3 MOST ILLUSTRIOUS GRAND MASTER JAY C. BERGSTROM Our Most Illustrious Grand Master was born on May 24, 1954 and was educated in Newark, Delaware graduating from Newark High School in He was active in the Boy Scouts and achieved an Eagle Scout. He continued with his education at the University of Delaware and transferred to Drexel University graduating with a Bachelor of Science degree in Materials Engineering. He was married in 2000 to Mary Beth and has 2 stepsons, Eric and Ryan Holland. He was raised a Master Mason in Ionic Lodge #31 in 1990 and served as Worshipful Master in He was exalted in Delta Chapter #6 where he served as High Priest in He was greeted in Gunning Bedford Council #1 and served as Illustrious Master in He was elected Most Illustrious Grand Master of the Grand Council in He was knighted in St. Johns Commandery #1 and served as Eminent Commander in He was installed as Right Eminent Grand Commander of the Grand Commandery of Delaware in He received his 32 in the Scottish Rite Valley of Wilmington in He was Thrice Potent Master of the Lodge of Perfection in In 2011 he was inducted in to Jesse Green Priory #70, Knights of the York Cross of Honor. 4 PROCEEDINGS OF THE GRAND COUNCIL OF CRYPTIC MASONS OF DELAWARE The Eighty-Ninth Annual Assembly of the Grand Council of Cryptic Masons of Delaware was held at the Doubletree Hotel by Hilton Wilmington, in Wilmington, Delaware, on Saturday, March 14, 2015, A. Dep The Grand Council was opened at 9:00 A.M. by the Right Illustrious Principal Conductor of the Work, William F. Lott with prayer by Grand Chaplain James R. Herrington, PMIGM followed by the Pledge of Allegiance to the Flag. The Most Illustrious Grand Master, Jay C. Bergstrom was then received into the Grand Assembly and afforded Grand Honors. It was reported that Right Illustrious Deputy Grand Master Lionel Hunter had suffered a minor stroke on Thursday night and was in the hospital. Connell, the Deputy General Grand Master of the Northeast Region of the General Grand Council of Cryptic Masons International and representative of the General Grand Master, Most Puissant Lawrence O. Weaver. Most Illustrious Grand Master Bergstrom most cordially welcomed our distinguished Companion to Delaware and invited him to the East. RECEPTION OF MOST ILLUSTRIOUS PAST GRAND MASTERS On direction of the Most Illustrious Grand Master, the Most Illustrious Past Grand Masters in attendance assembled at the Altar. They were then introduced by Junior Past Most Illustrious Grand Master Neal J. Sobocinski. M.I.G.M. Bergstrom thanked them for their past endeavors and for their advice and assistance during the past year. ADDRESS OF THE MOST ILLUSTRIOUS GRAND MASTER To the officers, companions, visitors and distinguished guests from sister jurisdictions, we welcome you to this our 89 th Annual Assembly of the Grand Council of Cryptic Masons of Delaware, we are honored by your presence and welcome you all to Delaware. Right Eminent Grand Commander, Neil J. Sobocinski, I welcome you to this Grand Assembly, although you were installed only a few hours ago you are now making your first official visit. We have spent much time together and it has always been a pleasure working with you. May your year be a pleasant and fruitful one. To the officers of my Grand Staff, both elected and appointed you have served both me and the Grand Council with dignity and hard work, I thank you for your support and help. To the Illustrious Masters of our constituent Councils in Delaware I thank you for your courtesies during our official visits to your Councils. 9

10 As per the schedule, which I announced at the beginning of the year, the Grand Council paid each Council an official visit. I also made it a point to attend the regularly scheduled meetings of each council through the year, as my scheduled permitted. To each of our sister jurisdictions, The District of Columbia, Rhode Island, Maine, New Hampshire, Connecticut, Vermont, and New Jersey. I thank you once again for your courtesies afforded to me and the other representatives of my staff. It was also my pleasure to represent the Grand Council at various state Masonic functions: The Grand Lodge of Delaware, which had its Annual Communication at Rehoboth Beach, The York Rite reception for the Most Worshipful Grand Master Dean Disharoon at Union Lodge #7, The Thrice Illustrious Master Council in Newport on December 29. It was a privilege to work with Companion Ken Weaver in presenting a barbeque feast in the early fall of last year to help raise funds for this Grand Sessions. Unfortunately, it was not well attended. RECOMENDATIONS I recommend that the York Rite bodies in general, and this Grand Council in particular become actively involved in some forms of fund raising actions. Budgets everywhere in the Department are tightening, and reciprocity is declining. Costs are therefore increasing for your three Grand Officers to accomplish these visitations. There ought to be a line item in the budget to aid and assist them in these endeavors. I also recommend that we present the Super Excellent Master degree soon, as it has been some time since it was last done. I'm willing to help, aid and assist the Grand Staff in this production. CONCLUSION This past year proved to be even more chaotic than I ever expected it to be. At the recommendation of my younger stepson, Ryan, we welcomed into our home a family who were recently homeless. It took eight months or so to get them relocated to their new home. As we all remember, one of the first lessons we are taught in Masonry is to care for the widows and orphans. Fortunately they are back on their feet and my wife, Mary Beth, and I made some new friends. Also, Mary Beth's ex-husband passed away suddenly in January. He left no will and now we will be assisting stepson Eric in the execution 10

11 of that estate. My time and efforts need to be with him for a while, and therefore I won't be taking on any more Masonic duties until we are through with probate. REPORT OF THE GRAND TREASURER Here is the report of the Grand Treasurer for the fiscal year ended January 31, All accounts of the Grand Council were moved from WSFS. The checking account was moved to M&T Bank and the savings accounts were moved to Capital One 360. This move was made to eliminate monthly service charges and to increase the interest on savings from.05% to.40%. 12 As the Grand Recorder will report, there are a few charges that will be incurred in the coming year for a new database of the membership and maintenance of the website. I would recommend that the Finance Committee consider alternative savings vehicles for the longer term funds to garner greater returns than are currently being realized. REPORT OF THE GRAND RECORDER Your Grand Recorder is pleased to make this report to this Grand Council. I thank all who have helped me throughout the year. I have appreciated the assistance given to me by all bodies that I have corresponded with this year. Following is a record of all income received in the Grand Recorder s office and an accounting for all vouchers issued. Due to the untimely death of M.I. Robert Benson,

13 the expenses for the 2013 Annual Sessions were not paid until this year. This resulted in an additional expense of $500. Office Expenses increased due to the purchase of additional dues cards and ink to print them. Grand Council provides dues cards for all Chapters and Councils. The purchase of the cards and ink should provide adequate supplies for the next couple of years. M TOTALS NET LOSS 3 It was a rough year for the Grand Council from a membership perspective. Each of the Councils had greetings this year but deaths, demits and suspensions exceeded the additions. We need to work to improve our recruiting of potential members in our lodges and chapters. I appreciate all the support I have received from the Recorders of the subordinate Councils and wish you all continued success in your duties. All IRS filings were made and accepted including Gunning Bedford Council who were able to resolve their status with the IRS. I am pleased to report that the Proceedings of the 2014 Grand Assembly have been prepared and are available via the website. If any Companion does not have access to a computer and desires a hard copy, please let the Grand Recorder know and he will provide a printed copy. Work has begun on establishing the Grand Council database in the York Rite Information System (YRIS), although progress has been slow due to competing priorities by the Grand Recorder. I have met with Robert Bigley and had several phone conversations with him on the data needed to establish the database. I have been working with Joppa Council on their membership and will be contacting the Recorders from the other Councils to get their membership data. 13

14 Your Grand Recorder has made an effort to digitize all of the Proceedings for the Grand Council as well as create a repository of other important documents. This has been moved to a new joint York Rite website ( The cost continues to be $100 for the web space and the Grand Council share would be $20. This recommendation has been submitted to the Finance Committee for consideration. To our Most Illustrious Grand Master, I appreciate all of your support. I regret that due to other commitments, I was unable to be with you as much as I wanted. I congratulate you on your year and wish you the best in all your future endeavors. Lastly, thanks to all the Companions for the honor you have bestowed on me. I have been most appreciative to the support and encouragement that I have received. INSURANCE COVERAGE The Most Illustrious Grand Master reported that Insurance would be continued as in the past with all bodies of the Grand York Rite participating in the shared cost. REPORT OF THE MEMORIALS COMMITTEE Let us begin with prayer: O God, whose days are without end, and whose mercies cannot be numbered, awaken us to the shortness and uncertainty of human life. By your Holy Spirit lead us in faithfulness all our days. When we have served you in our own generation, may we be gathered with those who have gone before us, having the testimony of a good conscience, in the confidence that we have attempted to serve You faithfully. Open our hearts to your love, and lead us in the way everlasting. AMEN. Today we bring white carnations to our altar to memorialize those who have gone before us to stand before the Throne of Grace. We pause to remember those who had a great influence on us as individuals, and our fraternity. Let each of us pause and remember by name those men

15 important to us. (pause) May they rest in peace. We remember, and bring a carnation in tribute to: Our departed Most Illustrious Grand Masters; Our departed two Illustrious Masters; our seven Companions, and those departed from our Sister Grand and Local Councils, wheresoever dispersed. Let us pray: Thou, O God, knowest our down-sitting and our uprising, and understandest our thoughts afar off. Consider and hear us as we remember those Masonic Brothers of all bodies, and especially those Cryptic Companions who have gone before us to be with you. Give us faith, that we may see beyond touch and sight, and experience signs of Your kingdom. Give us good hope, so we may bravely walk our earthly way, and look forward to glad heavenly reunion. REPORT OF THE PERMANENT FUND COMMITTEE NO REPORT REPORT OF THE GRAND YORK RITE ANNUAL MEETING COMMITTEE The Committee reports that all of the weekend s activities have been planned and that the proceeds of the weekend will cover all expenses for the Sessions. REPORT OF THE PRINTING COMMITTEE The Committee reports that the 2014 Proceedings have been created and posted on the Internet. In an effort to reduce costs for the Grand Council, the Committee has decided to not print copies of the

16 Proceedings but rather publish them on the Internet for the benefit of all members. In addition, a pdf formatted file will be sent to all Grand Jurisdictions that are recognized by this Grand Council. The Grand Recorder s office in the last year has received Proceedings in various formats. Some were printed, some sent on CD and some sent via . is the lowest cost alternative. For those Companions who do not have access to the Internet, please contact the Grand Recorder s office for a printed copy. REPORT OF THE REPRESENTATIVE TO THE ALBERT T. REPORT OF THE AWARDS AND SPECIAL RECOGNITION COMMITTEE Adult Leadership Carl Wenke from Jefferson Lodge #15 in Lewes, DE. He founded a new DeMolay Chapter named Henlopen Chapter. He has been very active in helping the young men in Sussex County. Cryptic Mason of the Year Kenneth C. Weaver, Sr. for his outstanding work in working the BBQ fundraiser in the early fall of He is a member of Gunning Bedford Council #1. In addition to his work in the Cryptic Rite, he also works degrees in the Scottish Rite and is the head of the maintenance committee at Newport Masonic Hall Co. THRICE ILLUSTRIOUS MASTERS DEGREE REPORT December 29, 2014 A stated Assembly of Thrice Illustrious Masters Council Number 4 was opened at the Masonic Temple, 108 East Market Street, Newport, Delaware, at 6:45 P.M. on Tuesday evening, December 29, 2014 with the following Officers present and in their respective stations: Thrice Illustrious Master Herbert J, Atkinson 16

Thrice Illustrious Master Atkinson welcomed all present and thanked them for coming out this evening. The Recorder noted that Companion Terrance VanGorder had been elected Illustrious Master of Gunning Bedford Council No. 1, Companion John A. Eberly had been elected Illustrious Master of Adoniram Council Number 2 and Richard A. Mickles had been elected Illustrious Master of Joppa Council Number 3 and he regularly moved that they be elected affiliated member of the Council. Said motion being duly seconded, was unanimously approved. The Thrice Illustrious Master s Degree was then conferred upon the above named Companions, with Companion Eberly serving as the Exemplar, in a commendable manner by the Officers of Thrice Illustrious Masters Council No. 4 with M.I.P.G.M. John B. Dorsey assuming his familiar role as Benaiah and Illustrious Master Atkinson presenting King David s Charge. Thrice Illustrious Master Atkinson then called upon the Most Illustrious Grand Master Jay C.. Bergstrom to assist him in welcoming the newly affiliated Thrice Illustrious Masters, congratulated them on their election and presented to each of them copies of the By-Laws of Thrice Illustrious Masters Council Number 4, their permanent membership cards and their Thrice Illustrious Master s jewel. All accepted with appropriate gracious remarks, The Recorder then, sadly, announced the passing this year of the following members of the Council Thrice Illustrious Master Maurice Barnes and Thrice Illustrious Master Lucient Lenhart and prayer was offered on their behalf. It was regularly moved that the next meeting of the Council be held on December 29, 2015, commencing at 6:45 PM, again at the Newport Masonic Temple. The Most Illustrious was received in the East where he was accorded Cryptic Grand Honors and presented the gavel of authority. The Most Illustrious expressed the pleasure of being in Thrice Illustrious Master s Council Number 4 commented the officers on their work and again extended a hearty welcome to the new members.. He encouraged the newly affiliated member to work zealously in their Council for the forthcoming year. 18

REPORT OF THE EDUCATIONAL AND LEADERSHIP COMMITTEE There was one Leadership Workshop held this past year in conjunction with Grand Chapter. Past Illustrious Grand Master Mark Irwin ran this workshop, providing some excellent information. The session was, unfortunately, lightly attended. In future years, I would suggest that the workshop be better publicized. Franklin R. Townsend, MIPGM REPORT OF THE JURISPRUDENCE COMMITTEE The Jurisprudence Committee has reviewed the address of the Most Illustrious Grand Master and presents its report on it. The Committee is pleased to see that the Most Illustrious Grand Master made an official visitation to each of the constituent Councils. We also commend him for his support to these Councils by attending all of their regular meetings whenever possible. We are pleased to see that our Most Illustrious Grand Master was able to attend 7 of our sister jurisdictions Grand Sessions. I know that he gained much insight in the workings of other jurisdictions and hopefully has ideas to help our Grand Jurisdiction. We are also pleased to see that he was able to represent the Grand Council at the Annual Communication of Grand Lodge and the reception for Grand Master Disharoon at Union Lodge. The committee has reviewed the dispensation waiving waiting periods for balloting, although not noted in his address, of the Most Illustrious Grand Master and find it proper and within his authority and approve of it. The Most Illustrious Grand Master made several recommendations including fund raising and the conferral of the Super Excellent Master Degree. These each have their merit but do not require action by the Grand Council. 19

20 He also recommended that a line item be added to the Budget to help the Grand Officers to defray travel expenses. This is something that the Finance Committee needs to explore and we refer it to them. At the 2014 Grand Assembly, Past Most Illustrious Grand Master Neal J. Sobocinski presented a change to the Constitution referring to Article 3 of the Constitution: The current article reads: Article 3. OFFICERS The officers of the Grand Council shall be: Most Illustrious Grand Master Right Illustrious Deputy Grand Master Right Illustrious Grand Principal Conductor of the Work Right Illustrious Grand Treasurer Right Illustrious Grand Recorder Right Illustrious Grand Chaplain Illustrious Grand Captain of the Guard Illustrious Grand Conductor of Council Illustrious Grand Marshal Illustrious Grand Steward Illustrious Grand Sentinel the first five of whom shall be elected by ballot at the Annual Assembly, and the last six shall be appointed by the Grand Master. The officers shall be installed during the Annual Assembly at which they are elected or appointed, or as soon thereafter as possible. (1968) The recommendation is to change it to: The first five of whom shall be elected at the annual assembly by ballot and by a majority of votes cast, except that when there is but one nominee for an office, vote may be by usual voting sign of a Cryptic Mason. The appointed officers shall be selected and appointed by the incoming Most Illustrious Grand Master and hold office during his pleasure; and must be contributing members of a subordinate Council within this jurisdiction. This change had its first reading at last year s assembly and the Jurisprudence Committee has reviewed it. This change would help align with Grand Chapter which has similar language in their Constitution and the Jurisprudence Committee recommends its adoption. We thank our Most Illustrious Grand Master for his service to this Grand Council this year and to his Lady, Mary Beth who has supported him in his journey. 20

Upon motion regularly made, seconded the Constitutional change was approved. REPORT OF THE FINANCE COMMITTEE The Finance Committee has reviewed the records of the Grand Council for 2014 and finds that Treasurer s report accurately reflects the accounts of the Council. The account balances totaled $26, at the end of the fiscal year. Receipts of the period totaled $ and expenses totaled $ The year resulted in a decrease of $ in net worth. Approximately $ of this decrease resulted from payment of our Grand Session obligation for both the 2013 and 2014 Grand Sessions in We will not incur this additional expense in the future but, even without this expenditure, we would have incurred a reduction in net worth of better than $250. Our finances need improvement and, as described below, we recommend that we take action at this Grand Session. Our finances were impacted last year by a decision by Wilmington Savings Fund Society to impose monthly fees on our accounts. Most of our funds have since been transferred to M&T Bank and Capital One to avoid these fees. We commend the Treasurer for this action. Last year, the Grand Recorder recommended that this Grand Council utilize the York Rite Information System (YRIS) to maintain records of our members. That recommendation was adopted but use of the system was not effected, and the $400 non-recurring cost to enter our records into the system remains unspent. We will incur this expense in That coupled with our normal expenditures results in a 2015 budget deficient of $889. The $889 deficit consists of $400 of non-recurring cost and $489 of recurring cost. It can be addressed in any one of three ways: through an increase in our per capita assessment, through an increase in the return on our investments, or by an increase in both. The committee recommends that we approach it both ways. Our permanent funds total over $11,600 and provide a (declining) return of less than 1.5%. The principle is safe but the return is low. We recommend reinvesting those funds into low risk equities to

22 provide a return of 2.5% or more. This would increase our annual income by more than $110 while increasing risk only minimally. Similarly, we have an operating CD valued at over $8000. Its return is also less than 1.5% and also declining. Investing it similarly, will increase revenues by another $80 per year. In total, these two changes would increase revue by $190. This would reduce the deficit to $699, $400 of non-recurring and $299 of recurring. The increase in per capita, although necessary would be in addition to the additional per capita to be due General Grand Council, which increases from $1.00 to $2.00 starting on October 1 of this year and to $2.50 starting on October 1, Enacting this increase would reduce the deficit to less than $100. I am always available for any suggestions you may have. I have some tentative plans for the coming year and I hope I can fulfill as many as possible.
