Monmout 1 county contrbuted to the: defeat of Gopsll, reducng hs m a jorty to 2,794 out of a total Vote n the three countes of 43,768. The vote-n the t h r e e countes was 57,677 for Sutphn and 64,583 for Gopsll. By countes the vote was: Mddlesex Sutphn, 34,284; Gopsll, 24,372. Monmouth Sutphn, 20,487; Gopsll, 23,281, Ocean Sutphn, 2,906; Gop sll, 6,930. Bryant B. Newcomb, of Long Branch, ansf Elmer Polhemus, of Upper Freehold, Republcans, were reelected to the Board of Freeholders over the. Democratc canddates, Sfank Howland, of Long Branch, and George Martn, of Asbury Park. Frank Durand, mayor of Sea Grt, and Clnton B..ohsen, o Keansburg, Republcans, were elected to the Assembly, defeatng Wllam Sagurton, of Keyport, and Thomas Warren, 01 nterlaken, the' Democratc nomnees. We are appalled by the annual death and accdent rate, but t s mpossble to realze what condtons would be f there were no laws defnng reckless drvng, for nstance; f there were no constant threat of revocaton of the rght to drve, f there were no need to dsplay lcense plates, whch so defntely establsh dentty and responsblty; f there were none of the multtude of safety rules whch are found n the motor vehcle and traffc acts. Nether enforcement nor observance n N ew 'Jersey s perfect. Nor s t anywhere n the country. n some States, the stop-street rule has the sanctty and reverence accorded n moral law. n New Jersey t s frequently gnored. But n New Jersey other rules are generally observed, although they are broken n many parts of the country. Proof o f the effectveness of lcense legslaton as an ad to safety and santy on the hghways s shown by the fact th at States whch have no such legslaton are at the top of the lst n percentage of deaths and serous accdents'. New Jersey s automoble lcense law s not perfect; many drvers on the roads today should never have been granted lcenses. But New Jersey s roads would be ntolerable f there were no restrcton on the rght to drve. Of the 161,309 applcant's examned last year, 32,145 were rejected. Publc Too Careless. The effectveness of other provsons of the statute s lessened because the publc, whle approvng them n theory, s too careless, n- 'dfferent or lazy to observe them. She was unable to get a response from some one on the lne and reported to her supervsor, ' who, n turn, notfed Mss Kolbe, operator n charge. o Mss Kolbe mmedately obtaned' the address of the lne from the wre chef's offce and called the Cty Hall. Detectves rushed to the address and dscovered a young woman, Frances Rnggold, lyng on the floor wth lve pstol wounds. She bad been surprsed n her room by a negro prowler, and n the ensung struggle had knocked over the telephone n an attempt to call for assstance. Had Mbb Kolbe not summoned ad, Mss Rnggold probably would have ded before her plght was dscovered. Mss Hewtt dsplayed just as much resourcefulness to, gan her ctaton/ Whle on duty one evenng n the Paulsboro central offce she bad several calls from Woodbury for a Pauls- boro phj'glcan. An hour s callng faled to fnd the physcan at hs home, after whch the callng party nformed Mss Hewtt that he was n desperate need of the doctor to care for hs baby, who wab crtcally ll of pneumona. Volunteerng to help Mss Hewtt herself called the physcan's home, and, recevng (no response, she called a drug store, where the pbybcan mght possbly be found. Then she recalled a telephone number that the physcan often called and rang that number, hopng that she mght obtan a clue. The party she called was a close frend of the physcan, and wth hs, assstance the doctor was soon located n a- nearby town. He mme: dlately wept to the ad of the strcken chld, who responded to treatment and has snce recovered.
