4 RETIRING MOST ILLUSTRIOUS GRAND MASTER MAYNARD H. MIRES. JR. He was born in Ithaca, New York, on March 18, 1924, to Dr. Maynard H. Mires and Ethel E. (Coon) Mires, was educated in the public schools of Sherburne, New York, and received his pre-medical education at Haai lton College, Clinton, New York. Graduation from the Universi ty of Buffalo College of Medicine and marriage to the former Ruth A. Bingham of Buffalo occurred the same day: June 22, This union has been blessed with four children: Col. Stephen A. Mires, USAF, stationed at the Pentagon; Dr. Peter B. Mires, of Reno, Nevada; Mrs. Martha M. Britt, of St. Mary's County, Maryland; and Ms. Amy L. Mires, of Manchester, New Hampshire. Dr. Mires began his career in military medicine immediately out of medical school by serving two years at the U.S. Marine Hosp i tal, Boston, Massachusetts, plus a tour of sea duty in the North Atlantic. He was then trained in communicable disease control, and worked as an epidemiologist in Mississippi and Texas. In , he was on loan to the U.S. Department of State, and served as a member of the Special Technical and Economic Mission to Thailand. Near the end of this period, he was assigned the task of setting up clinic facilities for the treatment of malaria, filariasis, yaws, and trachoma in one area of western Cambodia. Upon return to the United States, he transferred to the Ready Reserves in order to become Communicable Disease Director with the Vermont Department of Health. He was sent to the Harvard School of Public Health in , and received the Degree of Master of Public Health (Cum Laude). His thesis, a Plan for Village Life Improvement and Community Development in Iraq, was put into effect in Mosul, Iraq. While in Vermont, Dr. Mires was involved in the Field trial of Salk Polio Vaccine, collated and up-dated the Health Regulations for the state, and revised treatment policies for Tuberculosis control. In 1956, he became cer,tifiedby the American Board of Preventive Medicine, and that same year helped found the NH-Vt American Trudeau Society. The move to Delaware in 1957 initiated a new chapter as he was appointed Director of Local Health Services with the State Board of Health, charged with assuring the uniform availability and accessibility of preventive health services in the three counties. Seeing the need for an improved Medical Examiner's system, he cooperated with the Attorney General and the Medical Society in seeking a top-notch forensic pathologist, resulting in the hiring of Mr. Ali Z. Hameli. Another felt need was the training of home health aides and homemakers, so he founded the Homemakers' Service of Central Delaware, which has evolved into Geriatric Services. The large numbers of migrant agricultural workers coming to Delaware each season necessitated the writing of regulations governing Migrant Health, the founding and funding of a system of health information exchange among the states from Florida to New York. At the invitation of the Director of the College of Nursing at the University of Delaware, a former Harvard classmate, he became a regular lecturer to the student nurses. 3

5 Dr. Mires' interest in International Health was manifested again during.. the 1960's when he was sent on three separate occasions to work with health and social agencies (AID, CARE, etc.) serving the indigenous Cuna Indians of San BIas and Guaymi Indians of Chiriqui, Panama. In 1973, he accepted the invitation to move to New Hampshire where he was appointed Director of the Division of Public Health Services, which included two other duties: Executive Secretary of the State Board of Registration in Medicine, and Associate Professor of Community Health at Dartmouth Medical School. In New Hampshire, he was an active member of both the NH Lung Association and the NH Division of the American Cancer Society. He was Pres'ident of the Merrimack County Medlcal Society in In 1981, Dr. Mires and his wife returned to Delaware, and during the 1980's he was employed as Director of the Sussex County Health Unit, until his retirement. He was presented with the Distinguished Service Award by Governor Michael Castle. Also, following a long career as an officer in the U.S. Naval Reserve, he retired in 1985, with the rank of Captain, having served as commanding Officer of MEDCRU-604 which evolved into Naval Hospital Bethesda His Masonic career began in 1955, when he was Initiated, Passed and Raising in Ethan Allen Lodge No. 72, Essex Junction, Vermont. He received the Scottish Rite Degrees in 1956 in the Valley of Burlington, Vermont. Upon coming to Delaware, his memberships were transferred to Union Lodge No. 7'of Dover, and the Scottish Rite Bodies of Delaware. He served as Most Wise Master of Wilmington Chapter of Rose Croix, 18, in , and was coroneted an Honorary member of Supreme Council, 33, N.M.J., in He became a member of Nur.Templ.e, A.A.O.N.M.S., in 1957, and was founder and first President of the First State Shrine Club in His association with the York Rite bodies began with the Capitular Degrees in Kent Chapter No.8, in He served as High Priest of Hope Chapter No.7, of Georgetown, in 1987; Thrice Illustrious Master of Joppa Council No.3, also of Georgetown, in 1988; and as Eminent Commander of St. Andrew's Commandery No.2, of Dover, in He is an Honorary member of the Grand Councils of New Jersey, Pennsylvania, and Rhode Island, as well as an honorary Past Grand Master of the Supreme Grand Council of the Eastern Jurisdiction of Canada. He is a member of Delaware College, S.R.I.C.F., Delaware Conclave, R.C.C., and the Kent-Sussex Scottish Rite Club. Dr. and Mrs. Mires attend St. Paul's Episcopal Church in Georgetown, where he is a licensed lay reader and occasional organ player. He is presently serving as Vice-President of the Georgetown Historical Society, and is active on many health related advisory committees. 4

6 PROCEEDINGS OF THE GRAND COUNCIL OF CRYPTIC MASONS OF DELAWARE The Sixty-Seventh Annual Assembly of the Grand Council of Cryptic Masons of Delaware was held in the Masonic Temple, 818 Market Street, Wilmington, Delaware, on Saturday morning, March 13, A.D. 1993, A.Dep The Grand Council was opened at 9:00 A.M. by the Right Illustrious Deputy Grand Master, James A. Pletz, with prayer being offered by the Grand Chaplain, followed by the Pledge of Allegiance to the Flag. The Most Illustrious Grand Master, Maynard H. Ponzillo,Jr., was introduced at the Altar by MIPGM and Grand Ambassador C. Ray Scarborough. They were accompanied by Grand Ambassadors Frederic S. Batten, of D.C., and William C. Rose, of Mass. Most Illustrious Grand Master Mires welcomed them and invited R. P. Ponzillo to a seat in the East; Grand Honors were then afforded. RECEPTION OF THE REPRESENTATIVE OF THE HOST WORSHIPFUL GRAND MASTER OF MASONS IN DELAWARE Right Worshipful Albert H. Westerside, Senior Grand Warden, representing the Most Worshipful Grand Master, Herbert J. Atkinson, who was unable to attend due to the inclement weather, was escorted into the Grand Council and presented to the Most Illustrious Grand Master by MWPGM and RIDGM James A. Pletz. R.W. Westers ide was invited to the East and afforded Grand Honors. 8

10 RECEPTION OF MOST ILLUSTRIOUS PAST GRAND MASTERS On direction of the Most Illustrious Grand Master, the Most Illustrious Past Grand Masters in attendance assembled at the Altar. They then introduced themselves and stated their year of service to the Companions. M.I. Mires thanked them for their past endeavors and for their advice and assistance during the year. Grand Honors were afforded them. RECEPTION OF GRAND REPRESENTATIVES On direction of the Most Illustrious Grand Master, the Grand Representatives arose, announced their jurisdictions, and were greeted by the Most Illustrious Grand Master. He then presented a Commission to John B. Dorsey as the Grand Representative of the District of Columbia, assisted by RIDGM Arpad of DC. REGRETS The Grand Recorder expressed the regrets of the visitors who were unable to attend. ADDRESS OF THE MOST ILLUSTRIOUS GRAND MASTER To the Right Worshipful Senior Grand Warden, Albert H. Westerside, representing the Most Worshipful Grand Master of Masons in Delaware, Brother Herbert J. Atkinson, I am especially pleased and feel honored at your presence here this morning. To the distinguished guests from other Grand Jurisdictions, the Past Grand Masters of the Cryptic Rite, our Most Excellent Grand High Priest, our Right Eminent Grand Commander, and distinguished Companions here convened, a hearty welcome to this our Sixty-Seventh Annual Assembly. Right Puissant Stephen J. Ponzillo, Jr., Regional Deputy General Grand Master, representing Most Puissant Evan L. Fleming, Jr., General Grand Master, since this is, after all, a Grand Council affair, it is most meaningful to have you present today. During this past year, as my wife and I have travelled hither and yon, we have repeatedly encountered you, and have developed very close personal ties. And to all of our Distinguished Visitors, may this occasion be enjoyable and memorable for you, and may it not be the only time you accept our heartfelt hospitality in Delaware! Those who are left (our own Brothers and Companions in Delaware), you are ever in my thoughts and prayers as you labor ceaselessly in the quarries, looking for neither honors nor rewards, often unnoticed and unappreciated, but without you we would have no reason to hold this Assembly today. 9

11 NECROLOGY The Supreme Architect of the Universe has called several of our number from labor to a state of eternal refreshment. They have gone to a far better place and to their just reward. I shall leave' it to the Memorials Committee to recognize them properly, and shall only mention one who stands out in my memory, M.L Past Grand Master Richard H. Thomas. As you know, we who sit up here in the East look for guidance 'to those who have served previously. Richard Thomas was one who gave such help and direction. 12 OUT-OF-STATE VISITATIONS One of the challenges of this position is attempting to fulfill one's duties to our sister Grand Jurisdictions. I started out the year with the best of intentions, but unfortunately, was able to attend only eight Annual Assemblies elsewhere. The others were missed because of conflict of dates or because of a trip to Scotland which my wife and I made in late May and early June. We did make it to the following, however: Grand Council of Rhode IslandApril 10, 11 Grand Council of PennsylvaniaApril 26, 27, 28 Grand Council of New JerseyMay 1, 2 Grand Council of New HampshireMay 9 Grand Council of MarylandMay 11, 12 Grand Convocation of Eastern CanadaMay 22, 23 (held in Nova Scotia) Grand Council of New YorkAugust 14, 15, 16 Grand Council of MassachusettsDecember 7 Another outstanding event was the Northeast Regional Grand Council Festival held in Cranston, Rhode Island on November 14, I don't know that I have ever seen more splendid work! Various states sent their best teams to exemplify the Degrees of Royal Master, Select Master, and Super Excellent Master in full ceremonial form and with such dramatic skill as to rival professional actors. This brings up a point upon which I feel I must comment. Because of my own naivete and lack of travel experience, I was not prepared for t4e variation in the way the work is presented in the various states. The Thrice Illustrious Master Degree, for example, can be as simple or as complex (with a large costumed cast) as the occasion requires. While watching this Order of the Silver Trowel, I was moved to reflect how nice it would be in Delaware if the Degree would be presented at a different season of the year. How often have we seen attendance severely affected by inclement weather, conflicting Christmas plans, or even the occurrence of respiratory infections! This thought is put forth merely as a suggestion; I realize, of course, one very good reason for having it at this time. In one state I visited there was a movement (although unsuccessful) to change the name of their Grand Council so as to reflect the equal importance of the Super Excellent Master Degree. I believe that we address that situation very well by being r-ef'er-red to as a "Grand Council of Cryptic Masons", and leave it at that. The greatest benefit to me personally from these out-of-state visitations has been the really deep and lasting friendships I have formed. This is something I was not expecting at this late stage in my life. 11

13 ~ OFFICIAL VISITS TO CONSTITUENT COUNCILS Another most important (and rewarding) duty is the official visitation to each Constituent Council. My Grand Council Staff and I were very warmly received, our speeches to the Companions were short and relevant, the refreshments were outstanding, and a "sense of Brotherly love prevailed". Visitations were as follows: Gunning Bedford No. 1 - September 23, 1992 Joppa Council No. 3 - November 3, 1992 Adoniram Council No.2 - December 2, 1992 I was unable to attend the Assembly and Constitution of Thrice Illustrious Masters Council No.4, on December 30, 1992, but was ably represented by Deputy Grand Master Pletz, who performed the Constituting ceremony. OTHER VISITS It was indeed a very pleasant experience to attend the Annual Communication of the Grand Lodge on October 7th, and following that on the next evening, the Open House and Installation of the new Grand Lodge Officers witnessed by family and friends, at the Scottish Rite Cathedral. This latter named affair, sponsored by our own Deputy for Delaware, Illustrious Harold T.J. Littleton, has been a tradition for some years, but this time included remarks by the presiding Officers of all the York Rite Bodies. Many favorable comments were heard. I have also had occasion to drop in on various other meetings in an unofficial capacity. GENERAL GRAND COUNCIL ADULT LEADERSHIP AWARD This Award is presented to that Companion who has been an outstanding active participant in at least one of our youth organizations, and was presented to Eugene R. Small at last night's Banquet. GENERAL GRAND COUNCIL CRYPTIC MASON OF THE YEAR AWARD This Award is presented to one who is an active participant and strong promoter of Cryptic Masonry. The Committee has recommended that this Award.be presented to John B. Dorsey, and this was accomplished at the Banquet. 12

14 CONDITION OF THE RITE I have thought very deeply and seriously for a long time about my remarks in this section of my address. It has become the custom in many places (and even occasionally here in Delaware) to complain about poor" attendance at meetings, luke-warm interest in our efforts, and therefore to predict the eventual demise of Cryptic Masonry. However, even acknowledging the obvious concern we all feel, I refuse to be just another Prophet of "Gloom and Doom". Cryptic Masonry in Delaware, I believe, is beginning to rise from the doldrums. We are taking in new men, enthusiastic men, some of whom are"willing to start up through the chairs. I look forward to the day when none of the dais officers in our Constituent Councils will be Past Illustrious Masters. I also look forward to the day when, once again, the seats on the sidelines will begin to fill. Hopefully, when the time comes that I am no longer able to play an active part, I too can sit there and enjoy that same fine work for which our Companions have always been noted. I would like to make special mention of the successful efforts made this past year by the various York Rite Bodies in New Castle County to set up a functioning Planning Council for the regular presentation of Degrees. Congratulations! As my year draws to a close, I must necessarily be reminded of those Companions who have inspired and guided me. The first one who comes to mind is no longer with us" physically, but shall always be here spiritually: Joey Nicklas. I know very well that I would never have aspired to this high office but for his words of encouragement and his sterling example. I have, of course, received great support from my Officers on the Grand Council Staff; it is especially comforting to know that I shall be succeeded by James A. Pletz, who brings to this position a wealth of experience and understanding. The members of our Constituent Councils, most notably those from Joppa No.3, have been most supportive! I must also thank certain out-of-staters (you know who you are t ) for their friendship and hospitality. And finally, I must thank my dear wife and "companion" of 47 years, Ruth, who has always been there, giving of her time and talents. Fraternally submitted, Maynard H. REPORT OF THE GRAND RECORDER It has been my honor and pleasure to have been able to have been of service during this past year as your Grand Recorder. While in general, the cooperation of the Constituent Council Recorders has been good, there is still room for improvement. In particular, I must reiterate the Code requirement for monthly submission of the Membership update forms. It is the goal of this office to be able to provide most if not all, of the data required on the Annual Return Forms so that the Recorders.will hopefully need only to make minor adjustments. However, in order for this to be accomplished, data must be current. The good news this year is the membership increase. Ray Scarborough, MIPGM Chairman REPORT OF THE YORK RITE ADVANCEMENT COMMITTEE The York Rite Advancement Committee of Grand Chapter, Grand Council, Grand Commandery, the Dais officers of the constituent bodies and other interested Companions and Sir Knights met together to establish a York Rite Planning Council for New Castle County. At a series of. well attended meetings chaired by Most Illustrious Companion Donald D. Thomas (MIPGM): operational details for. the Planning Council were defined; By-Laws were agreed upon; a schedule for ritualistic work was developed; all of which has been ratified by the individual Constituent bodies. With this council in place, the York Rite activities in New Castle County will now have the same coordinated direction as has been accomplished in Lower Delaware for many years. 19 REPORT OF THE YOUTH COMMITTEE Jobs' Daughters in Delaware continues to enjoy sufficient numbers in membership and adult guardians. A couple of Bethels have faltered this past year, notably the closure of Bethel No.4. However, several are flourishing. We applaud them and wish them continued success. Delaware DeMolay, however, is not so fortunate. Membership remains minimal and adult advisors, less than minimal. I have, for instance, assumed the duties of Wilmington Chapter Advisor for the third t ine in as many decades. All is not, as it may seem, doom and gl.oom, With the appointment of a new Executive Officer, Brother David Goss, we hope to begin new programs to attract young men and Masons. HANBY TRUST Support of the Day Camp and Youth Sports Facility operated by the YMCA on land leased by it from the Trustees continues to be the principal activity of the Hanby Trust. In 1992, the Trust made a cash grant of income to the YMCA for use on the project. This Grant was $34, and a substantial portion of it was used to defray the camping fees of underprivileged children. This represents a decrease from the grant made last year which was $38, The decreased grant is the result of lower income received by the Trust on its investments brought about by the generally stagnant economy. 21 .'." ~URISPRUDENCE REPORT GRAND MASTER REPORT Your Jurisprudence Committee is delighted to have the pr ivilege of reviewing the Address of our Most Illustrious Grand Master Maynard H. Mires, that he has so skillfully shared with us this morning. Our Illustrious Grand Master has attended to the duties entrusted to him with the talent, proficiency, love and devotion that we have come to expect from him. Indeed this Grand Council has once again been in caring hands again this past year. We find the dispensations and waivers of jurisdiction requested by him entirely within the prerogatives of the Most Illustrious Grand Master and amply covered in our Constitution and Code. We thus, with no reservation, recommend their approval. We commend him on his acceptance, on our behalf, of three of our sister jurisdictions Companions as our representatives near their jurisdictions. We also express our appreciation of his honoring three of our distinguished Companions to be the Grand Representatives of a sister jurisdiction near Delaware. Each of these named Companions is well acquainted with their responsibilities and we doubt not that they will be attentive to the duties assigned to them. We welcome these new representatives and pray that they each may have long, meaningful and pleasant dialogues in the discharge of their respective duties as Delawar~'s Representatives. Our Illustrious Grand Master has been extremely attentive in his visitation labors on our behalf. Eight of our sister jurisdictions were enriched by his attendance and participation in their sessions, together with the Northeast York Rite Masonic Conference. His comments note how much he benefited from these activities. The Grand Master has made several meaningful suggestions relative to manners in which other jurisdictions operate which are worthy of consideration by those who will subsequently lead this Grand Council. These are, in the opinion of the Jurisprudence Committee, comments offered as helpful hints and, as such, require no formal action of this Grand Council. We sincerely thank Most Illustrious, and Dr., Maynard H. Mires, as well as Ruth, for their steering of this Grand Council over the seas of Cryptic Masonry this past year. We find their journey to have been one of peaceful calm sailing which all have thoroughly enjoyed. We extend to them. and all they hold so near and dear, many more bountiful years of service. It is my desire that in this coming year we will see a closer cooperation with the other York Rite Bodies. The formation of a New Castle County Planning Council this past year was an ausp~cious new beginning in filing this need. This year I hope that it can be strengthened and extended to other activities such as: Leadership training, Social functions, improved programs, reactivation of inactive members and increase in York Rite Membership. I believe that a goal of 1000 members in the Grand Chapter is reasonable and I will be pleased to join with the Right Eminent Grand Commander and the Most Excellent Grand High Priest to carry the York Rite Story to the Symbolic Lodges. It has been several years since the Super Excellent Master Degree has been conferred in this Grand Council. It is my intention that on July 22nd of this year, the many Companions who have not received this degree will have an opportunity to do so. Success in any endeavor depends upon; thoughtful planning and diligent support of shared goals of all members. I know that I can count on each of you for your support and that together we will make this a great year for the York Rite.
