THE PURPOSE The purpose of this called meeting is as follows: To hear and act on reports from the Committee on Ministry. Specifically: - To act on the recommendation that the Rev. Dr. Bryan Stamper, Jr. be received into the membership of the Presbytery in order that he may accept the call of the Rancho Bernardo Presbyterian Church to serve as their Pastor. This action will include approval of the terms of call. - To act on the recommendation that Rev. Michael Killeen be received into the membership of the Presbytery in order that he may accept the call of the Oceanside Presbyterian Church to serve as their Pastor. This action will include approval of the terms of call. (This is contingent on congregational action on March 26, 2017) - To act on the recommendation that Rev. Dr. Gary Ziccardi be received into the membership of the Presbytery in order that he may accept the invitation of the Faith Presbyterian Church Session to serve as their Interim Pastor. This will include the terms of his employment - To act on the recommendation that Rev. Rosalind Ziccardi be received into the membership of the Presbytery as a member-at-large.

3 CONSENT AGENDA The following motions come from the Committee on Ministry and are recommended contingent on the Presbytery s vote to receive each candidate into the membership of the Presbytery. For information: Each package below more than exceeds the minimum terms established by the Presbytery. Rev. Dr. Bryan Craig Stamper, Jr. 1. The Committee on Ministry recommends approval of the following terms of call, accepted by the candidate and approved by the congregation on March 12, 2017: Compensation Salary & Housing $140,000 Pension, Medical, Death/Disability 51,450 Total Compensation $ 191,450 Other Compensation Annual Professional Study Allowance: $4,000 (reimbursable) Annual Automobile Allowance: $1,000 (Non-reimbursable) Annual Phone Allowance: $1,750 (Non-reimbursable) Other Benefits, Terms, and Items to Note Senior Pastor will be the primary teaching pastor for worship services Normal Work Week: hours Annual Paid Vacation: 4 weeks including 4 Sundays plus one personal weekend (no carry over) Annual Paid Study Leave: 2 weeks including 2 Sundays, can accumulate time over 3 years maximum; must be approved in advance by Session and Presbytery Sabbatical Leave: 3 months after completion of 6 years of credited service and taken during the 7 th year Weekly Time Off: At least one full, uninterrupted day per week; during heavy weeks, encouraged to take another day off following week Holidays: 8 days per year; if working on designated holiday, another day is recognized as a day off Sick leave: 80 hours annually Maternity/Paternity Leave: State requirement of 12 weeks for Family and Medical Leave Act Fees for Baptism, weddings, Funerals/Memorial Services and Counseling: No compensation from church members should be expected. There are some honorariums through payroll Medical reimbursement plan: up to $1,500 Flexible spending account We (the PNC and Session) and you will mutually develop and agree upon a covenant document that covers several areas we would like addressed by the pastor early in the call. The document can also include items the pastor requires of the staff and session in order to fulfill the covenant. RBCPC will provide a laptop computer Performance evaluation focused on the mutually agreed covenant document will occur quarterly with an HR Representative during the first year, with annual reviews thereafter. 1

4 It is understood our pastor is a potential kidney donor to his mother and may be away for a 3 to 4-week period recovering from the procedure. Time away will be covered by sick leave, disability, or vacation time, in that order. It is understood that our Pastor plans to start before his family will be moving out after school ends this summer. During this 3-4 month period, it is agreed that the Pastor will be visiting his family for 3-4 times between Monday and Wednesday. During these weeks, the pastor has the option of fulfilling the minimum 40-hour workweek requirement using flex-time hours during that week or using vacation time to make up for less than 40 hours worked. Other Components of our Offer: 1. Relocation Cost Reimbursement: a. Non-taxable Reimbursements i. We will pay all moving costs for packing and crating household goods and personal effects ii. In transit insurance iii. Temporary storage for up to one year iv. Transport cost for one personal car b. Taxable Reimbursements - i. House hunting travel expenses for the pastor and spouse (one round trip covering a period not to exceed 5 days) including lodging, airfare, and meals ii. Transfer travel expenses to San Diego for the family (based on air travel) iii. Suitable housing will be provided to our pastor before the family moves out this summer once a home has been leased or purchased. This will ideally be provided by various members of our congregation (so as to conserve church funds and not be taxable). iv. Selling costs for your present residence not to exceed a total of $25,000* (includes attorney s fees, escrow fees, appraisal fees, real estate agent s commissions, title cost and point paid for service other than interest) v. Closing cost on the purchase of your new home reimburse up to $10,000* of costs to purchase a new home in our community *To lessen the impact of taxes on our new pastor, items b-iv and v will be incorporated into a low interest loan, where any principle and interest will be incrementally forgiven each year over a 5-year period. The loan will be established after close of escrow with the home as collateral. Rev. Michael Killeen The Committee on Ministry recommends approval of the following terms of call, accepted by the candidate but contingent on the congregation s approval on March 26, 2017: Salary/Housing $95,000 Board of Pensions 34,675 Medical Reimbursement 2,000 SECA 7,268 Professional Expense 1,500 Continuing Ed 2,000 Auto Allowance 1,500 Moving Allowance up to $12,000 4 weeks vacation & two weeks study leave - annually 6 weeks of Sabbatical for every 7 years of service (In lieu of study leave that year) 2

Dr. Gary John Ziccardi The Committee on Ministry recommends approval of the following terms: Salary/Housing $75,000 Board of Pensions 8,250 Medical/Dental Co-pay ** 600 Professional Expenses ** 600 Study Leave 1,000 Book Allowance ** 500 Auto Allowance ** 1,600 ** Reimbursable Study Leave 2 weeks annual, may use 1 week after 6 months Vacation 30 calendar days within the terms of this contract. One week may be taken each quarter (3 months). Any unused vacation will be paid on separation of employment. Sick Leave Will accrue at the rate of 1 day per month of employment. Unused sick leave will not be paid on separation of employment. 3

6 Rev. Dr. Bryan Craig Stamper, Jr. I believe in God the Creator, who brought all things into being and continues to create all things out of love and compassion. Genesis 2:1 I believe in Jesus Christ, God s son, who has come as savior to live among us and teach us the ways of God and the way to full and holy life. This savior died a real death for us on a cross to reconcile us with God s own self. Colossians 1:19-20; Romans 3:21-26, 6:6; Hebrews 10:10, 14 I believe in Holy Spirit, the power of God available to us through the gifts of the Holy Spirit. Acts 2:1-4 I believe people are broken and separated from God by sin. Romans 3:23 I believe the Biblical canon is Holy Scripture, God-breathed, and as Christ s will for the church is found within scripture, it is to be obeyed as the functioning rule for faith and life. Christians should pray that Holy Spirit might reveal this will for us as found in the Bible. 2 Timothy 3:16; Psalm 118:18-19, 119:105; Ephesians 1:17-18 I believe God the Father, God the Son, and God the Holy Spirit are one, existing as one even before time began. Genesis 1:1; Psalm 90:2; Matthew 28:19; 1 Peter 1:2; 2 Corinthians 13:14 I believe Christ loved the church and gave up his life for it; what we call our church is and always has been Christ s church. Ephesians 5:25 I believe salvation is maintained by the grace and power of God; the grace and keeping power of God gives us security in the knowledge of our salvation. John 10:29; Hebrews 7:25; 1 Peter 1:3-5 I believe all Christians are called to live simple, non-materialistic lives in submission to God, in dependence upon Holy Spirit, and with an eagerness to help each other and the poor. 1 Timothy 6:6-10; Acts 2:43-45 I believe ordained pastors have the ecclesiastical responsibility to involve the church body in the sacraments of baptism and the Lord s Supper. These are signs of the manifest presence, power and action of Christ in the church. In the sacraments we are sealed, united, renewed, and marked by God. Matthew 28:19; 1 Corinthians 10:16-17; 11:24; Romans 6:3-4 I believe ordained clergy should prepare people to be missionaries in the world. Ephesians 4:11-12 I believe all followers of Christ are called to minister to the Lord, to believers, and to nonbelievers. James 5:13-14; Hebrews 6:10; Matthew 5:13-16 I believe God transforms us and the desires of our heart when we delight in the Lord. Psalm 37:4 I believe God works to bring good out of all the experiences of life. Isaiah 55:8; Romans 8:28 I believe the church exists to bring people from the world into relationship with Christ, other believers, and Christ s church universal, lead those people to Christian maturity, help them discover their spiritual gifts, and release them back into the world to do mission and ministry. Ephesians 2:19; 2 Peter 3:18; 1 Corinthians 12:4-6; Acts 1:8 I believe we are called to love the Lord our God with all our heart, soul, strength, and mind and that we are called to love all people. Deuteronomy 6:4-5; Matthew 22:

7 Rev. Michael Killeen I believe that I am created to pursue an authentic and life giving relationship with God. I believe that God, by simply speaking, brought everything into existence. I believe that God designed humanity to be in a holy relationship with Him. I understand God to be merciful and just, righteous and holy, and thankfully gracious beyond all measure. I believe that Jesus is the fulfillment of the promise and prophesies that God made to Abraham and the prophets of old. In Jesus, being both fully God and fully man, we are shown how life can be best lived. Jesus willingly and obediently offered up his own life so that all who believe in him might have life eternal. Jesus preached and taught with authority, lived a life marked by compassion and humility, performed miracles and was sinless. Jesus is our only perfect sacrifice. He willingly suffered and died on the cross so that we might receive forgiveness and new life through Him. He proved His power with His victory over death on that first Easter morning. In believing all these things I must say that Jesus is both my Lord and my Savior. I experience God s Holy Spirit every day. In each breath I take I am reminded that it is the very breath of God that gives me life and sustains me. It is the Holy Spirit of God that provides and nurtures spiritual gifts for each believer. These spiritual gifts are to be used in the care of God s people, the furthering of God s Kingdom and in the stewardship of this created world. The Holy Spirit of God is at work in many ways that I can only describe as mystery. I believe that the Father, Son and Holy spirit are fully one. They are Triune in ways that no human mind can comprehend or fully explain. I believe that the Bible is the inspired word of God and it speaks into my life with authority. God s word was given to humanity so that we might know how to best be in relationship with Him. The Bible is God s love letter to humanity. The Bible contains the story of God reaching out to mankind to rescue, redeem and restore his people. The Bible defines who I am from God s perspective. In that definition I need to be clear on this, I am a sinner who is being redeemed by God s grace every day. Even thought it was written long ago the Bible still contains life giving and timeless truths that help me live a life that honors Him. The sacraments of Baptism and Holy Communion are special displays of God s grace. They point to an inward reality of renewal and restoration and to an outward mystery of God s being at work through ordinary bread, juice and water. These sacraments exemplify the grace of God lived out in the context of worship. They recommit us to the community and the family that is called the church. I believe we are called to develop individually through prayer, study, service and worship as acts of personal discipleship. I believe we are designed to share the life, faith and hope God gives us with everyone around us. I believe we exist and are called to demonstrate God s great love to this broken world both as a community of faith and as individuals every day. 5

8 Rev. Dr. Gary Ziccardi I believe that: God reveals himself to humanity in creation, in Jesus Christ, and in the Holy Scriptures. Ever since the creation of the world, his invisible nature, namely, his eternal power and deity, has been clearly perceived in the things that have been made. (Rom. 1:20) In Christ all the fullness of God was pleased to dwell, and through him to reconcile to himself all things. (Col. 1:19-20) All Scripture is inspired by God and profitable for teaching, for reproof, for correction, and for training in righteousness. (2 Tim.3:16) God consists of three persons: Father, Son, and Holy Spirit. The incarnation of God s Son, Jesus Christ, by the power of the Holy spirit, is the central event in history. God created a world free from evil. God created humanity in his own image in a harmonious relationship with himself and the rest of the world. In disobeying God, humanity sinned, thus destroying the harmony and causing alienation from itself, God, and creation. Through the life, death, and resurrection of the Lord Jesus Christ, sin is conquered. Humanity appropriates reconciliation with God through faith in Jesus Christ. God isn t willing that any should perish, but that all should reach repentance. (2 Peter 3:9) The Church consists of those who have been reconciled and justified upon entering the Christian faith. Thereafter, they stand as sanctified by the Holy Spirit for a continual process of growth to love God and neighbor more fully. The Confession of 1967 says, Obedience to Jesus Christ alone identifies the one universal church. (Art.9.03) the church communes with God and members one with the other by the sacraments of Baptism and the Lord s Supper. Obedience to God in Baptism and worship of God in the Lord s Supper demonstrate identification with Jesus Christ in his life, death, and resurrection and with one another in the community of faith. The present hope of the Church is to carry out reconciliation of the world empowered by the Holy Spirit with the victorious gospel of Jesus Christ. The future hope of the church is everlasting life with God. 6

9 Rev. Rosalind Ziccardi I believe in a sovereign, just, gracious, and loving God who made all out of nothing and is revealed as I Am. While the pinnacle of creation, humanity is subject to God: by God s providence we live and move and have our being. In God s perfect love, we are given the choice to accept and return that love or refuse it. Human pride carved a chasm between the created and the Creator. Only by God s lavish love can we be reunited with God across this divide. Jesus Christ is our salvation. While much in the natural world points to God, our understanding is warped by a rebellious brokenness on a global and a personal scale. We need help. The Good News is that God desires all people to hear and respond to the message of salvation and be restored to shalom, wholeness, with God through the fully human, fully divine person of Jesus Christ. As man, Jesus experienced this world as we do, as God, he was uniquely able to satisfy the cost of our sinfulness through his death on the cross. The Spirit empowers us to turn to the Source of love, reclaimed for the life God created us to enjoy. Though understanding is limited, our capacity to know God is by design. The Scriptural canon illustrates and reiterates the profound truth that God Father, Son and Holy Spirit wants to engage with us. This is more than principle, it s personal. Written across centuries and cultures, our Bible is the authoritative guide for the church and her people. With the Holy Spirit working within the community of faith, people grow in their relationship and commitment to God through worship, education, service, and fellowship. We are chosen in Christ before the foundation of the world, destined for adoption as his children through Jesus Christ. People of every culture, language, and life experience, each with shortcomings and gifts, make one body in Christ. Submitting to God s self-sacrificing love personally and corporately, we become a beacon of hope to a fractured and fallen world and are commissioned to share the Good News of salvation using words if we must, quoting St. Francis of Assisi. In church we experience the sign and seal of God s grace and presence through the sacraments of Baptism and the Lord s Supper. In Baptism we are buried with Jesus, cleansed of our sin, raised with him to walk in newness of life, and welcomed into the covenant community of faith. Through the bread and cup of Communion, we receive and are renewed by the real presence of the crucified and risen Christ; that assurance is confirmed by the promise that Christ will come again! These sacraments of the church instituted by Jesus unite us with God and bind us to each other as we are grafted into Christ Jesus. In mystery and in truth, the great I Am graciously restores us to new life. Eternity with God is our matchless gift. Glory to God what a message to share! 7
