During much-nticipted nnouncement Aug. 8 t the SiMT Gould Incubtor, the Drlington County Economic Prtnership nnounced tht Fiber Industries LLC would be re-opening the plnt on Est McIver Rod in Drlington. Hiring will begin in the fourth qurter of 2017 with production to strt in erly Drlington County Economic Prtnership Executive Director Frnk Willis sid tht it is relief to finlly be ble to mke this nnouncement. It is huge relief, Willis sid. You know people know tht something is going on nd then wnt to know who it is nd wht it is. You wnt to tell them but you cn t. It s nice to be ble to sy its Fiber Industries. The most vluble prt is tht we ve competed nd we ve won. We ve got $30 million dollrs; we ve got 135 jobs. To stnd up nd be ble to sy tht is pretty doggone specil. Willis hs been working on severl projects nd thinks tht this nnouncement cn only help spur others on. This incentives pckge (Ordinnce 17-07) provides Specil Source Revenue Credits (SSRC) llowing Fiber Industries to receive 45-percent txtion rte for twenty yers, beginning in This SSRC rrngement is similr to the FILOT (Fee In Lieu of Tx) greements Drlington County hs with mny other locl industries, such s Sonoco Products Compny's biomss boiler fcility. The ordinnce refers to the Fiber Industries investment s Project Phoenix, code nme which the county used prior to the signing of this greement. The mystery ended the following dy with n August 8 public sttement from Drlington County Economic Development director Frnk Willis identifying the compny nd further explining their development plns. The bord ws unnimous in its decision. Dr. Thelm Dwson mde the motion to ccept Ingrm's resigntion, effective August 20. The motion included the decision to llow Ingrm to use vction dys for the reminder of tht term mening tht he will no longer be superintendent, effective immeditely. On the night of Aug. 8, Ingrm ws nmed the new superintendent s Berkeley County School. After relesing Ingrm, the bord voted to nme Dr. Willie Bill Boyd s cting superintendent. The projects, replcing the roof on the town hll, the fire sttion nd the picnic shed, s well s renovtion work on the shed, were put out for bidding in July. The town received bids from four compnies rnging in price from $27,495 to $39,500. Myor Tommy Brdshw sid tht he did reserch on ech of the compnies tht submitted bid nd his recommendtion ws tht they not ccept the lowest bid. He sid tht the council reserves the right to ccept the bid tht is in the best interest of the town. I immeditely went, in the process of doing my due diligence, to reserch everything to mke sure we were mking the correct decision, Brdshw sid. Also, ccording to the Better Business Bureu, he owned business in nother city, went out of business nd went to Lncster. Bottom line, the lowest bidder doesn t check out. Unlike the lower bidder, this compny included recently completed project references. We hve enlisted businesses, government gencies nd the good herted souls of our jurisdiction to get this done. To my gret dismy, I hve been sked repetedly by members of the public, s well s, by lw enforcement "Are you socil worker or lw enforcer"? Officers who hve sked me this question re now doing some of the sme things we hve lredy done. Does tht men it ws good ide? Is this shift in the prdigm? Hve others relized tht helping people is n importnt prt of being police officer? Probbly not, but whether others relize it or not it is n importnt prt of wht we do. I hve often herd tht no good deed goes unpunished. O P - E D Puzzling s this my seem it relly comes down to one thing. When you go out to help, someone benefits from tht work. Sdly we cn t help everyone. Our job, our clling is to help s mny people s we cn without mking the sitution worse. When s lw enforcer you see need nd you cn help shouldn't you do tht? There re those who re so short sighted they cn t see beyond their own self-interest. So when presented with this problem how do you continue forwrd? They just pulled the plug on the projects costing $9 billion nd 5,000 jobs so fr. Here s the question: Who is going to py for this disster? This is obviously huge nd complex mess nd the nswer to who pys will be n ongoing issue for yers to come nd it directly ffects the fmily budget of 2.2 million SCE&G nd co-op customers in ll 46 counties. The bill could be s high s $9,000 for fmily of four. Over the coming months nd yers, there will be host of ccustions, finger pointing, chrges nd counter chrges, lw suits nd counter suits. But, there re two things we know now for certin. The people with bsolutely no responsibility for this disster the rte pyers re being sked to py billions of dollrs, perhps for s long s 60 yers. Those who re responsible SCANA, Sntee Cooper nd the politicins tht pssed legisltion to enble this to hppen (nd got pid for it) will ll be blming ech other when they re ll t fult. As this issue continues to unrvel, there will be lots of new informtion bout who is responsible for wht. Bsed on wht we know now, here s wht I believe should be done. SCANA nd SCE&G Over the lst ten yers, SCE&G hs hit their customers with nine rte increses nd customers re lredy pying 20% of their bill to py for the nucler fcilities mong the highest rtes in the country. Now, they wnt to stick rte pyers with bill of $2 billion (others sy the finl number could be s high s $8 billion) to cover the cost of their filure over the next 60 yers. Wht they should do: The entire bord of directors nd senior mngement should resign. They should return ll py rises, bonuses nd stock options they received since the project begn in Lst yer the top five senior mngers mde on verge $2.8 million nd CEO Kevin Mrsh mde $6.1 million nd $28 million over the lst five yers. When they leve, they should get no golden prchute or severnce of ny kind. To void disruption t the compny, it could be done over time but completed within one yer. They should lso roll bck their rtes to consumers to 2008 levels, plus infltion. And, how will they py their debts? Tht s their problem; it s clled cpitlism. Sntee Cooper Sntee Cooper is owned by the stte of South Crolin nd provides electricl power to the 20 locl consumer owned electricl coopertives. It owns 45% of the filed nucler project nd SCANA owns the other 55%. They hve imposed numerous rte increses on their 1.5 million customers vi the locl co-ops nd since the project hs been cncelled, they nnounced they will rise rtes nother 10% in December. They hve worked hnd in glove with SCANA on every spect of this project most notbly on spending vst sums of csh to secure the support of the legisltors nd other politicins they needed to mke this ll hppen. Wht they should do: The entire bord of directors nd senior mngement of Sntee Cooper should resign. They should return ll py rises O P - E D South Crolin s Nucler Meltdown: Wht Next, Who Pys? nd bonuses they received since the project begn in Lst yer the top five senior mngers (stte employees) mde on verge $321,682 nd President Lonnie Crter mde $540,929. When they leve, they should get no golden prchute or severnce of ny kind. To void disruptions t the compny, it could be done over time but completed within one yer. Public Service Commission There re seven Public Service Commissioners who re in chrge of regulting the public utilities. Wht they should do: All the commissioners should resign nd return ll py rises they received since the project begn in Lst yer the seven commissioners hd n verge slry of $ The whole Public Service Commission should be reformed by the legislture to prevent this type of oversight filure in the future. The S.C.Legislture In 2007, they pssed the Bse Lod Review Act tht llowed utilities to chrge consumers in dvnce for the construction of the nucler fcilities plus gurnteeing them 10.25% profit even if the project filed. The bill S.431, pssed the Sente in just two dys without single recorded vote. The House pssed it in three dys by vote of nd it becme lw two weeks lter without Governor Snford s signture. (If the governor does not veto bill, it utomticlly tkes effect in two weeks.) According to column in The Stte, the led sentor received $74,750 in cmpign contributions from electric compnies nd the electric utilities nd the nucler industry mde 619 contributions totling $514, 956 to lwmkers in the legisltive session leding up to the vote. In response to the current crisis, 27 sentors nd legisltors hve now formed new Energy Cucus to investigte wht hppened nd develop recommendtions. Ironiclly, number of the legisltors in the Energy Cucus were originl sponsors of the legisltion. Wht should they do All legisltors should 1) donte ll cmpign contributions they hve received since 2007 from SCANA, Sntee Cooper nd the co-ops to the chrity of their choice, 2) publicly disclose ll retiners, consulting contrct nd other pyments they or immedite fmily members hve received from SCANA, Sntee Cooper nd the co-ops. One legisltor hs sid tht he will return some cmpign contributions. And, recent Post nd Courier story sid ll the members of the S.C. Tking on the Chesterfield Rms in the Dennis Miller Jmboree of Chmpions, Drlington struggled out of the gte in the two-qurter exhibition, losing Drlington hd totl of six offensive possessions ginst Chesterfield with four ending on punt, one with n interception nd the finl possession ending with turnover on downs. All four of the punts were on three nd out series nd only twice did the Flcons cross the 50-yrd line, with first time ending in n interception with Drlington hving the bll on the Chesterfield 30-yrd line nd the second time on the finl drive of the gme tht ended in turnover on downs t Rms 29-yrd line. The Flcons gve up s mny scks s it erned in first downs offensively with just three. Defensively, however, it ws not tht bd of night for the Flcons. For those of you who my be unfmilir with Ptrick McMilln, he is Hillird Professor of Environmentl Sustinbility, Director of the SC Botnicl Grden, nd host of Expeditions with Ptrick McMilln on PBS (just to nme few of his mny titles nd responsibilities). Fridy evening Ptrick ttended gthering t the Hrt House for the Coker Society. While he ws there, Ptrick spoke with the Society bout his own personl nd intimte connections to the nturl world nd shred with the group how public grdens, mny of which re free nd open to the public like Klmi, helped foster his love nd understnding of nture. He described how growing up in rurl Applchi his fmily were limited in their mens, nd if it weren t for these free res he would hve not developed into the nturlist nd professor he is tody. He shred with the group hert-touching story of his son who, in deling with the struggles tht life presents, used the nturl world s plce to find pece nd resolve. This resolve led his son to follow the exmple of his fther nd work on his PhD in Ecologicl Science. I m not sure there ws dry eye in the house during this story, but fterwrds you could feel the glow of wrmth nd hppiness. The following morning, Ptrick led the Grdens Bord on n outstnding nture wlk. He mde connections tht tied plnts nd insects to seep coming from the bottom of the bluff, nd showed us how we re ll interconnected nd require helthy ecosystems for our own well-being. After touring with the Bord, Ptrick gve n erly fternoon tour to nother group of prticipnts. He strted the tour t the historic Hrt House (which will be 200 yers old soon), tlked bout the mgnificent Americn Beech tree nd the Sycmore tree s exfoliting brk; he even discussed the reson tht mny species of trees hve tht dpttion. He ws delighted to see our Frnklin tree (Frnklini ltmh), which cn now only be found in botnicl grdens. He toured the bordwlk nd spoke bout the ncient plnts such s the mgnoli nd lizrd s til, touched on the Segrs-McKinnon Heritge Preserve, nd tught us bout Blck Creek nd blck wter ecosystems of the Southest. He concluded the tour t the Grdens pond, where he reminded our guests of just how importnt plce Klmi Grdens is. He stressed tht it is our responsibility to protect nd mintin nturl spces for future genertions. Ptrick nd the guests then heded bck to the Hrt House, where Mry nd volunteers hd beutiful rry of fixin s for buildyour-own-sld, perfectly cool finish for n mzing dy of discovery nd wonder.

I hve to wonder if Keith Lockwood, ntive of Chrleston who mrried Drlington girl, herd similr voices when in 1925 he first set foot on 30 cres of prime rel estte ner High Heel, just stone s throw from the newly pved rod known s the Drlington-Florence Highwy. At the time, the country s economy ws booming. Automobiles were becoming more populr nd more ffordble nd Lockwood must hve sensed tht if he built something grnd, the people would come. So in July 1925, Lockwood nnounced his plns to develop resort/plyground complex, which he dubbed the Pee Dee Community Center. To be built upon wht is now prt of Florence Drlington Technicl College s min cmpus, this grnd complex would include Dnce Hll, Convention Center, resturnt, bowling lley, beuty shop, picnic res, cmp sites for Boy Scouts, Ferris wheel, nd lrge swimming pool. Soon fter, Lockwood orgnized stock compny under the wonderfully exotic nme Les Heures de Joie, Inc., nd in November 1925, the compny ws grnted its chrter by the stte of South Crolin. The initil cpitl stock totled some $50,000, which would be roughly $350,000 in tody s money. Among the originl stock holders from Drlington were C.E. Grdner, public ccountnt; Erle R. Bxter, publisher of the News nd Press; nd Edwin W. Fountin, myor of Drlington. Dr. Frnk H. McLeod, physicin nd surgeon who founded McLeod Hospitl, ws lso stock holder, long with other prominent Florence ntives J.B. Long nd Munford G. Scott. Despite keen interest from the public, it would be lmost eighteen months before the Pee Dee Community Center, known loclly s Hppy Hours, would open. When it did open for New Yer s Eve Dnce on December 31, 1926, the fcility wsn t yet complete. Although the originl plns hd been scled bck, Hppy Hours informl opening ws such success tht it ws quickly followed by other events. Perhps the most memorble ws msquerde dnce held on Vlentine s Dy. According to n rticle in the News nd Press, six hundred nd eightytwo dmission tickets were sold, nd joys nd plesures reigned supreme. But wht cptured the reporter s imgintion ws the dnce hll s lighting system, described s such: This is the lrge shelllike glss reflector on the pltform for the musicins. This is mde entirely of glss curved like huge conch shell with 200 electric lights. Vrious colors re flshed t intervls through these globes, mking successive wves of light, floting silently, but most effectively over the scene. In the summer of 1927, the 400 X 200 swimming pool t Hppy Hours officilly opened. An dvertisement dted July 1927 climed the swimming pool hd n rtesin flow of 1,000,000 gllons every 24 hours, while nother d encourged ptrons to bring jugs to fill up becuse the wter contined iron nd sulfur, nd just jug dy, keeps the doctor wy. The swimming pool ws such mjor ttrction tht the Hyes Bus Line offered specil group rtes to rech Hppy Hours. But the swimming pool wsn t the only big drw tht fteful summer. Dncing, too, brought in huge crowds. In the erly dys, the Florence Serenders nd the Crolin Buccneers provided the music, much to the delight of the young folks redy to dnce. Lter, more fmous cts like Hl Kemp, Jn Grber, nd Ky Kyzer would ply. And so, for one glorious summer in 1927, the Roring Twenties mnged to mke it ll the wy to the Pee Dee. For one glorious summer, Hppy Hours lived up to its nme, kids swimming by dy nd dncing t night. Until trgedy struck. In mid-july 1927, mn nmed W.W. Register broke his neck while diving hedlong into shllow wter t Hppy Hours swimming pool. Although he clung to life for few weeks, Register died, nd his story ws widely reported in the Florence Morning News, csting drk cloud over Hppy Hours. Not long fter, creditors begn demnding pyment, nd, ultimtely, Keith Lockwood hd to file for bnkruptcy. In Februry 1928, Mrs. Snborn Chse, who held the mortgge on the Hppy Hours property, filed foreclosure proceedings, nd in Mrch, the property ws seized by the Sheriff nd sold on the courthouse steps. Mrs. Chse did reopen Hppy Hours, tpping her brother Clyde Glenn to run the dy to dy opertions. The resort remined open through 1928 NEWS AND PRESS DARLINGTON, S.C. The trgic history of the Pee Dee Community Center nd into the summer of Still, whether Keith Lockwood or Mrs. Chse knew it or not, poor W.W. Register ws foreshdowing personified. For in 1929, the stock mrket crshed, plunging the country into the Gret Depression. Like mny businesses of the er, Hppy Hours never recovered from the ftershock of Blck Tuesdy. Mrs. Chse sold the property in Mrch 1930, nd the rest of the buildings were either burned or torn down. While other trcks find homes in lrge cities, Drlington is smck db in the middle of community nd offers something to stte lcking in professionl sports tems. This rcetrck, to me, is so unique becuse there is such community here within this re, within this stte, Thrp sid. We re smll stte, smll community. We relly don t hve ny professionl sports in this stte. We hve big golf tournment t Hilton Hed; we hve tennis tournment in Chrleston. But s fr s professionl sports legue, we don t hve tht in this stte. We feel like we offer fns of this stte, nd beyond, n opportunity for big time professionl entertinment nd we think tht the rcing here is s good s it gets. We re proud tht the Bojngles Southern 500 nd our rce weekend re considered to be wht I would cll one of the crown jewels of the sport.
