The Society accepts the principles of subsidiarity and democratic consensus as the basic Articles of its functioning. 甲 聖雲先會的組織架構分為中央分會和協會兩個層次 乙 本會奉行互助原則和民主共識, 作為它運作的基本規範 Aggregation and Institution 登記和建立登記 Article 2: (a) All Conferences and the Central Council are full members of the Society when they are respectively Aggregated or Instituted by the Council General. 第二條 : 甲 所有協會和中央分會, 當它們個別獲得國際總會登記和建立登記後, 便成為本會的正式會員 (b) The visible unifying link within the Society is the Aggregation of the Conferences and the Institution of the Central Council declared by the Council General. (c) Other categories of membership are as follows: Associate Members do not attend Conference meetings, but assist the Society in its charitable activities. They are invited to attend Festival Meetings and special observances of the Society. They do not have voting rights. Article 5:(a) Employees of the Society, of its Special Works or of organizations controlled by the Society, may not be elected or appointed to any office within the Society. 3 Conference 協會 Article 6:Conferences are organized under the Central Council in the simplest manner possible. Article 7:(a) Members of the Society, called Vincentians, traditionally gather in communities called "Conferences", which meet regularly and frequently. (b) The Conferences meet regularly and consistently, usually weekly, but at least every fortnight. 4 f) Allocation of the visits and other tasks entrusted to each member for the following week by the President, after consultation with the Conference. The contact with friends in need should always be made in a spirit of friendship, respect, cordiality, empathy and affection. It should also promote self-sufficiency whenever possible for those who suffer and show concern for their deepest needs. Article 10:They should also consider the new types of needs they seek to alleviate and how to find those in need. 5 Article 12:Conferences and the Central Council celebrate liturgical ceremonies, particularly Vincentian ceremonies, together throughout the year, endeavouring to maintain a spirit of profound moral and material friendship among the members. 6 between Conferences and members, provide information that is useful for members in their work and emphasis that members are part of a worldwide Vincentian family. A Conference Mass should be celebrated at least once a year for all members, including spouses, children and benefactors. During this Mass, it is most appropriate to commission new members into the Conference, pray for those we have visited, pray for our benefactors, pray for the poor, pray for deceased members, and for continued good works. 協會所安排的彌撒聖祭, 必須至少每年一次, 為所有會員, 包括他們的配偶, 孩子和贊助人而舉辦 在彌撒當中, 最適宜舉行新會員入會儀式, 為那些我們曾經探訪過的人士祈禱, 為我們的贊助人祈禱, 為窮人祈禱, 為已亡會員祈禱及為能夠繼續好好去工作而祈禱 Board members and other officers 協會理事會 Article 13 : Each Conference should have a Governing Board to assist in its operation. 第十三條 : 協會必須設有一個理事會, 負責協會的運作 Article 14:For a specific period of time the Society chooses full members for the Central Council and Conference offices, who will carry out their tasks with the same dedication with which they work within the Central Council and their own Conference. 7 Officers and Decision-making 幹事和決策 Article 16:Similar to the Board of the Council General, each Conference or the Central Council should have at least a Vice President, Secretary and Treasurer appointed by the President after consultation with the members. (For the complete criteria, see Appendix for Article 3.16 of the International Statutes). Other officers (non-voting) may be appointed by the President after consulation with the members, Appointees ensure that voting members have the greater share of any discussion. 一 1. President:The President is at the service of all those aided by the Conference and Conference members. 8 members who are not members of the Board, or a qualified person or organization appointed by the Conference. The Treasurer is also responsible for forwarding to the Central Council an annual statement of the Conference. 而非協會理事進行 由協會認可專業人仕進行核數亦可 司庫亦需負責呈交中央分會週年財政報告 Article 17: To safeguard the good reputation of the Conference or the Central Council and therefore, that of the Society itself, the Vice-President, Secretary and Treasurer shall not be the spouse, children or siblings of the President. Article 18: As traditional since the beginning of the Conferences, a Spiritual Adviser should be appointed to foster spiritual life within the Conferences and the Central Council. Priests, permanent deacons and other members of religious orders are not eligible to be appointed to any office outside of their spiritual work. (For appointment criteria, see Appendix for Article of the International Statutes). Article 19: Should a priest, permanent deacon or other member of a religious order not be available for the spiritual advisory function, the President of the Central Council or Conference, after consultation with the President of the Central Council to which it belongs, may appoint a member who has had the appropriate training as Spiritual Advisor. 9 President Election 選舉會長 Article 21:The President is elected by secret ballot by the full members of the Conference or the Central Council, in accordance with the legal procedures of the country where the Society is established. 第二十一條 : 會長是由協會的正式會員, 根據有聖雲先會成立的國家的當地法律程序, 用不記名投票方式選出 Article 22: It is recommended that members should not hold the office of Conference President after the age of 70. 第二十二條 : 年屆七十的會員, 建議不能擔任會長一職 Article 23:The President may cease to perform his/her service functions for the 第二十三條 : 協會會長, 可因下列理由, 終止 following reasons: 他 / 她的工作職務 : a. Such member will immediately cease to exercise the office and may appeal to the Central Council. Article 26: In particular and without creating a parallel organization, The Central Council should particularly promote the Youth Committees, helping them to be fully integrated into the life of the Society. 第二十六條 : 在有特別的情況及不會產生相互組織的前題下, 中央分會必須特意去推動成立青年委員會, 並協助它們以便可以完全溶入本會的生活 Article 27: The Youth Committees shall have the same relationship with the Central Council under which they operate as the rest of the Commissions linked to the same Council. Article 29:The Central Councils exist to serve all the Conferences they coordinate. They help the Conferences to develop their spiritual life, to intensify their service and to diversify their activities so that they may always be responsive to the needs of those who suffer (For the complete criteria, see Appendix for Article 3.6 of the Article). The Council General, through the Permanent Section, will authorize or refuse such a possibility and, in case of its authorization, will set the maximum period of time for that extension. Article 34: The Central Council has the same power as Council General to authorize a second term of office for the Presidents of the Conferences they co-ordinate on written request of the same and, in case of its authorization, will set the maximum period of time for that extension, which will be less than a full term. 12 without requesting and obtaining the agreement of the Council General and the Central Council respectively. Article 36: a The President of the Central Council to which any of the Society's Special Works belongs, shall be entitled, after due consultation with the Council General and evaluation of the legal consequences, to replace the members of the Board of that Special Work and any of its employees regardless of their functions. b Special Works related to the Society that may use the Society s logo in the places and situations that are considered appropriate, shall be deemed to be those Special Works in which the Society of St. Vincent de Paul participates at any level of the organization; the aforementioned participation shall enable the Special Work to be controlled by Vincentian members on an effective, majority and real basis. Article 37: Central Council President is also entitled to have access to all correspondence sent by any Conference on behalf of the Society. Article 38 : In accordance with Article 6.8 (Appendix) of the International Statutes, the President of the Central Council has the delegated authority to suspend members, Conferences of the Society within their area as a precautionary measure. 13 suspended as a precautionary measure will cease to exercise any office and may not act on behalf of the Society under any circumstances. However, such member or Conference is entitled to appeal to the President General. b In such circumstances and regardless of the direct communications to those involved, the President General shall be notified of such decision, and the justified reasons for the same, within a maximum of 15 working days; the member, Conference or Council in question may appeal to the aforementioned President in order to be heard. 14 Article 42: The Central Council, Conferences and members trust the integrity of the Society and its life of prayer and communion, so that they need not appeal to civil or legal authorities to resolve internal differences. Article 43: a Any member, Conference or the Central Council which uses means other than those provided by the Society to resolve internal disputes renounces Vincentian communion and leaves the Society. Finance b Any member, Conference or the Central Council that takes legal action through civil or other Tribunals, without express authorisation from the Council General, in order to resolve disputes between members, Conferences or the Central Council, shall be automatically separated from the Vincentian friendship by virtue of this action and shall be excluded, for all intents and purposes, from the Society of St. Vincent de Paul. 財政 Article 44: Conferences and the Central Council 第四十四條 : 中央分會和協會必須忠誠地去管 zealously manage and maintain the 理及保存本會的財產 Society's assets. Likewise, Conferences should feel responsible for the maintenance of the all levels of the structure of the Society. In order to achieve this, they must take up special collections in the spirit of friendship, solidarity and sharing. Miscellaneous Provisions Article 51: The Society shall preserve its good reputation for honesty and responsible stewardship. The Central Council will produce finance and activity reports at least annually. Article 52: a Every year, the Central Council shall draft an Annual Report on the Society s local activities, based on the information obtained from the conferences.
