T. the Chairman called the meeting to order and announced that the time for opening bids for the $1^,000,000' General Obligation Bonds of the Mississippi River Subdistrict of The Metropolitan St. Louis Sewer District had arrived, and asked if there were any more bids to be submitted. There were none. At the request of the Chairman of the Board, the Secretary- Treasurer reported that pursuant to Resolution Wo. 945? adopted June lu, 1967, he had mailed to all interested financial houses in Missouri and elsewhere, printed copies of the Wotice of Sale of $1^+,000,000 of the $95,000,000 General Obligation Sewer Bonds of the Mississippi River Subdistrict of The Metropolitan St. Louis Sewer District, authorized at an election held on the 6-th day of Wovember, 962. To each copy of this notice there was attached a torm of proposal for the purchase of such bonds. The notice was published one time in The Bond Buyer, the St. Louis Post Dispatch and the St. Louis Globe Democrat, all at least ten days prior to today. The Secretary-Treasuree reported that pursuant to the aforesaid notice, there were filed with him, at or prior to the hour of 11:00 o'clock A. M. Central Daylight Saving Time, on July 12, 967 five sealed bids for the purchase of $1^,000,000 General Obligation Sewer Bonds of the Mississippi River Subdistrict of The Metropolitan St. Louis Sewer District, and the Secretary-Treasurer then and there presented said sealed proposals to the Board, whereupon the Chairman instructed the Secretary-Treasurer to open said bids and to read the same aloud in the presence and hearing of the Board and of the bidders assembled.

3 Following the reading of the bids, the Chairman announced that Messrs. Trauernicht, Sr., -Kaiser and Bannister would retire for the purpose of confirming calculations involved in the bids while the Trustees and Staff would remain in public session for the purpose of continuing the regular Board meeting. Mr. Lane said he wished to express his thanks to the Trustees for having elected him Vice Ehairman. Mr. Huntington said he thought great thanks were due Mr, Parker for having done a superlative job as chairman for the last year and a half, in which praise he was joined by the other Trustees. Journal of the June 22, 967 (467th) meeting was read. Motion was made by Mr. Huntington, seconded by Mr. Parker, that same be approved a.s read. Journal of the July 3, 1967 (468th) meeting was read. Motion made by Mr. Huntington, seconded by Mr. Parker, that same be approved as read. LOUS COUWTY (19 W WUMBER - WATKWS CREEK SUBDSTRCT) Proposed Ordinance Wo was presented and read, repealing Ordinance Wo. 1613, adopted May 4, 1967 and enacting a new ordinance in lieu thereof on the same subject; declaring the necessity for the acquisi= tion of easements within certain existing property within The Metropolitan St. Louis Sewer District,.for the purpose of permitting construction of sewers therein to serve the needs of residents on adjacent lands and authorizing the institution of condemnation proceedings in connection therewith. Mr. Mattei said that there was a legal question involved. The District had previously adopted an ordinance on the same subject, but it contained only the permanent easement. This ordinance also sets forth the working room during the construction period. After a short discussion, motion was made by Mr.' Lane, seconded by Mr. Parker, for unanimous consent of all members present for introduction and final voting on proposed Ordinance Wo at this meeting.

After a short discussion by the Staff and Board Members, motion was made by Mr. Parker, seconded by Mr. Huntington, to approve the extension of Contract No. E-203 with Sverdrup & Parcel and Associates to cover additional professional engineering services required to complete the Mississippi River Pollution Abatement Project. Ramacciotti - aye - CONSDERATON OF PROPOSEDDORDNANCE WO APPROPRATWG $100,908 FROM THE COLDWATER CREEK SEWER EXTENSON AND MPROVEMENT ACCOUNT TO BE USED FOR PURCHASE OF LAND ADJACENT TO COLDWATER CREEK AWD COLDWATER CREEK SEWAGE TREATMEWT PLAWT, AWD FOR EXPEWSES WECESSARLY NCDENTAL THERETO Proposed Ordinance No was presented and read, appropriating One Hundred Thousand Wine Hundred Eight Dollars ($100,908.00) from the Coldwater Creek Sewer Extension and mprovement Account to be used for the purchase of approximately 32 acres of land, adjacent to Coldwater Creek and to the site of the Coldwater Creek Sewage Treatment Plant, in Township 47 Worth, Range 7 East, St. Louis County, Missouri, and for expenses necessarily incidental thereto.
5 ^^ Mr. Kaiser, who returned to the meeting to discuss this item, with the aid of a wall map showed the areas to be purchased in fee, the J m roadway, and the open space area. This would be subject, he said, to a 50^ reimbursement by a Federal Grant for Open Space. We are asking the Board to appropriate $100,908 and authorize the District to purchase at this time, under the Federal Grant. Mr. Kaiser read a letter dated July 12,.1967 from Travis Wm. Miller, Assistant Regional Administrator for Metropolitan Development, Department of Housing and Urban Development reciting that Proposed Ordinance No and Resolution No. 950 of this District were satisfactory. (Copy in Secretary-Treasurer's file.) ' After some questions by the Trustees and some discussion, motion was made by Mr. Huntington, seconded by Mr. Lane, for unanimous consent of all members present for introduction and final' voting on proposed Ordinance No at this meeting. CREEK TREATMENT PLAWT Proposed Ordinance Wo was presented and read, authorizing the Executive Director and the Secretary-Treasurer of The Metropolitan St. Louis Sewer District to piu-chase from the owner thereof certain real property in Township 47 North, Range 7 East, St. Louis County, Missouri, to be used for permanent open-space and floodway reservation area adjacent to its Coldwater Creek Treatment Plant, and prescribing terms. Kinsey - aye A. R. Parker - aye F. J. Lane, Jr. - aye F. L. Ramacciotti - aye Mr. Mattei said that the State Legislature had enacted Senate Committee Substitute for Senate Bills. Wos. l4 and'30 (Copy in Secretary- Treasurer's File) authorizing the District, among others, to have a pension plan. He suggested that a committee of the Board work with the Staff, explore this matter and report back to the full Board. Mr. Ramacciotti said he approved, and that there were 90 days before the legislation became effective. He said he should like to appoint a committee. There are qualified Board Members to serve on such a committee, and he wanted to give them ample opportunity to study and make recommendations, He asked Mr. Huntington to serve as Chairman, with Mr. Concannon and Mr. Parker. Mr. Huntington said he would be happy to serve until September 15th, - for two months. time. Mr. Concannon mentioned he would leave the City from time to Mr. Parker said that perhaps they could finish most of the work before either man had to leave. All agreed to serve. A short discussion followed. At 11:40 A, M. Messrs. Bannister returned to the meeting. Carl Trauernicht, Sr,, Kaiser and Mr. Kaiser said that Messrs.' Trauernicht, Bannister and he had reviewed the bids and had confirmed that the Bankers Trust Company, The Chase Manhattan Bank, N. A. First National City Bank and Continental llinois Wational Bank, and Trust Co. of Chicago, Joint Managers and Associates were the low bidders." Mr. Kaiser thanked Mr. Trauernicht for his work in detemiining the best of the bids submitted for the $14,000,000 (of the $95,000,000 authorized) General Obligation sewer bonds of the Mississippi River Subdistrict of The Metropolitan St. Louis Sewer District. Mr. Kaiser then read Resolution Wo. 952 in its entirety, accepting the bid of Bankers Trust Co.' and Associates for the purchase of $14,000,000 of General Obligation Sewer Bonds of the Mississippi River Sub-
