Mr, Fear said that he was representing the Concerned Citizens Coraraittee for Musick Creek Subdistrict, which vras established in He said it was priraarily a stormwater problera, but there were sorae sanitarysewer problems, too. n the last 11 years he has seen a numtaer of floods, including a waterway through his back yard 50 feet wide and 1 foot deep. n 1975 the creek flooded 3 back yards, 3 in Musick and 4 in Gravois, and partially flooded his baseraent. He believes that the protalera should tae resolved by approving a tax on Musick Creek. When the subdistrict vras estatalished and putalic hearings were held, strong opposition to the tax was expressed, taut there is always strong opposition to a tax. Mr. Braun said that he lived next door. He said further that the erosion of thetaanksof Musick CreektaetweenMusick Road and Gravois Greekhas increased considerably. n the 11 years since he purchased his horae, the rear 6 to 7 feet of ground has taeen eroded away.. There is also consideratale difficulty over baseraent flooding, rats and raosquitos.

2 Mr, Pfeiffer said that he attended the 1975raeeting,realized the subdistrict was formed, and was under the irapression that a tax would be levied. He thought that the majority was in favor. He has lived at his present address 8 years, and each year the water rises higher in the creek. Two years ago, histaasementflooded and he had some little loss. The residents in the low areas are plugging their sewers now. There has been work done in raising manholes, but with new construction on the upstream part of the sutadistrict, there will tae more vrater in the creek and something simplyrausttaedone. Mr. Parks said that he was in the Gravois Creek Sutadistrict, but experienced probleras from Musick Creek. He felt thatraoneyfrora Gravois Greek should tae used to help alleviate the Musick Creek problems. Mr. Flick stated that the District has a Stormwater Management Program and is making an inventory of all protalera areas. The preliminary draft of this study should tae ready in January, then the protalems will.tae given priority classifications and we will try to resolve them. Additionally, we have the St. Louis Wastewater Control Program, which would be concerned with house back-ups. More study is needed on this. However, there will be a tax hearing in April prior to imposing a tax. REPORT OF PUBLC HEARWG OW THE BOUWDARES OF SUBDSTRCT WO. 544 (MASOW & THORWHLL).. Report of Etitalic Hearing on the boundaries of Subdistrict Wo. 544 (Mason & Thornhill), dated Septeraber l8, 98O, signed tay Patrick L. Brady, Subdistrict Developraent Engineer, addressed to the Board of Trustees (Subdistrict Report Book XX, Page 2) was presented and read. Mr. Brady showed on a vrallraapthe location of the subdistrict as beingtaetweensturtaridge and Thornhill Roads and lying on the eastern side of Mason Road in western St. Louis Gounty. He said it was a sanitary lateral sutadistrict and was proposed to tae paid for tay tax bills. The boundary has been adjusted frora the original,tautthe woraan with the largest lot said the house lateral would tae very long. The District will consider locating the sewers closer to the homes for shorter connections. Some easements would then be needed frora adjoining properties. The District encourages private ventures and sorae of the residents seera to be in favor of this. There is usually a considerable saving. The sutadistrict consists of four iraproved lots and there were no otajections nor discrepancies in thetaoundariesas presented. Bischof, Borghi, Lee, Schmidt and Cento, was again presented and read, establishing a subdistrict in St. Louis County, Missouri, to be known as Sutadistrict Wo. 544 (Mason & Thornhill) of The Metropolitan St. Louis Sewer District. Mr, Enger said that this is to repair three different paved channels in the City of Florissant. The construction was substandard and is failing. This is a small portion of the eventual repair. Mr. Etwert said that the Linclay Corporation israovinga cul-desac a short distance away frora its original location and the easeraents around the old cul-de-sac are requested to be vacated. There are no sewers in the easeraents and no objection to the vacation tay the Engineering Departraent. Motion made by Mr, Borghi, seconded tay Mr. Schraidt, that proposed Ordinance No taeadopted. Proposed Ordinance No, 73-8l vras presented and read, estatalishing a subdistrict in St. Louis Gounty, Missouri, to be knovm as Sutadistrict No. 421 (Al-Lin Court) of The Metropolitan St. Louis Sewer District., Mr. Brady showed on a vrallraapthe proposed Al-Lin Court Sutadistrict in northwest St, Louis Gounty and said that this proposed tax taill sutadistrict was held during theraeetingof Septeraber 10 in order that the costs tae investigated and a report made on them to the Board, To reiterate, the four horaes which drain to the west and which are-on septic tanks have not taeen included, and one in the sutadivision which sits very low is also excluded. The question was whether these lots could be served tay lift stations. He said that heraadecontact with the St. Louis County Health Department, which then investigated the existing systems for possitale effluent leaks. He had received a report frcm the Health Depar-traent, which he distritauted (copy in Secretary-Treasurer's file). The Health Departraent found that the homes which drain to the west are not a part of the protalem and have no failing septic tanks. Additionally, one was on.a jet aerator. All the present problems are created by horaes on the east side of Al-Lin Court. This effluent was otaserved flowing into a storm ditch and this drains through a sewer into a lake in Hilletaush Park, t concluded that the completion of the sutadistrict would correct these violations. As to costs, Mr, Brady said that with gravity sewers, the total would be $30, to $35, approxiraately, serving 11 lots at a cost per lot of approxiraately $2,900,00.' With a lift station the cost 'would be $65, to $70,000.00, serving 16 lots at a cost per lot of about $4, Additionally, with the gravity sewers, 6 of the 11 lot ovmers signed the petition, constituting a raajority. With the lift station, 3 of the 16 lot owners signed the petition and this is insufficient according to District Resolution No. l493. The project was atterapted years ago, but failed for lack of participation. Thetaasicprotalem is that those property ovmers lying to the west are not causing the protalera and do not wish to participate, particularly since the cost would tae so escalated. The Trustees reviewed sorae of the salient points with Mr. Brady, and upon Mr. Flick's recomraendation for gravity sewers and Mr. Brady's statement that the Health Departraent also recomraends them, motiontay Mr. Slay, secondedtay Mr. Borghi, that proposed Ordinance No tae introduced. Proposed Ordinance No. 82-8l was presented and read, appropriating $88, from the Operation, Maintenance and Construction raproveraent Fund of Maline Creek to be used for the construction of storm sewers, together with repayment of the cost of Engineering, Survey and nspection, andraiscellaneousother costs incurred in connection with such construction project, in Ramona-Sargent (S-1329, C-731), in the Village of Bel-Ridge, Missouri^ Mr. Piskulich referred to a vrallraapshowing the location of the storm sewer construction project as being in the Village of Bel-Ridge, lying on both sides of Ramona and generally west of Elmhurst Drive, He said that this is an old area with very few storm sewers and this construction vrill act as a trunk systera on which to build further. We are intercepting some existing lines and building additional inlets in rear yards to intercept surface runoff., t consists of 1,200 lineal feet of sewer ranging from 12 to 30 inches in size. t is a part.of the State Stormwater Program and will be financed equally by the State, Bel-Ridge and the District. t will reduce flooding and erosion problems in this area. Mr. Piskulich showed on a vrall map an area of Crestwood just south of Grant's Farm. He showed the location of Gravois Creek and a large

9 tract of ground to the west. He also showed the proposed construction loc'ation as being west of Pardee Road and along Morning Star, He said there are no inlets in Morning Star and water is getting into the horae of a resident in the large tract of ground. The inlets will be increased frora single toraultipleunits with an increase in the sump area. Catch basins also will be built on each side of the street with an asphalt berra. This consists of 290 lineal feet of 12 to 15 inch pipe with appurtenances and will join an existing storra sewer along Morning Star to the east. 10 Mr, Piskulich showed on a wall map the location of the proposed stormvrater project astaeingin Moidart Drive in Glasgow Village, He also showed the existing portions of storm sewer in the cul-de-sac with the proposed extension. He said there is consideratale grade for Moidart and there is only one catch taasin. When it rains, stormwater flows into two horaes adjacent to the cul-de-sac. The project consists of 120 lineal feet of pipe with tworaultipleunit catch basins and will be paid for equally by the Trustees of Glasgow Village and the District.
