3 Letter from the Stake Presidency THE CHURCH OF JESUS CHRIST OF LATTER-DAY SAINTS CHICO CALIFORNIA STAKE Dear Brethren: We are pleased and excited to welcome you to the 2013 Chico Stake Aaronic Priesthood Encampment. The purpose of Encampment is to help the young men of our stake become converted to the gospel of Jesus Christ and live by its teachings. Ours is a tremendous opportunity to bring not only our young men closer to Christ but also those whom they will bring into the fold on their missions and throughout their lives. Encampment provides a unique opportunity to utilize the vast resources of our stake on behalf of our young men. Normally, most wards attend one of the local Boy Scouts of America camps to provide their young men an opportunity to learn scouting skills, earn advancements, provide a larger learning experience with other units, and imbue them with the principles of Scouting. Our intent with planning and carrying out our own stake encampment is to provide these same experiences, and much more. Our goal is to save our young men and provide them with not only a Scouting experience but also with a Spiritual experience as well. As you prepare to participate in this great endeavor we ask that you approach your assignment in prayer, seeking the Lord s direction on behalf of the young men with whom you will be working with. Obtain direction and inspiration on how to keep the young men as the focus and purpose of this great encampment. D&C 87:8 Vision We invite all to Come unto Christ and find joy by fulfilling the mission of the Aaronic Priesthood, through high adventure activities and opportunities for spiritual growth and leadership. To this end we hope to help adult leaders grow closer to their young men as we all grow closer to the Savior. Objectives Invite and Encourage Young Men to: 1. Become converted to the Gospel of Jesus Christ (D&C 133:57-59) 2. Prepare for Missionary Service (D&C 4:1-7) 3. Give Meaningful Service (Mosiah 2:17) 4. Have the tools and courage to meet adversity, challenges and temptations (Alma 53:20) 5. Gain a sense of their eternal nature, particularly a long-term perspective of this life and eternity (Alma 37: 44-47) 6. Acquire confidence in the Lord (Proverbs 3:1-35, emphasis on verses 5&6) Advancement Although Merit Badges and the First Class Trail Advancements will be available at the Encampment, the primary focus of the Encampment is to build the faith and testimony of our Young Men. With this in mind, opportunities to accomplish the requirements for the Duty to God program will be available. 5 About Trinity Alps Wilderness Area The United States Congress designated the Trinity Alps Wilderness in 1984 and it now has a total of 525,477 acres. All of this wilderness is located in California and is managed by the Bureau of Land Management and the Forest Service. Formerly known as the Salmon-Trinity Alps Primitive Area, The Trinity Alps Wilderness is located 50 miles west of Redding California. Drained in the south by the Wild and Scenic Trinity River and in the north by the Wild and Scenic Salmon River. Numerous rushing streams feed into these rivers, many of them emerging from the region's 55 lakes. Scattered stands of timber, are opened by large meadows wild with flowers in July and August, and shadowed by barren rock cliffs and stark peaks with elevations up to 9,000 feet. Black bears are common (despite the name, they're often colored brown or blond), sharing the area with an abundance of other wildlife species. As much as 12 feet of snow falls on the high country every year. A piece of the Wilderness along Canyon Creek and the Trinity River lies on BLM land, while the rest of this vast area, one of the state's largest, is situated on USFS land. The Trinity Alps Wilderness contains a total of 550 miles of maintained trails. Numerous loop hikes requiring three to five days to complete are possible. 17 miles of the Pacific Crest Trail run through the northern part of the Wilderness. There are many areas within the Wilderness capable of providing opportunities for solitude. The Trinity River is the longest tributary of the Klamath River, approximately 130 miles (209 km) long, in northwestern California in the United States. It drains an area of the Coast Ranges, including the southern Klamath Mountains, northwest of the Sacramento Valley. Considered especially scenic along most of its course it flows swiftly through tight canyons and mountain meadows. The river has been the scene of placer gold mining, including large-scale hydraulic mining, since the days of the California Gold Rush. The river's swift current make it a popular destination for whitewater rafting and kayaking. The river is also known for its runs of salmon and steelhead maintained in part by hatcheries. The creation of the Central Valley Project in the 1960s and the construction of Trinity Dam and Lewiston Dam diverted most of the Trinity's water to the Sacramento Valley, but a minimum annual flow has since been established. In 1981 the United States Congress designated the entire river downstream from the Lewiston Dam to its mouth on the Klamath, as well as portions of the river's tributaries, as the Trinity Wild and Scenic River. 6 Climate and Weather Annual precipitation averages 50 inches including snowfall in excess of 12 feet in some places. Temperatures during the summer season are mild, with a frost free period generally lasting from July to mid-september. The backpacking season is usually best from mid-june through early October. The days are warm (up to 80 degrees) and nights are cool (25 45 degrees). Summer thunderstorms are not unusual. EXPECT THEM AND PACK ACCORDINGLY. Facilities Fawn Campground (elevation 2453 ) offers limited facilities; potable water, flush restrooms, and picnic tables. No shower facilities are available. Open fires are allowed. Camp stoves are permitted. National Forest and Park Rules and Regulations: Wood gathering is permissible within the campground, however we are planning on providing wood so we have the least impact on camp resources. Natural and cultural features are protected by law. Peace and quiet hours are from 10 p.m. to 6 a.m. Leave only footprints, take only memories. Page 5

7 ENCAMPMENT POLICIES Arrival at Fawn Group Campsite (Trinity Lake) Units need to arrive at camp between 11:30 AM and 1:00 PM on Monday, June 24, Allow approximately 3 hours of driving time from the Chico area. Opening ceremonies at 1:30 PM. A camp-wide lunch will be provided at approximately 2:00 PM. Travel Units are responsible for their own transportation. Please travel by ward and arrive together at camp. Vehicles and drivers must comply with the guidelines on the BSA Tour and Activity Plan. No youth are allowed to drive themselves. Travel directions and maps are included in this handbook. Allow additional time if you are towing a trailer or boat. BSA Tour and Activity Plan Because the activities at Encampment will include swimming, canoeing, water skiing and white water rafting, BSA Tour and Activity Plans are required for all units. You should begin the Tour and Activity Plan process immediately on My Scouting.org. It will guide you through the minimum required adult leader registration and training requirements, as well as other requirements and forms needed: At least one adult at each unit s camp all week must be current in, CPR/AED, First Aid, and Hazardous Weather. We request that all adults complete Safe Swim Defense and Safety Afloat Training as an extra precaution to safeguard our young men. (on-line training for Safe Swim Defense and Safety Afloat) All participants, youth and adult, must obtain a current BSA Annual Medical including part C (available at c.pdf ). Medical forms part A, B, and C are attached in the forms section of this handbook. o Scout Masters will retain all medical forms, but must show proof of these forms the day of Camp Registration. We request that Tour and Activity Plans be completed and turned in by May 5 th to your Ward Aaronic Priesthood Encampment Coordinators (WAPEC). Leadership at Encampment Each troop/team/crew will need to provide a minimum of two adult leaders at all times (twodeep leadership). Leaders must be at least 21 years of age. If at all possible, the Presidency of the Aaronic Priesthood (the Bishopric of each ward) and all the ward young men leaders should attend with their units for the entire week. All adults attending encampment must be BSA registered and must have completed Youth Protection Training within the last 2 years. You do not have to be a registered member of BSA or have a BSA member ID to take Youth Protection training. To take Youth Protection training go to MyScouting.org and create an account. Page 6

8 From the MyScouting.org portal, click on E-Learning and take the Youth Protection training. Upon completion, you may print a certificate of completion to submit with a volunteer application or submit the completion certificate to the unit leader for processing at the local council. We also ask that all adult leaders complete at least This Is Scouting training but preferably also Leader Position Specific Training for their specific position in scouting. It will also be most helpful if all adults complete the on line training for Safe Swim Defense and Safety Afloat. Each adult must submit a BSA Annual Medical Form including part C and an Individual Participant Registration Form (attached). For more information on specific training requirements please see the My Scouting.org website and Tour and Activity Plan instructions. Discipline Any discipline problems should be handled on a unit level. Serious discipline problems should be brought to the attention of the Encampment Director. The Encampment Director, in cooperation with Priesthood leaders, have authority to call parents and send home anyone who commits serious infractions to encampment policies. A safe and orderly atmosphere will be maintained at the encampment, consistent with Church and BSA policies, the Scout Oath and Law, and National Forest Services policies, and the laws of the land. Any infraction to the above will be dealt with at the appropriate level. Who May Attend All young men, 12 through 18 years of age (inclusive) are encouraged to attend. A young man must be 12 years old on or before June 29 th (last day of encampment) to be eligible to attend. Any young man, over the age of 18, who wishes to attend, must be individually cleared by his Bishop. All in attendance must be BSA registered; please check if you are unsure at the Scout Office (530) Guidelines for Non-Member Participation All non-member participants must be registered with the Boy Scouts of America, and participate in local unit programs (to include preparation hikes) for several weeks prior to the encampment. They must provide parent or guardian approval to participate, and be cleared by the bishop of the unit with whom they are participating. Food Food for all meals will be provided by the encampment. Encampment-wide meals will be prepared by the Encampment Staff. Remember, in order to have enough food and supplies all members (stake or ward level) need to be registered May 5 th for the encampment! (See ward encampment schedule) Page 7

9 Uniforms There are two types of uniforms: Field Uniform: (Class A): consists of scout shirt, scout pants, and scout belt Activity Uniform: (Class B): Each participant will receive 2 encampment T-shirts. Units may provide an additional unit activity T-shirt or two. The t-shirt (unit or encampment) may replace the scout shirt and with the scout pants and scout belt, this will constitute the unit s activity uniform so long as every youth and adult in the unit looks the same. When to Wear What: Field uniforms (class A) are to be worn while traveling to and from the encampment (BSA policy), at flag ceremonies and campfire programs. Activity uniforms (class B) are to be worn at all other times with the exception of during swimming, waterskiing or rafting activities. Ward Equipment List Time and effort spent in sharpening your hiking and camping skills will allow you time to enjoy the natural beauties and program features of the encampment. The best way to practice and develop these skills is to participate in several outings with your unit, prior to the encampment. Use the Boy Scout Handbook, Backpacking Merit Badge pamphlet or Venture Backpacking pamphlet to guide your preparation and training. Each unit will be responsible for the following equipment. For large units it would be advisable to break the unit into manageable troops/crews. All equipment should be divided evenly amongst the Young Men for hiking. The following is a suggested list for a unit. 1 nylon dinning fly 12 x 12 with rope (poles optional) 1 Waterproof ground cloth for each tent US and Troop Flags Water purification (pump filter, iodine like Polar Pur or Potable Aqua) Plastic trash bags 2-3 collapsible water container, 5 gallons Duct tape for equipment repair Camping mirror 1 back packer nylon tent with poles and stakes (per each 2 persons) Dishwashing soap biodegradable (Campsuds) foot length ¼ nylon rope Toilet paper and backpacking shovels Shovel and Rake 1 Crew first aid kit Saw/Ax Wash basin and 2 scrub pads A daily duty roster should be posted and to help organize your crew. Each troop/crew member is assigned a responsibility for each day. Jobs should be rotated so that at least one experienced and one new troop/crew member work together. Every job should be clearly defined so everyone knows what is expected. Page 8

10 Personal Equipment List While camping and hiking can be a rewarding experience, the weather around Trinity Lake can change very quickly. You must prepare for cold conditions and possible inclement weather. Dressing in layers is advisable. It may start out windy and cold in the morning and burn off by noon and be sunny and warm. It is strongly suggested to have waterproofed equipment: a wet sleeping bag or wet clothes can ruin your outing. Take only what you need. DO NOT BRING: CD/MP3 player, radio, electronic game devices of any kind, playing cards, and fireworks of any kind. Camping tent with rain fly and water proof floor The team should learn to set up their tent before going on the trip and should make sure that the tent is all there and in good shape (no holes; good rain fly; poles in good repair). It is a good idea to have a ground cloth (4 mil plastic) cut to fit the inside of the tent and placed underneath when in use. Canteen (2 qt) or water bottles. The weight of the water is not counted in your pack weight. Water Safety If you have your own Personal Flotation Device please bring it with you. If you have additional PFD s please let your Scout Master know. Personal hygiene items Comb Wash cloth & small hand towel (in Baggie) Soap (biodegradable campsuds) Tooth brush & paste (small travel tube) Toilet Paper (very small roll in Baggie) Lip balm Sunscreen at least 15 SPF Pack It should be adjusted to fit the Young Man, be comfortable, be as lightweight as possible and be in good shape. Padded shoulder straps and hip strap are recommended. A waterproof nylon pack cover is nice if it rains. A couple of black garbage bags that can be put over your pack at night are also an option. Your pack will not be in your tent. Sleeping bag We recommend a lightweight mummy-type sleeping bag that is stuffed in a stuff bag. A 4- pound rated bag that is good to zero degrees is usually adequate. Dacron-type insulation rather than down is best because it can be dried much more easily. It is always a good idea to put a waterproof bag (heavy-duty plastic sack trash compactor bag) over your sleeping bag while it is on you pack so it doesn t get wet when it rains. Also bring straps to hold sleeping bag on pack. Rain Gear It may or may not rain. If it does, a light poncho that is designed to protect the Young Man and the pack will be an essential tool. Our experience in the high country is that it will rain. Also, it is a good practice to carry two 20 gallon black garbage sacks to be put over your pack when in camp to protect it from rain and dew during the night. Your packs will not be in your tent. Small First Aid Kit (Include Required Personal Medicine) Baby powder and mole skin If you take special medicine or have special medical conditions or allergies, make sure you let your leaders know. They will dispense all medications Page 9

They should be well broken in and should fit well and give good support to the feet. New shoes or those that fit poorly will give you blisters. Water shoes for rafting. No flip-flops or sandals One long-sleeved shirt- Class A Scout Shirt One pair of long pants Class A Scout pants with belt. and a pair of scout shorts if you want or another long pair. One extra shirt (short or long sleeved with scout logo) Under clothing (2 pair) Five (5) pair socks (you may want a couple pair of thin light weight snug fitting nylon socks to go under your regular socks to help prevent blisters. Set of sweats with hood to sleep in. Coat Warm but light in weight. It is possible to wake up to frost in the mornings and Trinity Lake may be cold. The weight of your coat is not figured into the pack weight. You may want a couple of layers for cold times. Swimsuit Stocking cap and a baseball hat/cap (flexible with brim) 1-2 bandanas Page 10

If traveling by car, do you know the make/model/year and have insurance information for the vehicles to be used? Do you have a signed Activity Consent and Approval form for each youth on trip? 16 Ward Aaronic Priesthood Encampment Coordinator (WAPEC) (BISHOPRIC MEMBER OVER SCOUTING UNIT COMMISSIONER (OR WAPEC) Job Description Communicate Chico Stake Aaronic Priesthood Encampment information to all Ward leaders and youth as appropriate. Attend assigned Chico Stake Aaronic Priesthood Encampment meetings. Coordinate with Ward leaders to accomplish pre-encampment activities. Coordinate with Ward leaders registration of Ward for the encampment. Coordinate with Ward leaders merit badge sign-ups. Bring Blue Cards Act as a liaison between the Ward and Stake leadership to take assignments, provide feedback, and all other necessary activities to help in the preparation of the Chico Stake Aaronic Priesthood Encampment. Motivate 100% of the young men in your ward to participate in encampment. Page 15

17 Priest Staff These young men will be involved in many aspects of the planning, preparation, and assignments of the Chico Stake Aaronic Priesthood Encampment for It is our hope that this will initiate experiences that will allow them to answer the challenge put forth by Elder M. Russell Ballard in the October 2002 Priesthood Session of General Conference. In that talk he challenged young men as follows: Develop a meaningful prayer relationship with your Heavenly Father Keep the Sabbath day holy Work and learn to save part of your earnings in a savings account Pay a full and honest tithing Limit the amount of time spent playing computer games Give the Lord more of your time by studying the scriptures and gaining an understanding of the marvelous message of the Restoration that we have for the world Serve others and share your testimony with them Priests will be asked to participate in regularly scheduled meetings to discuss assignments, progress, etc. concerning the encampment. Priests will also be asked to get other young men excited about participating in the encampment. At the encampment, Priests will act as camp staff. Examples of possible assignments made to Priests: Attend pre-encampment recon trip (June th ) Helping wards plan, organize, training hikes and water safety certification Prepare, organize, and assist in merit badges at encampment Act as support staff for unit back country hikes and rafting expeditions Participate in one of the numerous Program Sub Committees. One of the key aspects of the Chico Stake Encampment is to engage Priests in the stake as Staff. This effort is designed to provide the opportunity to: Give meaningful service Become converted to the Gospel of Jesus Christ Prepare for missionary service Assist leaders and other young men of the Chico Stake Page 16
