1 The Round Rock City Council met in Regular Session on Thursday,, in the Round Rock City Council Chambers located in City Hall at 221 E. Main Street, Round Rock, Texas. CALL SESSION TO ORDER 7:00 P.M. called the session to order at 7:03 p.m. ROLL CALL: Those members present were Mayor Alan McGraw, Mayor Pro-Tem Carlos T. Salinas, Councilmember Craig Morgan, Councilmember George White, Councilmember Joe Clifford, Councilmember John Moman, and Councilmember Kris Whitfield. Also present were City Manager Steve Norwood, City Attorney Steve Sheets, Assistant City Manager Laurie Hadley, and Assistant City Manager Bryan Williams. No one was absent from this meeting. PLEDGE OF ALLIEGIANCE: led the following Pledges of Allegiance: 3A. United States Flag 3B. Texas State Flag CITIZEN COMMUNICATION Representatives of the Allen R Baca center spoke to the Council and invited to the Fashion and Variety show they were hosing on May 24 th from 1pm 3pm. PROCLAMATIONS, STAFF RECOGNITION AND SPECIAL PRESENTATIONS E1. Consider proclaiming May as Hispanic Heritage Month in the. WHEREAS, throughout the years, Hispanic Americans have played an integral role in the nation s success in science, the arts, business, government, and every other field of endeavor; and WHEREAS, the talents, creativity, and achievements of Hispanic Americans continue to energize many lives; and WHEREAS, the warmth and vitality of the Hispanic culture is a great gift and part of the unique fabric of our country; and WHEREAS, a number of events during the month of May help contribute to the awareness of the Hispanic culture and brings focus to the many traditions that have been handed down from generation to generation; and WHEREAS, contributions from our local Hispanic leaders in law enforcement, our churches, businesses, schools and elected offices have contributed generously toward the betterment of our community; NOW THEREFORE, I, Alan McGraw, Mayor for the, Texas, do hereby proclaim May 2012 as HISPANIC HERITAGE MONTH in the and urge everyone to partake in the cultural events going on throughout this month. 2 Page 2 of 11 WHEREAS, Dia De las Madres, or Mother s Day, is one of the most important holidays in Hispanic culture and its traditional celebration includes designating it as a very special day filled with song, sharing and community unity; and WHEREAS, the Williamson County Hispanic Heritage Committee, formed to enrich the Williamson County community in cultural, educational, health and civic matters, endeavors to share this cultural celebration of all Mothers for their tireless and selfless labor in supporting and guiding their children and families; and WHEREAS, the Williamson County Hispanic Heritage Committee has brought the second annual Empowering Our Youth event in partnership with Texas State University to Williamson County where over 300 community members attended for information on higher education and now brings this 3rd Annual Dia de Las Madres event to Williamson County; and WHEREAS, this committee invites the city of Round Rock and the surrounding communities to a day of celebration at the Sharon Prete Downtown Plaza for a day of special tribute to all Mothers who, thru their nurturing and encouragement, inspire all children to reach their highest aspirations; NOW THEREFORE, I, Alan McGraw, Mayor for the, Texas, do hereby proclaim May 12, 2012 as DIA DE LAS MADRES in the and invite all in our community to support and enjoy these cultural celebrations which help bond us as a community and allow us to introduce ourselves to one another as we continue to grow as a community PROCLAIMED this 10th day of May E3. Consider proclaiming May 14 18, 2012 as National Police Week and May 15, 2012 as Police Officers Memorial Day. WHEREAS, Peace Officers Memorial Day is held annually in the United States on May 15 and the week in which it falls is observed in conjunction as National Police Week; and WHEREAS, members of the Round Rock Police Department play an essential role in safeguarding the rights and freedoms of Round Rock citizens; and WHEREAS, it is important that all citizens know and understand the duties, responsibilities, hazards, and sacrifices of peace officers, and that members of the Round Rock Police Department recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the weak against oppression; and WHEREAS, the men and women of the Round Rock Police Department unceasingly provide a vital public service; NOW, THEREFORE, I, Alan McGraw, Mayor of the, Texas, call upon all citizens of Round Rock and all patriotic, civic and educational organizations to observe the week of May 14-18, 2012, as ROUND ROCK POLICE WEEK with appropriate observances in which we may join in commemorating law enforcement officers, who, by their faithful and loyal devotion to their responsibilities, have rendered a dedicated service to their communities and, in so doing, have established an enduring reputation for preserving our rights and security. I further call upon all citizens of Round Rock to observe May 15, 2012, as PEACE OFFICERS MEMORIAL DAY in honor of law enforcement officers who, through their courageous deeds, have made the ultimate sacrifice in service to their community and to those who have become disabled in the performance of duty, and let us recognize and pay respect to the survivors of our fallen heroes. Round Rock. PROCLAIMED this 10 th day of May 2012 E4. Consider proclaiming May 25, 2012 as National Missing Children s Day in the City of
3 Page 3 of 11 WHEREAS, according to the U.S. Department of Justice, in one year there were an estimated nearly 800,000 children missing; and WHEREAS, there are an estimated 60,000 children reported missing in the state of Texas each year; and WHEREAS, on average, there is an estimated average of 2,200 children reported missing to law enforcement agencies daily; and WHEREAS, 58,200 of these children are victims of non-family abductions and more than 200,000 are the victims of family abductions; and WHEREAS, the Texas Regional Office, National Center for Missing & Exploited Children exists as a resource to help prevent child abduction and sexual exploitation; help find missing children; and assist victims of child abduction and sexual exploitation, their families, and the professionals who serve them; and WHEREAS, the National Center for Missing & Exploited Children s recovery rate has grown from 62% in 1990 to 96% of domestically missing children, but too many children still remain among the missing; this special day is a time to remember those children who are missing and give hope to their families. NOW, THEREFORE, I, Alan McGraw, Mayor of the, Texas, do hereby proclaim May 25 th, 2012 as NATIONAL MISSING CHILDREN S DAY And urge the participation of local government, law enforcement, schools, communitybased organizations, and families in the protection and education of all individuals about child abduction and sexual exploitation, appropriate protective measures, and ways to respond and seek help from law enforcement, social services, and the Texas Regional Office, National Center for Missing & Exploited Children and encourages all individuals to Take 25 minutes to help children stay safer. PROCLAIMED this 10 th day of May E5. Consider a presentation regarding a status update from Marmon Mok for the Round Rock Sports Complex. Representatives from Marmon Mok presented the Council with their preliminary ideas for the size and makeup of the sports complex and how it will fit on the property. CONSENT AGENDA All items listed under the Consent Agenda were considered to be routine by the City Council and were enacted by one motion. There was no separate discussion of these items and no items were removed from the consent agenda and considered separately. F1. Consider an ordinance amending the Law Enforcement Fund Budget. (Second Reading) ORDINANCE NO. AN ORDINANCE AMENDING THE LAW ENFORCEMENT BUDGET. F2. Consider a resolution authorizing the Mayor to execute a grant application with the Capital Area Council of Governments (CAPCOG) for the Neighborhood Clean Sweep Program. F3.Consider a resolution approving the issuance by Meadows at Chandler Creek Municipal Utility District of approximately $4,909,998 in Unlimited Tax Refunding Bonds, Series MOTION: moved approve the consent agenda. Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 3 with HDR Engineering, Inc. for the Water Reuse System Phase 1 project. Consider a resolution authorizing the Mayor to sign a consulting services agreement with Interact Business Group for a needs assessment and master plan for the Firefighter and Law Enforcement Public Safety Training Facility. AN ORDINANCE AMENDING CHAPTER 42, SECTION , CODE OF ORDINANCES (2010 EDITION), CITY OF ROUND ROCK, TEXAS, BY REPEALING SCHOOL SPEED ZONES; AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS.
