Mr. Kazar explaned the "New Jersey envronmental standards for resourcerecovery plants are part of the lcensng procedure and : they would be requred to be adhered to before any proposed faclty was gven permsson to operate. He added he s not n favor of - a referendum because he s afrad ths wll "poltcze" the ssue of resource recovery and all those concerned about the ssue wll not come out to vote on Electon Day, Tuesday, Nov. 5. The county's optons are also lmted. Freeholder Malgran sad, by the fact the New Jersey Dept. of Envronmental Protecton has been neglgent n not settng up a regulatory authorty to deal wth the sold waste crss on a regonal bass and the county must act now n ts best nterest The recent suspenson 6f Unon County Manager Lous Colett wll probably have a more postve effect on the negotaton process for the plant, accordng to the freeholder charman, because actng county manager, Robert Doherty, wll probably have a closer workng relatonshp wth the freeholders and he s famlar wth all the detals of resource recovery because of hs poston as county counsel. A specfc frm to buld and run the faclty has not been chosen, accordng to Mr. Kazar. He sad sx companes have been qualfed and proposals wll be solcted from all sx of them. Grand Ave. next to tre Rahway Geratrcs Center. The project, bult and managed by the, housng authorty, s part of a total centenfor the elderly meant to work n conjuncton wth the geratrcs center. ' t contans 39 onebedroom unt* and one twobedrooto junt. Four, of the one-bedroom unts' are specfflcahy desgned and bult for' the haklcapped. He congratulated all nvolved n the plannng and constructon of the towers. After an nvocaton by The Rev. Donald B. Jones, the'pastor of the Trnty Unted Methodst Church of Rahway, n whch he cted the new prde resdents of Rahway felt wth the constructon of the. complex, John P. McGrath, the executve drector of the authorty, sad the dedcaton was a trbute to the' "best board of housng commssoners any communty could have," notng the presence of two commssoners, Catherne Papmk and Counclman-at-Large Walter McLeod, n the audence. ' Mr. McGrath added there was no partsan poltcs n the authorty. t just got the job done. After congratulatng Mr. McGrath on hs day-today supervson of the constructon of the faclty, authorty charman, James J. Daly, ntroduced Mrs. Helen Schaffhauser, the wdow of the former executve drector, hs daughter, Joyce; hs son-n-law, Robert; ther two daughters and Mr. Schaffhauser's daughtertnlaw, Carol who were also n the audence. Johnson, remembered Mr. Schaffhauser as a "warm and wonderful man" and complmented Rahway on ts good sense and hard work n puttng the project together.
