2 MASONIC CALENDAR Ancient Craft Masons commence their era with the creation of the world, calling it ANNO LUCIS (A.L.), "in the year of light." Add 4000 years to the common era. Thus 1991 plus 4000 = 5991 Scottish Rite, same as Ancient Craft, except the Jewish Coronolgy is used, ANNO ~DI (A.M.), "in the year of the world." Add 3760 years to the common era. Thus 1991 plus 3760 = After September add another year. Royal Arch Masons date from the year the second temple was commenced by Zerubbabel, ANNO INVENTIONIS (A.!.), "in the year of discovery." Add 530 years to the common era. Thus 1991 plus 530 = 2521 cryptic Rite (Royal and Select Masters) dates from the year in which the temple was completed, ANNO DEPOSITINIS (A. Dep.), "in the year of the deposit." Add 1000 years to the common era. Thus 1991 plus 1000 = 2991 Knights Templar commence their era with the organization of their order, ANNO ORDINIS (A.O.), "in the year of the order." From the Christian era take Thus 1118 from 1991 = 873 Order of High Priesthood dates from the year of the blessing of Abraham by the High Priest, Melchizedek. ANNO BENEFACTOR (A.B.), "in the year of the blessing." To the Christain era add Thus 1991 plus 1913 = 3904 *** *** **** ** **.******** ****.********* Prior to 1947, the Annual Assembly was always held on the first Wednesday in October. Past Illustrious Grand Master Frank B. Newell was elected to that office on OCtober 3, 1945, and served until January 15, 1947, the first Annual Assembly that was held on the third Saturday in January. Past Illustrious Grand Master James H. Durrill was elected to that office on January 15, 1977, and served until March 11, 1978, the first Annual Assembly that was held on the second Saturday in March.

5 RETIRING MOST ILLUSTRIOUS GRAND MASTER T. EUGENE WOMACH Most Illustrious T. Eugene Womach was born on September 18, 1926, in St. Joseph, Missouri, to William McCager Womach, Oklahoma Territory, and Louise Dela Scott, Savannah, Missouri. He served in the U.S. Merchant Marine and U. S. Army infantry. He retired from the Delaware State Police in 1973 with the rank of Captain. While he is presently still retired, he is the manager of his 500 acre farm located midway between Laurel, Georgetown and Millsboro. On December 26, 1952, he married Janet Frances Christopher of Hurlock, Maryland. They have two children: Thomas E. Womach and Karen Elizabeth Womach Plummer. They also have one granddaughter, Angela Plummer and three grandsons: Joshua Plummer and Chad and Christopher Womach. He is a member of Retired Association of Delaware State Police, Military Order of the Purple Heart, Disabled American Veterans and Korean War Veterans Association, Inc. (2nd Vice President). MASONIC HISTORY CRAFT MASONRY His Masonic career began in 1950 at Hope Lodge No.4, Laurel, Delaware, where he was entered February 7, 1950, passed March 7, 1950, and raised to the Sublime Degree of Master Mason April 4, 1950, by the Past Masters of Hope Lodge No.4. He has remained active in Lodge affairs since that time and served as Worshipful Master in 1967 and He is currently Treasurer of Hope Lodge No. 4 He is a Past Grand Sword Bearer and Past Assistant Grand Instructor for District 3. He is presently a member of the Committee on General Purposes. SCOTTISH RITE He was received into Scottish Rite Masonry in October, 1950, and was Master of salisbury Lodge of Perfection (Valley of Salisbury, Orient of Maryland) in He is presently serving as Master of salisbury Chapter of Rose Croix and Turcopoler in Maryland Council of Kadosh. He received the Honor of being selected as the Scottish Rite Mason of the Year for the Valley of Salisbury in 1989 and in the same year was invested with the rank of KCCH in the Ancient Accepted Scottish Rite of the Southern Jurisdiction of the U. S.A. He is also a Past President of the Eastern Shore Scottish Rite Club and is Director of Work for the salisbury Bodies. He is a member of the Kent and Sussex Scottish Rite Club. Dep The Grand Council was opened at 9:00 A.M. by the Right Illustrious Deputy Grand Master, Richard A. Scarlott, with prayer being offered by the Grand Chaplain. PRAYER Grand Architect of the Universe, Thou has promised that where two or three are gathered in Thy name, Thou shall be in the midst of them and bless them. In Thy name we assemble. May the Supreme Grand Master graciously preside over this Grand Council and guide us in our labors that the work we endeavor to accomplish will show the truths that You have given to us. Region were introduced at the Altar by PMIGM C. Granville McVey. They were welcomed by M.I. T, Eugene Womach. M.E.G.G.H.P. Yaeger was escorted to the East and given Grand Honors. RECEPTION OF GENERAL GRAND MASTER Most Puissant General Grand Master Evan L. Fleming, Jr. of the General Grand Council Cryptic Masons International and R.P. Deputy General Grand Master N.E. Region Stephen J. Ponzillo, Jr. were introduced at the Altar by PMIGM and Grand Ambassador C. Ray Scarborough. M.I. Grand Master Womach welcomed them and invited M.P. Fleming to a seat in the East. Pletz, Deputy Grand Master of Masons in Delaware, was escorted into the Grand Council and presented to the Most Illustrious Grand Master by Most Illustrious Companion Henry G. Law, M.W.P.G.M. The Most Illustrious Grand Master welcomed Right Worshipful Brother James A. Pletz, who was representing the M.W. Grand Master, Ronald L. Jefferson, Sr., to the 65th Annual Assembly who was escorted to the East, where Symbolic Grand Honors were afforded him by the Companions present. Right Worshipful Deputy Grand Master Pletz then addressed the Companions, welcoming the visitors to Delaware. RECEPTION OF PAST MOST ILLUSTRIOUS GRAND MASTERS On direction of the Most Illustrious Grand Master, the fourteen Past Most Illustrious Grand Masters in attendance assembled at the Altar. They then introduced themselves and stated their year of service to the Companions. M.I. Womach thanked them for their past service and for their advice and assistance during the year. RECEPTION OF GRAND REPRESENTATIVES On direction of the Most Illustrious Grand Master, the Grand Representatives arose and were greeted by him, expressing thanks for their efforts and urging them to continue to cement the fraternal relations with our sister jurisdictions. REGRETS Regrets were received from the M.P. Grand Master, Robert M. Johnson, of the Grand Council of Eastern Canada, who could not attend. I checked with Charlie Farrell about a month ago about the Grand Master's schedule. He wields a big baton. Most puissant Evan L. Fleming, General Grand Master, it is a great honor to welcome you to Delaware. We have met throughout our travels, and I find you to be a great raconteur. We hope you have enjoyed your visit thus far and perhaps you will tell one of your stories a little later. Distinguished visitors, I hope you enjoy your visit and keep coming back to visit us. I will address you later. And last but not least, Distinguished companions of our own jurisdiction, Delaware. Don't look around for them because you are who I am talking about. You are certainly distinguished or you would not be here today. You are the backbone of our beloved institution. You know you often find big apples on top of the basket, but you must remember the little ones that are holding them up. NECROLOGY The Supreme Grand Master of the Universe, the Almighty Father of Light, with Whom there is no variableness, and Who has marked their labors in this earthly lodge, has seen fit to call 6 Companions to the Celestial Lodge above for all the joys and glories of the eternal Sabbath. They have gone from Alpha to omega, the beginning to the end, the first and the last, in this earthly life. The young may die, the old must die and the wiseth knoweth not how soon. There is none that escapes the inexorable doom. The almighty hand of the Supreme Master shall prevail. The designs upon the trestle Board shall be completed. There the adoration of the 12th hour will be everlasting joy. Among those who have traveled to that far distant country are Past Grand Master John J. McClearnen and Past Master Elwood R. Hawkins. We will pay special tribute to those who have left us during the report of the Memorials Committee. DISPENSATIONS Dispensations were granted to all Constituent Councils to usual waiting period between reception, investigating and waive the balloting 1990, to upon petitions received during the period from March 10, March 9, Dispensation was also granted for the same period to all Constituent Councils to hold special Assemblies for the purpose of receiving and balloting upon petitions, provided however, that proper notice is given to all members as well as to the Grand Recorder of such special Assemblies. Dispensation was also granted for the same period to all Constituent Councils to move their respective Charters to the location of any Cryptic Festivals held during that period for the purpose of receiving and balloting upon petitions, provided however that proper notice of such temporary relocation is given to all members as well as the Grand Recorder. April 6, 1990 Dispensation granted to Joppa Council No. 3 to open its stated Assembly for May 1, 1990, at 8:30 P.M. instead of 7:30 P.M. as provided in the By-Laws, provided proper notice is given to all companion members. 10

WAIVERS of JURISDICTION A waiver of jurisdiction was requested from the Grand Council of Royal and Select Masters of Pennsylvania and was granted on August 31, 1990, in favor of Gunning Bedford Council No. 1 of Wilmington for Wayne T. Slack. A waiver of jurisdiction was requested from the Grand Council of Royal and Select Masters of Maryland and was granted in favor of Gunning Bedford Council No.1, Wilmington for Randall Clarence Mullen. GRAND REPRESENTATIVES It was my privilege and pleasure to approve the recommendations of the following Grand Councils and to appoint these Illustrious Companions as Grand Representatives of Delaware near those Grand Councils: Ohio District of Columbia Kentucky Minnesota Illinois John N. Ulsh Douglas M. Dwyer Douglas F. Long T. Kenton Keyser Richard L. Card On of the more enjoyable experiences involved in serving as Grand Master is to visit our Sister Jurisdictions. I was able to visit eight of those in the North East region. Due to conflicting schedules, I regret that I was unable to visit Pennsylvania and Maine. In the case of the.district of Columbia, I was sick and could not attend. The Jurisdictions I visited April 5 & 6 May 4 & 5 May 7, 8 & 9 May 11 & 12 June 1 & 2 June 10 & 11 August 24 & 25 December 9 & 10 OFFICIAL VISITS TO SISTER JURISDICTIONS were: Grand Grand Grand Grand Grand Grand Grand Grand Council Council council council Council Council Council Council of of of of of of of of Rhode Island New Jersey Maryland New Hampshire Connecticut Vermont New York Massachusetts Whenever the Grand Chapter and Grand Council met on the same day or next day, I attended both sessions. Another great experience was to be able to attend the Triennial of the General Grand Council and General Grand Chapter held in Providence August This was an unforgettable experience and, in my opinion, the highlight was the opening ceremonies with all its pomp and circumstances. I was thrilled and highly honored to carry the flag of the State of Delaware in this ceremony and also to carry the Flag of Texas. Another outstanding event was the North East Regional Conference held at Newark, New Jersey, on September 8th. Besides meeting with my peers, we had an all day session in which much knowledge was im- 11

14 parted. OUT OF STATE VISITS Instead of asking one of our Distinguished visiting companions to offer up their usual platitudes, I would like to reflect upon some of my out of state visitations. As I stated, I was unable to attend the District of Columbia's Grand Assembly because of a bout with the flu. I had sent in my reservations but just couldn't make it. Next came Rhode Island. My wife had grave misgivings about our travels and visitations and was not looking forward to them. However, when we visited Rhode Island, she met so many new and enjoyable friends that she was ready to do them all. I, also, had my reservations, but as the circle of newly found companions and friends increased, I, too, was looking forward to other visits. On Sunday morning, when we were to leave for Delaware, we woke up to a blanket of snow. My wife detests snow, especially when we have to drive in it and was very upset. But as we proceeded south, the snow dissipated. Next we visited New Jersey. The directions to get to the hotel were adequate except the exit number should have been included. We rode around the same cut-offs about four times until we finally arrived at our destination. One of the high lights of our visits for my wife was Ocean City, Maryland. Possibly, the main reason was that we were only six miles from home, but another was the three tours they scheduled. My wife enjoyed them immensely. Then on to New Hampshire, beautiful country, beautiful motel and a nice meeting place plus you could now go the speed limit of 65 miles per hour. Connecticut - Beautiful state, great companionship and we will be going back there this year for the North East conference. Vermont - The Green Mountain State. We went up on the New York side of the lakes and across the one way bridge just south of Burlington. We got there a day early and went into town and walked around the restored area. Keep in mind that we had just left Delaware with sunshine in June and temperature in the nineties. We had our shorts on and very light clothing. It was raining and temperature there was 40 degrees. We almost froze. New York - We left Providence, where we had been for the General Grand Council and Chapter, and drove over to Batavia. We arrived early so we took a tour of Niagara Falls and the works. We had never been there, and it was one of the high lights of all our trips. Also rode through two locks of the Erie Canal in a pontoon boat. Massachusetts We had been apprehensive about going to Massachusetts in December but the Grand Master assured us we would have perfect weather and we did and thoroughly enjoyed ourselves. These are just a few reflections of our visits and are experiences which I shall never forget. The many friends I have made, the courtesies and hospitality shown shall be cherished always. We need old friends -t.o help us grow old and new friends to help us stay young. I thank all of you for these memories. MEMORIES Memories are heartbeats, sounding through the years, Echos never failing, of our smiles and tears, Moments that are captured, sometimes unaware, Pictures in an album, or a lock of hair, Images that linger, deep within the mind, 12

15 Bits of verse we cherished once upon a time. Through the musty hallways of the days we knew, Ever comes the vision, beautiful and true. Memories are roses blooming evermore, Full of fragrant sweetness, never known before. We must have a reason, goals for which to strive, Memories are lights that burn to keep the heart alive. OFFICIAL VISITS TO CONSTITUENT COUNCILS Another of the more pleasurable and meaningful tasks of a Grand Master is visiting the constituent Councils within his jurisdiction. At each of these visits the Grand Council staff and I were received warmly and accorded every honor. A special treat was received on our visitation to Gunning Bedford Council No.1, where we and our ladies were invited to dinner. Then an informative Assembly was held and then back to the fourth floor where entertainment was provided. The entertainment was the same as last night, so those of you who were there last night know how much we enjoyed it. We need more of this, good fellowship among ourselves and our ladies. I want to thank Illustrious Past Master William J. Littel for this delightful evening. We also enjoyed great fellowship at the other Councils with great eats and much bragging about ones accomplishments after our Assemblies. The visitations were as follows: Mat 23, 1990 November 7, 1990 September 4, 1990 Gunning Bedford Council Adoniram Council No. 2 Joppa Council No. 3 No.1 OTHER VISITS It is unnecessary to list all the Masonic visits I made, as it is a waste of time, labor and money to list them. Suffice it to say that other than what is listed here, I attended 102 Masonic functions. At many of those I was acknowledged as the Grand Master of Cryptic Masons. Most of these events were working meetings for me as an officer or taking part in degree work. I had to refuse several invitations because of conflicts in my schedule, but the major ones, in my opinion, that I was able to attend are listed below Semi-annual Communication of Grand Lodge Brotherhood Night Install the officers of Hope Lodge No Grand Lodge at Newport Grand Chapter and Grand Council visitation of Maryland to Chesapeake Chapter No. 17 and Giblim Council No. 12 in Salisbury Presented York Rite story at Doric Lodge No. 30 at Millville Presented York Rite story at Hope Lodge No. 4 at Laurel I sincerely regret being unable to attend the Thrice Illustrious Masters degree and the Order of High Priesthood. I had been looking forward to being there. On the day scheduled, the radio kept saying that it was going to snow. I made up my mind that if it wasn't snowing at 4:00 P.M. I was leaving and I did. There was no snow anywhere and it didn't really look like snow. However, I kept going North and when I was about fifteen miles up the road, it started spitting snow, but I kept on going. Ten miles further the ground was suddenly covered with about 2" of snow, so I turned around and came back. It was a bad night. So that is my explanation for not being here. 13

16 GENERAL GRAND COUNCIL ADULT LEADERSHIP AWARD This award should be made only to one who has been an active participant in one of our youth organizations for a number of years. The Committee has recommended Franklin R. Townsend who without a doubt fits this description. (Presented in conjunction with M.P. Evan L. Fleming, Jr.) GENERAL GRAND COUNCIL CRYPTIC MASON OF THE YEAR AWARD This award is given for one who is an active participant and promoter of Cryptic Masonry. The Committee has recommended this companion for this award, and I am very pleased to present it to Charles H. Lengel, Jr. (Presented in conjunction with M.P. Evan L. Fleming, Jr.) CONDITION OF THE RITE It is my belief that York Rite Masonry is stable and will continue to be. However, we do need members to keep alive and alert. This is not a real fault of the York Rite as we all know that Symbolic Masonry is floundering and in need of new members. Many people much wiser than I have tried to solve this problem, but they haven't come up with an answer yet. The programs in Pennsylvania (I believe it was called Solomon, and was also adopted in Maryland) has fallen by the wayside. We just don't know the answers. The ritual or degrees conferred in Delaware upon candidates is the best around. As far as I am concerned, I would put them up against any other Councils in any state. Of course, I am prejudiced as I confer or take part in several degrees. The only thing I know to get and keep new members is to "Spread the Word", which is my theme. Spread the word means by any means possible. This means to the Symbolic Mason, profane or anyone who will listen to you. This includes our own members who are not knowledgeable about Masonry. In the Most Excellent Masters degree the newly received and acknowledged companion is told that one of the great duties of a Most Excellent Master is to dispense light and truth to the uninformed Mason. So, we have to spread the word. Our Councils are alive and will continue to be as long as we can get leaders such as you to direct us. RECOMMENDATIONS 1) That we continue to "Spread the Word" of York Rite Masonry in our Symbolic Lodges whenever invited to do so. 2) That the Grand Council find the means to clothe each member of the Grand Council staff with a suitable apron with the Grand Council emblem on it. None at present time have any, except the Grand Master. The other members are forced to wear borrowed aprons with nothing about the Grand Council on it. This would add to more dignity to the office. CONCLUSION My service to this Grand Council is rapidly drawing to a close. I wish to thank all the Companions of the Cryptic Rite of Delaware for their support, help, aid and assistance in carrying out the duties of Grand Master of this Grand Council. I also want to thank the of- 14

17 ficers of this Grand Staff for their participation in the affairs of the Grand Council. Without their support, this Grand Council would be nothing. Also a great thank you to the various committees. While we no longer enjoy our secret vaults filled to capacity with interested members, we do have our dedicated and loyal Companions, who are seekers of light, faithfully attending. However, we must still "SPREAD THE WORD" so that the world at large will know the goodness of our institution in order that they may seek light in Masonry and then hopefully will desire to learn the mysteries of the secret vault. In closing, I want to express my deepest appreciation for having been permitted to serve as your Grand Master. I have learned much. It has been a year in my life that I shall never forget. REPORT OF THE REPRESENTATIVE TO THE ALBERT T. HANBY TRUST Early in 1990 the Board of Governors received correspondence from the Delaware Nature Society asking the Board to consider registering a portion of the South Branch of Naamans Creek Natural Area, that is part of the Hanby property. The Nature Society was hopeful of having a spring wild flower walk along portions of Naamans Creek. Nothing further developed from that request. The Board of Governors met with the YMCA Staff in early May. We were given an oral review of the operation of the camp, on the Hanby property and an overview of the plans for the 1990 camping season. Based on this presentation, the decision was made to continue the financial support of this camp. A check in the amount of $43,

Scarlott Governor REPORT OF THE BENEVOLENT FOUNDATION COMMITTEE Donations to the Cryptic Masons Medical Research Foundation continue to be primarily based on memorials with very little free will giving. The committee believes a direct letter of appeal from the Most Illustrious Grand Master would significantly increase the free will giving. Perhaps a fund raising project could be sponsored with all profits benefiting the foundation. Fraternally submitted, REPORT OF THE JURISPRUDENCE COMMITTEE Harry M. Sullivan, Jr., PMIGM Chairman Your Jurisprudence Committee is highly honored to have the privilege of reviewing the Address of our Most Illustrious Grand Master, that has been conveyed here today. The warmness displayed throughout his comments is truly indicative of the character of our Most Illustrious Companion. We are not too surprised to find this in his report to this Grand Council since it is the same warmth that he has demonstrated in all of his visits and is, most especially, an inherent characteristic of his life - a characteristic that is well worth emulating. We find the dispensations and waivers of jurisdiction requested by him entirely within the prerogatives of the Most Illustrious Grand Master and amply covered in our Constitution and Code. We thus, with no reservation, recommend their approval. We commend him on his acceptance, on our behalf, of five of our sister jurisdictions Companions as our representatives near their jurisdictions. We welcome these new representatives and pray that they each may have long,meaningful and pleasant dialogues in the discharge of their respective duties as Delaware's Representatives. Our Illustrious Grand Master has been extremely attentive in his visitation labors on our behalf. Eight of our sister jurisdictions together with the Triennial of General Grand Council are richer by his attendance and participation in their sessions. And my Companions, as you have heard him comment, he has enjoyed all the pleasures accompanying these responsibilities and he, indubitably has become richer and wiser in his ways by the sharing of these visits. The importance of his visits to Craft Lodges throughout this State, as part of his program to "Spread the Word" is of primary importance to this Grand Council and York Rite Masonry. There is no doubt that, as part of these programs, 'a little bit of his goodness and knowledge has rubbed off on them'. Our Grand Master finds the statutes and codes of this Grand Council in good shape and has accordingly presents no action requiring approval or referral by this Grand Council - and that speaks well for us. 19

22 Our Grand Master shares with us in his address some reflections on 'Memories'. Walt Whitman, writing over 100 years said: "Thanks thanks ere I go For health, the midday sun, the impalpable air -- for life, mere life, For precious ever - lingering memories. We sincerely thank Illustrious T. Eugene Womach for his stewardship over this Grand Council this past year. Thomas, PMIGM Chairman In order to clarify the position of the Grand Council relative to membership in multiple Councils, the following amendment to the Constitution and code is proposed: ADD: ARTICLE 12A - MEMBERSHIP A Royal and Select Master holding membership in a Council in this jurisdiction shall have the right of membership in any Council in this jurisdiction without limit as to the number of Councils to which he may belong. One desiring multiple membership shall present a petition for affiliation in the other Council, together with' evidence of good standing in his original Council as well as the requisite fee as fixed by the By-Laws of the other Council. If elected, he shall pay all Council and Grand Council dues and assessments in every Council of which he shall be a member as prescribed, dating from his election to multiple membership. Within one month of his election to membership in the other Council, his original Council shall be notified of his status in the other Council, by the Recorder of the other Council. Each Council shall show his status as a dual member in their Annual Return and pay the usual Per Capita and Assessments due. A multiple member in good standing may voluntarily terminate his membership in any Council by notifying all Councils in which he shall hold membership of his intent of termination. Upon such notice, his name shall be removed from the rolls of the Council in which termination is desired. No Demit shall be issued upon termination, and he shall be listed as "Withdrawn" in the Annual Return of the terminated council. A multiple member in good standing may voluntarily demit from membership in all Councils in which he shall hold membership by notifying all such Councils of his intent. His name shall be removed from the rolls of all such Councils and a Demit shall be issued by his primary Council only. A multiple member who is Expelled or suspended from any Council shall be automatically Expelled or suspended from all Councils. The Council taking the action shall notify the Grand Recorder who shall notify the other Councils. A multiple member who shall have served as Illustrious Master of one Council shall be listed by his other Councils as an Affiliated Past 20

23 Illustrious Master. A multiple member who shall have served as Illustrious Master of more than one Council shall be listed as such by all Councils over which he shall have presided, and as an Affiliated Illustrious Master by his other Councils. A multiple member shall not be permitted to concurrently serve more than one Council as an elected representative, i.e., Illustrious Master, Deputy Master, or Principal Conductor of the Work. A Past Illustrious Master of one Council serving as an elected representative of another Council shall have no vote as a Past Illustrious Master in Grand Council. A Past Illustrious Master of more than one Council shall have only one vote in Grand Council. The amendment to the Constitution was adopted as Section 12A of the Constitution. 1. YORK RITE ADVANCEMENT Chester C. Coffin, PMIGM Chairman The opportunity for York Rite Advancement and the accomplishment of Long Range Plans is now before us. Recognizing, that as Symbolic Lodge goes, so goes all of the appendant bodies, I believe that the 21

24 Symbolic Lodges have before them a decisive era when they can once again enjoy a growth period. This can then provide this Grand Council the opportunity to grow also. My basis for this statement, and belief, is substantiated by an article in the December, 1990, Philalethes magazine, written by Roger S. VanGorden. The article is entitled Masonry and Megatrends and discusses portions of a recent book, co-authored by John Naisbitt and Patricia Aburdene. The title of the book is "Megatrends 2000". They define a megatrend as a series of large social, economic political and technological changes that are slow to form, but once in place influence us for ten years or longer. From their studies, the authors believe there are ten trends that will affect the 1990s, and three of those can benefit Freemasonry. They are: A Renaissance in the Arts, The Religious Revival of the New Millennium and the Triumph of the Individual. These three megatrends embody the spirit of Freemasonry. "Today there is a new possibility: The individual can influence reality by identifying the directions in which society is headed". Their conclusions sum it up very well and I quote, " Trends are in place to act as catalysts for Masonic revival. Do we have the ability to react? Our period of fear and discontent may be at its end if we can inform society of our work, purpose and how to join. Respectfully submitted, Richard A. Scarlott, DGM Chairman LEADERSHIP This being the sixty-fifth Annual Assembly of the Grand Council of Cryptic Masons of Delaware we are motivated to make a statement regarding one of the major concerns for the future of our organization...leadership. There is no denying the fact that almost every conversation nowadays when Masons get together for fellowship ends with a discussion of leadership in our individual bodies, and then sit back and wait for these same people to develop programs which will encourage an increased attendance and participation. In other words, we expect our newly-elected leaders to do it all, often without much support from the rest of us. Leadership is a joint effort, of the leaders and those who supposedly are being led; otherwise, we are doomed to failure. We members of the "Leadership Committee", therefore, propose the following suggestions: 1. Step forward and offer to assist your presiding officer in planning a really good and interesting program for each meeting. 2. Whenever you perform a worth-while public service in your community, and are complimented for the same, let it be known that you represent Masonry (or, more specifically, York Rite Masonry). 3. Number two above is even more obvious to the general public when you wear in your lapel a pin from one of the York Rite Bodies (an idea which has been advanced for years by P.M.I.G.M. Lewis J. Blackwell). 4. Trestleboards should be made as attractive, informative and sufficiently inviting as possible, with a view to encouraging attendance. S. Lastly, bring someone with you to meetings. We all know of Brothers and Companions who for one reason or another, can no 22

25 longer drive an automobile but are still enthusiastic. We believe that the above will not be too difficult to accomplish. Fraternally submitted, Maynard H. 27 First, there are a couple of business items to take care of. I am appointing an ad-hoc committee to research the feasibility of making our Council of Thrice Illustrious Masters, a formal member of this Grand Council. PMIGM Henry G. Law will chair that committee and additional committee members will be appointed. There was a very important committee overlooked in the plans for next year and I will correct that oversight now. The Grand Council code calls for a Grand Inspector to be appointed and I had not done that. PIM Franklin R. Townsend will fill that position and his two assistants will be appointed shortly. Adopt-a-Highway Information recently became available to me about the Adopt-a- Highway program. It is my intention to try and get this program started through the Grand Council and hopefully the other Masonic Bodies of Delaware will follow suit. Grand Council Aprons Since my predecessor has made a recommendation that aprons be obtained for the Grand Council Staff, I will have that pursued. As reported by the Jurisprudence Committee, the easy way to accomplish this would be for each Council to provide their outgoing Illustrious Master with a Past Illustrious Masters apron, as is being done by Gunning Bedford Council. Before closing this Grand Council I'm going to share something with you that I read recently. These remarks were made at the opening of a Grand Lodge and I quote. Now on this occasion we meet not so much to cast up accounts and to reckon up the past, but to look our duty squarely in the face in the presence of the new future. I say "new future", because America, and probably the world, will never be again as it has been in the past. Our people responded to the greatest appeal that has ever been made to the martial prowess of any nation, and responded with an alacrity, effectiveness, and spirit never surpassed. Mankind has just passed through the greatest tragedy, emerging from the greatest shadow, in all the history of the human race, and stands now peering into a beclouded and possibly perilous future. We are come today to look to new conditions and to see what we can do for the betterment of the things that lie before us. America has won for herself, I will not say military supremacy, but something far greater -- moral supremacy throughout the world. In the great battle of Autocracy against Democracy, tyranny against freedom, savagery against civilization, barbarism against Christianity, the brutehood of the jungle against the manhood of mankind, it was the might of America that made victory instead of defeat possible. But, we have no occasion to boast, and I trust no disposition to do so, for our loss and sacrifice, great as they may be to us, have been indeed small in comparison with the loss, the sacrifice, the sorrow, the suffering of the allied nations. He closed with a poem, but did not name its author: When the armies of earth are disbanded And their trappings are coated with dust, And the musket forever is silent, And the cannon is cankered with rust, And the sword and the helmet lie tarnished Mid the rubbish of pomp and display, Then shall we wake to the glorious dawning Of the promised fraternal day. And that day will bring joy to the nations, 25

28 For the glow of its generous light Will invade the dungeon of darkness And scatter the blackness of night. The Empire of Truth shall be founded And the sway of its scepter increased, Until all mankind stand shoulder to shoulder In the ranks, not of war, but of peace. And the spirit of truth shall breathe o'er us And Humanity's banner float free, Till fraternity's message is wafted To the uttermost isles of the sea. Companions those were the words of Past Grand Master Allen Andrews at the opening of the Grand Lodge of Ohio on November 26, Over 72 years later most of those words are stll meaningful and applicable. I offer them to you to think on.
