5 Joint Session Committee Reports Report of The Committee on Patriotism and Civic Activates To: The Grand York Rite Bodies of South Carolina: Companions and Sir Knights, your committee on Patriotism and Civic Activities in South Carolina is pleased to make the following report: Companions and Sir Knights, again we did not have any York Rite Bodies that reported to the Committee that they held a Patriotic Night or a Civic program during the past year. Again, this year we had a few Sir Knights that said they wore their Knight Templar uniforms and helped with the Massing of the Colors in the Sottish Rite Valley which they belong to. These Sir Knights that are also Scottish Rite Brothers are to be commended on the dual work you do in each of our Masonic Bodies. Companions and Sir Knights, we encourage you this coming year to put together a program in your local York Rite Bodies, to show our support to our Military and local Civil Servants. Please keep the committee informed if you have a meeting, so we can show our appreciation in our report. Let s HONOR these men and women daily with a thank you and in our prayers. GOD BLESS AMERICA AND SOUTH CAROLINA Fraternally submitted: Michael E Copeland, PGHP, Chairman; O Walt Sealy, PMIGM, James J Jack Holmes, PGC Perpetual life Committee minutes March 12, 2017 Glenn Greene opened the meeting and passed out minutes from the last meeting. Minutes for last year were approved. Return for the fund was 8.8%, from the CRE fund that Bill Logan had spearheaded years ago. Checking account for last year was at Bank of America but Chairman Greene moved to Anderson Brothers bank, where he works. A few members asked to be replaced. Phillip Russel rotates off, as does Johnnie Morris. Gary Sowell was elected to the Board as Commandery representative, Dean Tollison as Council representative to replace Russell. Carl asked us to sell this membership harder, especially the bodies with only five or so members. Bill Martin spoke about the reasons he cannot support them now, since the per capita is not being covered. He has had to ask perpetual members to make donations to cover per capita. James Lyle said that at Clemson, the financial strain is because of old life memberships from $75 or $200. Carl Truesdale recommended that when men die we make honorary contributions for those men. Each of the three bodies needs to pay in per capita on each member, with the caveat of 40 year members in Chapter and Council. Discussions of how to get rid of the per capita exemptions for 40 year members, possibly with a grandfathering of some. This will be sensitive, especially for local secretaries. Positive and negatives were discussed. Glenn asked us to focus on this long term, not just in a committee meeting. Some discussion was on the essential elements of the Christian and scriptural components of the York Rite and masonry. Meeting was closed at 2:30. A Glenn Greene III 5

6 The Lucius A. and Margret B. Todd Fund, Inc. The Eighteenth (18 th ) Annual Meeting of the Lucius A. and Margaret B. Todd Fund, Inc. was called to order at 1:00 p.m. on March 12, by the President; prayer was given by Mike Copeland, pledge of allegiance was given and the President declared the meeting open for the annual business session and welcomed everyone present. Mike Copeland read the Audit Report which was adopted. The Treasurer s Report was read by Ted Burgess and adopted. Copies of all were available to those present. Ted advised that one donation was received during the year and another one had been received today. He moved that $ be dispersed to each of the three York Rite Charities (RARA, CMMRF and KTEF) adopted. Ted also recommended that the corpus be allowed to continue to grow. Carl Truesdale urged all to solicit funds for the Todd Fund. Johnnie T Morris announced that he was retiring as Secretary of the Board. Sam Tennyson said he was also retiring from the Board. Frank Gilliland had died since last year s meeting which created a third vacancy. Elections were held with Gary Sowell being re-elected as President. Robert J. Bean, Sr. was elected as Secretary. Carl Truesdale (2020), Ronald Elvis (2019) and Mike Copeland (2018) were elected to fill Board vacancies and J. Gordon Cartrette (2020) was re- elected. Gordon was also elected Vice President. The Audit Committee consisting of Michael Copeland, Chairman; Doug Knauer and Richard Sealy were appointed to serve again for the ensuing year. The Treasurer noted that the Form 990 has been filed and accepted, and that the Annual Application for Registration Exemption has been filed with, and accepted by, the South Carolina Secretary of State, Public Charities Division. Carl R. Truesdale expressed his appreciation to Johnnie and Sam for all their hard work and service on the Board. J. Gordon Cartrette recommended they be given Emeritus status approved. The President opened a discussion for raising funds. Numerous suggestions were made. 8 The Report of Time and Place Committee To: The Grand York Rite Bodies of South Carolina: Your time and place committee met on May 13, 2017 and directed the Grand Secretary/Recorder to negotiate a contract for the 2019 annual meeting. Hotels contacted for pricing were the Landmark, Embassy Suites, North Myrtle Beach and the DoubleTree by Hilton. The 2019 Annual Grand York Rite Session will be held on March 10 th, 11 th & 12 th at the DoubleTree by Hilton located at 3200 S. Ocean Blvd. Myrtle Beach SC. Please do not hesitate to call me or any member of the local committee if we can do anything to make your stay here more enjoyable. I extend a special welcome to Most Excellent Companion James W. Lyle, the Most Excellent Grand High Priest of the Most Excellent Grand Chapter of Royal Arch Masons of South Carolina, Most Illustrious Companion James W. Barr the Most Illustrious Grand Master of the Grand Council of Royal and Select Masters of South Carolina, Sir Knight Henry A. Adam, Right Eminent Southeastern Department Commander, Sir Knight Bobby B. Simmons, Right Eminent Grand Treasurer, of the Grand Encampment, Official Representatives of Sir Knight Duane L. I would take this opportunity to thank all the Past Grand Commanders for their help, advice, and shared wisdom as I have tried to accomplish my duties as your Grand Commander this year. Most of all I thank my Lord and Savior Jesus Christ for being with my Companions and myself as we traveled this year and for giving us protection, and safety; also, for bringing us to this point today as we open our Grand Conclave. STATE OF THE ORDER Sir Knights, I am saddened to report we lost 1 Commandery to merger this year. I approved the merger of Easley Commandery #21 in Pickens with S Maner Martin Commandery #17 in Clemson. However, I am pleased to announce that Peace and Harmony prevails within this Grand Jurisdiction and this Grand Commandery. The three Grand Bodies have worked closely with each other this year and unity is strong between all three bodies. We are trying to attract Brethren from all walks of life and put their individual talents to work for the good of our great fraternity. There are a few Commanderies that are not quite functioning as prescribed by the Grand Encampment. I want to encourage each constituent Commandery to open and close in the manner that the Grand Encampment ritual prescribes. MEMBERSHIP Although the NPD s and deaths are more numerous than the new members coming in I am encouraged with the new commitment I see in our local bodies. I encourage each Commandery to take the time to contact those who are going NPD. If a member is going NPD, then there must be a reason he is doing this. I feel that we must have failed them in some way for them to go NPD. GRAND REPRESENTATIVES I Approved recommendations for Grand Representatives from the Grand Commanderies of Virginia, Tennessee, Kentucky, Mississippi, and Connecticut. 12

13 DISPENSATIONS I approved twelve dispensations to receive, refer and ballot on petitions this year, BY LAWS CHANGE I encourage each Commandery to review their by-laws on an annual basis and submit changes. The following Commandery requested by-law changes and I was pleased to approve them: Anderson #11 Rock Hill #15 Newberry #6 Greenwood #5 Winyah #24 HOLY LAND PILGRIMAGE I would like to express my thanks for all the donations made to the Holy Land Pilgrimage program. I feel that the Holy Land Pilgrimage is one of the best programs we have for showing Masonry in a positive light to non-masons. I also commend Sir Knight Dean Strickland Eminent Grand Prelate and his committee for the work they do in support of this program. CHRISTMAS DAY OBSERVANCE I had the pleasure of visiting several Commanderies for their Christmas Observances. Thank you for the invitations. I encourage all Commanderies to hold these observances annually and open them to the public. This is another positive way to let non-masons see the true picture of our fraternity. We as Christian Masons should take advantage of this opportunity to put Christ before the public and let them know who it is we serve. KNIGHTS TEMPLAR EYE FOUNDATION I am promoting 100% participation in this program. The Knights Templar Eye Foundation has changed somewhat over the past several years with our contributions going totally toward research. This is a worthy Philanthropy. I thank each Commandery for your support and look forward to seeing all bodies at 100% participation soon. I would like to take this opportunity to personally thank Sir Knight Richard W. Sealy, PREGC and his committee for the work they do in support of this wonderful philanthropy. EASTER SUNRISE SERVICE My wife and I had the pleasure of traveling to Washington D.C. to attend the Easter Sunrise Services at the George Washington Masonic Memorial in Alexandria, Virginia. As I marched up Shooters Hill on a sunny Easter morning, it made a terrific impression on me. It was really a great experience for me to be a part of this service. I would encourage each Sir Knight to make the trip to Washington D.C. and participate in the Easter Sunrise Service. It is an experience you will never forget. Also, like to thank Sir Knights Jamie Barron, Eminent Commander of Hampton Commandery #23 for attending and joining in the march up Shooters Hill with me. SOUTHEASTERN YORK RITE CONFERENCE The Southeastern York Rite Conference was held in Melbourne, Fl this past year. This was the fifth of these that I have attended. Also attending were VEDGC, EGG, EGGC. These meeting provide an opportunity to many leaders of York Rite in the Southeast and in the Grand Encampment. This meeting is very educational, informative and provides an opportunity to exchange ideas on way to improve York Rite Masonry. I would encourage all Sir Knights to attend this meeting and to learn ways to improve yourself to lead your local bodies and your State. 13

14 GRAND LODGE Sir Knights I had the privilege of representing our Grand Commandery at the 280th Annual Communication of the Most Worshipful Grand Lodge of Ancient Free Masons of South Carolina. Lady Karen and I Attended the Grand Master s Banquet on Wednesday evening and enjoyed the fellowship and great entertainment. I congratulate Most Worshipful Brother William B. Rogers for a job well done and thank you for the invitation to your banquet. Lake Mary, FL Feb 23-25, 2018 Alabama Grand York Rite, Birmingham, AL KNIGHTS TEMPLAR CROSS OF HONOR AWARDS PRESENTED The Grand Encampment of Knights Templar of the United States of America awards this singular Honor to one Sir Knight each year. Every Commandery is responsible to nominate one Sir Knight for this honor each year. This year I received no nominations for this great honor. I make the following recommendations: RECOMMENDATIONS 1. That the Grand Recorder and the elected line of all three Grand York Rite Bodies continue to hold quarterly meeting and look at ways to improve the way business is conducted. The meetings this year were very informative and resulted in several changes being made. 14

15 2. That the Elected line of all three bodies continue to work on consolidating the Official Visits. A consolidated Official Visit for District 3 was held in Clemson and District 4 was held in York this year and it was very successful and they plan to schedule again this year. 4. That we continue to contact those Sir Knights that are in danger of suspension for NPD. We need to find out why they are not paying their dues and what we can do to help or keep their interest in York Rite alive. 5. That each Eminent Commander try to conduct an education program for the commandery. 6. That each Eminent Commander try have their elected and appointed officers in the uniform. 7. That each Eminent Commander open their Commandery in full form. CONCLUSION I would like to thank you for giving me the honor and privilege to serve as your Right Eminent Grand Commander of the Grand Commandery of Knights Templar of South Carolina for It has truly been an experience I will never forget, and it is one of the highlights of my Masonic career. I want to thank all the Sir Knights for the friendship and brotherly love that they showed me during my visits. To Most Excellent Companion James W. Lyle and Most Illustrious Companion James W. Barr, I have enjoyed our travels this year and look forward to our continued friendship through the coming years. To Sir Knight Gary Buck Jolley, I want to thank you for all your hard work and help this year. The three meetings you have held with the elected line of the three Grand elected officers is helping to bring unity and a common vision for the Three Grand Bodies for the years to come. With our swords by our sides, we stand ready as soldiers of Christ. We visualize being on the battlefield, shoulder to shoulder with our brothers. Ready to give all we have to fight, even to death. RIGHT? The enemies of Christ come at us in many shapes and forms. The enemy is not always a visual foe that you can see and wield your sword against. He is often stealth and in disguise. Provided, however, that such revisal or amendment shall have been reported upon by the committee on Templar Jurisprudence, and are not in conflict with the Constitution, or with the Laws of the Grand Encampment. 16

The Grand Treasurer shall perform such duties as are prescribed by the Constitution and Statutes of the Grand Encampment and the Laws of the Grand Commandery. He shall execute and file with the Grand Commander, an Official Bond in some regular Bonding Company, in the sum of one thousand dollars, or such larger sum as the Grand Commandery, on advice of its Finance Committee, may direct, for the faithful performance of his duties, which shall be approved by the Grand Commander. As compensation for his services he shall receive such amount as may be recommended by the Finance Committee and approved by the Grand Commandery. Proposed to read: SECTION 17. To Chair the Holy Land Pilgrimage Selection Committee which shall consist of the Grand Chaplin's of the Grand Chapter and Grand Council along with the Grand Recorder. REPRENSENTATION BY PROXY Currently reads: SECTION 24. The Commander, the Generalissimo, and the Captain-General of each Commandery under the immediate jurisdiction of the Grand Commandery, may be represented and vote by proxy: Provided, that such proxy is a member of the same Commandery: that such proxy does not, by virtue of his delegated authority, become a member of the Grand Commandery; and, that such proxy produce a properly authenticated certificate of his appointment. 17

18 The first three Officers of each Commandery under the immediate jurisdiction of the Grand Commandery, or as many of them as may be present in person, or by proxy, shall be entitled to one vote each in all the proceedings of the Grand Commandery. Proposed to read: SECTION 24. The Commander, the Generalissimo, and the Captain-General of each Commandery under the immediate jurisdiction of the Grand Commandery, may be represented and vote by proxy: Provided, that such proxy is a member of the same Commandery: that such proxy does not, by his delegated authority, become a member of the Grand Commandery; and, the Grand Recorder shall be notified of such proxy two weeks prior to the Annual Conclave. DELETE COMPENSATION OF REPRESENTATIVES AND GRAND OFFICERS SECTION 24. One representative from each Constituent Commandery shall be entitled to receive the compensation recommended by the Finance Committee and approved by the Grand Commandery for attending the Annual Conclave of the Grand Commandery, which sum shall be paid to the highest officer present (and not to the proxy of a higher officer), provided such compensation shall not exceed the amount paid as dues to the Grand Commandery by the Constituent Commandery from which the representative comes. The Grand Officers and Past Grand Commanders, who attend the Conclave of the Grand Commandery, shall receive the same compensation as the Representatives. COMMITTEES Currently reads: SECTION 25. At each Annual Conclave the incoming Grand Commander shall appoint the following standing committees, to consist of a least three members each, and to serve until their successors are appointed at the next Annual Conclave, viz.: A Committee on Jurisprudence, A Committee on Doings of Grand Officers, A Committee on Appeals and Grievances, A Committee on Credentials and Returns, A Committee on Necrology, A Committee on Finance, A Committee on Audit, A Committee on Membership The Grand Commander shall, at least two before the Annual Conclave, refer to the Committees on Jurisprudence, Doings of Grand Officers, Appeals and Grievances, Finance and Necrology, a copy of his address, or such portions thereof as he may deem proper, for their consideration and report. Following each Annual Conclave, the incoming Grand Commander shall appoint the following standing committees, to consist of a least three members each, and to serve until their successors are appointed at the next Annual Conclave, viz.: Audit Composition: The audit Committee shall consist of three (3) members, one (1) member to be appointed annually by the Grand Commander. Duties: To examine the books of the Grand Treasurer and the Grand Recorder and certify to the Grand Commandery the condition, state, and repository of all funds and investments. Meetings: The Committee shall meet at the close of each fiscal year. Finance Composition: The finance Committee shall consist of three (3) member to be appointed annually by the Grand Commander. The Chairman will be designated by the Grand Commander each year following the Annual Conclave. By their positions the Grand Commander, The Deputy Grand Commander, The Grand Treasurer and the Grand Recorder shall automatically be members of the Committee. Term: The term of each appointed member shall be three (3) years, and: no appointed member shall serve more than two (2) consecutive terms, except that the terms of the first, and only first members of the Committee appointed; under the provisions of this section when adopted shall be: one (1) member with initial term of one (1) year; one (1) member with two (2) years and (1) member with three (3) years. Duties: To receive and consider all matters pertaining to finance referred to it by the Grand Commandery. To prepare and submit to the Grand Commandery at its annual conclave, a balanced budget setting forth all the expected revenues and expenditures necessary for the operation of all functions of The Grand Commandery for the ensuing budget year. Such budget, when adopted by the Grand Commandery shall govern all expenditures for the ensuing budget year. And, at the direction of the Grand Commander, perform all other duties pertaining to The Grand Commandery finances not specifically assigned by the constitution to the Grand Treasurer and the Grand Recorder. Jurisprudence Committee Composition: The Jurisprudence Committee shall consist of all current Past Grand Commanders, The Deputy Grand Commander and no more. The Grand Generalissimo, The Grand Captain General, and The Grand Recorder shall be ex-officio members of this Committee with no vote. The Chairman shall be designated by the Grand Commander each year. Duties: The committee shall have in its charge the responsibility to determine the validity of all changes and additions concerning Templar Law. The Committee shall, before the Annual Conclave review the Grand Commander's Address to ensure that his actions during his term of office are not contrary to Templar Law. Special Committees The Right Eminent Grand Commander shall appoint all other Committees as needed, which shall serve until their work is complete of the Grand Commander's term of Office ends. Reports from such Committees shall be made to the Right Eminent Grand Commander. The Grand Commander shall, by the first week of February each year deliver his address to the Grand Recorder who shall refer to the appropriate committees for their consideration and report. ELECTION OF OFFICERS Currently reads: SECTION 26. Election of Grand Officers, must be by ballot and at such time during the Annual Conclave as the Grand Commandery may direct. 19

PETITION Currently reads: SECTON 31. (B) Petitions for the Orders or for membership shall be acted upon at a Stated Conclave or by Special Dispensation from the Grand Commander. No Petition maybe balloted on in less than two-week from presentation to the Commandery. Provided, the Grand Commander may by dispensation authorize the presentation of and ballot upon such petition, at the same Conclave. A Petition whether for Orders or Membership shall be referred to a Committee of Three member of the Commandery, who shall report in writing as to whether the prayers of the Petitioner should be granted. No ballot thereon shall be had until a report has been made. Only the fact of the report being made, and not its character, shall be entered on the Minutes of the Commandery. Proposed to read: SECTON 31. (B) Petitions for the Orders or for membership shall be acted upon at a Stated Conclave. A Petition, whether for Orders or Membership, shall be referred to a committee of Three Members of the Commandery, only when requested to do so by a member in good standing in the Commandery acting upon the petition. LIFE MEMBERS Currently reads: SECTION 40. A Commandery may provide that members, who are and shall, remain affiliated in the Lodge, Chapter and Council, upon payment of a fixed sum of money, not less than ten times the Annual Dues, may become Life Members and thereafter exempt from the payment of Annual Dues. A member of the Knights Templar Eye Foundation and using the Factors listed below, become Life Members, and thereafter be exempt from the payment of Annual Dues. That, in addition to the above fees, there shall be levied upon each Commandery an Annual Per Capita Tax of $1.00, payable along with the above fees which tax shall be turned over to the Grand Encampment for the use of the: "Knight Templar Eye Foundation". "The Grand Recorder shall add and collect as part of the fees and dues of Constituent Commanderies ten per centum of the gross amount upon all such returns as are not forwarded to the Grand Recorder's office before the first day of February following the close of the calendar year. Returns forwarded must be correct and accompanied by payment in full." ANNUAL RETURN FOR COMMANDERIES Proposed to read: SECTION 42. The Grand Recorder shall add and collect as part of the fees and per capita of Constituent Commanderies ten per centum of the gross amount upon all such payment not received by the Grand Recorder s office before the first day of February following the close of the calendar year. Report of Committee on Necrology To: The Grand Commandery of Knights Templar of South Carolina: This past year 135 of our fellow Knights has answered that call home and left our ranks. As we recall the memories of each of them we are saddened, realizing they are no longer with us and serving alongside us in our great fraternity. Their swords are in their scabbards never to be drawn again. But let us pause and remember those encouraging words that our Blessed Savior spoke to his followers before he departed this earth to return to his heavenly home, Let not your hearts be troubled and if I go and prepare a place for you, I will come again, and receive unto myself; that where I am, there ye may be also. We can rejoice that this is not the end of the story; this is not the final Chapter. We have that Great Hope, that Blessed Assurance of a heavenly home. Hallelujah!! What a wonderful thought!! To know that our brothers have answered that call, their labors are over and are now resting with our savior. And that we to, shall see them again!! Our prayer is that he will be inspired and bring back home an improved perspective to inspire his congregation. Sir Knights, we can rejoice in this mission, understanding, just as our original Poor Fellow Soldiers did, the importance of Christians to be able to make this pilgrimage. We received no applicants this year for the pilgrimage. However, we continue to collect donations for this fund from individuals and local York Rite Bodies. Please remember that we need all applications in before the first day of September. There are also certain qualifications the minister must meet to be considered. Most constituent commanderies add the $30 to the fees for a candidate to become a York Rite Mason. The committee will recommend, at our 2018 Annual Conclave to transfer division funds to the Grand Encampment to simplify management and improve investment performance. Selection of scholarship or grant recipients will remain a division responsibility. The committee authorized the Secretary/Treasurer to withdraw all funds from Bankers Life and place them in the General fund money market account, in preparation to transfer to Grand Encampment if approved at the Annual Conclave. Section 5 of the revised regulations reads: Division committees for Grand Commanderies shall consist of five (5) members to serve five (5) year terms of which one shall expire each year, and one member to be appointed each year at the time of the Annual Conclave by the incoming Grand Commander. The Grand Commander serving will make appointment to fill any vacancies for the unexpired portion of the term and may replace any member of the Committee for cause, reporting his action to the Grand Commandery. The Division Committees for Grand Commanderies shall meet at least annually after the close of the Annual Conclave, to elect a Chairman under the direction of the Grand Commander. Upon approval of the Grand Commander the Committee may name one of its members to serve as Secretary-Treasurer in addition to his normal Committee duties or the Committee may name the Grand Recorder, as Secretary-Treasurer, in which case he shall be a non-voting member of the Committee. The Right Eminent Commander, William F Martin II healed the irregularities of the March 2017 committee by appointing the Committee members for as follows: Howard Ted Burgess, Chairman (2022), Gary Sowell (2021), Harvie Bailey (2020), John Marcucci (2019), James J Holmes (2018), and moved G. Buck Jolley, Secretary-Treasurer to a non-voting member, as it has been a practice however not a requirement, that 27

33 MEMORIUM CARL RANDOLPH TRUESDALE MOST EXCELLENT GRAND HIGH PRIEST Carl was born December 28, 1941, in Camden, SC, the oldest of four sons or Albertus T. & Sara Gaskin Truesdale. He was a graduate of Camden High School and the South Carolina Criminal Justice Academy. Carl was a well-known athlete in high school, playing on several state championship teams. As an adult he played on a semi-pro fast pitch softball team. He was hired as a part-time assistant football coach and later as Assistant Director of Recreation for Camden/Kershaw County Recreation Department. In 1976 Carl changed careers from recreation to law enforcement and retired after 35 years of service to the county and state. Carl was a member of Kershaw Lodge 29 A.F.M. he was raised on August 24, Carl was elected Secretary of his lodge in 1977 and served several years in this position. He served as Worshipful Master in 1987 and Carl was Exalted in Rising Star Chapter #4 in Camden where he served as High Priest. He was Greeted in Lafayette Council #25 and served as Illustrious Master. He was Knighted in Camden Commandery and served as Commander. Carl served the Grand Lodge of A.F.M. of South Carolina as District Deputy Grand Master of the 24 th District. He served as President of the Masters & Wardens Club of the 24 th District. Carl held membership in several of the appendant bodies and orders as follows: Camden Council #18 AMD and served as Sovereign Master; a Knight of the Red Branch of Eri; Anointed High Priest; Thrice Illustrious Masters; Knight Crusaders of the Cross; Societas Rosicruciana; KYCH; DeMolay Dad; Jamil Temple of the Shrine and was a Past President of Camden Shrine Club. Plus, many other Masonic and Civic honors and awards. Carl died Friday January 19, 2018 at Palmetto Health Baptist Hospital. Carl was predeceased by his wife, Brenda Watkins Truesdale. A celebration of life was held 3:00 PM Sunday January 21, 2018 at Kornegay Funeral Home Chapel with burial at Quaker Cemetery. Rev. Phillip Gerrald Officiated. 33

I approved the merger of Excelsior Chapter #23 in Cheraw with Keystone #19 in Lancaster effective April 18, 2017; Pickens Chapter #47 in Pickens with Living Arch #21 in Clemson effective December 31, However, as I have traveled through the state I am pleased to announce that York Rite Masonry is still alive and growing in some Chapters. Although there are still obstacles yet to overcome, I feel very optimistic about what I see. General Grand Chapter Award Each year the Grand Royal Arch Chapter of South Carolina presents the General Grand Chapter Award issued by General Grand Chapter International to one companion who has been recognized for this outstanding service to his chapter in South Carolina. Recommendations are received by the committee, this year the committee consisted of myself, R.E. Tony Bizakis, R.E. Acy Flora, and R.E. Ricky Freeman. Royal Arch Research Assistance The Royal Arch Research Assistance is a nonprofit 501 (C) (3) tax exempt foundation incorporated in the state of Kentucky in The R.A.R.A board of directors are committed to identifying and supporting the scientists who are searching for the treatment regiments and eventually a cure for C.A.P.D. Central Auditory Processing Disorder is a hearing deficiency that does not allow those effected to distinguish sound that can be heard by those with regular hearing. This year the passing of the pot of fraternal giving the P pot during our official visits and the generous donations of the chapters in South Carolina, we were able to make a substantial donation to this worthy cause. I would like to thank M.E. Bob Bean Sr. for his hard work with the R.A.R.A. foundation. Necrology Companions, I am saddened to report that 116 companions have laid down their working tools and joined our savior, Jesus Christ, in that House not made with hands eternal in the Heavens. Many of us this year, have lost members of our families, and Masonic brothers and sisters that were dear to us. My condolences and prayers are with each of you and your families, and I ask that each of you pray for each other. 37 Southeastern York Rite Conference I was able to attend the South Eastern York Rite Conference this year in Melbourne Florida on June 16 th and 17 th with several other companions. This was a great event, and I highly encourage you to go if you have the opportunity. The Great Smoky Mountain Summer Assembly Companions, I have had many years of great fellowship at this event. It is one of the greatest trips you could possibly make, and if you have not attended I would earnestly encourage you to do so. Recommendations 1. I would like to recommend that the Grand Royal Arch Chapter of South Carolina continue to support R.A.R.A. 2. I recommend that each chapter of South Carolina, try to have at least one fundraiser per year to support their charities. 3. I recommend that each chapter open in full form as often as possible. 4. I recommend that we try to find a financial solution to lessen the burden that the 40-year exempt program has created. 5. I recommend that local chapters address their dues structure to cover future per capita increases. 6. I recommend that the companions of the Grand Chapter develop innovative methods to enhance education. 7. I recommend that we continue to encourage unity between all appendant Masonic bodies, especially with Grand Lodge. 8. I recommend that we continue to support the Youth Organizations, DeMolay and Rainbow Girls. 9. I recommend we continue to support the York Rite Magazine. Conclusion Well friends here we are, and it seems like it just started yesterday. It has truly been an honor to serve you as your Most Excellent Grand High Priest. I have logged many miles, ate many great meals, shared many great stories, and even wore out a vehicle. But one of my favorite parts is the lifelong friendships and memories I have made over this journey, and I look forward too many years to come with you all. 41 ARTICLE X SECTION I Currently reads: On the first day of the at each Annual Convocation the Presiding Officer Elected Grand High Priest for the ensuing year shall appoint the following standing Committees, to serve until their successors shall have been duly appointed: Credentials and Returns Address of the Grand High Priest for Topical Reference Finance Life Membership Fund Jurisprudence Necrology Appeals and Grievances Patriotism Auditing Resolutions of Appreciation Charters and Dispensations Royal Arch Research Assistance Masonic Youth Organizations Time and Place Education Unfinished Business Fraternal Relations (AMENDED 1974, 93 & 2006) The Committee on Credentials and Returns shall examine the credentials of members and Representatives, shall report the Chapters that are represented, shall report names of members, Representatives, and others present, and the votes to which each one is entitled. The Committee on the Address of the Grand High Priest for Topical Reference shall consider the address of the Grand High Priest and recommend distribution of the same to the proper committees. The Address is automatically referred to proper committees by the Grand Secretary and is redundant to have a committee do the same. The Committee on Finance shall annually study the condition and needs of the Grand Chapter, as shown in the reports of the Grand Treasurer and Grand Secretary, and as reflected in the report of the Auditing Committee. The said Committee shall take into consideration the conditions of the funds and estate of the Grand Chapter and all propositions and resolutions affecting its revenue which may be referred to such Committee. It shall report thereon, and may recommend any measure which, in its opinion, will operate for the financial benefit of the institution. (AMENDED 1974) The Committee on Jurisprudence shall investigate and report upon all questions that may be referred to it by the Grand Chapter or Grand High Priest. All matters of controversy and grievance brought before the Grand Chapter shall be referred to the Committee on Appeals and Grievances, whose duty it shall be to examine into the same and report thereon to the Grand Chapter. This committee can be appointed as and when needed. The Committee on Charters and Dispensations shall examine work and records of all Chapters under dispensation and all proceedings relating to the same, and such other matters as shall be referred to it by the Grand Chapter, and report thereon. This committee can be appointed as and when needed. The Committee on Per Diem and Mileage shall examine and report the names of members and Representatives entitled to per diem and mileage, and the amount to which each is entitled. This committee is no longer applicable, delete section. The Committee on Fraternal Relations shall review the proceedings of sister Grand Chapters and report thereon. This committee can be appointed as and when necessary, we follow decisions or our Grand Lodge as to fraternal relations. 41

42 10 The Committee on Audit shall at the close of each fiscal year make a careful examination and audit of the books of the Grand Treasurer and the Grand Secretary, settle the balance, and certify to the Grand Chapter the condition, state, and repository of all funds and investments of the Grand Chapter. (AMENDED 1974) The Committee of Masonic Youth Organizations shall review and report on the status of the Masonic Youth Organizations and report thereon. (AMENDED 2006) The Committee on Education shall review and report on the Instructional Meetings. This committee is redundant to what the Grand High Priest reports in his address. The Committee on the Life Membership Fund shall supervise and operate the investment of all monies received. The funds shall be invested in insured instruments, government certificates, certificates of deposit, and such other instruments as may be most expedient and advantageous. The Committee on the General Grand Chapter Medal shall select the recipient of said medal. This activity is being done by the top Three Elected Line Officers and not necessary to be listed as a separate Standing Committee. The Committee on Membership shall review the current membership statistics and report thereon. This committee s report is redundant to that of the Grand Secretary reports. The Committee on Necrology shall review the annual mortality reports and prepare appropriate memorials. The Committee on Patriotism shall report on Patriotic and Civic Activities during the year. The Committee on the Resolution of Appreciation shall annually prepare a Resolution of Thanks to the local Committee and others involved in the arrangements for the Annual Communication. The Grand High Priest can express appreciation, not necessary for a separate committee to do so. The Committee on Retirement. (Deleted-Dissolved 2008) Remove The Committee on R.A.R.A. (Royal Arch Research Assistance) shall receive and account for contributions and forward them to R.A.R.A. The Committee on Time and Place shall recommend a city where the next Annual Communication is to be held. This activity is being handled by the top Three Elected Line Officers of the Chapter, Council and Commandery as a part of their duties and not necessary to be listed as a separate Standing Committee. The Committee on Unfinished Business shall see that all matters presented have had consideration. (AMENDED 1974 and 1993) This committee is redundant to what the Grand High Priest reports before he closes the Annual Convocation. Proposed to read: Following each Annual Convocation, the Grand High Priest shall appoint the following Standing Committees: Audit 1. Duties: To examine the books of the Grand Treasurer and the Grand Secretary and certify to the Grand Chapter the condition, state, and repository of all funds and investments. Finance 1. Composition: The finance Committee shall consist of three (3) member, one (1) to be appointed annually by the Grand High Priest. The Chairman will be designated by the 42

43 Grand High Priest each year following the Annual Convocation. By their positions the Grand High Priest, The Grand Treasurer and the Grand Secretary shall automatically be members of the Committee. 2. Term: The term of each appointed member shall be three (3) years, and: no appointed member shall serve more than two (2) consecutive terms, except that the terms of the first, and only first members of the Committee appointed under the provisions of this section when adopted shall be: one (1) member with initial term of one (1) year; one (1) member with two (2) years and (1) member with three (3) years. 3. Duties: To receive and consider all matters pertaining to finance referred to it by the Grand Chapter. To prepare and submit to the Grand Chapter at its annual convocation, a balanced budget setting forth all the expected revenues and expenditures necessary for the operation of all functions of The Grand Chapter for the ensuing budget year. Such budget, when adopted by the Grand Chapter shall govern all expenditures for the ensuing budget year. And, at the direction of the Grand High Priest, perform all other duties pertaining to The Grand Chapter finances not specifically assigned by the constitution to the Grand Treasurer and the Grand Secretary. Jurisprudence Committee 1. Composition: The Jurisprudence Committee shall consist of all Past Grand High Priest, and no more. The Grand King, The Deputy Grand High Priest, the Grand Scribe, and the Grand Secretary shall be ex-officio members of this Committee with no vote. The Chairman shall be designated by the Grand High Priest each year. 2. Duties: The committee shall have in its charge the responsibility to determine the validity of all changes and additions concerning Capitular Law. The Committee shall, before the Annual Convocation review the Grand High Priest s Address to ensure that his actions during his term of office are not contrary to Capitular Law. Special Committees The Grand High Priest shall appoint all other Committees as needed, which shall serve until their work is complete or the Grand High Priest s term of Office ends. Reports from such committees shall be made to the Grand High Priest. SECTION II change to Article XI Currently reads: 2. The Grand Treasurer shall have charge of all the funds, securities and vouchers of the Grand Chapter, and shall pay all orders when such orders are signed by the Grand High Priest and attested by the Grand Secretary if this shall not apply to payments for per-diem and mileage made at the Convocation of the Grand Chapter. It shall be his duty to attend all the convocations of the Grand Chapter, with the books of accounts, and vouchers records for money paid out, in order that his accounts may be settled by a proper committee. Before entering upon the duties of his office he shall give bond in some standing guaranty company in such sum as the Grand High Priest may direct, the premium on said bond to be paid out of the funds of the Grand Chapter. In case of his failure to furnish the required bond, as aforesaid, within sixty days from his election, it shall be the duty of the Grand High Priest to forthwith appointing a Companion who will give said bond to act as Grand Treasurer in his stead until the next Convocation of the Grand Chapter. For the faithful performance of his duties he shall be paid such annual salary as the Grand Chapter shall from year to year determine. Proposed to read: 2. For the faithful performance of his duties he shall be paid such annual salary as the Grand Chapter shall from year to year determine. Currently reads: 3. The Grand Secretary shall record the transactions of the Grand Chapter, and shall attend personally each Convocation of the Grand Chapter with the necessary books and papers of his office, he shall keep the Seal of the Grand Chapter, and affix the same with his attestation to all instruments required to be so executed; he shall receive, receipt for, and immediately pay the Grand Treasurer deposit all dues, fees, and other moneys, taking a proper receipt therefore; he shall keep a faithful journal of all the proceedings of the Grand Chapter; distribute the same when ordered printed for circulation; and conduct any correspondence required of him under the orders of the Grand Chapter or the directions of the Grand High Priest; he shall procure all the necessary books and stationery, to be paid for out of the funds of the Grand Chapter;, shall have charge of all the records, jewels, papers, parchments, certificates, and documents other than those belonging to the Grand Treasurer; he shall do and perform any other duties customary to his office under the established usages of Royal Arch Masonry, and for his services he shall receive such annual salary as the Grand Chapter shall from year to year determine and a fee of one dollar for every certificate or dispensation attested by him. He shall authenticate no diploma that does not bear the signature of the Companion to whom it is to be issued. Each one of the three principal officers possess for himself the inherent prerogative of representing his Chapter at all Grand Chapter Convocations; also, to appoint his own proxy for that purpose if by reason of inability he cannot attend in person. Such proxy shall be a member of the Chapter he represents. 2. In case of the death or absence of any of the said officers of any Chapter, it may authorize one of its members to represent such officers by a resolution reciting such death or absence, certified by the Secretary under the Seal of the Chapter. 3. All questions before the Grand Chapter shall be determined by a majority of the votes given. The yeas and nays may be ordered upon any question at the request of five members. If the votes are equal on any question the presiding officer shall, in addition to his own vote, cast the deciding vote. 4. No Companion shall be allowed to vote both as a member and as a representative but shall be required to give his vote as representative in preference to that as a member if he is present in both capacities. Grand Officers who attend the Annual Convocation shall be entitled to the same pay as delegates, but no member shall receive pay both as a delegate and as a Grand Officer. Immediately after the installation the Secretary of each Chapter each Chapter shall forward to the Grand Secretary of the Grand Chapter a certificate in the following form: I hereby certify that on the Day of last, was elected High Priest, King and, Scribe, of Chapter No. and that they have been regularly installed as such. Dated at: this Day of, Secretary. All other officers named in paragraph I shall be appointed by the High Priest, with the consent of the King and Scribe and be installed with the elective officers. Proposed to read: 1. Every Royal Arch Chapter under this Jurisdiction shall make an annual return in the prescribed form, containing full information of its members, number of degrees conferred, and dues up to St. John s Day, and pay the amount due thereon to the Grand Secretary before the first day of February each year The Grand Secretary shall add and collect, as a part of the dues and fees of chartered Chapters, ten per centum of the gross amount thereof upon all such returns that are not forwarded to the Grand Secretary s office before the first day of February each year. Any Chapter neglecting for one year to make due payments without good cause shown to the satisfaction of the Grand Chapter shall be punished by the arrest of its charter, to be restored only on the payment of the dues and satisfactory reasons given for such non-payment. Proposed to read: 1. Every Chapter under this Jurisdiction shall pay four (4.00) dollars for every Companion Exalted therein. 2. Every Chapter under this Jurisdiction shall pay Eleven dollars and fifty cents ($11.50) per capita, plus any increases in per capita by the General Grand Chapter Royal Arch Masons International, per annum for every life member and annual member of the Chapter, except Ministers of God who may be exempt from dues, if exempted by its laws. 5. Every Royal Arch Chapter under this Jurisdiction shall make an annual return in the prescribed form, which shall be the York Rite Information System or (MMS) containing full information of its members, number of degrees conferred, and dues up to December 31 st of each calendar year, and pay the amount due thereon to the Grand Secretary before the first day of February following the close of the calendar year. The Grand Secretary shall add and collect, as a part of the dues and fees of chartered Chapters, ten per centum of the gross amount thereof upon all such returns that are not, and payment not remitted before the first day of February following the close of the calendar year. Any Chapter neglecting for one year to make due payments without good cause shown to the satisfaction of the Grand Chapter shall surrender its charter, to be restored only on the payment of the per capita due and satisfactory reasons given for such non-payment. Motion to withdraw from General Grand Chapter RAMI At the 2016 Annual Convocation a motion was presented to with draw membership form the General Grand Chapter RAMI. A Motion for unanimous consent was also presented to which there was an objection and a request it be forwarded to the By-Laws and Jurisprudence Committees for review and recommendation. The written motion was not in the possession of the Grand Secretary at the 2017 Annual Convocation and could not be verified that it was properly signed. In January 48

The motion has been verified and the signers contacted, and they wish to have it brought before the 2018 Annual Convocation for a vote. Today I will be the bad guy and put a end of the talk. Report of Committee on Necrology To: The Most Excellent Grand Royal Arch Chapter of South Carolina: During the past 12 months, God in His divine plan has chosen to call from this transitory life to the Celestial life above 128 of our companions. We mourn the passing of our brothers and companions, and our sympathies are extended to their families and friends as we consider our loss. We pray that they look to our heavenly Father for strength, guidance, and comfort in times of need. We give thanks to God for the work they have accomplished, the influenced they have exerted, and the contributions they made to the world as they served God and man. For those of us who remain, let us carefully improve the various scenes of life through which we pass. Let us humbly ask for guidance to improve the time remaining to us, so that when our labors on earth are ended that we shall have cause to thank God, that grace which has enabled us to do His blessed will. The Grand Treasurer, and Grand Secretary have worked to improve accounting and reduce expenses and balance the budget. 58 MEMORIUM LARRY DEMPSEY, SR. MOST ILLUSTRIOUS GRAND MASTER Larry Dempsey was born on April 25, 1948, in Orangeburg, South Carolina, one of three children of the late Dennis Dempsey and Alma Wilson Dempsey. He was educated in the public-school system of Orangeburg and attended Southern Methodist College. He is a member of New Hope Baptist Church where he served as Sunday School Director and on the Budget and Audit Committee. He served for seven years as a board member for Garden City Christian School. Larry is married to the former Sandra Faye Kinsey of Orangeburg, South Carolina. They have two children: Dennis Dempsey of Anderson, South Carolina and Larry Dempsey, Jr. of Columbia, South Carolina. Larry and Sandra also have two grandchildren named Julia Irene Dempsey and Joy Elizabeth Dempsey. Larry is the owner of Larry's Barber and Style of Orangeburg. He has been in this profession for 34 years. Larry was raised to the Sublime degree of a Master Mason in Progress Lodge No. 356 in Orangeburg in October 1969 and served as Worshipful Master in He is an honorary member of North Lodge No. 119 and Hampton York Rite Bodies. He served Grand Lodge of South Carolina as District Deputy Grand Master of the Seventh District from 1995 through He is the past secretary and treasurer of the Seventh District Masters and Wardens Club, He is the past president of the Masonic Fraternal Association, and Larry has given the Second-Degree lecture for the past fourteen years. Larry is a member of the Scottish Rite Bodies of Charleston, South Carolina and Omar Temple. Larry joined Orangeburg York Rite Bodies in 1973 and served as High Priest in He was elected Illustrious Master in 1990 and served as Commander in Larry was appointed District Deputy Grand High Priest in 1994 and was appointed R. 1. District Deputy Grand Master in The Grand Council of Royal and Select Masters of South Carolina elected Larry as Right Illustrious Grand Captain of the Guard in 1996 and the Right Illustrious Grand Principal Conductor of the Work in He was elected Right Illustrious Deputy Grand Master in 1998 and M.I. Grand Master in Other appendant bodies include: Knight Masons No. 20; Palmetto York Rite College No. 70; South Carolina College of Societas Rosicruciana in Civitatibus Foederatis; Palmetto Priory o. 54, KYCH; and Sovereign Master of Orangeburg, Allied Masonic Degrees; Chair Degrees; Most Excellent Master s Degree; and Edisto Shrine Club. Larry is a Grand Representative of the Grand Chapter Royal Arch Masons for the state of Montana. To the General Grand Council Officers and Grand Representatives, I am personally grateful for your continued support. I welcome you on behalf of this Assembly and assure you that we continue to strive to once again unite. To the Most Worshipful Grand Master of Masons in South Carolina, Most Worshipful Master Michael D. Smith, you honor us with your presence, and we and thank you for your continued support of York Rite Masonry. Companions, I continue to be humbled by you electing me last year as the Most Illustrious Grand Master, and it is a pleasure to have served alongside Most Excellent Grand High Priest James Lyle and Right Eminent Grand Commander William Martin the second. Their companionship has been rewarding, educational, and supportive. This past year was exciting and fulfilling to me as I served as your Most Illustrious Grand Master. It is now my duty to deliver you an account of my actions for the past year. STATE OF THE CRAFT Companions, I am saddened to report we lost 2 Councils to merger this year. I approved the merger of Excelsior Council #9 in Cheraw with Witherspoon Council #33 in Lancaster effective April 18, 2017; Pickens Council #34 in Pickens with Living Arch #32 in Clemson effective December 31, However, the mergers were received positively by the involved bodies, and they anticipate greater strength in this unity. Throughout the rest of the state, I found peace and harmony prevailing in our York Rite Bodies. To all Councils, thank you for the hospitality extended to my officers and to me, and thank you for all the honorary memberships that my counterparts and I received. They mean more to me than words can express. Following our predecessors recommendations, we continued to hold quarterly planning meetings. These meetings were generally attended by all elected officers from all three bodies providing four years of forward-looking vision. This provided not only a forum to discuss and plan immediate needs, but to brainstorm and envision the long-term future of the South Carolina Grand York Rite. I encourage our successors to continue these vital meetings. One fruit that came from these meetings, along with the assistance of Past Most Worshipful Master Gerald Carver, was writing a Mission Statement for the Grand York Rite. This Mission Statement, which is posted on the Grand York Rite website, reads as follows: The Mission of the South Carolina Grand York Rite is to support The Grand Lodge AFM of South Carolina, to adapt and develop leadership and education; Inspire charity, fellowship and quality of the craft. 59

60 One goal in writing this Mission Statement was to encourage unity within the York Rite, and unity with other Masonic organizations, particularly the Grand Lodge. Since the Grand Lodge is our only source of new members, it is essential that we work together with common goals. Over the several years as an elected officer, and through many discussions about our organization with my traveling companions, I continually found myself asking questions about why we do the various things we do. From esoteric points in rituals to administrative matters, I was always asking Why? So, this ultimately became my theme, Why are we doing what we are doing? My intent was to encourage our leaders and members to step back and look at what we are doing in the York Rite, and ask why. The South Carolina York Rite has a deep history with its tradition and ritual, and we must preserve those foundational elements of our organization. But Companions, over the past several years, I observed many administrative and logistical issues that caused me to simply ask Why? My focus this year has been on the business meetings and on education. Too often, many members fail to come to business meetings or remain inactive because they see them as stagnant and boring. I encouraged all members, new and seasoned alike, to try to bring something to each meeting. Even a simple question asked can spark discussion that can breathe life into a meeting. BROKEN TRIANGLE We are saddened by the passing of 112 Companions. We are especially saddened by the passing of Most Illustrious Companion Larry Dempsey, Past Most Illustrious Master of the Grand Council of Royal and Select Masters South Carolina, and Carl Truesdale, Past Most Excellent Grand High Priest, who served this Grand Council as the Grand Representative to Ohio. DISPENSATIONS I approved twelve dispensations to receive, refer and ballot on petitions this year. BY-LAWS The following Council By-Law Changes were approved: Wynne #4 Absolom Cody #8 Oriental #17 Maxwell #21 Winyah #24 GRAND REPRESENTATIVES Approved recommendations for Grand Reps from Tennessee, Alabama, and Louisiana EDUCATION Regrettably, planning and conducting educational programs this year fell short of the goal of holding district-wide education in lieu of a statewide educational meeting. So, at our official visits, I encouraged local bodies to think about ways to introduce education into business meetings, even if in small ways. I hope this will help lay the groundwork for our successors who have a more formal approach to York Rite education. One district stood out this year: District 1, which organized and held the York Rite District 1 Council Instructional meeting. This meeting was a four-hour roundtable discussion of various points in the Council degrees. This forum provided many insights, everyone contributed, and the feedback was overwhelmingly positive. I can honestly say that every minute of those four hours were well worth the long trip across the state. I recommended that the organizers refine their agenda, and expand to other districts, or state-wide. I also recommended that they distill the discussion points down to several bullet points that could be used in local York Rite body meetings. 60

61 SUPER EXCELLENT MASTER S DEGREE The Super Excellent Master s Degree was once again conferred at Aiken Lodge No. 156 to a packed hall. The degree was performed in an excellent manner, and as always, the meal was exceptional. IN-STATE VISITS Companions, I had the opportunity to travel across this fine state, and I enjoyed great personal diversity and corporate unity at the various bodies. In keeping with our focus on unity, two districts coordinated their official visits as unified events, and the results were very successful. Attendance was high, and we received very positive feedback. Unified visits are intended to promote inter-body communication, fellowship, and education specifically to help local bodies to connect with one another. However, while it is our collective goal to promote unified events, we certainly understand that geographical variances across the state make it impractical for every District to hold unified meetings. OUT-OF-STATE VISITS It was an honor to represent South Carolina at several regional Grand York Rite Assemblies at which outstanding courtesy and hospitality were extended. South Carolina should be very proud of its sustained unity among the three York Rite Bodies throughout the state. 61

SOUTHEASTERN YORK RITE CONFERENCE Regrettably work commitments prevented me from attending this conference, however South Carolina was otherwise well represented. AWARDS PRESENTED Ish Sodi This year, I present the Ish Sodi awards to: Grand Elected Officer: Jerry Willard Grand Appointed Officer: Judson Seay Hidden Work: Robert Elsner RECOMMENDATIONS Companions, I have listened to your comments, suggestions, and concerns about our future as I traveled across this Grand Jurisdiction. Taking those into consideration I make the following recommendations: 1. I recommend that our Grand Council continues to support the CMMRF. 2. I recommend that our Grand Council commits itself to affiliate again with the General Grand Council to help to promote the York Rite beyond our state and country borders. 3. I recommend that the four Elected Officers of the Grand Council continue to organize quarterly planning meetings with the four Elected Officers of each of the other Grand Bodies. 4. I recommend that we review the administration of Grand Representatives to encourage and improve inter-jurisdictional communication. 5. I recommend that each subordinate Council open and close in full form at least once each quarter. 6. I recommend that our Grand Council considers requiring new 40-year members to pay per capita to the Grand Council. Sixty-one percent of our membership pays per capita for both themselves and the 39% who are exempt. Within two years this is expected to shrink to 50%, further increasing the financial burden of dues-paying members. CONCLUSIONS It has been an honor and a privilege to serve the Grand Council of Royal and Select Masters as your Most Illustrious Grand Master. I hope that I have served you well. To my traveling companions, especially James Lyle and Robert Elsner, thank you for deepening our friendship and solving the world s problems. To the Anderson York Rite, thank you for your support and encouragement. I am blessed to have many past Grand Heads as mentors in Anderson. Joe Parnell, Marcus Burdette, Mike Copeland, and Ted Burgess, you provided invaluable guidance, support, advice...and correction as needed. You truly made this year much easier than I anticipated. Yonce, PIGM, Ronald T Elvis Sr PIGM Report of Committee on Jurisprudence To: The Most Illustrious Grand Council of Royal and Select Masters of South Carolina: Your Jurisprudence Committee received a question concerning changes to the Constitution of the Grand Council of Royal and Select Masters. The answer to the question is addressed in Article XXII. No By-Law shall be altered or done away with, or new one adopted, until the proposed alternation, amendment, nullification or addition be reduced to writing and seconded by five members. It shall then be entered upon the minutes and lie over until the next succeeding Annual Assembly of the Grand Council when, if approved by two-thirds of the members present, the same shall be adopted: Provided, that by unanimous consent any proposition as aforesaid may be acted upon at the Assembly at which time it is introduced. Each of the elective officers shall be entitled to one vote. In the absence of one or two of the elective officer of any Council, the remaining elected officer present shall be entitled to three votes. Where the first three officers of a Council are absent, its votes may be cast by a Representative of such Council. ARTICLE VII Currently reads: SECTION I. 64 SECTION II. The Committee on Credentials and Returns shall examine the credentials of members and representatives, shall report the Councils that are represented, shall report names of members, representatives, and others present, and the votes to which each one is entitled. SECTION III. The Committee on Distribution of Work shall consider the address of the Grand Master and recommend distribution of the same to the proper committees. The Address is automatically referred to proper committees by the Grand Recorder and is redundant to have a committee do the same. SECTION IV. The Committee on Finance shall annually study the condition and needs of the Grand Council, as shown in the reports of the Grand Treasurer and Grand Recorder, and as reflected in the report of the Auditing Committee. The said Committee shall take into consideration the conditions of the funds and estate of the Grand Council and all propositions and resolutions affecting its revenue which may be referred to such Committee. It shall report thereon, and may recommend any measure which, in its opinion, will operate for the financial benefit of the institution. SECTION V. The Committee on Jurisprudence shall investigate and report upon all questions that may be referred to it by the Grand Council or Grand Master. SECTION VI. All matters of controversy and grievance brought before the Grand Council shall be referred to the Committee on Appeals and Grievances, whose duty it shall be to examine into the same and report thereon to the Grand Council. This committee can be appointed as and when necessary. SECTION VII. The Committee on Dispensations and Warrants shall examine work and records of all Councils under dispensation and all proceedings relating to the same, and such other matters as shall be referred to it by the Grand Council and report thereon. This committee can be appointed as and when needed. SECTION VIII. The Standing Committee on Retirement and Per-Diem and Mileage is removed from the status of a Standing Committee. If in the future they are required these committees may by action of the Most Illustrious Grand Master be appointed and duties assigned as he deems sufficient. Remove (Removed 2013) SECTION IX. The Committee on Audit shall at the close of each fiscal year make a careful examination and audit of the books of the Grand Treasurer and the Grand Recorder, settle the balance, and certify to the Grand Council the conditions, state, and repository of all funds and investments of the Grand Council. SECTION X. The Committee on the Life Membership Fund shall supervise and operate the investment of all monies received. The funds shall be invested in insured instruments, government certificates, certificates of deposit, and such other instruments as may be most expedient and advantageous. SECTION XI. The Committee on Broken Triangle shall review the annual mortality reports and prepare appropriate memorials. SECTION XII. The Chairman will be designated by the Illustrious Grand Master each year following the Annual Assembly. Such budget, when adopted by the Grand Council shall govern all expenditures for the ensuing budget year. And, at the direction of the Illustrious Grand Master, perform all other duties pertaining to The Grand Council finances not specifically assigned by the constitution to the Grand Treasurer and the Grand Recorder. Jurisprudence Committee 3. Composition: The Jurisprudence Committee shall consist of all current Past Illustrious Grand Masters, The Deputy Illustrious Grand Master and no more. The Grand Principal Conductor of Work, The Grand Captain of the Guard, and the Grand Recorder shall be exofficio members of this Committee with no vote. The Chairman shall be designated by the Illustrious Grand Master each year. 4. Duties: The committee shall have in its charge the responsibility to determine the validity of all changes and additions concerning Cryptic Law. The Committee shall, before the Annual 65
