3. The comments concerning the Heritage Fleet cars and the state of Michigan's interest in possibly paying for HEP ork are correct. 4. did not say that a rerote of the California Zephyr over the C&NW rote beteen Chicago and Omaha looks good for the Fall of What said as Amtrak old make a decision by Jne and if they elected to rerote the train, it might be done by the Fall of At the time of the Chicago meeting, no decision had been made by Amtrak. 5 ( TOLEDO's t~~tral UNON TERMNAL AN UPDATE by LARRY GEORGE, OARP's Toledo Area Regional Coordinator offices in CUT. Evidently the attempt to dispatch cres on Conrail's bsiest division from a point 5 miles aay hasn't orked ot. Also, it's been reported recently that the CUT boiler has failed, and that <;onrail is spending a large amont of money to replace it, rather than making a stopgap repair. These developments, F tre, indicate that perhaps Conrail is seeing the isdom of staying in CUT. F that's so, and F the tility bill "scam" that Conrail has been perpetrating pon Amtrak can be resolved, then MAYBE there's hope that Amtrak can remain in CUT. t mst be remembered that other factors exist in the Toledo sitation hich render Conrail's remaining in CUT totally irrelevant. A s f or OARP' s mo t. lon, rna d e at the May Annal Meeting in Mansfield, that the Toledo City Concil and the Toledo Metropolitan Area Concil of Governments (TMACOG) form a task force to address the CUT isse; can say the proposal's reception has been lkearm at best. City Concil has informed me, by ay of the Mayor's office, that they have decided to let TMACOG carry the ball on this isse, since TMACOG has already done some ork on it. This refers to a proposal made several years ago by the late Harry Broaday, then a city concilman, to make CUT into an intermodal train/bs facility. Within the past month, TMACOG made pblic their conclsion that sch sage of CUT as not feasible, at least not for the forseeable ftre. have commnicated ith TMACOG's Director, and he has assred me that they ill stdy the isse frther. He added, hoever, that any conclsion old be a "long term thing". 7 ( AMTRAK TO MANTAN CURRENT CALFORNA ZEPHYR ROUTE On Jne llth Amtrak annonced it ill contine to operate its Chicago - San Francisco CALFORNA ZEPHYR on its present rote over the Brlington Northern (BN) rote throgh llinois and sothern oa for at least another year. After considering operational and marketing data for a proposed alternate rote beteen Chicago and Omaha over the Chicago & North Western (C&NW), Amtrak determined that projected revenes and cost savings ere insfficient to jstify a change in the roting of this train at the present time. n December 1986, Amtrak operated an inspection train over the C&NW line, passing throgh Geneva, DeKalb, and Sterling, L, also Clinton, Cedar Rapids, Marshallton, Ames, Boone and Carroll, A. The inspection train, the second one operated by Amtrak over the C&NW line in five years, as rn to determine the feasibility of operating the train throgh the central portion of oa, ith an eye toard improved rnning times and increased passenger revenes. The C&NW has performed track renovation on the line over the past several years. Amtrak determined that reroting the CALFORNA ZEPHYR over the C&NW cold save Amtrak p to $5, in annal sbsidy needs, de primarily to higher passenger revenes. Hoever, this projection assmes significant market penetration in a geographical area hose established travel patterns have not inclded intercity passenger trains in more than 16 years. Amtrak also determined that, given the magnitde of a major rote change and only a marginal revene improvement, the train shold contine to operate on its traditional BN rote. Other factors inflencing the decision ere higher cre costs, and increased schedled rnning times. Amtrak stated that if the C&NW line is frther pgraded, they old reconsider the rerote, bt old need commitments from the cities along the C&NW line that they old provide all station facilities ithot capital or operating costs to Amtrak. AMTRAK ESTABLSHES DEDCATED BUS SERVCE TO REPLACE MONTREALER Starting May 14th, Amtrak established a fast, ne dedicated bs connection at Springfield, MA, offering rail passengers daytime service to and from most of the Vermont commnities served by the MONTREALER, together ith a ne direct connection ith donton Brlington. Amtrak has been forced to sspend train service for an indefinite period on the Springfield to Montreal segment of the MONTREALER rote de to deteriorated track conditions on the Boston & Maine (B&M) Railroad. The Vermont bs connects at Springfield ith trains #47 and #473, and is operated on a reserved seat basis nder existing applicable fares. The bs does not operate north of Brlington, nor does it serve St. Albans or Essex Jnction.. Traln service over the affected segment as sspended April 6th de to flood conditions beteen Springfield and White River Jnction. Then the train backed p over the 3.9 miles of the Renick Sbdivision (B&O) to West Jnction on the Cincinnati Parkersbrg mainline (or hat's left of it).
