Motion passed - 4 ayes, no nays. The Chairman cajled on the representatives of Breckenridge Hills, and Mr. Berry, the Chairman, spoke. Mr. Berry first read a letter he had. written to the Chaiiman (copy in Secretary-Treasurer's file) delineating the protalems connected with the Coldwater Creek, which extends over a mile through Breckenridge Hills. t complained of the vermin, garbage and trash to tae found there and that it was an attraction and danger to the children of the neighborhood. Within the Village, the creek floods a number of basements to a depth

2 of four or five feet, damaging furnaces and other appliances and other property in baseraents. With its erosion probleras, there has been damage to foundations and basement floors, as well as diminishing the size of the yards littoral thereto. The letter closed with the request that the Board alleviate these conditions and proposed to submit certain inforraation to the Board for its use in resolving these protaleras. Mr. Young asked Mr. Mattei to comment and he said that the protalem is long standing. The costs of the solutions are very high; for example, it is estimated that relief through Breckenridge Hills alone would cost about $3,000, However, should that area be relieved, it would intensify the problems downstream, because of therauchraorerapid run-off. However, he concluded the only real problem is financing." The Vice Chairman asked how long this had been under, study, and Mr. Enger replied that such a study was made in 963 that encompassed the entire problera. t had been platted on the baseraapsand the recommendation then was channelization. The cost was fantastically high and it will be necessaiy to reevaluate the studies and their results. Mr.-Hawkins, Trustee and former Chaiiman of Breckenridge Hills, then spoke, expanding on the probleras and stating that they have gathered' some funds and believe they will be able to amassua total of $413, There was a great deal of additional discussion between the Trustees, Messrs. Berry and Hawkins, and Mr. Mattei concerning the flooding, the -infiltration of the sanitary sewer system by stormwater and possible improveraents made in cities higher in the watershed which would affect Breckenridge. The'Chairman said that since Mr. Mattei had stated that Mr. Piskulich was the District representative in charge of this problem that Mr. Piskulich and the Executive Staff would reexamine the situation and be prepared to discuss it vrith the visitors in the near future. A.report would also be made to the Board. REPORT OF FUBLC HEARWG OW THE BOUNDARES OF SUBDSTECT WO. 448 (MSSOUR R'VER - -BONFLS ). Report of Public Hearing on the boundaries of Subdistrict Wo. 448 (Missouri River - Bonfils), dated March 3, 1978, signed by Patrick L. Brady, Subdistrict Development Engineer, addressed to the Board of Trustees (Subdistrict Report Book, Volume!XV, Page 6) was presented and read. Referring to a wallraap, Mr. Brady showed the proposed boundary of the subdistrict, which is in extrerae northern St. Louis County lying generally between nterstate.highway 70 and Old St. Charles Rock Road on the south and Charbonier Road on the northeast. On the southeast, it is bounded by Fee Fee Road and HowdersheJl Road generally, and on the west and northwest by the Missouri River and the limit of the flood plain, which is some distance east of Aubuchon Road. He showed the proposed collector sewers which vrould extend northwardly and eastwardly from a proposed pump-station - 2

3 near the Norfolk and Western Railroad right-of-way and Aubuchon Road, together with a proposed force raain frora such pump station to the existing Fee Fee Treatment Plant., i. He said that subdistrict procedures had taeen explained and the purposes of this particular subdistrict were announced to the eleven persons in attendance. He -also informed thera that the immediate action would protaatalytae'theassessment of a ten cent tax-for'each $ of assessed value n order to amass'the local ten percent share of ataout $3,000, needed to perform the work as outlined. This is generally to relieve the existing Missouri Bottoms and Bonfils lagoons and to pro- -vide service for sorae other areas not now on trunk sewers. He said that the project is being financed with 50 percent State funds and 25 percent each by'the-'city of Overland and the District; t'is to intercept two existing systeras and to carry the flow to an existing storra sewer near Seneca Lane. There is a surcharge which is expected to be reraoved a month after the coal strike is ended and that at the end of that time, there will tae a recalculation of the fuel expenditures.
