3 MOST EXCELLENT GRAND HIGH PRIEST CHARLES T. HART Most Excellent Hart was born to Harriet & Albert Hart on June 28, 1936 in Springfield, Pennsylvania. Albert, Sr., a Mason, was raised in Philadelphia at Lodge #130 in Both Harriet and Albert are now deceased. Charles served in the Military in the Air Force, Navy and Army for 18 years. His professional career was spent in Structural Steel and as a Custom Builder. His hobbies include traveling and woodworking. Charlie has an extensive collection of tee-shirts from his travels. He considers himself grateful for his Masonic career as it is very challenging and fulfilling. Married to Elissa, they have blended their families of 3 daughters: Linda, Kristin and Andrea. Six grandchildren: Casey, John, Spencer, Jacob, Brielle and Abigail. Charles and Elissa reside in Delaware surrounded by family. His older brother, Albert Hart, Jr. was raised in Scott Lodge in Pennsylvania, and is now a member of Chester Lodge # 115 in Chestertown, Maryland. His younger brother, Brian Hart, was raised in Brandywine Lodge #33, and is a member and Past Master of Jackson Lodge, Delaware City, Delaware. 5 PROCEEDINGS OF THE GRAND CONVOCATION OF ROYAL ARCH MASONS OF DELAWARE The One Hundred Forty-Eighth Annual Convocation of the Grand Chapter Royal Arch Masons of Delaware was held at the Doubletree by Hilton Hotel in Wilmington, Delaware, on Saturday, March 12, 2016, A. Dep The Grand Chapter was opened at 1:15 PM by the Right Excellent Grand Scribe David H. Laucius, with prayer by the Grand Captain of the Host, followed by the Pledge of Allegiance to the Flag. Most Excellent Grand High Priest Hart was escorted to the east, afforded Grand Honors, and proceeded to preside. The following Grand Officers were in their respective stations: GRAND OFFICERS M.E. APPROVAL OF MINUTES On motion regularly made, seconded and approved, the reading of the Minutes of the 147 th Annual Convocation was dispensed with, and they were approved as written.

7 ADMISSION OF ROYAL ARCH MASONS On motion regularly made, seconded and approved, all Royal Arch Masons in good standing, as listed in the Grand Chapter Register, were admitted by courtesy. RECEPTION OF REPORTS On motion regularly made, seconded and approved, the Grand Secretary was authorized to give Reports in brief, subject to the will and pleasure of the Grand High Priest and the consent of the members present. Except as may be noted herein, all Reports were received, accepted and ordered to be printed in the Proceedings. REPORT OF CREDENTIALS The Grand Secretary has been advised, by the respective Secretaries of the Constituent Chapters, that the Companions, as noted in the RETURNS OF CONSTITUENT CHAPTERS, have been duly elected and installed in their respective Chapters. As such, in addition to the Officers of the Grand Chapter of Delaware, Past Grand High Priests, and the Past High Priests of the Constituent Chapters of Delaware, these so named Companions are thus entitled to seats in Grand Chapter as representatives of their Chapters. Irwin, was presented to the altar. M.E. Companion Hart welcomed him to this Grand Convocation and had him escorted to the East where he was afforded Grand Honors and presented the gavel of authority to rule over this Grand Chapter. R.E. Companion Irwin thanked M.E. Hart for the honor, but returned the gavel to him so he could preside over his Grand Session.

9 RECEPTION OF THE GRAND LODGE REPRESENTATIVE Most Worshipful Donald D. Thomas, Past Grand Master of the Grand Lodge of Delaware, was escorted into the Grand Chapter and presented at the altar to M.E. Grand High Priest Hart. The Most Worshipful was invited to the East, afforded Symbolic Grand Honors. M.W. Thomas extended a warm welcome to the visitors and all present, and wished for them a most enjoyable stay in this Grand Jurisdiction. GRAND HIGH PRIEST S ADDRESS Most Worshipful Past Grand Master Donald D. Thomas, Most Excellent Mark Irwin, Ambassador for Delaware, Past Grand High Priests, Officers, Members and Distinguished Visitors of the Grand Chapter of Delaware, Companions all, Welcome Thank you all for attending today. I appreciate your support as I am finishing up this year. Special thanks to my wife, Elissa, for being my sounding board, personal Secretary and navigator. Thanks to Mark Irwin and Lonny Hunter for their support, advice and companionship. Thank you to those that listened and advised me when I sought out your help. I am extremely proud to have served as Grand High Priest, representing the Grand Chapter and serving the State of Delaware this Capitular Year. I wish to thank at this time all my Officers and Committees for their help and support this past year. It means a lot to me to take a position and fulfill that obligation. This has been a very challenging year for me. In 2014 I was diagnosed with Asbestosis and A-Fib. Thanks to the care of some great Doctors I was able to be installed as Grand High Priest in March of I was able to make official visits to all seven Delaware Chapters. In addition I was able to travel and attend the annual convocations of the Grand Chapters of Maine, Rhode Island, Connecticut, Maryland, Massachusetts, Washington DC, and New Hampshire where I was treated wonderfully. Elissa and I love to travel and see new places while making new friends. I attended the North East Conference in New Jersey, the Multi-Jurisdictional Capitular Festival held in September at Fredericksburg, Virginia and The Order of High Priesthood in December. This provided me with many memories and good fellowship. I granted 3 dispensations my term. 1st. Delaware Constituent Chapters to take their candidates to Fredericksburg Lodge #4 in Fredericksburg, Virginia, for a Multi-Jurisdictional Capitular Festival, held on September 26, nd. Granted to Daylight Chapter #10 to meet on the 2nd Wednesday of the month, following the meeting of High Noon Lodge #38.

10 3rd. Washington and Lafayette Chapter # 1 to change their November meeting from their regular date and time to meet in conjunction with St. John s Chapter #4 on November 17th. I received a phone call from the High Priest of Daylight Chapter that he wished to turn their Charter over. My immediate response was NO WAY, not on my watch. Let me think it over. After consulting and counseling with my Senior Past Grand High Priest s and the International Representative s, my idea to combine days and times with High Noon Lodge has been agreeable to keep both the Chapter and the Lodge alive and build 2 more successful working bodies. Feedback appears to be positive. In researching The Chapters of Delaware, I found that membership dues/assessments is an issue. Some are up to date, however some are in arrears on their assessments. Membership and Life membership covers dues only. The assessment is due the Grand Body yearly by each member. I counseled the Chapters that engaged me how to approach this issue and resolve the assessment concerns. Feedback was positive from the High Priests. Attendance overall is diminishing. In my travels this year this seems to be a trend in many states, not only here in Delaware. We need to motivate and engage existing members and encourage new memberships. I challenge all York Rite Members with this task. By being a good example and truly showing what a great organization Masonry is we can continue shining the light and sharing this brotherhood. As I have said many times, United we stand, Divided we fail. I appreciate all that have attended and hope that you will give feedback so we can continue improving. Special thanks to Eleanor Loveless, Linda Hunter & Elissa Hart. These ladies have worked hard to provide the hospitality that Delaware is known for. Sincerely & Fraternally, REPORT OF THE GRAND TREASURER Charles T. Hart Grand High Priest Here is the report of the Grand Treasurer for the fiscal year ended January 31, All accounts of the Grand Chapter were moved from WSFS. The checking account was moved to M&T Bank and the savings accounts were moved to Capital One which is currently paying 1% interest on the funds. This move was made to eliminate monthly service charges and to increase the interest on savings from the rate of.05% that the CD was accruing. The beginning amounts in the chart below reflect the

Irwin, PGHP Grand Treasurer Your Grand Secretary is pleased to make this report to this Grand Chapter. I thank all who have helped me throughout the year. I have appreciated the assistance given to me by all bodies that I have corresponded with this year. Following is a record of all income received in the Grand Secretary s office and an accounting for all bills paid.

I would also note that 3 Grand High Priest aprons were purchased in February ($519.00). These amounts will be reflected in next year s figures. Our Chapters must look to recruit more members from our Lodges. I appreciate all the support I have received from the Secretaries of the subordinate Chapters and wish you all continued success in your duties.

13 All IRS filings were made and accepted except the Grand Chapter. I am working with my predecessor to determine what actions have been taken in the past to correct the status with the IRS. Work has begun on establishing the Grand Chapter database in the York Rite Information System (YRIS), although progress has been slow due to competing priorities by the Grand Secretary. I have requested detailed information from each of the subordinate Chapter Secretaries and have received some of the files. Your Grand Secretary has made an effort to digitize all of the Proceedings for the Grand Chapter as well as create a repository of other important documents. The Official Grand Chapter website has been moved to a new location ( The cost continues to be $100 for the web space and the Grand Chapter share is $20. You can now access all Grand Chapter Proceedings from the founding in 1869 to 2008 ( will be digitized shortly). I am working with my predecessors to get added to the site. To our Most Excellent Grand High Priest, I appreciate all of your support. I regret that due to other commitments, I was unable to be with you as much as I wanted. I congratulate you on your year and wish you the best in all your future endeavors. Lastly, thanks to all the Companions for the honor you have bestowed on me. I have been most appreciative to the support and encouragement that I have received. Sincerely and fraternally yours, REPORT OF THE FINANCE COMMITTEE No report received REPORT OF THE BY-LAWS COMMITTEE Mark E. Irwin, PGHP Grand Secretary Daylight Chapter No. 10 submitted the following request to revise Chapter by-laws: Article II, Section 1: Convocations Now reads: Section 1. The Stated Convocations of this Chapter shall be held on the 4 th Monday of each month, except during July and August, at 11:00 A.M. At the discretion of the

14 Excellent High Priest, he may open the Chapter earlier than 11:00 A.M. in order to confer a Capitular Degree as a part of the business meeting agenda for a Stated Convocation. Occasionally, the 4 th Monday may conflict with a legal holiday in that time frame, in which case, the Stated Convocation will be held on the 3 rd Monday. All Chapter members, Grand High Priest and Grand Secretary must receive due and timely notice concerning these actions. To read: Section 1. The Stated Convocations of this Chapter shall be held on the second Wednesday of each month, except during July and August, at 1:00 P.M. At the discretion of the Excellent High Priest, he may open the Chapter earlier than 1:00 P.M. in order to confer a Capitular Degree as a part of the business meeting agenda for a Stated Convocation. Occasionally, the Second Wednesday may conflict with a legal holiday in that time frame, in which case, the Stated Convocation will be held on the 3 rd Wednesday. All Chapter members, Grand High Priest and Grand Secretary must receive due and timely notice concerning these actions. Also, several administrative changes were revised. The Committee having studied the above revisions, has found no conflicts with Chapter or Grand Chapter by-laws and recommends the above revisions be approved. REPORT OF THE GRAND LECTURER No report received Fraternally Submitted, Arthur A. Loveless, PGHP-Chairman John D. Hiott Lionel D. Hunter, PGHP CONTINUANCE OF LIABILITY INSURANCE The Grand Secretary regularly moved, and it was duly seconded, that this Grand Chapter, in conjunction with the other York Rite Bodies meeting this weekend, continue with the Liability Insurance coverage program. The cost will be $48.62 per body. Motion carried. REPORT OF THE ALBERT T. HANBY TRUST This year s meeting of the Trust of Albert T. Hanby was held on Tuesday, December 15 th at 1:00 p.m. in the P.N.C. Bank Building, Tatnall St., Wilmington, Delaware with

15 representatives of the bank, YMCA of Northern Delaware and the appointed representatives of the various Masonic Bodies of Delaware were in attendance. Much pertinent information was presented on the subject of caretaking the children of Delaware, especially those underprivileged with little access to watchful care during the summer months when schools are on summer closure. Due to the unimpressive condition of the financial markets this past year, the earnings of the trust were not as impressive as usual. Owing to the lowering of funds, the committee authorized a donation of $25,000 this year, $5,000 less than usual. The YMCA always express their thankful attitude to the Masonic Bodies of Delaware. It should be known that the camp is operated by the Northern YMCA of Delaware, but it administers to all the children of Delaware. REPORT OF THE RARA COMMITTEE Respectfully submitted, Charles M. Edwards, Sr., PGHP Several chapters presented checks to the Grand Secretary for donations to the Royal Arch Research Assistance fund. REPORT OF THE DISTINGUISHED SERVICE MEDAL The General Grand Chapter Distinguished Service Medal was presented to Excellent Companion Arthur A. Loveless, Jr. of Delta Chapter #6. The award was presented at the Friday evening banquet to Companion Loveless. JURISPRUDENCE REPORT ON THE ADDRESS OF THE MOST EXCELLENT GRAND HIGH PRIEST The Jurisprudence Committee has been honored to preview the report of the Most Excellent Grand High Priest, Charles T. Hart, We wish to commend him for the dignity and pleasant demeanor which he displayed this capitular year.

16 This was a challenge for him owing to the difficult situations, one of which was a struggle with problems of health he encountered during his Capitular Year. Despite the unusual problems, he was able to make an official visit to all seven chapters of the state of Delaware. In addition to these incumbent on our Grand High Priest, he was able to attend the Annual Grand Convocations of the states of Massachusetts, Connecticut, Maryland, Maine, Rhode Island, Washington, D.C., New Hampshire and was greatly pleased to be treated with pride and dignity befitting his office. The Right Excellent Grand King, Terry Van Gorder, recently deceased, was able to represent the Most Excellent Grand High Priest at the Grand Lodge Annual Grand Sessions in Rehoboth last fall. He also attended the Northeast Conference in New Jersey, the Multi-Jurisdictional Capitular Festival held in Fredericksburg, Virginia, and the Order of High Priesthood in Delaware this late December. He was very proud to have his lovely lady, Elissa travel with him, seeing many new places and making new friends, that will provide untold memories of good fellowship. He granted three dispensations which the committee feels were just and proper and are: 1. Delaware constituent chapters to visit Fredericksburg Lodge #4 in Fredericksburg, Virginia, for a Multi-Jurisdictional Capitular Festival, held on September 26, Granted to Daylight Chapter #10 to meet on the second Wednesday of the month following the conclusion of High Noon Lodge # Washington and Lafayette #1 to change their November meeting from their date to meet in conjunction with St. John s Chapter #4 on November 17 th. It was brought to the attention of Grand High Priest Hart that Daylight Chapter desired to surrender its charter due to poor attendance at its regular meetings. Grand High Priest Hart requested a bit of time to ponder the problem. After consulting with Past Grands and the Northeast International Representative, the Grand High Priest suggested to combine days and times of Daylight Chapter and High Noon Lodge to keep both bodies alive and has proven to show good promise due to an increase of attendance for both organizations.

17 The Grand High Priest made an endeavor to solve a situation where dues and assessments are an issue. Since membership and life membership cover dues, only the assessments are due the Grand Body each year by each member. He has stated that feedback was positive from the High Priests. It was noted that attendance is diminishing in most states and Delaware is not alone with problem. Grand High Priest Hart has advised us to motivate our present members and inspire them to help acquire new petitions for membership. We must show the true values of Masonic Leadership in our would today and tomorrow. He concluded his address thanking Eleanor Loveless, Linda Hunter and Elissa Hart for their dedication and service to our beloved order, the Grand Chapter of Royal Arch Masons of Delaware. Hunter, PGHP REPORT OF THE JURISPRUDENCE COMMITTEE ON ADMINISTRATIVE MATTERS This committee received a letter from PGHP Mark E. Irwin for a change in our present constitution as outlined below. The current Article III, Section currently reads: Section 7 Amendments No amendment to this constitution shall be made until it shall have been proposed at one annual convocation and adopted by a vote of two-thirds of all members present at the next Annual Convocation, except as noted below. If any amendment proposed receives the unanimous consent of the members to consider for action at the same Convocation, it may be acted upon and adopted by a two-thirds favorable vote of all members present. Our esteemed Companion proposed the following new language to allow for a semiannual convocation. Section 7 Amendments

18 No amendment to this constitution shall be made until it shall have been proposed at one annual or semi-annual convocation and adopted by a vote of two-thirds of all members present at the next Annual or Semi-Annual Convocation, except as noted below. If any amendment proposed receives the unanimous consent of the members to consider for action at the same Convocation, it may be acted upon and adopted by a two-thirds favorable vote of all members present. M.E. Irwin believes there is much work to occur to the Constitution and Standing Resolutions and that this would give the Jurisprudence Committee and Grand Chapter the ability to enact some of these changes without having to wait another year. Hunter, PGHP REPORT OF THE MEMORIALS COMMITTEE At this time we are called upon to reflect on the lives of several of our companions whom the Supreme High Priest has called to the Grand Council of Heaven during the past year. They wrought in the quarries with us during their earthly journey, but now their stations are empty. Let we who knew them as comrades gain new inspiration from their lives, learning from their wisdom and emulating their virtues. And while we reflect upon their time with us, may we be reminded of the shortness of life and the uncertainty of its continuance, accepting that soon, when our brethren shall assemble to labor, our stations will also be vacant forever. May these remembrances stir anew our dedication to administer relief to the distresses and comfort to the afflictions of our fellow man, and especially our companions in Capitular Masonry.
