Fraternally submitted, Daniel Clint Durham (74) Garry Bishop (45) Thomas E. Nichols (111) ANNOUNCEMENT OF TIME FOR ELECTIONS The Most Illustrious Grand Master announced that the Election of Officers would be held at 11:00 AM. ANNUAL REPORT OF THE MOST ILLUSTRIOUS GRAND MASTER Welcome Companions to the 183rd assembly of the Grand Council of Kentucky Royal & Select Masters. I hope that each of you are finding everything satisfactory. To our out of town guests I extend a very hardy welcome and if you need anything to make your stay with us more pleasing, let one of us know. When I was installed as MIGM, I stated that we would be looking at constituent councils for ideas to improve attendance across the Commonwealth. For the last four years I have visited every Kentucky Council at least once to learn from them and share my ideas. I found that most are using the old Masonic technique of feeding the Companions prior to the meeting, to generate a crowd. This is working to some degree in some locations across the state. One council is working on proficiencies to be better informed and this is generating interest as well as keeping attendance numbers better than average. I also found the answer to a prediction made a few years ago concerning our loss of members: At this rate, we will be gone in ten years. "NO WAY" There are some Very Devoted York Rite Masons across the state. These Companions will never let our beloved fraternity die for lack of members. We may not have all the numbers that were once on the roll, however, we will have a sound and determined foundation on which to build for the future. Most of the Councils visited are greeting candidates themselves or at least making an effort to attain work elsewhere. Among these newly greeted Companions are to be found the leaders of tomorrow. Many are already officers of their York Rite bodies and helping on the conferral of degrees. The Grand Officers were impressed with the attitude and proficiency of these new companions. Myself and other Grand Council officers were cast members in degree work in all regions of the state this year. I think that we did about as much Chapter work as Council work and very glad to be part of the York Rite journey of these new Companions. I and the other Grand Council officers are proud to be involved in York Rite degree conferral and will continue to support constituent bodies when ask. It is great to see so many taking the time to confer work in slow classes and working to insure that the candidates are informed properly. I was invited to the Grand Sessions of the Rainbow Girls, Order of DeMolay, Job's Daughters and Order of the Builders. I was not able to 12

7 attend the Rainbow Girls session and we were well represented by the Right Illustrious Deputy Grand Master. It is from these young men and women that we can find hope in our future. I support and will continue to support all of the youth groups and wish them success in all they do. My out of state visits started last October when we went to Ohio for their grand session. March found us in Tennessee, traveled to Indiana in April, July to Illinois and made it to Michigan in August. I want to apologize to our companions in Missouri for missing their session. I thank each of the grand bodies that extended to me an honorary membership this year. I attended the East Central Conference in Louisville this year and found it to be very rewarding and informative. As our own Excellent Companion Bill Riggs made the arrangements for that meeting, I want to give him special thanks for making it such a special event. I attended the OKI in Indiana this year and am pleased to report it was a usual a very enjoyable weekend. There is much to learn from our sister jurisdictions if we attend sessions such as this. I thank Indiana for making this year's OKI a success. I ask each of you to remember Companion Robert J. Thomas REPGC and recorder of Morehead council and his family in your prayers. I will miss his friendly greeting this year in Lexington. Doc passed away this summer and has left a rather large void in our fraternity. I recommended the following companions to other jurisdictions as representatives: J. William Ryan - New Mexico John Jacobs - Israel Gary Bishop - Arkansas Raymond Swanson - Vermont Loren Smith - Delaware Michael G. West - Maine One dispensation was requested this year and was from E. K. Lamb Council #103 for permission to open their Council for the Third Arch Meeting in Beaver Dam. This was granted and we had a very rewarding meeting with several Companions in attendance. I would recommend to this Grand Council: 1. Continue the support of our youth groups 2. Hold an educational class at our Grand Assembly 3. Remain steadfast in our support of the General Grand Council 4. Produce an instructional DVD for distribution to constituent councils 5. Each Council form a mentor committee and aggressively apply their talents 6. That the Grand Council set dates for initiation classes to be held each year. There should be one in each geographic region of the state.. It is almost time for me to pass the gavel and get back to work at home. In closing I would remember those who I owe so much. I want to offer my very special thanks to my wife Kim for her support and help. She has sacrificed very much to allow me to perform this and every year in line as a Grand Council Officer. Thanks Kim for being there when I needed you most. I LOVE you very much. I want to thank Stan and all the Arch Deputies for their contribution this year. I could not have selected a more dedicated group of Companions to represent this Grand Body. Without their hard work and devotion to the craft, the Companions of Kentucky would not have been aware of all that was happening across the state. Thanks again to each of you for your support. I thank each Companion serving on one or more of my committees this year for their support and the job they did. There is a great amount of work done that most of us are not acquainted with. The members of these committees are very important to the function of this Grand Council. Doug, Tim, and Jimmy, you have helped so much this year. You all have been great to offer suggestions and let me know when I was wrong. You all have made great traveling companions this year. Thanks to each of you for what you have done for me and the Grand Council. Thanks to all the appointed officers who work so hard to promote our fraternity across the state. I appreciate you excepting to serve this year. I thank Right Eminent Grand Commander Arius Holbrook, Jr. and Most Excellent Grand High Priest James Hogue for their support this year. They not only represented their Grand bodies with distinction, they supported myself and the Grand Council through out this year. I also thank all of their junior officers for their support and help as well. Thanks to all the Most Illustrious Past Grand Masters for their help and support. We would not be here today if not for their hard work in the past. Thanks Bill and Rebecca for all you do. The York Rite of Kentucky is very fortunate to have you on our team. Thanks to Tommy, Kerry, Bill, J.B., Billy, Bill, Larry, Ed, Jim, and Stan for your advise and help. At this time I would thank all the Companions for letting me serve you this year. It is to you that I owe much more than I can ever repay. You extended your friendship and support as I traveled around. You fed us, treated us as dignitaries, and paid attention to our remarks. You, the Companions of the constituent Councils of this Grand Council are and will for ever be remembered in my prayers. I know that next year will be a good and productive year for the Councils of Kentucky. We have three very dedicated officers moving to their next position and two very capable companions seeking to serve. We also have the best Companions any Grand Council could ask for. I would leave you with this one thought: Each of us, regardless of position or title, works for someone and ultimately answer to GOD. Fraternally submitted, Robert L. Stanford MIGM DISTRIBUTION OF M. 13 REPORT OF THE GRAND RECORDER TO THE MOST ILLUSTRIOUS GRAND MASTER, OFFICERS, AND MEMBERS OF THE GRAND COUNCIL OF KENTUCKY, ROYAL AND SELECT MASTERS: This is my fourth report to you as your Grand Recorder. I thank Rebecca Warth, our Office Secretary, and the Constituent Recorders for their work on behalf of the Grand Council! Necrology Companion Kenneth L. Adams, Recorder of Lebanon Council No. 56, died on January 23, 2010, and Companion Robert J. Thomas, MD, Recorder of Morehead Council No. 45, died on June 18, Both of them will be missed. We extend our sympathy to their families and friends. Former Recorders A number of Recorders stepped aside this year to allow others to serve. Among the long timers were Companion Vernon G. Wesley of Somerset Council No. 68 and Companion Ronald G. Parker of Jeffries Council No. 33. Companion Gary Morrison of Harrison Council No. 106, Companion Melvin Mullins of Sword & Trowel Council No. 111, and Companion Charles T. Mason of Hardin Council No. 115 also ceased their tenure as Recorder. I extend my personal thanks to each of them for their service to the Grand Council. The Office Our Office continues to function and to get the job done. Our Office Secretary Rebecca Warth works from her apartment in Nicholasville on assigned tasks while I work in Shelbyville on my tasks. We try to meet in Shelbyville once a week to do some joint projects. While this system works, it has its challenges. Membership Although membership records continue to improve, we still have a way to go! Many of our Recorders have continued to work very hard to get their records up to date. The summary of the statistical table is as follows: Members Greeted Admitted Reinstated Dead Suspended Demitted Expelled Adjust Members This makes for a net loss of 109 members. Seventeen Councils did show a gain in membership, and we congratulate them. They were: Louisville Council No. 4, Louisville Jackson Council No. 112, Jackson Hiram Council No. 70, Louisville +9 - Cumberland Council No. 77, Williamsburg +9 - Bullitt Council No. 114, Shepherdsville 25 Finances +7 - E. K. Lamb Council No. 103, Franklin +6 - Kenton Council No. 13, Covington +6 - Richmond Council No. 71, Richmond +6 - Sword & Trowel Council No. 111, Louisville +4 - Corbin Council No. 87, Corbin +3 - Washington Council No. 1, Lexington +3 Winchester Council No. 75, Winchester +3 - Whitesburg Council No. 113, Whitesburg +2 - Irvine Council No. 92, Irvine +1 - Princeton Council No. 43, Princeton +1 - Pikeville Council No. 96, Pikeville +1 Harry F. Walters Council No. 101, Shelbyville A basic summary of our finances is as follows: $75, Income for fiscal year July 1, 2009-June 30, 2010 $61, Expenses for fiscal year July 1, 2009-June 30, 2010 $14, Excess of Income over Expenses We are making progress on my goal of paying the current year s expenses from the current year s income! Also, I continue to express my belief that we should have a continuing resolution to authorize expenditures in July and August prior to adopting a budget in September for the fiscal year of July 1-June 30. Concerns We continue to have too many of our Councils that are not submitting their various reports by the deadlines. This delays processing in the Office and causes extra work. The problem of producing an annual Proceedings is making great improvement thanks to our Office Secretary Rebecca Warth! During the past year, we completed all of the Proceedings through As promised, I produced and distributed a Proceedings for 2007, 2008 and 2009 which will hold us until we are caught up. It is my intention to do this again this year. Finally I continue to be impressed by the expertise and dedication of so many Council Recorders. This year has seen a number of new Recorders who are doing a great job. Most are computer literate and do an outstanding job at the local level. To each of you who serve so faithfully, I say a sincere THANK YOU! Zealously, William G. Hinton Grand Recorder 26

14 DISTRIBUTION OF GRAND RECORDER S REPORT It was moved by the Grand Recorder that his report be received and distributed to appropriate committees. The motion was adopted. REPORT OF THE CHIEF ARCH DEPUTY Greetings Companions, This past year we had several changes in our District Deputies and would like to thank them for all the hard work and travel they did. There were several reports that had to be recalculated, and if you have any questions please contact me. We did not have a report from the proceeding year, and were not able to compare any progress made by any of the Councils. $2.00-$2.49 per member. Bullitt Council #114 received their first CMMRF plaque. Several Councils were awarded Certificates for achieving $1.00 per member level. The Quarterly Reports are included with this report, showing the amount each Constituent Council contributed, as well as the Ish-Sodi Council, which meets at this Grand Session each year. I wish to thank Most Illustrious Grand Master Robert Stanford for appointing me to chair this important committee, as well as the support of the Elected and Appointed Grand Council Officers. But most especially my thanks to you Cryptic Masons of this great Commonwealth for your personal and financial support this Cryptic year. Fraternally submitted, Kerry Sluss, MIPGM 65/45 The Inspection Reports are not meant to be used to compare one council to another, but as a tool to guide each individual council on their progress or area that needs improvement. Only one council submitted the Illustrious Masters Superior Service Report, and that was Jeffries #33 with a total of 26 points that was added to their Inspection Total. Frankfort Council wasn t able to produce a record of their total membership due to the death of their Recorder, hopefully this will be updated for next year. Lets all strive for improvement this year and hopefully growth in membership. CMMRF REPORT Respectfully submitted Stan R Simonton Grand Chief Arch Deputy To the Most Illustrious Grand Master, Officers, and Members of the Grand Council of Kentucky, Royal and Select Masters: Companions, I am very proud that Kentucky contributed $5, and finished NINTH in total contributions for the year of 2009! From 2004 through 2009, Kentucky has contributed a total of $200,927.49; and $286, since the Philanthropy began! Additionally, extender bars were awarded to four Councils; Louisville #4; Morehead #45; Lebanon #56; and Richmond #71. A bar was also presented to Grand Arch # 3, who contributed $ since July 2009, and $3, overall. E.K. 15 The remaining Councils HAVE NOT submitted any Amendments or By- Laws change in 3 YEARS. Respectfully Submitted Larry N. Flowers Sr. Chairman (74) James E. Boucher (74) Robert E. Jordan (74) COMMITTEE ON GRAND COUNCIL HISTORY 2010 To the Most Illustrious Grand Master, other Grand Council officers, and companions of the Grand Council of Kentucky, Royal and Select Masters: The work on the history of Cryptic Masonry in Kentucky continues to be a fascinating and interesting pursuit. It is of interest to note that the council degrees were placed under the jurisdiction of the Grand Chapter in 1878, but remained so just a few years, when the Grand Council resumed jurisdiction. W. LaRue Thomas was Grand Master at that time, and was one of eight Kentucky Masons who headed the Grand Lodge, Grand Chapter, Grand Council, and Grand Commandery. He also served as Grand Master of the Grand Encampment of Knights Templar. The General Grand Council was formed in 1880, but the Grand Council of Kentucky did not affiliate with it at that time. Another Kentucky Mason who served as the head of the four Grand Masonic Bodies was Joe H. Ewalt, who was Grand Master of the Grand Council early in the 20 th century. He lived at Ewalt s Crossroads, between Paris and Cynthiana, and died in The work continues on the illustrious history of Cryptic Masonry in Kentucky. Respectfully submitted, Carroll M. Curtis, (106), Chairman J. B. Hitt II, (1-4) William G. Hinton (2) REPORT OF THE COMMITTEE ON NECROLOGY September 17, 2010, A. Dep To the Most Illustrious Grand Master, Officers, and Companions of the Grand Council of Kentucky, Royal and Select Masters: We pause in the annual celebration of our fellowship and in the regular business of this Grand Council to pay our deepest respect to those who have passed on to the reward prepared for them by the Supreme Grand Master. We especially remember those nearest to them in this time of sorrow their families most of all and those they loved and those who loved them as kind neighbors, wise mentors, and cherished friends. In the midst of life we are in death, we are taught both in the rituals of Freemasonry and in the doctrines of our faith, but we also know that the Great Architect of the Universe will show us the path of life, and in his presence is the fullness of glory and that at his right hand there is pleasure for evermore. Let each of us remember now in a moment of silence those Companions of the grand jurisdiction of Kentucky who have departed from the circle of our fellowship. We share in the loss of the Grand Commandery of Knights Templar of Kentucky in the death of Sir Knight Robert J. Thomas, REPGC and with the family of Mrs. Jean Curtis, widow of Sir Knight Clyde Curtis, REPGC/REPDC. Those who whom we pay tribute today are surely not forgotten, neither by us in this moment, nor in eternity, for they rest in the arms of the Eternal Father, who has promised in these words from the prophet Isaiah: Do not fear, for I have redeemed you; I have called you by name, you are mine. When you pass through the waters, I will be with you; and through the rivers, they shall not overwhelm you; when you walk through fire you shall not be burned, and the flame shall not consume you. For I am the Lord your God, the Holy One of Israel, your Savior. Let us pray: Remember these your servants, O Lord, and grant that they may go from strength to strength in the life of perfect service in your heavenly kingdom. May you bless them and keep them, make your face to shine upon them and be gracious unto them. May you ever lift up your countenance upon them and give them your peace, both now and for evermore. Amen. Respectfully submitted, James D. Reeder (45) Committee on Necrology REPORT OF THE GRAND REPRESENTATIVE OF SCOTLAND TO KENTUCKY In the year to 12th February 2010, 260 Companions were Honoured, chosen and greeted as members of Cryptic Councils under the Grand Council of Royal and Select Masters of Scotland, up slightly from the previous year, but some Councils continue to experience difficulty in attracting Candidates. Charters were granted for two new Cryptic Councils in Lebanon, to meet in Tripoli and in Zahle. Respectfully submitted, Leslie F. Tanner, Jr

16 REPORT OF THE RITUALS/ PUBLICATIONS/ EDUCATION COMMITTEE To the Most Illustrious Grand Master, Officers, and Members of the Grand Council of Kentucky, Royal and Select Masters: This Committee was tasked with recording the count of the sale of Rituals and Essentials that were printed prior to the last Grand Assembly. We would like to thank Grand Recorder William G. Hinton and Rebecca Warth, office Secretary, for their assistance in providing the data for this report. October 31, 2009 your Chairman counted the rituals at the York Rite office with the results as follows: There were a total of 2,518 rituals in hand after the printing. This includes leftover rituals and the newly printed rituals. For the period of July 1, 2009 through June 30, 2010, 155 Rituals and 15 Essentials were sold, leaving a total of 2,363 rituals and 10 essentials. For the year 2010 only, 52 rituals and 3 Essentials were sold. Concerning the educational part of this report, your committee was very busy this year. Two of your Committee members participated at an Arch Presentation at El Hasa Shrine Temple on August 22, 2010; educating a group of approximately 70 people about the several bodies of the Family of Freemasonry, Companion Larry Eastham represented the Blue Lodge and Companion Kerry Sluss the York Rite. This presentation also occurred at Kosair Shrine Temple in Louisville earlier in the summer, with Companions and Sir Knights in the Louisville area participating. Your Chairman and the Grand Council officers conferred the Royal Master Degree at OKI on August 7, The Committee has also been busy developing educational documents to share with the Companions. We have developed a Synopsis of the Royal, Select, and Super Excellent Masters degree to present to candidates at any initiatory work. This synopsis aids the candidates to understand the relation of the Council to the York Rite, and where it occurs in the timeline of events. We have also developed a Mentor Manual for a Council Mason. We thank MIGM William Laughlin and the Cryptic Masons of Ohio for allowing us to use their manual as a guide, so we can develop interest and retain active members. We hope that these publications will assist us in maintaining interest in keeping Cryptic Masonry enjoyable. However, they must have proper funding. I hope you will consider providing this funding to make it happen. The Committee wishes to thank MIGM Robert Stanford for this appointment. Fraternally submitted, Kerry Sluss MIPGM Chmn. 65/45 C. Victor Ramey PIM 45 Larry K. Eastham PIM REPORT OF THE COMMITTEE ON YOUTH Your Committee on Youth consisting of Companion Archie R. Smallwood (4/70) Companion Richard B. Miller (34) and Companion Dr. Edward G. Anderson have been working for the Grand Council Royal and Select Masters and M.I. G. M. Robert L. Stanford to promote youth on all levels. This last year we recognized the four youth groups in Kentucky which are Order of DeMolay, Order of the Builders, and Order of Rainbow for Girls and Job s Daughters International. We congratulate the Grand Council officers for the visits they have made to each one of these organizations special sessions. When Dad Danny Coffey Executive Officer in Kentucky for DeMolay invited our Grand Officers to Jabez where they showed support for this fine organization which held the Annual Conclave for their young men. When the Order of the Builders held their Annual Session in Scottsville we were there at the Chapter. To support the Order of Rainbow for Girls not only the officers of Grand Council but many of our Companions were in Louisville at the Scottish Rite Building to assist in any way we could and also to show support, this with Mom Ann Payne Dukes being the Supreme Inspector in Kentucky the girls had a very productive session. This year under the guidance of Bonnie Koontz the Bethel Guardian of Bethel #18 in Louisville and Cherie Blackburn, Job s Daughters is now working hard to show all Kentucky how they do their work and they do it quite well. Visitation to any and all of these fine organizations is what they seek. They can use your support not only with donations but by your presence at their meetings. The inspiration of adults and the approval of those adults is what they seek. Let us all work toward the goal of helping our young people which shows us the future in them. We hope that we have made a difference this year for our M.I.G.M. and our Grand Council. Zealously submitted, Archie R. Smallwood (4/70) Chairman Richard B. Miller (34) Dr. Edward G. Income Permanent Fund 262 Bonds TOTAL $ , ,0 BALANCE 2 We are beginning our 3 rd year of the $5.00 assessment and I am sure there is much concern for the amount of our dues to the membership. The above Budget is figured on the $15.00 assessment that has been asked for and approved by the craft. Please take the time to look this over carefully before you proceed. The Committee and the officers have spent a lot of time trying to come up with ways to keep the budget as low as possible in the past and continue to do so with this budget. Some of the following line items 201 through 208 are set by our Pandect and are not changeable. One big problem to our budget is that the Officers are not submitting their expenses by the end of the year as required. They submit them after the June 30 th cut off date and this causes them to be paid out of the next year s budget making the budget line item over draw. Some members say if they do not submit their expenses by the cut off date of June 30 th each year, then not to pay them. It is the responsibility of the officers to have their expense items in on time. I must say I agree with this, but as Masons we try not to offend our brothers. You the craft must understand that trying not to offend our brothers is good Masonry but bad business. The line items on the budgets do not roll over and the money does not stay there if the funds are not spent, they are supposed to by placed into the permanent fund after you the craft approve the new budget. You will also see in the last year s budget there are, as in the past, big differences in the salaries and expenses of the Grand Recorders, Annual Assembly, Payroll Insurance and Taxes, and Office Secretary Wages. These large over draws on the budget is due to the Grand Council paying all of these items for all three bodies and then being reimbursed by the other two bodies some time later. Again not good business but it always been done this way so we assume it will continue. There are ways to fix this but it would increase the budget to implement and maintain the changes. The year of 2011/2012 the $5.00 assessment will discontinue and go back to the $10.00 assessment. We have this year 3589 members in the Grand Council a loss of approximately 3% from last year. Had it not been for the hard work of J.B. Hitt, PGHP and many others in the Louisville area the loss would have been approximately 6%? With the festival held in Louisville that loss was cut from 6% to approximately 3%. Thanks to all the members in the state that helped to make this reduction in losses possible. Do the math, 3389 (difference not a mistake) dues paying members times the $15.00 assessment equals $50, of income from our dues as reported in the budget. Our budget is $45, for the up coming year. Leaving the Grand Council in the black from dues only. The other income items are not guaranteed therefore I am only using the known numbers. In the budget year of 2011/2012 when the assessment goes back to $10.00 and your membership has dropped again by approximately 3% hoping that Louisville again does a great job in admitting members for us so it is not a higher percentage. Your known funds for use will be as follows: Approximately 3287 dues paying members, times $10.00 equals $32, of known income for the 2011/2012 budget. Where do you want to cut the $12, from the next year s budget? In the past we have taken the difference to balance the budget from the permanent fund. What items do you want to do away with? We can be assured that the cost of doing business is not going to go down. You must also remember this is a business from the IRS standpoint and not a club. We need to think of it in the same way to be a success. We have a whole year to prepare for this and think about the solutions. In waiting for that year you will need to understand we will still have to wait another 9 months after the fix is voted on and passed for it to start to appear for use in the budget. 34

18 Possible fixes are: Keep taking from the permanent fund until there is no fund left (short term fix) Increase the dues (mid term fix re-occurring every few years) Increase membership (long term fix) To end on a positive note I would like to thank our Grand Recorder and his staff for their hard work in trying to manage the budget and providing what we need. I would like to thank the committee that replaced the funds for the rituals so fast. I would hope that again this year any funds left in the income account after the approval of the new budget would be transferred to the Permanent Fund. To Most Illustrious Grand Master and you the craft thank you for the chance to serve. Respectfully Submitted: Ronald A. Johnson, MIPGM James T. Banton, MIPGM Archie R. Smallwood, MIPGM The Budget was adopted for the coming year. 19 COMMENTS BY MOST WORSHIPFUL GRAND MASTER Brother Donald Yankey, Right Worshipful Deputy Grand Master, had previously brought greetings on behalf of the Grand Lodge. ROLL CALL The Roll Call revealed that 36 of 38 Councils were present. INSTALLATION OF OFFICERS Grand Council (Constitution) that is easily read and addresses the needs of our modern day Constituent Councils. Companions you should be very pleased with your accomplishments. The title of this year s program is The Year of the Ahishar. My program this year focuses on relationships. The Bible scriptures I have chosen are Matthew 24: 36-51, I hope your Constituent Council has received the correspondence I mailed. As stated in my letter, there will NOT be any Arch meetings this year. I am more interested in building personal relationships with the Companions around our great Commonwealth than I am in carrying out the same old thing. Also, you will discover I have discarded the old inspection form and created a new one which I believe will prepare the Constituent Councils for the challenges they may face in the near future. We are going to have a great and wonderful year in Cryptic Masonry. Thank you for all of your support in he past. By continuing to work together, we will build a stronger Grand Council. May God bless you and your families, and God bless America. Sincerely, Douglas W. Bunch M.I. Grand Master Attest: William G. Obviously, I would be nothing without our Heavenly Father, His Son, Jesus, and the Holy Spirit. For anything that I have done right, I give God the glory, and for everything I have done wrong, I accept responsibility for my actions. Sometimes it is hard to believe that three years have gone by since the Companions of Kentucky elected me into this Grand Line. Many goals have been realized in a very short time. We have rituals, and books of essentials. We have a balanced budget, our bank accounts are in the black and we no longer operate in debt. We have a new Pandect 37 38
