Mr, Antoine announced that item #22 on today's agenda would be held. t concerns an election in the City of Kinloch for Subdistrict No, North Kinloch. Mr. Mattei said that the Home and Housing Finance Agency at Fort Worth, Texas suggested that the District proceed slowly about fixing the date for the election since they had no ground rules to guide them, Mr, Mattei also mentioned that Mr. Kaiser was in Washington, D. C, conferring with Senator Long and Mr. Draper, attorney for this particular branch of H. H, F,

2 NTRODUCTON OF PROPOSED ORDNANCE NO, ESTABLSHNG SUBDSTRCT NO, 256 (DLLON DRVE SOUTH) Proposed Ordinance No was presented and read, establishing a subdistrict in St. Louis County, Missouri, to be known as Subdistrict No. 256 (Dillon Drive South) of The Metropolitan St. Louis Sewer District. Mr, Sears said this proposed subdistrict is in the southern part of the county, north and east of Lemay Feriy Road and north and east of Lindbergh Boulevard, and southi of Will Avenue, The area consists of five lots with five homes. This introduction will allow the District to hold a boundary public hearing. The purpose of this subdistrict is to eliminate septic tanks. Antoine NTRODUCTON OF PROPOSED ORDNANCE NO REPEALNG CERTAN ORDWAWCES AND RESOLUTONS AWD RE-ESTABLSHNG SUBDSTRCT NO. 212 (POPLAR COURT) Proposed Ordinance No was presented and read, repealing Ordinance No, 9OO adopted January 7, 963, establishing Subdistrict No.212 (Poplar Court) Resolution No, 68 adopted Wov.l4, 1963 and Resolution No, 686 adopted September 95 19^4 and enacting an ordinance re-establishing a subdistrict in St. Louis County, Missouri, to be known as Subdistrict No, 212 (Poplar Court) of The Metropolitan St. Louis Sewer District. Mr. Sears said this area is in the south part of the County, north of Lindbergh, east and south of Lemay Ferry Road, He said that a few years ago the District went through the routine, of public hearings on this area which included three lots for the Poplar Court Subdistrict. However, the subdistrict was not constructed. The purpose of this ordinance is to repeal all prior action and start over with a revised boundary eliminating the three subject lots. Mr. Sears said that some sanitary sewers have been built which caused this elimination of lots.

L, H, Antoine Mr. Antoine commented in voting aye that had Mr. Meyer been present, thus assuring a quorum, he would have refrained from voting since, his son, H, Antoine, Jr. works for the firm who did the engineering on this subdistrict, Thatcher and Patient. WTRODUCTOW OF PROPOSED ORDNANCE NO ESTABLSHNG SUBDSTRCT NO, 282 (LWDBERGH-LEMAY FERRY SUBTRUNK) Proposed Ordinance No, was presented and read, establishing a subdistrict in St. Louis County, Missouri, to be known as SubdistrictrNo,282 (Lindbergh-Lemay Ferry Subtrunk) of The Metropolitan St. Louis Sewer District, Mr. Sears said this is in the same general area as the preceding item. The purpose of this subdistrict is to extend a trunk line up into the area pointed out on the wall map, providing an outlet and eliminating a community septic tank and treatment plant. Parker L, H, Antoine Mr, Antoine again voted aye, repeating the same comment as on the preceding item, CONSDERATON OF REPORT OF BOUNDARY HEARNG N SUBDSTRCT NO. 245 (ALLEGRO LANE) Report of Boundary Public Hearing, addressed to the Board of Trustees, dated August' l6, 965 (Subdistrict Report Book, Vol. V, Page 3, signed by Don W, Tesson, Assoc. Eng., Subdistrict Development, was presented and read, Mr, Sears said that no one came to the meeting held July 26, 965, to determine the boundaries of this subdistrict. The area is small, consisting of four lots with three homes in Creve Coeur, Between Lindbergh Blvd., Spoede and the old and new Olive Street Roads, Motion made by Mr. Stiers, seconded by Mr. Parker, that the above Repcrt be received and filed.

4 CONSDERATON OF PROPOSED ORDNANCE NO ESTABLSHNG SUBDSTRCT WO. 245 (ALLEGRO LANE) ntroduced October 21, 965 Proposed Ordinance No 'was presented and read, establishing a subdistrict in St, Louis County, Mo, to be known as Subdistrict No. 245 (Allegro Lane) of The Metropolitan St, Louis Sewer District. This proposed Ordinance was introduced Oct. 21, 1964 by the following Trustees present; Messrs, Dohack, Meyer, Parker, Ramacciotti, Antoine an d Stiers, Mr. Sears said this was the area just referred to above and that the District is asking the Board to adopt the ordinance creating the subdistrict. Antoine CONSDERATON OF-REPORT OF BOUNDARY HEARNG W SUBDSTRCT WO.255 (LAMBERT & FEE FEE Report of Boundary Public Hearing in Subdistrict Wo. 255 (Lambert & Fee Fee) addressed to the Board of Trustees, dated Aug. 6, 9655 (Subdistrict Report Book, Vol. V, Page 4, signed by Don W. Tesson, Assoc, Engineer, Subdistrict Development, was presented and read. Mr. Sears said this boundary hearing was held in the Pattonville High School in St. Ann with 39 persons in attendance. Most of the questions raised -were with regard to the square foot method of assessment. There are 105 lots with 88 homes in the area west of Lindbergh,on both sides of Fee Fee and north of "1-70. Motion made by Mr. Stiers, seconded by Mr, Parker, that the above Report be received and filed. Antoine COWSDERATON OF REPORT OF BOUNDARY HEARNG N SUBDSTRCT NO. 275 (STONEYBROOK) Report of Boundary Public Hearing in Subdistrict No. 275 (Stomeybrook), addressed to the Board of Trustees (Subdistrict Report Book, Vol. V, Page 5) dated July 6, 1965, signed.by Jack B. Enger, Engineer, Subdistrict Development, was presented and read. Mr. Sears said this area is south of Ladue Road, east of Lindbergh Boulevard. The hearing was held July 12, 1965 with three persons in attendance. There are no apparent discrepancies. There are four lots with three homes within the area, Mr. Sears said that the District has been bringing small subdistricts to the Board for the reason that usually the persons interested cannot agree among themselves. The District's agreement always is that we will help them if theycare to proceed privately, and we will always keep this promise. Motion made by Mr. Stiers, seconded by Mr, Ramacciotti, that the above Report be received and filed. Motion passed - 53 ayes, no nays, CONSDERATON OF PROPOSED ORDNANCE NO ESTABLSHNG SUBDSTRCT NO. 275 (STONEYBROOK) WTRODUCED JUNE l4, 1965 Proposed Ordinance No. l64-65 was presented and read, establishing a subdistrfct in St, Louis County, Missouri, to be known as Subdistrict No, 275 (Stoneybrook) of The Metropolitan St. Louis Sewer District. This proposed Ordinance was introduced June l4, 965 by the following Trustees present: Messrs. Lane, Meyer, Parker, Ramacciotti, Antoine and Stiers.

Mr. Sears said this proposed subdistrict is in the southwest part of the County, near Gravois Road, Lindbergh Blvd, and Sappington Road, and consists of 3 lots with 12 homes. The hearing was held July 19, 19^5 with four people within the subdistrict in attendance, out of a total of 29 present. No discrepancies were found. Antoine COWSDERATON OF REPORT OF BOUNDARY HEARNG N SUBDSTRCT NO. 277 (OAKWOOD MANOR) Report of Boundary Public Hearing in Subdistrict No. 277, (Oakwood Manor ) addressed to the Board of Trustees (Subdistrict Report Book, Vol, V, Page 7) dated August 6, 965, signed by Jack B. Enger, Engineer, Subdistrict Development, was presented and read, Mr. Sears said this hearing was held, July 19, 19^5 with 29 people in attendance of whom 24 owned property within the boundaries of the subdistrict, which consists of 92 lots with 86 homes. 8 of improvement in Subdistrict No, 258 (Peach Tree Court). The purpose of this subdistrict is to provide lateral sanitary sewers in the area which is north of Gravois and south of Eddie & Parke Road, and east of Sappington Road. The estimated probable cost of this improvement is $40,000 or 6,1 cents a square foot. Motion made by Mr. Parker, seconded by Mr. Stiers, that Resolution No, 8l2 be adopted. Poll taken: F. J. Antoine CONSDERATON OF REPORT OF PUBLC NTEREST HEARNG N SUBDSTRCT NO,265 (HANLEY AND EAGER),^ Report of Public nterest Hearing in Subdistrict No, 265 (Hanley and Eager) addressed to the Board of Trustees, dated August 16, 1965 (Subdistrict Report Book, Vol, V, Page 8) signed by Don W, Tesson, Assoc, Engineer, Subdistrict Development, was presented and read. Mr. Sears said this proposed subdistrict is south of the Daniel Boone Expressway, west of Hanley Road and east of the Terminal Railroad Tracks. There were three people present, two of whom favored the project and one abstained. The cost is estimated at $60,000 or three cents a square foot. Motion made by Mr. Parker, seconded by Mr. Stiers, that the above Report be received and filed. CONSDERATON OF RESOLUTON NO. 813 DECLARNG MPROVEMEWT TO BE N THE PUBLC NTEREST N SUBDSTRCT NO. 265 (HANLEY AWD EAGER) Resolution Wo. 813 was presented and-read, declaring improvements to be in the public interest in Subdistrict Wo, 265 (Hanley and Eager), Motion made by Mr, Parker, seconded by Mr. Ramacciotti, that Resolution No. 813 be adopted.

Enger, Engineer, Subdistrict Development, was presented and read, Mr, Sears said this proposed subdistrict is west of Spoede Road, north of Ladue Road and East of Graesser Road, The hearing was held August 6, 965 with four people in attendance. The cost of the project was estimated at $6000 or 2.35 cents a square foot. Those present asked if they could proceed on a private basis. We told them the District would cooperate with the private venture as long as it did not interfere with the procedures of the subdistrict itself. Motion made by Mr. Lane, seconded by Mr. Ramacciotti, that the above Report be received and filed. Motion passed - 5 ayes, -no nays. 10 CONSDERATON OF REPORT OF PUBLC NTEREST HEARNG N SUBDSTRCT NO. 221 (NORTH KNLOCH) Report of Public nterest Hearing in Subdistrict No.221 (North Kinloch) addressed to the Board of Trustees (Subdistrict Report Book, Vol. V, Page lo) dated August 24, 965, signed by Charles B. Kaiser, Jr., General Counsel, was presented and read. Mr, Sears said that Mr, Kaiser had conducted the public hearing which was attended by about 400 persons who voted unanimously in favor of proceeding with the project. The cost is estimated at about $767,000 of which it is hoped the Federal government would bear 90^ under the new Federal Housing Act. The other C^ is to be paid for by the Worth Kinloch Subdistrict. t is to be raised by the holding of a General Obligation Bond ssue Election in an amount not to exceed $100,000, Motion made by Mr. Lane, seconded by Mr. Parker, that the above Report be received and filed. Wo discussion. Mr. Ramacciotti raised the question about whether\the $100,000 was the proper amount to be voted. Mr, Mattei replied' that this figure contained a margin for contingencies and thus was somewhat more than the extimated costs. Additionally, it was about the maximum which could be raised and need not all be sold if not required. JOSEPH & BOONE) Proposed Ordinance No, 3O-66 was presented and read, amending Section Two of Ordinance Wo. 931, adopted March 7, 1963 and revising the boundaries of Subdistrict No. 204 (St. Joseph and Boone) of The Metropolitan St. Louis Sewer District. Mr. Sears said two portions were eliminated under this proposed ordinance; also that they were served by sewers going in another direction. He added that the District was bringing the lines back to the boundary line of property served. Mr. Clardy pointed out on the wall map the location/of the easement along the edge of the lot. He said the sewers, both sanitary and storm, are in the street. The reason for the request is a reshaping of the lot. Mr. Gain says the easement is not needed for sewers. SCHLOEMER..PROPERTY) Proposed Ordinance No was..presented and'read, vacating a sewer easement in St. Louis County, Missouri. Mr. Clardy said the owner was contacted by the Right of Way Department on behalf of Subdistrict, The owner.wanted the easement one way ana the sewer was being installed, he changed his mind. The new easement covers"the sewer as constructed, Subdistrict is pleased with the whole thing. Mr. Clardy said the two properties indicated on the wall map are adjacent and belong to the same man. Right of Way requests a 10-foot easement across these two properties. They are unable to acquire this within reason and are asking the Board to approve this condemnation. We have acquired 22 out of the 23 easements, Mr. Mattei said this does not mean that we will stop negotiations - we just want the authority to condemn if we must resort to that method, Mr, Lane said that Mr. Mattei had mentioned that the District doesn't usually pay for easements and asked if we had paid for the other 22 easements, Mr, Mattei said we had not.

Now the Staff is asking that this new appropriation be made. Concerning the $20,000 which is the cost of constructing an interceptor sewer to serve Veterans Hospital at Jefferson Barracks, Mr. Mattei said that at the last Board meeting, the Board had adopted an ordinance confirming a contract with Gampco Co. to construct the line with the understanding that the' Veterans Administration was to furnish the money with which to pay Gampco, Now the Veterans inform us that it cannot pay for such a construction job, but may pay the same amount of money as a connection charge, Mr, Lane asked what assurance the District has that the Government wil reimburse us, Mr. Mattei said the money has been appropriated by Congress and the G, S. A, has signed the contract, Mr. Lane asked if this is an exception to existing law since Mr, Mattei had said the Government cannot build facilities off its ovm property. Mr, Mattei said that he understood this was an exception and that the Government could regard such a payment as a connection charge rather than a construction of facilities off its own property. 19 PLAN APPROVAL - SPOEDE LANE WEST The Executive Director presented for approval engineering plans for sanitary lateral sewers in the Spoede Lane West Subdistrict. The Chairman of the Plans Committee, Mr. Stiers, announced he had examined these plans and recommended-the approval of the Board. Motion made by Mr. Stiers, seconded by Mr. Lane, that engineering plans for sanitary lateral sewers in the Spoede Lane West Subdistrict be approved. Poll taken: F. F. A. L, J, L, J, R. H. Lane, Jr. Ramacciotti Stiers Parker Antoine -s.aye Mr. Mattei said that the Coldwater Creek Plant would be in operation within a very short time. n this connection he mentioned the construction of a force main and pumping station to pump back into the Coldwater Creek sewer the drainage from areas below the Coldwater Creek Treatment plant. He reminded the Trustees that the cost of extending the 72-inch interceptor sewer was extremely high because of the considerable amount of rock in this lower area, and this construction was the solution to the problem. He asked the permission of the board for this purpose. Motion made by Mr, Parker, seconded by Mr, Stiers, that the Executive Director be given the authority to design a pump station and force main below the Coldwater Creek Treatment plant. 20 Another item he wished to mention is that all positions at the Coldwater Creek plant have been filled except one, for which they have interviewed a man who is interested.
