Journal of the meeting of Oct. 31, 1973 (697th) was read. Motion made by Mr. Parker, seconded by Mr. Concannon, that same be approved as read. No discussion. Motion passed - 5 ayes, no nays. ADOPTON OF PROPOSED ORDNANCE NO, AMENDNG SECTON TWO OF ORDNAWCE NO. 409, ADOPTED JUNE 6, 96O, AND REVSNG THE BOUNDARES OF SUBDSTRCT NO. SEVEN OF THE RVER DES PERES WATERSHED (WELLSTON AREA) (NTRODUCED OCT. 31, 1973) Proposed Ordinance No was^ again presented and read, amending Section Two of Ordinance Wo. 409, adopted June 6, 960, and revising the boundaries of Subdistrict No. Seven of -the River des Peres- Watershed (Wellston Area) of The Metropolitan St. Louis Sewer District. This proposed Ordinance was introduced October 31, 1973 by the folio-wing Trustees: Messrs. Bannes, Lee, Parker, Himtington and O'Toole. With the aid of a wall map, Mr. Enger again showed the
2 location of one lot, adjacent to the eastern boundary of Subdistrict No. Seven of the River des Peres- Watershed, Wellston Area, between Wellsmar and Myrtle Avenues, He said that this lot is subject to some redevelopraent which is being done on a selective basis. The building needs access to a sewer and the line within its watershed that should serve it is too high for the building to use, but the nearby line within Wellston is low enough. The property owner is petitioning the District to be annexed to the Wellston Subdistrict and will pay the taxes levied by the Wellston Subdistrict, Motion was thenraadeby Mr, Concannon, seconded by Mr, Bannes, for unanimous consent of all members present for final voting on proposed Ordinance No at this meeting. Lee, Jr. At Mr. Parker's request, Mr. Clardy explained for the benefit of the members of the League of-women Voters present that if there was a,'propbsed-ordinance previously introduced, a normal intervalof at least two weeks is required before passage. However, these proposed Ordinances on today's agenda for adoption were introduced at the Board's last meeting which was only a week ago and, therefore, the unanimous consent of all members presentraustbe obtained to have a final adoption of the ordinances at this meeting. LUTH & SOWS, NC, FOR THE CONSTRUCTON OF SANTARY SEWERS N SUBDSTRCT NO. 393 (LARKN & LEONARD) (NTRODUCED OCT. 31, 1973) Proposed Ordinance No was again presented and read, confirming a contract with Fred M. Luth & Sons, nc. for the construction of sanitary sewers in Subdistrict No. 393 (Larkin & Leonard) in St, Louis County, with an emergency clause.

Mr. Sears again said that Luth was the lower of two bidders at $74, The high bid was $115, and the District's estiraate was $70, The Subdistrict is in south Coimty, and is for sanitaiy sewers. Lee, Jr. ADOPTON OF PROPOSED ORDNANCE NO TRANSFERRNG $21, FROM VAROUS ACCOUNTS TO THE GENERAL FUND OF THE DSTRCT: AWD APPRO PRATNG FROM THE UNAPPROPRATED SURPLUS OF THE GENERAL FUND OF THE DSTRCT $4, TO MANTENANCE DEPARTMENT TO PAY FOR EQUPMENT; AWD $31,286,00 TO MAWTENANCE DEPARTMENT TO PAY FOR LABOR N THE DS TRCT'S CONTNUED PROGRAM OF USWG GABOWS FOR STORMWATER COWTROL (WTRODUCED OCT. 31, 1973) y Proposed Ordinance Wo was again presented and read, transferring $18, from the unappropriated surplus of the General Fund of the Mississippi River Subdistrict; $ frcm the unappropriated surplus of the Coldwater Creek Sewer Revenue Fund; and $36l.86 from the unappropriated surplus of the Operating Fund of the Subdistrict - Sugar Creek; to the General Fund of the District and appropriating $ and $31, from the unappropriated surplus of the General Fund of the District; to the Maintenance Department to pay for equipraent and labor, respectively, to be used in the District's continued program of using gabions for storrawater control. This proposed Ordinance was introduced October 31, 1973 by the following Trustees: Messrs. Bannes, Lee, Parker, Huntington and O'Toole.
4 Mr. Mattei said that the request is to appropriate funds to make the five temporary gabion jobs -- four workmen and one foreman -- permanent, and would provide them with a van. This proposed Ordinance was introduced October 31, 1973 by the following Trustees: Messrs. Bannes, Lee, Parker, Himtington and O'Toole. Mr. Piskulich said the District had received two bids: one from Terra Aqua Conservation of Reno, Nevada and the other from Maccaferri Gabions, nc. of Clayton, Missouri, for $47, and $37, respectively. After a short discussion, motion was made by Mr. Bannes, seconded by Mr. Parker, for unanimous consent of all merabers present for final voting on proposed Ordinance No, at this raeeting.

Lee, Jr. ADOPTON OF PROPOSED ORDNANCE NO VACATNG SEWER EASEMENTS AND THE UNUSED SEWERS THEREN N FORMER EDMUND AVENUE, AND THE FORMER SOUTHERN EAST-WEST ALLEY N CTY BLOCK 3968N (NTRODUCED OCT. 31, 1973) Proposed Ordinance No was again presented and read, vacating sewer easements and the unused sewers therein in former Edmund Avenue, and the former southern east-west alley in City Block 3968N. This proposed Ordinance No was introduced October 31, 1973 by the following Trustees: Messrs. Bannes, Lee, Parker, Huntington and O'Toole. Mr. Sears again showed on a wall map the location of property of the Pepsi Cola Company at Edmund Avenue, near Clayton Avenue, in the City, together with easements over a foim:er alley.' and a portion of Edmund Avenue, both of which had been vacated by the City of St. Louis. There is an existing sewer in the easements, but it serves only that Company's property. Engineering Department recommends approval of the requested vacation. Motion made by Mr. Parker, seconded by Mr. Concannon, for unanimous consent of all members present for final voting on proposed Ordinance No at this meeting. No discussion. Lee, Jr. NTRODUCTON OF PROPOSED ORDNANCE NO APPROPRATNG $10, FROM THE UNAPPROPRATED SURPLUS OF THE EQUPMENT DEPRECATON FUND TO THE MANTENANCE DEPARTMENT TO BE USED FOR THE PURCHASE OF TWO EMER- GENCY VANS Proposed Ordinance No was presented and read, appropriating $10, frora the unappropriated surplus of the Equipment Depreciation Fund to the Maintenance Department to be used for the purchase of two eraergency vans. Mr. Mattei said that the District is trading in two old emergency vans on two new vans. Motion made by Mr. Parker, seconded by Mr. Bannes, that proposed -Ordinance No be introduced at -this meeting. Lee, Jr. NTRODUCTON OF PROPOSED ORDNANCE NO APPROPRATNG $ FROM THE UNAPPROPRATED SURPLUS OF THE GENERAL FUWD OF THE DSTRCT TO THE MAWTEWAWCE DEPARTMENT TO BE USED FOR THE WASHNG OF DSTRCT VEHCLES Proposed Ordinance No was presented and read, appropriating $ frora the unappropriated surplus of the General Fund of the District to the Maintenance Departraent to be used for the washing of District vehicles. Mr. Mattei said that our company trucks have been washed by District personnel, but we believe we can have it done on weekends by contract for a cheaper amount. We have asked for and received three bids for washing on the weekends and the low bid averages about $2.25 a truck. During the summer we would have each such vehicle washed weekly, but during the winter, it would be less- frequent. The low bid is from LaMear-Naes. After some little discussion,raotionwasraadeby Mr. Concannon, seconded by Mr. Parker,- that proposed Ordinance No be introduced at this meeting. Wo discussion. Motion passed - 5 ayes, no nays.

Huntington Mr. Mattei said that the District would like to renew its agreement with the United States Geological Survey for their work in surveillance of the streams within the District, primarily for high water levels. This is coordinated with the information the District has as to the incidence of rain in various areas and, among other things, they give the information directly to the Corps of Engineers, The Corps then uses this as one of the bases for their work in designing flood control for small streams - such as Maline Creek, The cost to the District for this year is $20, After a short discussion, motion was made by Mr. Lee, seconded by Mr. Concannon, that the Executive Director be authorized to enter into an agreeraent'with the United States Geological Survey for the period of one year, at a cost of $20,000.00, for surveillance of streams within the District. Wo further discussion. Motion passed - 5 ayes, no nays. Poll taken: L. R. H. J. E. W. Bannes Concannon Lee, Jr. A. F, R, W, Parker Huntington Mr. Kaiser said he had been considering the acquisition of some open space area which would be used as a flooding relief area, and asked if a coraraittee could be appointed for the purpose of helping him deterraine its value and concomitant questions. He said he had talked with Mr. O'Toole who had offered to serve, and he wondered if, perhaps, Mr. Bannes would also serve. After Mr. Bannes agreed, Mr. Himtington appointed Messrs. O'Toole and Bannes as an Ad Hoc Committee to consider the open space land. Motion made by Mr. Parker, seconded by Mr. Bannes, that theraeetingbe adjourned. Theraeetingadjourned at 4:50 P. M.
