Motionraadeby Mr. Rodefeld, seconded tay Mr. Gento, that same tae approved as read. Wo discussion. Motion passed - 5 ayes, no nays. Mr. Brady introduced the representatives of the West Overland Petition Coraraittee. At the Chairman's invitation, Mrs. Malon read a letter addressed to the Board of Trustees with petition attached (copy in Secretary- Treasurer's File). Mrs. Malon spoke briefly about the protalera the area has in trying to cope with septic tanks and their efforts to replace these with sanitaiy sewers. Mr. Brady said that the area frora which these people have corae is generally east of Lindtaergh Boulevard, although not in the original District boundaries. They are in the forraer Fee Fee certificated area, as the vratershed extends in that direction. This area has a number of failing septic tanks and St. Louis County is receptive to partial funding. We havetaeenworking with the County in doing a study of cost estiraates.

2 n response to a question frcm Mr. Rodefeld, Mr. Brady said that the area consists of 175 lots and a number of the property owners are retired. After a short, but general discussion, the Chairraan asked that the Staff proceed with the prelirainaries on a priority basis. Mr. Zavadil said that although there were no sewers in the easement requested to be vacated, an additional easement has been granted. Proposed Ordinance Wo , introduced August 9, 1978 by Messrs. Borghi, Cento, Lee, Rodefeld and Young, was again presented and read, vacating an easeraent and a portion of an easement in St. Louis County, Missouri. Mr. Zavadil said that each of these two lots has two sanitaiy sewers serving it, and the sewer which runs through the lot, together with its easement, are both unnecessary and interfere with the proposed tauildings. Since there is ready access to the sewer immediately in front of the lots, the Engineering Department saw no reason not to vacate. Mr. Clardy said this ordinance concerns the remission of the ten percent limit in-the renewal of insurance. He said that Mr. Sautay of the William M. Mercer Division of Marsh & McLennan, our nsurance Advisors, had sent him a letter setting forth their previously made vertaal recommendations on removing this liraitation (copy in Secretary-Treasurer's file). For a nuraber of reasons the advisorstaelievethat such limitation discourages a numtaer of otherwise interestedtaidderssince there would be no opportunity for increasing thetaidto even taking inflation into account. He said he felt there was rio objection to this and, indeed, the District would prefer an easement to ownership. Mr. Zavadil showed on a wall map the location of Lot 2 of Craig Executive Park First Addition in the southeast quadrant of the intersection of Craig Road and Borman Drive in northwest St. Louis County. He also.showed the location of the existing sewer,and easement and the proposed relocation of each, together with the proposed building to be built over the old sewer location. He said that this was originally a. Fee Fee easement and contained a storm sewer. The!Engineering Department has no objection to su.ch vacation. We rejected the bids and requested new ones as a force account project, which means cost plus a percentage for profit. We received bids in this fashion from the same three bidders, the lowest of which was for 3 percent profit. The District's estimate was 13.5 percent, the second bidder had 15 percent as his price, and the high bid was 35 percent. This means that we would pay the contractor for all work,, labor, equipment and 3 percent additional. We believe we can control the jobtaetterand keep coststaelow $200,000.00, including the fee. There is to tae sheet piling installed and this will be done separately. t is expected that we would save $50, with this approach.
