Green grass will begin to show in the hills where nothing but ash and fire scars are showing now. Time to get out and take a look while you can at formations that soon will be disguised. Ray Mills will be guest speaker at the next meeting and he will have something to say about that and lots more about our areas for metal detecting. It will be a great meeting with lots of information. Please take a look at Jim Rankin s Legislative Update. It is important to send letters and s out. We will have contact information where your letter or should go. Please help! Congratulations to Chuck Herring on being February SMPA Miner of the Month! We are really looking forward to the First Annual Diana Clayton Treasure Hunt in April that will be held on Yvonne White s Family property in Red Bluff. We will provide hamburgers., hotdogs and fixins with members providing salads and desserts. We will have more information at the February meeting. Great Prizes too! 4 Shasta Miners and Prospectors Association (SMPA) February 2019 Pg. 41 SMPA January Legislation Update Jim Rankin On Jan. 22 I sent the new Best Management Practices (BMP) package to the division 5 CDFW office for their review and possible comment. The document is 9 pages. Many will not like all that is in it. It is not what I think or wish for, but my best attempt to explain what is currently allowed for small scale placer mining in California. I hope that this will help to keep miners from being ticketed and possibly give a good argument with CDFW to avoid their arbitrary interpretation tickets. I still do not have a written response from CDFW on their denial of our sampling plan at Bulldog 2. The response is promised, and I will keep after them. I received word around Christmas that the WCB is no longer working on the promised dredging permitting regulations. I followed up with Shannon Poe at AMRA and found out that the WCB staff working on the permitting was cut from 6 to 2. They will not be able to go forward with the next step the public comment phase with only 2 people. I have prepared handouts with the contact information for the Senate Natural Resources Council and hope that others will contact them and ask that they get the permit process at the WCB and the CDFW back on track. I ed the address on the handout and got a auto response that was iffy. I called the phone number and had a good conversation. I suspect short letters will be effective as well. I also contacted Tina Andolina Senator Allen's chief of staff. They are our enemy and they wrote SB637. I let them know that the WCB and CDFW are not working on the permitting called for in their bill and this is putting their bill in jeopardy. She promised to look into it. They are very protective of their crappy bill and I hope to use that to get them to put pressure on the agencies. I also contacted Bruce Ross Brian Dahle's Redding representative regarding this. He said they would contact the agencies to see if they can help get the process restarted. I checked with the BLM regarding their Northern California Integrated Management Plan (NCIP). They have suspended their work on the plan to concentrate on Carr fire rehabilitation. Again, I really want to restate that any letters, s or telephone calls that you do WILL help our cause. Val Smalley led everyone in the Flag Salute. President Russell introduced the 2019 Officers, Board Members, and Chairpersons. Announcements Mary Ann Stevens had knee replacement surgery at Shasta Regional. Diana Clayton passed away. Cassie Zucco has been able to access our Facebook page and hopes to make it more current. Cassie is also working on tablecloths for our tables at the RV & Boat Show and the Shasta County Fair. Volunteers needed for the panning demonstration at the upcoming Boat and RV Show at Shasta County Fairgrounds. Newsletter Cindy needs someone to take over the responsibilities of the association newsletter. Miner of the Month: Gene Clayton accepted Miner of the Month for Diana. President Russell welcomed all guests and new members and asked them to stand and introduce themselves. Education Program Jim Rankin, Legislative Up-Date Jim has been in touch with his local County Supervisor, and the Supervisor has agreed to write a letter requesting the repeal, or exemption of mining claims, for the $75 recording fee. Tuolumne County provides an exemption for mining claims. Water Quality Control Board still has not provided notes of its meeting. They are no longer working on providing a permit process for dredging. It is just not one of their priorities. Still no response from Fish & Wildlife on why our mining plan was rejected. Jim encourages all members to contact our local representative and voice our opinions. Yvonne White suggested that we donate money to PLP. The suggestion will be put on the Board Meeting Agenda. French Gulch Claims have new signs. Please look for the signs and stay off the Milkmaid Claim. Jim has been trying to reach BLM to provide an informational program for our association. Jim has been out metal detecting and found a lot of open holes. He reminds everyone to fill in their holes. Jim informed us that two mining districts in southern and western Oregon, Waldo & Galice, lost 2 to 1, in the 9 th Circuit Court of Appeals, were refused a full court hearing, and are moving on to file in the Supreme Court. The hat was passed during Jim s discussion and the association collected $175 to donate to their legal fund. Archaeology Field and Lab: One of our members provided information and flyers regarding a class a Shasta College, starting January 26. The class focus will be method & theory of archaeological material, and is close to being cancelled. Interested person should enroll ASAP Find of the Month Yvonne White won find of the month with a ring that she recovered with her new Mine Lab Equinox 800. The ring was appraised at from $800 to $1,200 Hidden Coin Chuck Herring reports that the Hidden Coin is still outstanding and he will provide a new clue for the newsletter. Minutes Susan Doyle, Secretary The minutes from the December Party/Meeting were approved as presented in the newsletter by a unanimous voice vote. Treasurer s Report Emily Rankin Emily has been busy filing with the State of California, Department of Tax & Fees Administration, and State Taxes, and is looking to filing a federal return. Emily also reports: Beginning balance, November 30, 2018 $3, Total Income $2, Total Expenses $2, Total SMPA Funds $5, The Treasurer s Monthly Report is submitted with these minutes. Metal Detecting Report Bill Doyle, Chairman Bill provided information regarding organized Hunts planned in Athol, Idaho, and Sweet Home, Oregon. These hunts will be in June 2019, any interested parties should contact him for more information. Yvonne White and Chuck Herring are planning a hunt to be organized at the end of March. It will be on Yvonne s family property, off Jelly s Ferry Road, and Chuck will be planting coins. A picnic is also planned. Stand by for further details. January Outing will be on the 26 th, 9:00 am at Foothill High School. Claims Outing Bill Schumpert, Chairman The forecast for Saturday is rain, and the creeks are all running fast and high. Bill asked for a show of hands for anyone wishing to attend an outing. There were no takers, so Bill will not host a Claims Outing this month. Membership/Mining District Report Mike Russell Mike reports 2 new memberships tonight; with membership hovering right around 200. The Clear Creek and French Gulch Mining District Meeting was at the French Gulch Hotel, January 9, Mike Russell was elected President of the Clear Creek Districts. Both Mining Districts will hold their meetings together for the time being. Logo/Clothing Mary Ann Stevens is recovering from knee replacement surgery and unable to attend this evening; however, Jim is here and available to help with any needed purchases. The remaining association logo mugs were sold. 6 Shasta Miners and Prospectors Association (SMPA) February 2019 Pg. 61 Cassie s Corner Well, even though Punxsutawney Phil, that famous groundhog, has predicted an early spring, it hasn t quite shown up here in Shasta County yet! So, all you prospectors, miners and detectorists keep an eye on the weather if you plan on going out in them thar hills. Flash floods and high creeks are not the only problems we run up against this time of year. Just last weekend Joe and I went out prospecting after the Metal Detecting outing at Foothill High School, and we were both glad we wore layers! Hot one minute, cold the next! If you plan on going out remember: 1. Let a buddy know at least the approximate area you are going and when you think you will be back, or better yet, take a new member out with you. 2, Take a first aid kit, charged cell phone and flashlight. 3. Pack extra water, snacks and a jacket (if your aren t already wearing it) and an emergency blanket in your pack along with all your prospecting gear. Better to be safe not sorry! GUIDED METAL DETECTING OUTINGS: Usually occur on the Second Saturday morning after the regular scheduled meeting. The location of the hunt is announced at the general meeting. If you are unable to attend the meeting please contact Bill Doyle, Metal Detecting Chair. doylewt@aol.com or call (530) January Metal Detecting Outing Bill Doyle The outing at Foothill high School was a success with 20 persons in attendance. Among the items recovered were at least 3, one dollar coins, a silver ring, a copper bracelet and miscellaneous coinage. I am looking forward to the Coin Hunt being organized by Yvonne White and Chuck Herring, with a date to be determined. Also, the Athol Idaho, and Sweet Home Oregon Coin Hunts this summer are being anticipated. All persons interested in participating in any of these hunts, please don t hesitate to contact me. We are constantly losing more and more access to schools for detecting, and even public parks such as South Park in Redding, have been locked down.
