It is huge relief, Willis sid. You know people know tht something is going on nd then wnt to know who it is nd wht it is. You wnt to tell them but you cn t. It s nice to be ble to sy its Fiber Industries. The most vluble prt is tht we ve competed nd we ve won. We ve got $30 million dollrs; we ve got 135 jobs. To stnd up nd be ble to sy tht is pretty doggone specil. Willis hs been working on severl projects nd thinks tht this nnouncement cn only help spur others on. Council lso pssed finl reding of Ordinnce 4299, lesing 201 W Crolin Ave (the former Mrketplce gs sttion nd resturnt) to Bck Brn Brbecue, LLC. The city purchsed this property s prt of long-term pln to relocte Public Sfety opertions to new fcility, but tht project is roughly three yers wy. The lese is for two yers t $500 per month. HARTSVILLE ON 3A County pproves incentives for Fiber Industries project By Smnth Lyles Stff Writer Drlington County Council held its regulr meeting August 7 nd voted unnimously for n economic development incentives pckge grnting reduced property tx rtes to Fiber Industries, which plns to invest $30.4 million nd bring t lest 135 new jobs to the county. This incentives pckge (Ordinnce 17-07) provides Specil Source Revenue Credits (SSRC) llowing Fiber Industries to receive 45-percent txtion rte for twenty yers, beginning in This SSRC rrngement is similr to the FILOT (Fee In Lieu of Tx) greements Drlington County hs with mny other locl industries, such s Sonoco Products Compny's biomss boiler fcility. The ordinnce refers to the Fiber Industries investment s Project Phoenix, code nme which the county used prior to the signing of this greement. The mystery ended the following dy with n August 8 public sttement from Drlington County Economic Development director Frnk Willis identifying the compny nd further explining their development plns. The ordinnce extrct sttes tht this SSRC ws essentil to hving the Project locte in the County, nd without the SSRC greement, the County could likely lose the Project nd the resultnt increse in revenues. Fiber Industries plns to retool nd reopen the Plmetto fcility on McIver Rod, which closed in 2008 when owner Wellmn, Inc. went bnkrupt. In erly 2018, the new fcility will begin producing polyester fibers used in clothing, furnishings, nd other mrkets. With the district in the midst of building progrm for three new schools, one ech in Hrtsville, Drlington nd Society Hill, some might see the timing s bd for DCSD. Ingrm sid tht he is confident tht the district will continue running smoothly without him t the helm. DCSD HILL ON 3A New roofs, historic structure for Town of Society Hill By Meliss Rollins Editor Severl town buildings in Society Hill will soon hve new roofs fter unnimous vote from town council during their regulr August meeting. The projects, replcing the roof on the town hll, the fire sttion nd the picnic shed, s well s renovtion work on the shed, were put out for bidding in July. The town received bids from four compnies rnging in price from $27,495 to $39,500. Myor Tommy Brdshw sid tht he did reserch on ech of the compnies tht submitted bid nd his recommendtion ws tht they not ccept the lowest bid. He sid tht the council reserves the right to ccept the bid tht is in the best interest of the town. I immeditely went, in the process of doing my due diligence, to reserch everything to mke sure we were mking the correct decision, Brdshw sid. As it sys in The old lether mker s shop pictured ws recently given to the Town of Society Hill by the Welsh Neck Bptist Church. our dvertisement, Society Hill reserves the right to reject ny bid tht fils to follow the process outlined in the bid pcket. The lowest bidder did not follow tht process. They submitted personl references but not recently completed project references. Upon further investigtion (they) hd very negtive reviews. Also, ccording to the Better Business Bureu, he owned business in nother city, went out of business nd went to Lncster. Bottom line, the lowest bidder doesn t check out. Brdshw sid tht the second lowest bidder hd very fvorble reviews nd recommendtions from vrious codes officers nd other officils in other cities. Unlike the lower bidder, this compny included recently completed project references. After hering the myor s recommendtion, nd his resoning, council voted unnimously to wrd the bid to Rosser Roofing out of Blenheim for $32, In other business, council gve verbl pprovl to ccept n old lether mking building from Welsh Neck Bptist Church. O P - E D Socil Worker or Lw Enforcer? By Dnny Wtson, Drlington Chief of Police Over the lst severl yers our gency hs done gret number of things to help those who re less fortunte. We hve enlisted businesses, government gencies nd the good herted souls of our jurisdiction to get this done. To my gret dismy, I hve been sked repetedly by members of the public, s well s, by lw enforcement "Are you socil worker or lw enforcer"? Officers who hve sked me this question re now doing some of the sme things we hve lredy done. Does tht men it ws good ide? Is this shift in the prdigm? Hve others relized tht helping people is n importnt prt of being police officer? Probbly not, but whether others relize it or not it is n importnt prt of wht we do. I hve often herd tht no good deed goes unpunished. O P - E D Puzzling s this my seem it relly comes down to one thing. When you go out to help, someone benefits from tht work. Sdly we cn t help everyone. Our job, our clling is to help s mny people s we cn without mking the sitution worse. When s lw enforcer you see need nd you cn help shouldn't you do tht? There re those who re so short sighted they cn t see beyond their own self-interest. So when presented with this problem how do you continue forwrd? Philippins 2:4 Let ech of you look not only to his own interests, but lso to the interests of others. We will serve the interests of others. It's simply clling nd tht clling is to serve. The hope we hrbor is tht others will see wht we do nd follow our exmple. (Just s we hve done incidentlly) There will lwys be those who re unhppy no mtter wht hppens. People cn do gret things in their communities in spite of nysyers it's mtter of choosing to ct. After ll hving gret community is in everyone s interest. We choose to do tht very thing nd we hope you will s well. Chief Dnny Wtson MPA FBI NA # 228, Chief of Police for City of Drlington, hs been on the Drlington Police Deprtment since 1994 nd Chief since 2011.You cn keep up with the deprtment on their Fcebook pge: Drlington Police Deprtment. South Crolinins fll short on eduction, finnce, welth By Robert Meyerowitz for TheNerve.org South Crolin businesses re much more likely to be white-owned thn businesses on verge in the U.S., nd less likely to be owned by women. Does tht ffect its prosperity? At the sme time, businesses owned by men nd by whites re more vluble thn minority nd femle-owned businesses, nd the difference in vlue in South Crolin is even greter thn the verge ntionl difference. A greter percentge of the South Crolin workforce toils in low-wge jobs, 30.4 percent, thn the ntionl verge of 24.2 percent, rnking South Crolin 42nd from the best mong ll 50 sttes nd the District of Columbi. Adding insult to injury, the verge nnul py for South Crolin worker is $46,411, well below the ntionl verge of $52,942 nd those figures re djusted for cost of living. These dt re some of the findings which led the non-prtisn group Prosperity Now, D.C.-bsed nonprtisn nonprofit tht promotes household finncil helth, to give the stte n F on its recent nnul report crd, in its ctegory for Business & Jobs. For South Crolin, it rgues, this ll mens prosperity lter if ever. Prosperity Now begn life in 1979 s the nonprofit Corportion for Enterprise Development, with the mission of working to reduce unemployment nd expnd opportunity by dvocting for policies tht would mke it esier for entrepreneurs to strt or expnd smll business. Its focus since hs shifted wy from reducing unemployment in prticulr, nd promoting entrepreneurship, nd more towrd helping fmilies chieve finncil stbility nd prosperity in generl, sys Ksey Wiedrich, its director of pplied reserch. Wiedrich, who mnges the scorecrds, sid recently by phone, We re looking t the opportunities tht households hve themselves nd to invest in the future. Tht ll ties into the economy of your stte. In Prosperity Now s Finncil Assets & Income ctegory, South Crolin did only slightly better, rting grde of D. There, the stte s number of unbnked households, t 8.9 percent, well surpssed the U.S. verge of 7 percent, rnking the stte 39th from the top. It s similr story with underbnked households, t 23.4 percent, bove the ntionl verge of 19.9 percent, rnking South Crolin 4oth from the best. SHORT ON 3A By Phil Noble Here s the issue: SCANA (the prent compny of South Crolin Electric nd Gs) nd Sntee Cooper (the stteowned utility tht provides power for 11 locl electric coops) tried to build two nucler rectors nd filed. They just pulled the plug on the projects costing $9 billion nd 5,000 jobs so fr. Here s the question: Who is going to py for this disster? This is obviously huge nd complex mess nd the nswer to who pys will be n ongoing issue for yers to come nd it directly ffects the fmily budget of 2.2 million SCE&G nd co-op customers in ll 46 counties. The bill could be s high s $9,000 for fmily of four. Over the coming months nd yers, there will be host of ccustions, finger pointing, chrges nd counter chrges, lw suits nd counter suits. But, there re two things we know now for certin. The people with bsolutely no responsibility for this disster the rte pyers re being sked to py billions of dollrs, perhps for s long s 60 yers. Those who re responsible SCANA, Sntee Cooper nd the politicins tht pssed legisltion to enble this to hppen (nd got pid for it) will ll be blming ech other when they re ll t fult. As this issue continues to unrvel, there will be lots of new informtion bout who is responsible for wht. Bsed on wht we know now, here s wht I believe should be done. SCANA nd SCE&G Over the lst ten yers, SCE&G hs hit their customers with nine rte increses nd customers re lredy pying 20% of their bill to py for the nucler fcilities mong the highest rtes in the country. Now, they wnt to stick rte pyers with bill of $2 billion (others sy the finl number could be s high s $8 billion) to cover the cost of their filure over the next 60 yers. Wht they should do: The entire bord of directors nd senior mngement should resign. They should return ll py rises, bonuses nd stock options they received since the project begn in Lst yer the top five senior mngers mde on verge $2.8 million nd CEO Kevin Mrsh mde $6.1 million nd $28 million over the lst five yers. When they leve, they should get no golden prchute or severnce of ny kind. To void disruption t the compny, it could be done over time but completed within one yer. They should lso roll bck their rtes to consumers to 2008 levels, plus infltion. And, how will they py their debts? Tht s their problem; it s clled cpitlism. Sntee Cooper Sntee Cooper is owned by the stte of South Crolin nd provides electricl power to the 20 locl consumer owned electricl coopertives. It owns 45% of the filed nucler project nd SCANA owns the other 55%. They hve imposed numerous rte increses on their 1.5 million customers vi the locl co-ops nd since the project hs been cncelled, they nnounced they will rise rtes nother 10% in December. They hve worked hnd in glove with SCANA on every spect of this project most notbly on spending vst sums of csh to secure the support of the legisltors nd other politicins they needed to mke this ll hppen. Wht they should do: The entire bord of directors nd senior mngement of Sntee Cooper should resign. They should return ll py rises O P - E D South Crolin s Nucler Meltdown: Wht Next, Who Pys? nd bonuses they received since the project begn in Lst yer the top five senior mngers (stte employees) mde on verge $321,682 nd President Lonnie Crter mde $540,929. When they leve, they should get no golden prchute or severnce of ny kind. To void disruptions t the compny, it could be done over time but completed within one yer. They should lso roll bck their rtes to 2008 levels, plus infltion. And, how will they py their debts? Serious considertion should be given to selling Sntee Cooper. S.C. Public Service Commission There re seven Public Service Commissioners who re in chrge of regulting the public utilities. They hve pproved the overll project nd pssed on ech of the rte increses by SCE&G. Wht they should do: All the commissioners should resign nd return ll py rises they received since the project begn in Lst yer the seven commissioners hd n verge slry of $ The whole Public Service Commission should be reformed by the legislture to prevent this type of oversight filure in the future. The S.C.Legislture In 2007, they pssed the Bse Lod Review Act tht llowed utilities to chrge consumers in dvnce for the construction of the nucler fcilities plus gurnteeing them 10.25% profit even if the project filed. The bill S.431, pssed the Sente in just two dys without single recorded vote. The House pssed it in three dys by vote of nd it becme lw two weeks lter without Governor Snford s signture. (If the governor does not veto bill, it utomticlly tkes effect in two weeks.) According to column in The Stte, the led sentor received $74,750 in cmpign contributions from electric compnies nd the electric utilities nd the nucler industry mde 619 contributions totling $514, 956 to lwmkers in the legisltive session leding up to the vote. In response to the current crisis, 27 sentors nd legisltors hve now formed new Energy Cucus to investigte wht hppened nd develop recommendtions. Ironiclly, number of the legisltors in the Energy Cucus were originl sponsors of the legisltion. Wht should they do All legisltors should 1) donte ll cmpign contributions they hve received since 2007 from SCANA, Sntee Cooper nd the co-ops to the chrity of their choice, 2) publicly disclose ll retiners, consulting contrct nd other pyments they or immedite fmily members hve received from SCANA, Sntee Cooper nd the co-ops. One legisltor hs sid tht he will return some cmpign contributions. And, recent Post nd Courier story sid ll the members of the S.C. Congressionl Delegtion in Wshington re getting pid s well with recent politicl contributions verging $70,000 ech. NUCLEAR ON 3A The News & Press 117 S. 3 NEWS AND PRESS DARLINGTON, S.C. Jobs Continued from 1A Crboni sid tht the plnt will employee more thn 100 people. We expect to invest more thn $30 million dollrs nd to crete t lest 135 jobs, Crboni sid. We believe the region hs gret resource for very experienced employees, given the textile history in the city. The locl community nd the stte hve been very supportive in working with us; we relly, relly pprecite ll the support. We re looking forwrd to working with ll the stkeholders s we move forwrd. Rosenfeld sid tht the trend towrd textiles mde in the United Sttes is swinging bck in the country s fvor. The wy tht the McIver Rod plnt ws shutdown lso mkes it vluble site for Fiber Industries to locte. It ws very evident erly on tht the U.S. hs ctully become competitive gin nd this is something we determined few yers go, Rosenfeld sid. Some of the people who re working for us where there t the time of the shutdown nd helped shut it down. The plnt ws shut down in n orderly fshion so it could ctully be restrted. We felt overll tht we could get good DCSD Continued from 1A "I don't think it is bd time t ll becuse we hve the construction mngement tem on-bord," Ingrm sid. "We re very close to site selection in the other loctions (Drlington s school will be build on the existing Cin property). The people re on the ground who will help move tht forwrd. Once those processes re in plce, it is much esier for someone else to come in nd tke it to the finish line." Ingrm sid tht the district's dministrtion is in good Nucler Continued from 2A They should give this money to chrity. Also, three congressmen own stock in SCANA; they should sell it nd give ll increses in vlue since 2008 to chrity. Governor Henry McMster Published reports re tht ccording to McMster s finncil disclosures, he s received tens of thousnds of dollrs from the stte s electric coopertives. McMster hs lso received tens of thousnds of dollrs from donors ffilited with SCANA. Short Continued from 2A A svings ccount or checking ccount is often your first opportunity to build welth, Wiedrich sys. Low-income people re the most likely to be unbnked nd py more for services tht people with bnk ccount often cn get for free. Households with svings ccounts in South Crolin mounted to 68.2 percent in Prosperity Now s tlly, beneth the U.S. verge of 70.8 percent, rnking the stte 39th from the top gin. If you hve the ccount nd svings, you hve greter utonomy, Wiedrich sys. And perhps s consequence, consumers with prime credit in South Crolin cme in t 42.3 percent, shrply below the ntionl verge of 51 percent, dropping South Crolin to 46th mong ll sttes nd D.C. Tken together, the sttistics suggest tht too mny of the stte s residents live finncilly precrious lives, or lck bsic eduction in finnce. We think tht s lrming, sys Wiedrich. You flunked Eduction is nother re where Prosperity Now gives this stte solid F. Here is the epicenter of textile industry in the U.S., Crboni sid. We will be relly close to our key potentil customers, between 20 to 100 hnds with Boyd, who hs lmost 50 yers of experience in the eduction field. "We've lredy got tlented professionls here," Ingrm sid. "There re dys I'm not here nd the sme tem behind me leds the district, with Dr. Boyd the led. It is relly going to be business s usul; I don't feel like there is going to be ny misstep t ll." The district relesed sttement fter the meeting. The Bord of Eduction is plesed Dr. Boyd hs greed to step into the ledership role during this crucil time of trnsition, sid Jmie Morphis, chirmn of the Drlington County Bord of Eduction. Specificlly, in first qurter of 2017, he hs received $33,500 from the co-ops nd in June, he received $2,500 personl contribution from SCANA CEO Kevin Mrsh. To dte, he hs only sid he would follow the legislture recommendtions nd he s orgnizing job fir for the 5,000 people who lost their job. Wht should he do He should led plin nd simple. First, he should donte to chrity ll of the cmpign contributions he hs received from the utilities since Thus fr, he hs sid tht he would see wht the childhood eduction enrollment, t 45.8 percent, lgs the ntionl verge, t 47.6 percent, plcing South Crolin 23rd from the top. Worse, eighth-grde mth proficiency, t 25.7 percent, is well below the ntionl verge of 32.1 percent, rnking the stte 43rd. And eighth-grde reding proficiency, t 27.8 percent, is well below the U.S. verge of 34.3 percent, rnking the stte 42nd from the top. This is plce where you cn think of the workforce of South Crolin, Wiedrich sys. Along with economic development incentives doled out to corportions, South Crolin could invest in its people right now by working hrder to improve eduction. The stte s high-school grdution rte nd percent of people with four-yer college degrees lso fll significntly below ntionl verges. The verge college grdute s debt, t $30,564, bets the ntionl verge nd plces South Crolin once gin t 42nd-best mong the 5o sttes nd D.C. Compounding the problem, the stte s student lon defult rte, t 13.2 percent, gin hndily bets the ntionl verge, t 11.3 percent. Tht s people defulting on their student lons in their first three yers of repyment, Wiedrich miles. It will be the focus of the U.S. mrket nd we feel relly good bout the site nd the loction. Bobby Hudson, Chirmn of Drlington County Council, ws present t the nnouncement. We re honored to hve Fiber Industries strt bck up, Hudson sid. It ws good plce to work; I worked there His experience nd knowledge will be invluble s we move forwrd. Of the nerly five decdes tht Boyd hs worked for DCSD, 25 of those hve been in district dministrtion. Aside from his current position s ssocite superintendent, he hs lso served s techer, ssistnt principl, principl t multiple schools, trnsporttion director, ssistnt to the superintendent nd ssistnt superintendent for dministrtion. I pprecite the confidence of the bord to llow me to step in during this time. We hve very cpble stff in plce, nd we will rely on tht Legislture comes up with nd support their recommendtions. As so mny of the legisltors re tinted by the utilities money, he should ppoint specil independent commission to conduct complete investigtion, presided over by chirmn tht is n outside expert. Is this tough sure it is. But, it s nowhere ner s tough s it will be for South Crolin fmilies tht will be forced to py billions of dollrs for the mistkes of others. How mny fmilies cn fford to py new bill of $9,000? We need big chnge nd rel reform in S.C. politics explins which my suggest tht people coming out of school ren t finding jobs tht cn help them mke their lon repyments. Cover me On Prosperity Now s Policy Scorecrd, which lists 53 mesures to put everyone in our country on pth to prosperity, South Crolin gets credit for mere 16. It s dinged for, mong other things, not protecting consumers from busive debtbuying prctices, pydy lending, cr-title lending, nd high-cost instllment lons, s well s filing to provide tennt protections from foreclosures. It s lso fulted, in the policy relm, for filing to limit hospitl chrges, billing or collection; nd not trgeting post-secondry finncil id for high-need students. Tken together, the bsence of policies compose picture of mrket so free it s lmost predtory. L i v i n g o n P u r P o s e Sometimes life shows up By Dr. Willim Hollnd I hve been privileged to sit under mny gret spekers nd techers in my life. Humn behvior nd spiritulity hs lwys been fscinting to me nd it s n honor to be involved with the work of the ministry. There re mysteries nd complicted questions tht we will never understnd while we live in this relm, but, there re lso prcticl lessons tht God cn revel to us when we diligently seek Him. Yers go, I knew specil ldy tht enjoyed full life of dventure nd ws used s blessing to mny. Included within her life of success nd respect unfortuntely there ws lso gret del of trgedy nd disppointment. It s not tht this is rre or unusul, but it ws how well she responded when things went sour. You could see the yers of hurt nd pin in her fce nd sense the gony in her soul but she lso hd strong will nd fortitude to keep pressing forwrd. She spent much of her creer s counselor, helping to comfort people in times of emergency with wht is defined s psychologicl firstid nd ws known for simple phrse tht she repeted constntly; life shows up. This ws her fmilir bttle cry nd coping mechnism tht helped her endure the trgedies nd disppointments in her own life. She tught tht no mtter wht we go through, we cnnot give up or stop trusting tht God will help us overcome. This messge of courge nd fith re more thn just words they re mindset nd key to victorious living. There will be times when ll of us will be shocked, surprised nd cught off gurd. These moments of crisis cn hit us so hrd tht we cn literlly be knocked out for n eight count, but with God in our corner, He cn help us get bck on our feet. When things re going well, we hve tendency to enjoy the ride without need to be cutious or prepred. If we hve not invested the time to mke sure our spiritul foundtion is solid nd our psychologicl first id toolbox is loded, we re vulnerble for n unexpected mbush. When we re drifting too fr Notice of Appliction from the shore nd wy from the sfety of God s protective hrbor, our only defense is wek collection of emotions which usully fil to provide us with the bility to think or ct clerly. Christins relize there is no substitute for prying, but sometimes just sying pryer is not lwys n utomtic fix for our own problems or nyone tht is going through serious sitution. In times of dversity we cn rect with positive ttitude or we mke things worse by piling on hopeless declrtions. The best preprtion for ny type of sitution is to live in the constnt wreness of God s presence. When we re wlking with God nd serious storm comes upon us suddenly, His pece tht psses ll understnding cn lessen the weight of fer nd discourgement. We hve herd the old sying, it s not wht hppens it s how we rect to wht hppens nd since life will hve its shre of emergencies, we cn gree this is importnt. As you go through this difficulty, my the Lord continue to give you His strength nd endurnce nd I pry tht you will continue to len on His understnding nd be surrounded by His comfort nd security. He knows ll bout the sitution, He hs herd your pryers nd is working on your behlf ccording to His sovereign will. If you re gonizing over someone in crisis sitution, be encourged by remembering they know how much you cre bout them nd re comforted with your love. If you re experiencing severe tril nd hurting deeply within your soul, rech out to the Svior tody nd trust Him completely. God is our refuge nd strength, very present help in trouble (Pslm 46:1). The Lord never sid tht we would live free from difficulties nd gutwrenching disppointments, but He did promise tht when life shows up He would lwys be there to help us wlk through it. 7 NEWS AND PRESS DARLINGTON, S.C. By Drke Horton Contributing Writer Bennettsville It ws tough lerning experience for the Drlington Flcons this pst Fridy in Bennettsville. Fortuntely it does not count towrd the record books or the region chmpionship. Tking on the Chesterfield Rms in the Dennis Miller Jmboree of Chmpions, Drlington struggled out of the gte in the two-qurter exhibition, losing Drlington hd totl of six offensive possessions ginst Chesterfield with four ending on punt, one with n interception nd the finl possession ending with turnover on downs. All four of the punts were on three nd out series nd only twice did the Flcons cross the 50-yrd line, with first time ending in n interception with Drlington hving the bll on the Chesterfield 30-yrd line nd the second time on the finl drive of the gme tht ended in turnover on downs t Rms 29-yrd line. The Flcons gve up s mny scks s it erned in first downs offensively with just three. Defensively, however, it ws not tht bd of night for the Flcons. I thought our defense plyed relly well tonight, Drlington hed coch John Jones sid. We (offense) put them in terrible position. We couldn t move the bll, mde bunch of busts up front line wise tht we hve to lern how to correct, but we lso hve to lern how to ply with intensity. We don t get on the field to strt gmes; we don t get off the bus nd strt gmes with intensity. We hve to lern tht it is mtter of hert nd pride nd you hve to ply with it from the very beginning. Chesterfield strted off hot scoring touchdown on its first two drives of the gme, including one tht ws set up by long completion tht should hve never hppened fter it looked obvious tht the Rms hd offensive linemen wy down the field, which is illegl on forwrd pss like the one completed on tht ply. After flling behind 14-0 Drlington s defense tightened down forcing two punts nd holding Chesterfield to long 39-yrd field gol in the finl three possession of the gme for the Rms. Jmboree Recp Drlington s gme ginst Chesterfield on Fridy ws not the only jmboree the Flcons plyed in lst week. Hnnh-Pmplico 13, Drlington 12 On Tuesdy, August 8, Drlington trveled up to Cherw to tke on Hnnh- Pmplico in nother two qurter exhibition. The Flcons looked to be in control of the gme when Hnnh-Pmplico struck lte, scoring the gme-winning touchdown in the finl seconds to squeeze out victory. In tht gme Drlington missed n extr point nd filed on two-point conversion ttempt. Drlington 7, Centrl 6 In the Flcons finl preseson gme before the regulr seson strts this week, Drlington trveled up to Chesterfield to tke on the Centrl Egles, winning 7-6 nd creting some much needed momentum. WEDNESDAY AUGUST 16, 2017 PAGE 7A Drlington s lck of offense results in lck of points ginst Chesterfield in jmboree An Expedition in Klmi Grdens with Ptrick McMilln The Grdens re extremely thnkful to Ptrick McMilln nd everyone who rrnged nd mde his visit possible. For those of you who my be unfmilir with Ptrick McMilln, he is Hillird Professor of Environmentl Sustinbility, Director of the SC Botnicl Grden, nd host of Expeditions with Ptrick McMilln on PBS (just to nme few of his mny titles nd responsibilities). Fridy evening Ptrick ttended gthering t the Hrt House for the Coker Society. While he ws there, Ptrick spoke with the Society bout his own personl nd intimte connections to the nturl world nd shred with the group how public grdens, mny of which re free nd open to the public like Klmi, helped foster his love nd understnding of nture. He described how growing up in rurl Applchi his fmily were limited in their mens, nd if it weren t for these free res he would hve not developed into the nturlist nd professor he is tody. He shred with the group hert-touching story of his son who, in deling with the struggles tht life presents, used the nturl world s plce to find pece nd resolve. This resolve led his son to follow the exmple of his fther nd work on his PhD in Ecologicl Science. I m not sure there ws dry eye in the house during this story, but fterwrds you could feel the glow of wrmth nd hppiness. The following morning, Ptrick led the Grdens Bord on n outstnding nture wlk. He mde connections tht tied plnts nd insects to seep coming from the bottom of the bluff, nd showed us how we re ll interconnected nd require helthy ecosystems for our own well-being. After touring with the Bord, Ptrick gve n erly fternoon tour to nother group of prticipnts. He strted the tour t the historic Hrt House (which will be 200 yers old soon), tlked bout the mgnificent Americn Beech tree nd the Sycmore tree s exfoliting brk; he even discussed the reson tht mny species of trees hve tht dpttion. He ws delighted to see our Frnklin tree (Frnklini ltmh), which cn now only be found in botnicl grdens. He toured the bordwlk nd spoke bout the ncient plnts such s the mgnoli nd lizrd s til, touched on the Segrs-McKinnon Heritge Preserve, nd tught us bout Blck Creek nd blck wter ecosystems of the Southest. He concluded the tour t the Grdens pond, where he reminded our guests of just how importnt plce Klmi Grdens is. He stressed tht it is our responsibility to protect nd mintin nturl spces for future genertions. Ptrick nd the guests then heded bck to the Hrt House, where Mry nd volunteers hd beutiful rry of fixin s for buildyour-own-sld, perfectly cool finish for n mzing dy of discovery nd wonder.

8 PAGE 8A WEDNESDAY AUGUST 16, 2017 By Mx Everhrt Specil to the News nd Press In the movie Field of Drems, n Iow frmer nmed Ry Kinsell (plyed by Kevin Costner) hers disembodied voice whisper, If you build it, they will come. Although considered crnk, Ry builds bsebll dimond in his cornfield, nd, mgiclly, long-ded bllplyers from the disgrced 1919 Chicgo White Sox begin showing up to ply Americ s Pstime. I hve to wonder if Keith Lockwood, ntive of Chrleston who mrried Drlington girl, herd similr voices when in 1925 he first set foot on 30 cres of prime rel estte ner High Heel, just stone s throw from the newly pved rod known s the Drlington-Florence Highwy. At the time, the country s economy ws booming. Automobiles were becoming more populr nd more ffordble nd Lockwood must hve sensed tht if he built something grnd, the people would come. So in July 1925, Lockwood nnounced his plns to develop resort/plyground complex, which he dubbed the Pee Dee Community Center. To be built upon wht is now prt of Florence Drlington Technicl College s min cmpus, this grnd complex would include Dnce Hll, Convention Center, resturnt, bowling lley, beuty shop, picnic res, cmp sites for Boy Scouts, Ferris wheel, nd lrge swimming pool. Soon fter, Lockwood orgnized stock compny under the wonderfully exotic nme Les Heures de Joie, Inc., nd in November 1925, the compny ws grnted its chrter by the stte of South Crolin. The initil cpitl stock totled some $50,000, which would be roughly $350,000 in tody s money. Among the originl stock holders from Drlington were C.E. Grdner, public ccountnt; Erle R. Bxter, publisher of the News nd Press; nd Edwin W. Fountin, myor of Drlington. Dr. Frnk H. McLeod, physicin nd surgeon who founded McLeod Hospitl, ws lso stock holder, long with other prominent Florence ntives J.B. Long nd Munford G. Scott. Despite keen interest from the public, it would be lmost eighteen months before the Pee Dee Community Center, known loclly s Hppy Hours, would open. When it did open for New Yer s Eve Dnce on December 31, 1926, the fcility wsn t yet complete. Although the originl plns hd been scled bck, Hppy Hours informl opening ws such success tht it ws quickly followed by other events. Perhps the most memorble ws msquerde dnce held on Vlentine s Dy. According to n rticle in the News nd Press, six hundred nd eightytwo dmission tickets were sold, nd joys nd plesures reigned supreme. But wht cptured the reporter s imgintion ws the dnce hll s lighting system, described s such: This is the lrge shelllike glss reflector on the pltform for the musicins. This is mde entirely of glss curved like huge conch shell with 200 electric lights. Vrious colors re flshed t intervls through these globes, mking successive wves of light, floting silently, but most effectively over the scene. In the summer of 1927, the 400 X 200 swimming pool t Hppy Hours officilly opened. An dvertisement dted July 1927 climed the swimming pool hd n rtesin flow of 1,000,000 gllons every 24 hours, while nother d encourged ptrons to bring jugs to fill up becuse the wter contined iron nd sulfur, nd just jug dy, keeps the doctor wy. The swimming pool ws such mjor ttrction tht the Hyes Bus Line offered specil group rtes to rech Hppy Hours. But the swimming pool wsn t the only big drw tht fteful summer. Dncing, too, brought in huge crowds. In the erly dys, the Florence Serenders nd the Crolin Buccneers provided the music, much to the delight of the young folks redy to dnce. Lter, more fmous cts like Hl Kemp, Jn Grber, nd Ky Kyzer would ply. And so, for one glorious summer in 1927, the Roring Twenties mnged to mke it ll the wy to the Pee Dee. For one glorious summer, Hppy Hours lived up to its nme, kids swimming by dy nd dncing t night. Until trgedy struck. In mid-july 1927, mn nmed W.W. Register broke his neck while diving hedlong into shllow wter t Hppy Hours swimming pool. Although he clung to life for few weeks, Register died, nd his story ws widely reported in the Florence Morning News, csting drk cloud over Hppy Hours. Look for more from Thrp in our upcoming rce weekend tb. By Meliss Rollins Editor Drlington Rcewy President Kerry Thrp sid little more thn yer under his belt. Thrp sys now tht he relizes when he took the job he hd lot to lern bout the Ldy in Blck. My officil strt dte ws July 18, 2016, Thrp sid. I cn honestly tell you tht I hve fllen in love with this rcetrck nd with this community. I hd been to Drlington severl times in my previous job in NASCAR; in fct, I ve probbly been here ten or eleven times. I thought I knew the history of it nd the importnce of it but not until I moved here nd ctully becme prt of it did it ctully dwn on me just how cool of plce this is. Thrp sid tht Drlington might not be the flshiest trck in NASCAR but to him tht doesn t mtter. We might not be the fnciest, most modern rcetrck out there but, in my mind, we re the coolest, Thrp sid. I think it is n opportunity for the fns to not only enjoy gret rcing but lso to hve gret time. Getting bck to Lbor Dy ws key for us. The throwbck weekend hs been big gme chnger for us. Getting n officil blessing from NASCAR ws big moment for the trck fter it reclimed its Lbor Dy dte. When NASCAR sid tht we were The Officil Throwbck Weekend, tht mde us feel relly proud, Thrp sid. It lso gve us big responsibility becuse they don t do tht very often. They don t nme trck or venue n officil nything of NASCAR. For them to do tht, for us to get tht, I thought ws very importnt becuse it secures our plce with tht prticulr pltform. It lso strengthens our brnd, not only in this re nd this stte but lso within the sport. Imittion my be the sincerest form of flttery but Drlington hs the officil NASCAR stmp of pprovl. They lwys sy tht when you hve something relly good going on, people like to copy you nd tht s flttery, Thrp sid. Well, it is but we wnted to mke sure tht we were the officil throwbck weekend. Tht gives us responsibility to uphold tht, to our fns, to this community. While other trcks find homes in lrge cities, Drlington is smck db in the middle of community nd offers something to stte lcking in professionl sports tems. This rcetrck, to me, is so unique becuse there is such community here within this re, within this stte, Thrp sid. We re smll stte, smll community. We relly don t hve ny professionl sports in this stte. We hve big golf tournment t Hilton Hed; we hve tennis tournment in Chrleston. But s fr s professionl sports legue, we don t hve tht in this stte. We feel like we offer fns of this stte, nd beyond, n opportunity for big time professionl entertinment nd we think tht the rcing here is s good s it gets. We re proud tht the Bojngles Southern 500 nd our rce weekend re considered to be wht I would cll one of the crown jewels of the sport. Everybody wnts to win the Dyton 500 but not In his first yer t Drlington Rcewy, Trck President Kerry Thrp sid he hs found n even greter pprecition for the trck nd the community tht it is prt of. too fr behind in tht list is the Bojngles Southern 500. Tht mkes us feel relly good. I think it is just the history of this plce: the drivers who hve been here nd the tems who hve been here, the drivers who hve won here. South Crolin Supreme Court releses divided opinion on Diocese of South Crolin COLUMBIA In 77 pge opinion, the South Crolin Supreme Court reversed portions of n erlier lower court ruling. In Februry 2015, circuit court Judge Dine Goodstein ruled tht the Diocese of South Crolin, its trustees nd the 50 prishes -- representing 80 percent of the members -- tht disssocited with the Diocese successfully withdrew from The Episcopl Church (TEC) in 2012, tking ll their property, including churches, symbols nd other ssets. The ruling ws the result of three-week tril in Tht court found tht "the Constitution nd Cnons of TEC hve no provision which sttes tht member diocese cnnot voluntrily withdrw its membership." This ruling found tht hd there been such provision, it would hve violted the diocese's "constitutionlly protected right" to freedom of ssocition. "With the freedom to ssocite goes its corollry, the freedom to disssocite," Judge Goodstein wrote. In complicted ruling consisting of five seprte opinions, the S.C. Supreme Court tody ruled tht prishes which hd cceded to the ntionl church s Dennis cnon re subject to trust interest on their property by the denomintion. Eight congregtions tht hd not so cceded were judged to hve full rights to retin their property. The dissenting justices expressed concern regrding the long term implictions of this decision. Former Chief Justice Jen Tol stted tht the court should hve relied on over three hundred yers of settled trust nd property lw I believe the effect of the mjority s decision is to strip title owner of its property on the bsis of ctions tht do not crete trust interest under South Crolin lw. In concurring with Justice Tol, Justice Kittredge observed of other church properties where there is ffilition with ntionl orgniztion, bsed on this ruling, if you think your property ownership is secure, think gin. This current litigtion becme necessry when TEC ttempted to wrongly remove Bishop Lwrence, nd the Diocese, in response, elected to disssocite from TEC. 14 PAGE 6B WEDNESDAY AUGUST 16, 2017 Before you peer towrds the hevens to view the Gret Americn Eclipse on Aug. 21, be sure you re protecting your eyes with eclipse glsses not sunglsses tht re properly ISO-rted. A slew of bogus eclipse glsses hve hit the mrket s the celestil event of the century ners. Tht s led to some concerns, nd wrning, from Frncis Mrion University Professor of Astronomy nd Director of the Dooley Plnetrium Dr. Jennette Myers on the dngers of viewing the eclipse FMU professor wrns of bogus eclipse glsses without proper eye protection. Myers sys the correctly rted glsses will block 99 percent of the ultrviolet light produced by the Sun during the eclipse, while incorrectly ISO-rted glsses will not. Attempting to the view the eclipse through the bogus eclipse glsses could cuse permnent dmge to viewers retins. There re some glsses tht hve the mrkings of being ISO rted but re not drk enough to view the sun sfely, Myers sys. The correct glsses for viewing the eclipse will block over 99 percent of the light. This mens you cn only see the Sun when you look through them. You should not be squinting when looking t the Sun through the glsses. Correctly rted glsses re lmost opque, except when viewing the Sun. But the rel test is the rting, nd the security of purchsing them from competent vendor. Without proper protection while viewing the eclipse, dmge to viewers eyes cn occur over just short period of time. NEWS AND PRESS DARLINGTON, S.C.
