1 Civil Source Civil Engineers Make the Difference They Build on the Quality of Life ASCE Utah Section Newsletter s Message By Brent Packer, PE By the time you read this, the latest ASCE Annual Conference, held in Orlando, Florida, will be concluded. This Annual Conference is an opportunity for ASCE members from around the world to meet, exchange ideas, and learn about exciting trends, projects, and challenges in our civil engineering world. This year, the theme of the conference was Infrastructure for All Generations, a topic very pertinent to what we each do. Prominent speakers discussed the issues of planning cities, dealing with regional transportation challenges, restoring the Everglades ecosystem, and the dream of building infrastructure in space. Another key element of the Annual Conference is the installation of new ASCE Officers. Attendees heard from outgoing Bill Marcusen about progress during the past year, and from the new David Mongan about future initiatives and goals. A new -elect, Wayne Klotz, from Texas, was also installed, along with some new members of the national Board of Direction. These volunteer leaders help steer ASCE, and set policy that guides ASCE and, as a result, the civil engineering profession. Even though many of us will never interact directly with these people, they impact our profession in many ways, and influence the future of our practice. We should pay attention to what they are doing, and communicate with them about our ideas and issues. At whatever level we choose to volunteer in ASCE, we should be working toward common goals and be unified in our efforts. Even though the new ASCE -elect was inaugurated only recently, the process is already underway to nominate and elect the next person who will fill this position. In an unprecedented move, the Utah Section has become an active participant in this process by nominating a person from Utah for national -elect. Last month Bob Russell, the ASCE Region 8 Nominating Committee Chair, sent a request to the Utah Section calling for nominations for National ASCE -elect. The ASCE Official Register, paragraph , states the following regarding the minimum qualifications to run for said office: Candidates for -elect shall be voting Society members in Good Standing from an Eligible Region. Additionally, candidates for -elect shall have completed one (1) full term of service on the Board of Direction or served as institute representative to the Board of Direction between 2000 and Blaine Leonard, a member of the ASCE Utah Section, has responded to the call to run for the elect office. The Section Board voted at the October ASCE Utah Section Board Meeting to nominate and endorse his candidacy. His application to run has been submitted to the Region 8 Nominating Committee for review and approval. To the best of my knowledge, until now, no one in the history of the Utah Section has ever been elected as national ASCE -elect. So, this action by the Section Board is unprecedented.
2 Blaine has served in ASCE in a number of leadership positions since Most recently he has completed two full terms of service on the national Board of Direction, serving as the Vice, Zone IV ( ) and Director, District 11 ( ). Locally, he served as the Wasatch Front Branch ( ) and the Utah Section ( ). He helped organize the Geotechnical group of ASCE in Utah and served as a GeoInstitute Governor ( ). Blaine has also served on countless ASCE committees and knows the Society very well. During the months ahead we will learn more about all the candidates running for the elect office from other Regions. The ASCE Board Nominating Committee will meet in May to select final candidates from the nominations provided by the Regions, and those people will be placed on a ballot for our vote in the summer of We are still a number of months away, but I encourage all of you to become familiar with the candidates running and to take the time to vote for the new ASCE -elect next summer. 3 Northern Utah Branch The Northern Utah Branch will hold their November luncheon at the Bluebird Restaurant. Our speaker will be Professor Blake Tullis. Professor Tullis will be speaking on different types of water structures. The Northern Utah Branch will also be notifying the Student Chapter scholarship recipients in November. Clay Bodily, P.E. Northern Utah Branch Wasatch Front Branch The Wasatch Front Branch will hold its next luncheon on November 16, 2007 at noon at A Classic Choice Catering. Mr. John Masek, P.E. principal at VIE Consultants and chair of the ASCE Seismic Risk Committee, will speak to the Branch. Mr. Masek's 25 years of vast engineering experience has been focused on natural and man made hazard assessments. He has been responsible for analysis projects for literally several hundred facilities and was the coauthor of one of the first FEMA documents to address earthquake hazard mitigation for lifeline systems in the U.S. Mr. Masek is also the co-author of the technical monograph for the 2004 Sumatra Earthquake to be published by the American Society of Engineers and is also one of the technical lead investigators for the Katrina and Rita Hurricane events in the United States. Wasatch Front Branch Central Utah Branch The Central Utah Branch November luncheon is scheduled for Thursday, November 15 th from noon to 1:30 p.m. This luncheon will be held at the Brick Oven in Provo. The speaker for this luncheon will be Dal Freeman, the Park Engineer at Lagoon Park in Farmington. He will be speaking about engineering aspects for some of Lagoon s rides, particularly the new ride Wicked and using magnetic technology in roller coasters. The ASCE Utah Section uses this information to send you the Civil Source. Southern Utah Branch The Southern Utah Branch s October luncheon had a record-breaking turnout. There were 48 members in attendance to listen to Dan Weiss with PBS & J discuss the engineering challenges and logistics of the St. George replacement airport. This has been our largest turnout in recent history! We look forward to the 2008 ASCE/APWA Spring Conference, which will run February 6-8. The conference golf tournament will be on February 8 th and will be held at one of the Southern Utah s most beautiful and challenging courses The Ledges. The Southern Utah Branch is seeking nominations for the 2007 Engineer of the year, Community Service Award, Engineering Innovation Award, Outstanding Water Works Project, Outstanding Transportation Project and Outstanding Civil Engineering Project.
4 These awards will be presented at the 2008 ASCE/APWA Spring Conference Awards Banquet. Please submit your nominations to any of the branch officers. A special holiday luncheon will be planned for early December and will provide our members with a chance to socialize with each other. Once the date and time have been finalized an will be sent out to the members. We were very lucky to have great weather considering the previous week. We hope that everyone who came had a great time. Our officer elections were also held for the upcoming 2008 year. The results are as follows: Joe Serre, Vice- Brad Conder, Secretary Kyle Twitchell, and Treasurer Jenni Oman. The Student Chapter Outreach has also been complimented by Kjirstin Roberts from Horrocks Engineering who will be working with the BYU Student Chapter. We are excited about the new officers and expanding the YMF. The YMF will finish out the year as we continue to pursue interaction with the student chapters and working with the outreach kits.
