Briefly describe your present responsibilities at SCE. A. I am a Project Manager for transmission and substation projects within the SCE s Transmission and Distribution Business Unit. Q. What is your function as a Project Manager? A. As a Project Manager, I assume responsibility for a project once it has been approved by SCE s management. My responsibility is for all aspects of the project including cost, schedule, design, engineering, licensing, and construction. Q. Briefly describe your educational and professional background. A. I received Certificate in Project Management from the University of California Irvine in 000. My experience includes project management, engineering, technical training, and technical support. From to 1 my responsibilities included technical training and support, as well as engineering, design, and process improvement. From 1 to 001, I managed substation automation and generation divestiture projects. After 001, I managed primarily transmission and substation projects. Q. What is the purpose of your testimony in this proceeding? A. The purpose of my testimony is to sponsor the Cost Support for the TRTP project and various sections of the TRTP Application and the PEA set forth in SCE s Item by Reference No. 1. Q. Allen, and my business address is Walnut Grove Avenue, Rosemead, California. Q. Briefly describe your present responsibilities at the Southern California Edison Company ( SCE ). A. I am a Manager in the Renewable and Alternative Power Department responsible for Strategic Planning and Regulatory Matters. I have been assigned part-time to provide support in the contract development area to coordinate with other areas of the company to ensure that transmission for the projects that is needed for the Renewable Portfolio Standard program is expedited. Q. Briefly describe your educational and professional background. A. I received a Bachelor of Science degree in Chemistry from the U.S. Naval Academy in 1. I received a Master of Business Administration (MBA) degree, with emphasis in Finance, from California State University, Fullerton, in 1. I have been assigned to the Renewable and Alternative Power Department ( RAP ), or its predecessor organizations, for twenty two years in various positions of management. Prior to my assignment in RAP, my experience included one and one-half years as an engineer in the System Operation Division. In addition, I performed economic and technical analyses for the Nuclear and Operations Department for four years. Prior to joining SCE, I was an Officer in the Navy s Submarine program, responsible for the operation and maintenance of the submarines electrical systems, propulsion, and electrical turbines. Q. As an Environmental Project Manager, I am responsible for preparing environmental documents, including Proponents Environmental Assessments ( PEA ), to support licensing and permitting of some of SCE s projects, including the PEA for the Antelope Transmission Project, Segments and. I have been employed as a biologist and environmental coordinator at SCE for seven years, performing or managing the preparation of environmental assessments and compliance documents. Q. My name is Jorge Chacon and I work for Southern California Edison Company ( SCE ) at its offices at Walnut Grove Avenue, Rosemead, California. Q. Briefly describe your present responsibilities at SCE. A. I am a transmission planner in SCE s Transmission and Distribution Business Unit. In that capacity, I am responsible for planning high-voltage transmission systems for SCE. Q. Please describe your training and experience. A. I obtained my Bachelor s of Science degree in Electrical Engineering, from California State Polytechnic University, Pomona, in 1. Over the past nine years, I have been performing transmission planning studies for SCE, including involvement in planning studies regarding transmission capability in the Tehachapi area to accommodate wind generation. Prior to employment with SCE, I served briefly as Press Deputy to Los Angeles County Supervisor Mike Antonovich and 1 years as News Director and News Anchor for Jones Intercable. I am the Director of SCE s FERC Rates and Regulation Division. My responsibilities include directing the preparation of revenue requirement, rate, tariff, and contract filings with the Federal Energy Regulatory Commission ( FERC or Commission ). Q. Briefly describe your educational and professional background. A. I received a Bachelor of Arts Degree in Economics from Central Washington University in 1, and a Master of Arts Degree in Economics from Washington State University in 1. I was employed by the Montana Power Company from 1 to 1 as an Economist in the Revenue Requirements Department. My responsibilities included the analysis and development of rates, rate forecasting, and QF pricing and contract matters. In 1, I joined the Pacific Gas and Electric Company as an Energy Forecast Analyst in the Revenue Requirements Department. My responsibilities included the analysis of fossil-fuel issues for the Company's ECAC and GAC proceedings. I have been employed by SCE since 1. From 1 through 1, I was responsible for developing analyses of various QF, transmission, and bulk power pricing issues. I was also responsible for coordinating the Company's participation in Bonneville Power Administration rate proceedings. A. I am responsible for managing the development of appropriate tools to effectively baseline project schedules and costs for all projects assigned to the Project Management Organization. Thereafter, I am responsible for monitoring, forecasting and reporting schedule and cost performance against the established baselines. Responsibilities also entail working directly with project managers to ensure variances to plan are identified, and appropriate actions are instituted to affect timely and on-budget completion. Q. Briefly describe your educational and professional background. A. I received a Bachelors of Arts degree in Geography and Urban Planning in 1 from California State University, Los Angeles. Since, I have worked in project controls and project management positions in the public and private sectors of various industries to include: petrochemical facilities; oil and water pipelines; highways and bridges; rail transit lines and facilities; commercial development; marine terminal facilities; and civic, governmental and educational building development. My duties include, but are not limited to, performing studies on EMF mitigation techniques for new electrical facilities, responding to customer EMF inquiries, providing magnetic field measurements for customers, and assisting with EMF research projects.
