Lasher of the Departent of Publc nstructon, ssed a keenly nterestng dscusson of the changes n school Uws and desred refors n tbe ethods of School Offcers, however are not the only ones who wll be nterested n the atters dscussed, as the varous ponts ehou d coand the attenton of every taxpayer and person nterested n the publc schools Soe of the deas advanced by the speaker were alost revolutonary n character,but they are beng approved by all the leadng educators of to-day. Perhaps one of the ost startlng stateents ade by the speaker n dscusson of the laws was that the legslature of 1911 wheh gave to the school boards alost coplete taxng power, takng that prvelege away fro the people of the dstrct. Under the new laws whch went nto effect last August, the people of the dstrct can vote oney for very few purposes, chefly for the buyng of ste and the erecton of school bouses. The board leves the other taxes. The peopa have no rght to dctate how uch the board shall rase, bow uch they shall pay to teachers, what reparea are to be ade or fro who fuel s to be purchased.
