DIRECTIONS TO OWYHEE PRESBYTERIAN CHURCH from Sonny Thomas To get from Boise to Owyhee, Nevada will take about 2.5 hours. 1. From Boise take I-84 East to Mountain Home. 2. Get off I-84 on the first exit (Exit 90) into Mountain Home. 3. This road will take you into downtown (approx. 4-5 miles or so); stay on the road. The road will continue through town, and then naturally turn to the right, which will automatically put you onto Airbase Road going West. 4. Continue West on Airbase Road for approximately 1 mile to the intersection of Airbase Road and Highway 51. (The road on the right side of the street will say Elmcrest Street.) This intersection does not have a traffic signal, but does have a Chevron Station on the Southwest corner. Turn left onto Highway Continue on Highway 51 for approximately 91 miles to the town of Owyhee, Nevada. 6. While on Highway 51, you will pass over the Snake River and also go through the towns of Bruneau, Grasmere, and Riddle. Do the speed limit through Bruneau. 7. Grasmere is an old abandoned gas station with some out buildings on the left side of the road, rocking chairs still in place on the porch. 8. Riddle has a building on the right side of the road, also a road maintenance area on the left. Riddle is just a few miles outside of the Duck Valley Indian Reservation. The reservation is well marked. (In the Grasmere/Riddle/Owyhee area, it is common to have livestock on the road. Please watch out for cows.) 9. Once you go through the reservation gate, the town of Owyhee will be about another 13 miles up the road. Do the speed limit on the reservation. 10. Owyhee Presbyterian Church is the last building in town on the right side of the road just past the schools. The Feather Lodge in Owyhee is newly renovated, amenities include high-speed internet. 7 PRESBYTERY OF BOISE Called Meeting June 21, 2008 San Jose, California A meeting of the Presbytery was called by Stated Clerk pro tem Judy Austin for the purpose of electing a replacement minister commissioner from Boise Presbytery to the 218 th General Assembly of the Presbyterian Church (USA). The meeting was called to order at 5:02 p.m. on June 21, 2008, by the most recent moderator present, Phil Moran, who opened the meeting with prayer. Elders present were Judy Austin (Boise First), Kathryn Baker (Bethany), Rebecca Lee (Boise Covenant), and Joey Mills, CLP (Ontario). Clergy present were Edward Dunn (Boise Southminster), Joanna Dunn (Boise First), and Phil Moran (Boise Covenant). Edward Dunn was nominated to serve as minister commissioner to the 218 th General Assembly of the Presbyterian Church (USA). There being no other nominations, Presbytery voted to cease nominations and instruct the clerk to cast a unanimous ballot for Edward Dunn as minister commissioner from Boise Presbytery to the 218 th General Assembly of the Presbyterian Church (USA). 8 BOISE PRESBYTERY Coordinating Council Called meeting June 2, 2008 A meeting of the Coordinating Council of Boise Presbytery was called by the Presbytery s moderator, Randy Marshall, on June 2, 2008, to draft a response to the Synod of the Pacific from the Presbytery of Boise regarding termination of employment of Snake River Mission Area staff. The meeting was called to order at the Presbytery Center at 7 p.m. by Betty Beck, council chair, who opened the meeting with prayer. Council members present were Betty Beck, Ruth Hicks, Randy Marshall, Marianne Paul, Kathy Mattson, Harvey Pitman, Bruce Swanson, and Chuck Winder. Others present were Marilyn Blair-Clausen and Jerry Hamby, Mission Unit Coordinating Committee; Edward Dunn, chair of the presbytery transition team; Joanna Dunn, recording clerk of the Synod Mission Personnel Committee; and Judy Austin, recording clerk of the presbytery and chair of the Synod Mission Finance Committee. After introductions of those around the table, David Carlson was invited to speak. He noted that his March memo stemmed from his return from sabbatical and the work that the regional presbyters had been doing while he was on sabbatical. He and SRMA staff met in April with Rob Brink, executive of the Synod of the Pacific, and Ann Butterfield, the synod s director of business services. He noted the impact on presbyteries of the change in the way mission funding is handled by the synod, and he distributed a memo laying out potential mission and ecclesiastical budgets for Chuck Winder noted that the Owyhee line item in the mission budget is zeroed out because the request was for construction money and the mission funding process does not deal with construction. After David left the room, Marilyn Blair-Clausen reported on MUCC s response to the starting-point proposal from the Synod Mission Personnel Committee. MUCC recommended 6 months severance and termination December 31, 2008, for all SRMA staff. Discussion followed on how the whole process has gone on. Joanna noted that while MUCC can determine a termination date, the synod has to determine the severance package in accord with the synod personnel manual which is very specific about severance packages for appointed staff and leaves packages for called staff to be determined on a case-by-case basis. The group worked through a draft response. Council voted to adopt the document Re: Termination of Employment of Snake River Mission Area Staff: Response to the Synod of the Pacific from the Presbytery of Boise and direct the clerk to convey the document to the Synod Mission Personnel Committee and the Mission Unit Coordinating Council..Edward Dunn will communicate with the other transition teams about the recommended financial review. The document is appended to these minutes. Council voted to adjourn at 9:17 p.m. Edward Dunn offered the closing prayer. 9 BOISE PRESBYTERY Coordinating Council July 28, 2008 Presbytery Center The stated meeting of the Council was called to order at 7 p.m. by Randy Marshall, who offered opening prayer. Council members present were Betty Beck, Ruth Hicks, Randy Marshall, Kathy Mattson, John Murphy, Marianne Paul, Harvey Pitman, Dick Symms, Ron Tincher, and Chuck Winder. Others present were Judy Austin, David Carlson, Edward Dunn, and Rodney Moore. Council voted to approve the minutes of the called council meeting of June 2, Council voted to approve the minutes of the council meeting of April 7, Ron Tincher went over financial reports through the end of June. The presbytery is currently over income and under expenses. He also went over designated accounts. At his request, Council voted the merge the Bicentennial Fund designated account into the Synod Custodial Account. He noted that the management team for the Presbytery Center will be expending c. $1,800 to sealcoat and restripe the parking lot. Edward Dunn led council through the Transition Team s report. Council voted to adopt the Presbytery mission statement as presented in the report: The mission of the Boise Presbytery is to assist, support, equip, and challenge congregations to be disciples, and to make disciples for Jesus Christ. Council voted to present the report of the Transition Team to the Presbytery on August 23 for study and for approval at a called meeting on September 20. Council voted to instruct the moderator of the presbytery to present a search team for an interim general presbyter at the called meeting on September 20. Council voted to consider Shared Ministry recommendations as a part of the Transition Team report. The called meeting to consider the report of the Transition Team and to elect a search committee for an interim general presbyter will be at the Emmett church on September 20; registration will be at 9 a.m. and the call to order at 9:30 a.m. Council discussed budget matters related to the new funding process and the transition report and how they might be presented. It was agreed that action on the 2009 budget should not be part of the called meeting on September 20. Rodney Moore, in behalf of the NCD commission, noted that David Goebel leaves the presbytery staff at the end of the year and will become pastor full time at Reflections Church. The commission is concerned about his salary shortfall. It also reommends that there be a separate NCD account; it is currently included with the Presbytery Center account. Following lengthy discussion, Council voted to allocate up to $33,000 in unallocated mission funds for 2009 to the NCD Commission. Betty Beck stated that she expects that the Capital Campaign to retire debt on the Presbytery Center will start before the end of the year. Chuck Winder will report on Covenant s activity in Africa at the August stated meeting of Presbytery. Processes and timing for consideration of amendments from the 218 th General Assembly and of the Form of Government report were discussed at length. There will be - 9 -

10 opportunities for sessions to participate in study groups on amendments before the Presbytery votes on them in February. There will be further discussion at the October council meeting. Kathy Mattson noted that the fall gathering of Presbyterian Women will be September 6 and a coordinating committee meeting will be August 16 at Kathy s house. Eric Chavis will speak at the November meeting in behalf of the Presbyterian Foundation. Other agenda items for the August 23 stated meeting of Presbytery were noted. Commissioners will be encouraged to carpool and to meet by 7 a.m. at the Southminster Church parking lot. Council voted to adjourn at 9:40 p.m. Betty Beck offered the closing prayer. 13 NOMINATING COMMITTEE Recommendation 1. Elect Beth Scherfee and John Murphy as commissioners to the Synod of the Pacific, Class of COMMITTEE ON MINISTRY Information 1. Presbytery Minimum Effective Salary for 2008/2009 is #34,000 The previous minimum salary in Boise was set in 1994 and was $24,400. The Cost of Living increase for 2009 will be announced at the November meeting. Recommendations 1. Dissolve the pastoral relationship between the Southminster church and the Rev Edward Dunn and change his status to member-at-large, effective September 1, Dissolve the pastoral relationship between Bethany church and the Rev. Tom Hoslag and change his status to member-at-large, effective August 18, Dissolve the general presbyter relationship between the Presbytery of Boise and the Rev. David Carlson and change his status to member-at-large, effective December 31, Examine and receive Marcella (Marci) Glass from the Presbytery of Santa Fe to be the pastor of Southminster Church, effective September 1, 2008, pending transfer paperwork from the presbytery. 5. Approve the terms of call for clergy for (Separate Attachment) Marci Glass Statement of Faith In life and in death I belong to God. Through the grace of my Lord Jesus Christ, the love of God, and the communion of the Holy Spirit, I trust in the one triune God, the Holy One of Israel, whom alone I worship and serve. 1 I am surrounded by the mystery of God. I have learned that when I attempt to answer all of my questions too completely, I end up answering the questions with my own truths instead of with God s Truth. 14 faith exists in the mystery of God, and is learning to rest comfortably under God s sheltering wings. I trust in God, whom Jesus called Father, whose steadfast love, abundant mercy, and extravagant grace were given to me before I was born, before I could choose it, knowing I could never earn it. This love saw its ultimate expression in the life, death and resurrection of Jesus of Nazareth. I believe that Jesus was the Messiah, the anointed Son of God, the Word made flesh. Christ emptied himself and became human, knowing our pain, our joys, our struggles. Yet Christ was without sin. I am justified by grace through faith and through this justification, I am sanctified by the Holy Spirit to be a new creation. In a broken and fearful world the Spirit gives me courage to pray without ceasing, to witness among all peoples to Christ as Lord and Savior, to unmask idolatries in Church, culture and self, to hear the voices of peoples long silenced, and to work with others for justice, freedom, and peace. 2 Even though I have been justified by God and sanctified in Christ, through the work of the Holy Spirit, I remain a broken and sinful person, in the midst of a broken and sinful world. Too often, I deny the image of God in my brothers, my sisters, my self. I put my trust in my own devices instead of resting in the providence of God. Yet all of creation is groaning in the process of being set free from sin, waiting with hope for the future restoration of all creation by God. The one sufficient revelation of God is Jesus Christ, the Word of God incarnate, to whom the Holy Spirit bears unique and authoritative witness through the Holy Scriptures, which I have received and obey as the word of God written. The Bible is to be interpreted in the light of its witness to God s work of reconciliation in Christ. 3 In the sacraments of baptism and communion the church both remembers Christ s life in his baptism by John at the river Jordan and the meal he shared with his disciples on the night he was arrested and points to the presence of God in our world today as we await the future with hope. The waters of baptism both cleanse and claim me, indicating my adoption into God s family and the free gift of unmerited grace. When I partake in the Lord s Supper, I am fed and nourished by God through the bread and wine, which signify for me the body and blood of Jesus. The chief end of humanity is to enjoy God and glorify God forever, and I believe that the best way to do that is in community, as church. The church is the Body of Christ in the world today, participating in the missio dei. The church is also a gathering of broken people, who together work to discern the voice of God, to feel the presence and movement of the Spirit, and to recognize the face of Christ in our neighbors. Towards the end of August a stirring of evaluation and planning meetings will appear. Most PW in the Congregations will hold their opening Fall Gatherings in September. PW in the Presbytery of Boise will hold the Fall Gathering of all the women of the presbytery on September 6. Presbyterian Women of Boise First Presbyterian Church will hostess. The PWP Coordinating Team meeting will be held on August 16 at the home of Moderator, Katharyn Mattson, 2912 Myrtle Way, Nampa. Presbyterian women are anxiously waiting for the 2009 Gathering of PW Churchwide to be held next summer in July. All women are urged to check our website that Kathryn Baker keeps for PW and also Boise Presbytery. 16 Report of the South African Ministry Team The SAMT is grateful to David Bales who has given his library to the Cape Presbytery Resource Center. They write: The cost of books in this country is such that purchasing new books with Presbytery funds is out of the question, and so this gift is a very welcome breath of fresh air. Thank you David and to Joey who mailed the seven cartons. We are awaiting information from the Cape Presbytery about the special ministries they would like spotlighted for the Alternate Christmas Tradition. Look for specific information in early fall. The SAMT is in need of more members to make their work effective. It would be very helpful if each church identified a contact person or someone who would be willing to serve.
