1 KNIGHT NEWS, Council March 2018 Page 1 32 Worthy Knights of Columbus I apologize, this is a long and overdue Newsletter Within our community, there have been many discussions, assertions, and passionate pleas for help that I have chosen to wait until this publication to put into print rather than send you individual s with the requests and issues. Canada Summer Jobs funding: The Canada Summer Jobs funding has been changed by our current Liberal Federal government back in January. Many Catholic organizations have received money from the federal government student summer job grant program in the past. Jobs varied from summer camp counsellors to office assistants to creating new computer databases or websites. This year the federal government changed the application process to require organizations to sign an attestation statement that, as an organization, they support abortion rights and other issues related to sexuality. Catholic dioceses are recommending employers not sign the required pro-abortion attestation in applying for a Canada Summer Jobs (CSJ) grant. Ontario Call for Conscience Campaign The Assembly of Catholic Bishops of Ontario has approved a Call for Conscience Campaign from Feb. 1 Mar. 31, This initiative is designed to provide conscience protection for doctors, nurses, pharmacists and other health professionals who don t want to participate in assisted suicide or euthanasia. Currently, Ontario s regulatory agencies are forcing referral, even if contrary to the caregiver s convictions. Caregivers are at risk of losing their license to practice. Our State Deputy is asking you to go to either write a letter to your MPP or go to the website: Online Membership in the Knight of Columbus: Online Membership is now live in Ontario. Councils and members may now invite eligible men to join the Order online by sending them to

2 KNIGHT NEWS, Council March 2018 Page 2 32 Food for Families Program: All KofC members are encouraged to share the spirit of Lent and conduct a 40 Cans For Lent program. Each member is invited to donate ONE CAN OF FOOD FOR EACH DAY OF LENT which begins on Ash Wed, Feb. 14, 2018! Nominate a Community Champion today: Nominate someone from Oakville for an Oakville Community Spirit Award. Complete the online nomination form. Award Categories 1. Access Award: For individuals, businesses or organizations making a significant or ongoing voluntary contribution to the well-being and advancement of people with disabilities. 2. Arts Award: For an individual or organization that, through their volunteerism, has contributed to the arts in Oakville. 3. Group Volunteer Award: For a group of three or more individuals who volunteer time towards a shared goal/activity or event involving leadership, innovation and creativity. Activities or events can benefit all ages. 4. Heritage Award: For an individual or organization that has made an outstanding contribution to Oakville s natural, built or cultural heritage. 5. Individual Volunteer Award: For an individual who has made an outstanding volunteer contribution towards improving the well-being of Oakville residents of any age. 6. Senior Award: For a senior individual or group (65 years and older) that has made an outstanding voluntary contribution to the Oakville community. 7. Youth Award: For a youth individual or group (under 18) making positive contributions towards enriching Oakville s quality of life. Selection criteria Nomination deadline is Monday, April 16 at 4 p.m. Program Chairmen: Please submit your budget requests for the Fraternal year. Our Worthy Treasurer is drafting up next years budget and will need your input. Delta Bingo: We are now on tap to help at Delta Bingo. After waiting for close to three years, our Council is now at the top of the volunteer list. We will be looking to begin our volunteer work starting in May of For those who wish to actively help other, please look for further information regarding how you can help out by volunteering a few hours each month to our local fundraising. Formation (Second) Degree: There is a local second degree ceremony scheduled for Monday April 9 at: St. Margret Mary Church, 20 Idelwood Avenue, Hamilton L8T 1V9. The degree starts at 7:30, with candidates to arrive at 7:00. This event is to be "suit and tie." 3 KNIGHT NEWS, Council March 2018 Page 3 32 No Council sponsored Founder s Day Mass: Due to declining enrollment over the past few years, and the fact that March 29 th is Holy Thursday, our Council has decided not to host a Founder's Day Mass on March 29th, Any Knight who wishes to honour Fr. Michael J. McGivney by participating in a special Mass, is encouraged to join with the members of Council 3881 who will be hosting a Mass at Columbus Hall at 7:30 pm on March 22 nd Sat. Feb 9, 2019 is set as our Valentine s Dance: We have booked Le Dome-Angelo's Room, as well as the band, Freedom Train, for Sat Feb 9, Please put it in your calendar now and/or volunteer by contacting our DGK, Brother Rory Facca rfacca@cogeco.ca, to help out with this important Council event. Final Stations of the Cross: One final Stations of the Cross will be held at 7:00 pm at Mary Mother of God Church on Fri., Mar. 23 rd when our Youth and Youth Ministry team will lead in the reading of the Stations. A Holy Hour of Eucharistic Adoration, reflection and music will be then held from 7:30-8:30pm. The music ministry will be led by Tyler Seidenberg and a reflection given by Fr. Thomas Flynn LC. Assisting in confession will be Fr. Todd Arsenault LC and Fr. John Van Hees. Dues are dues: Note from our Financial Secretary Annual Dues Invoices have been sent via to all members, yet we still have about 30 of our members who have not paid their dues. Payments (cash or cheque) can be made at our General Meetings or you can send payment to Milt Cowan, 1456 Harmsworth Sq. Oakville, L6H 3E9. Please remember to make cheques payable to Mary Mother of God CO Awards and Recognition: We need another member to join us on the Awards Committee. It will require 1 to 2 meetings in the next month or two to review various Council, Church and Community Activities performed by our members. Awards include special program awards, Knight of the Year and Family of the Year. As meetings usually involve lively and celebratory discussion, meetings have historically been held at the Niblick Pub. If anyone is interested or requires more information, please contact John Murphy. jmurphy36@bell.net 40 Days for Life: Began on Feb 11 th and will continue until Palm Sunday at 4 pm. The location is one block east of the Hospital. Volunteers spend an hour at a time, between 8 am and 8 pm, holding a sign at the corner of Proudfoot Trail and Hwy 5. Any Knight can connect to the system of 40 Days for Life to receive updates on the Oakville campaign. Go to and create a login. Brother Steve has also asked for help with refreshments after the Pro-Life Mass at St Domenic on March 12, and providing a buddy for seniors who wish to pray, but not alone.

4 KNIGHT NEWS, Council March 2018 Page 4 32 March for Life in Ottawa - May 10 th, 2018: Contact Steve Germann if you wish to join him on his annual pilgrimage to Ottawa. Steve is planning to stay at a hotel the night before to participate in a candlelight vigil the evening of May 9 th and will be remaining in Ottawa for some of the other events. He invites others to join him. He will also arrange a 1 day option for those who wish to leave early in the morning and return late in the evening. Euthanasia: The Euthanasia Prevention Coalition (EPC) is producing educational materials to help people understand the pernicious nature of the so called 'Medical aid in dying' system. While the EPC welcomes direct support, they also welcome support through the use of a designated Air Miles card that Steve Germann steveg@swapneat.com can give you. Small purchases from supports are pooled to exceed the minimum and support the Euthanasia Prevention Coalition. Marriage Preparation Prayer Partners: Special thanks to the men of our Council, and their wives, who have stepped up as Prayer Partners for the 8 couples within our Parish who are preparing for marriage. Please continue to pray for these couples in the hectic weeks and months ahead while they plan for the wedding and in the years of marriage that will follow. 5 KNIGHT NEWS, Council March 2018 Page 5 32 Worthy Brother Knights, We are midway through our Fraternal Year, and should be extremely proud of what we've accomplished so far. I would like to thank all of our Brother Knights who have worked so hard in running and supporting our Council's events and programs. Here's a summary of our most recent successful events: Basketball Free Throw, Jan 27 District Basketball Free Throw, Feb 10 Family & Friends Valentine's Dance, Feb 17 Vivat Jesus Rory Facca, Deputy Grand Knight Worthy Knights, This past month the Charity Committee has worked on what to do with the Keep Christ in Christmas campaign funds we raised last year. You may recall that an announcement made in church stated that funds collected would go towards pro-life causes. The Charity Committee has been looking at ways to support the statement made. The total amount raised is $567. Typically, money raised from the Keep Christ campaign is pooled together with revenues received from other fund-raising activities and the combined amount gets dispersed. A motion will be made at the next General meeting regarding these Keep Christ in Christmas funds: We have considered ways to disperse the Keep Christ funds to a pro-life cause. Both Shifra and Halton Alive have been nominated by our council in the last two fraternal years. The committee will present a motion that we take the total of $567 and divide it by 2 ($283.5) giving each an equal share of the proceeds. Vivat Jesus! Proceeds for the 2018 Charity Lottery go to Special Olympics, the Arthritis Society and our local charities. There are 500 prizes available having a value over of 500,000 dollars. 6 KNIGHT NEWS, Council March 2018 Page 6 32 Fellow Brother Knights: From the Desk of: Bruce Poulin State Advocate The aim of this letter is to provide Knights of Columbus members with some guidelines concerning the upcoming Ontario provincial election scheduled for June 7th, 2018 (at the latest). As a former member of the military who defended our values abroad and a former candidate in both provincial and municipal elections, I fully appreciate the privilege for Canadians to exercise their democratic right. As a Catholic fraternal organization engaged in charity we also have a responsibility to become active and informed participants in the political life at the local community, provincial and national level. After all our members are first and foremost Catholic citizens who are members of their respective communities and constituents of their elected officials. To that end, KofC members should petition elected officials as Catholic residents (not as Knights) active in their parishes and their community. A Catholic s most effective petition to elected officials is as a voting constituent and NOT as a member of, or in the name of, the Knights of Columbus. To help members answer this call to faithful citizenship, the Ontario State Board of the Knights of Columbus is providing the following guidelines governing partisan and nonpartisan political activities. Partisan Political Activity: Members are NOT authorized to engage in partisan political activity in the name of the Knights of Columbus. Partisan Political Activity is defined as activity directed toward a: Political party, candidate for partisan political office, partisan political group, ballot initiative or proposition. Furthermore, the following activities are also prohibited: Any partisan political activity in the name of the Knights of Columbus; making of any partisan political statements in the name of the Knights of Columbus; Any activities endorsing or opposing a candidate or party in a campaign for public office. Remember that in the Third Degree: partisan politics is not allowed in the Order or in any council chamber! Non-Partisan Political Activity: As Faithful Catholic Citizens (not in the name of the Knights) members ARE authorized and encouraged to participate in the following non-partisan political activities: participate in efforts that support candidates or ballot measures that are in line with the teachings of the Catholic Church (e.g. pro-life, euthanasia prevention, etc ). For instance, the Ontario Conference of Catholic Bishops is urging Catholics to contact local candidates concerning their position on Conscience rights for medical professionals and religious based health care institutions. The Bishops are asking people to participate in the electoral system as active citizens. The Knights of Columbus support nonpartisan Get out the Vote programs to bring Catholic voters to the polls, especially people with disabilities, elderly, and persons who need mobility assistance to vote. Knights of Columbus Nonpartisan National Get out the Vote Program: Look to your local bishops and pastors for formation of conscience and pastoral guidance for the many other issues that may arise during the election period. We were delayed in obtaining our lottery license due to circumstances beyond our control. Here is what occurred initially: A council returned their lottery ticket stubs to the Ontario State Office by registered mail well before the July 13, 2017 draw date Canada Post lost the package and was unable to trace it The Alcohol and Gaming Commission of Ontario (AGCO), who issues our lottery licenses, was informed of the situation by the State Office and we were told to treat these tickets in the same way we would treat lost or stolen tickets We opened an investigation with Canada Post The draw proceeded as scheduled Finally: Canada Post found the lost package of tickets in early November (4 months after the draw) and delivered it to the State Office. We consulted the AGCO and they required a number of steps to be taken before they would issue the new license: - that we document the case - make a list of the ticket holders from the ticket stubs - and to come up with a plan to reimburse them, which we did We know that you, our Councils are dedicated to assisting our charities, and while this delay is regrettable, we know that Councils will step up to the plate and make a concerted effort to match or exceed last year s sales. Selling these tickets is beneficial to your Council, 5% of gross sales goes to your Council general fund and this year 23.5% of gross sales was sent to those Councils that sold tickets for your Charitable fund. The process of selling the tickets, promotes the Knights in your community, and it raises much needed funds for those Charities that we support such as the Special Olympics, the Arthritis Society of Ontario, the Ontario Catholic Bishops, and many other Charities supported by the Ontario State Charity Foundation as well as the local Charities that are supported by the hundreds of Councils that sell tickets each year. As soon as we have our lottery license number, the tickets will be printed, bundled and shipped. This year will be another successful year for our Charities if we can count on your efforts. 8 KNIGHT NEWS, Council March 2018 Page 8 32 Knights of Columbus Special Olympic Flag Relay Ceremony on Fri. Feb 9th, 2018 Thank you to the men of our Council, Mario Peluso and Frank D Aurora, who joined in the raising of the Special Olympic Flag at Oakville Town Hall. In attendance were athletes, coaches and Brother Knights from both Oakville Councils. The event was expertly brought together by SK James Montague of Council Halton Catholic District School Board (HCDSB) Meeting on Tues. Mar 20 th, 2018 This past month the Trustees from our Halton Catholic District School Board voted to ban student fundraising directly or indirectly inconsistent with or that violate Catholic teachings around the "sanctity of life." This decision by the Board has sparked public outcry from students, teachers, community members and politicians. Articles suggesting it is time to eliminate Catholic school funding and pressure from student groups and the teachers union means that this local issue is somewhat of a bellweather to future decisions and Catholic funding trends. Students and others both opposed and for the resolution will be given the opportunity at a March 20 board meeting to speak. If you have time, why not join us at Holy Trinity Catholic Secondary School for the upcoming Board of Trustees meeting starting at 7:30 pm. We have a few blue KofC Shirts in stock We still have a few of the Ocean Blue Council Golf Shirts in stock. These golf shirts are embroidered with the 3rd Degree crest and our Council name. I have 2 Large shirts, 3 XL shirts, and 1 2XL remaining. These shirts cost $45.00 each. This year, Good Friday is March 30, We arrive about 10am, set up the chairs and tables in the basement hall at St. James, serve lunch (usually soup and bread) then clean up and restack chairs and tables after everyone has left. 11 KNIGHT NEWS, Council March 2018 Page First Joe Luciani Memorial Basketball Tournament Oakville Special Olympics Invitational Saturday, March 3, 2018 As a bit of background, Joe was responsible for the school bookings for many of the local Oakville Special Olympics Sports Teams and helped out at both the Basketball and Track and Field tournaments that were hosted locally. The teams all wanted a way to recognize his support, his passion, his open heart, his service, his care, his incredible gift of being with them whenever they needed his help. The tournament was their way to remember and honour him. The tournament saw 7 teams from Burlington, Mississauga, Milton and Oakville participate in a series of very quick but competitive games. Thank you to the Knights and their families who helped out as timekeepers, referees, coaches and athletes. Our Brother Knights and family members included: Bingo and Gordan Rivera, Ken Dew, Scott and Dylan Bell, Henry Taguba, Frank D Aurora, Mario Peluso, Lino Renella, and Gabe Salvatore. Both Vince and Elena Luciani were on hand to manage the game tip offs and to share the impact and importance of events such as the invitational tournament in remembering and honouring Brother Joe. Each participant and volunteer were given a bandana as a special memento. 10th Anniversary K of C Family and Friends Valentine's Dance, Saturday, February 17, Thank you to all who participated in the dance by attending, donating and helping to sell tickets. If we were to measure the level of success by how much the guests enjoyed the event, I would say that it was a huge success! As an aside, we made the following in profit: 204 meals served (200 paid guests and 4 complimentary guests (Father John, 3 Band)) $12, Total Profit $3, Council profit; from tickets, 50/50 draw ($760), and donations $8, NOCKC profit; from the auction table and donations Next Year's Dinner/Dance will be on Sat. Feb 9, 2019 at Le Dome - Angelo's Room; same hall and room as 2018 and the same band: Freedom Train. I want to thank Br. John Murphy for acting as our emcee and my fellow Dance Committee members: Worthy Grand Knight David, my co-chairman Worthy Deputy Grand Knight Rory, Worthy Chancellor Tony, Brothers Ron C., Tom, Rob and Steve G., for their hard work and commitment to our biggest fundraiser. 12 KNIGHT NEWS, Council March 2018 Page Ontario State Convention Resolutions At our upcoming Ontario State Convention (April 20-22, Delta Hotels (655 Dixon Rd, Toronto), two designates from our Council will be voting on the following resolutions. As per our past practice, we will check in with our full membership for each resolution. We will be discussing this and voting at our next General Meeting on March 27 th. Knights of Columbus Ontario State councils will obtain from a hospital their policy on Medical Aid in Dying before donating; be it further resolved: Knights of Columbus councils will not donate to a hospital that participates in Medical Aid in Dying. 15 KNIGHT NEWS, Council March 2018 Page Resolution 11: Amendment to the Ontario State By-laws SUBMITTED BY: Ontario State The Standing Rules Governing Election of State Board Officers for the jurisdiction of Ontario was developed by a committee that consisted of Past State Deputies; District Deputies; Grand Knights and members from Ontario State; Therefore, be it resolved that: The Standing Rules Governing Election of State Board Officers for the jurisdiction of Ontario has been revised several times unilaterally by the Ontario State Board since; It is desirable to have a set of Standing Rules Governing Election of State Board Officers for the jurisdiction of Ontario that should not be changed without the expressed approval of the delegates attending an Ontario State Convention. Section 24 of the Ontario State By-laws dated 2013 be revised to read: Section 24 State Officers: The Ontario State elected Officers shall be elected in accordance with The Standing Rules Governing Election of State Board Officers for the jurisdiction of Ontario (Appendix II attached). Resolution 12: Amendment to the Ontario State By-laws SUBMITTED BY: Ontario State The Standing Rules Governing Election of State Board Officers for the jurisdiction of Ontario was developed by a committee that consisted of Past State Deputies; District Deputies; Grand Knights and members from Ontario State; Therefore, be it resolved that: It is desirable to have a set of Standing Rules Governing Election of State Board Officers for the jurisdiction of Ontario that are fair and equitable to all candidates seeking election for office on the Ontario State Board. It is desirable to have a set of Standing Rules Governing Election of State Board Officers for the jurisdiction of Ontario that allows the delegates attending the annual Ontario State Convention an opportunity to assess the Candidates seeking office on the Ontario State Board. the attached Standing Rules Governing Election of State Board Officers for the jurisdiction of Ontario be adopted (see attached). Resolution 13: Commitment to Maintain the Squires Program in Ontario SUBMITTED BY: Ontario State Supreme Council has directed that charters will no longer be granted for new Squires circles; Supreme Council has directed that re-activation of Squires circles will no longer be entertained; Supreme Council has directed that all those involved with the Squires program must subscribe and pass the Order s Safe Environment program and background checks, Members in certain youth leader roles who do not comply within 45 days are deemed ineligible to serve as a youth leader and will be removed;

16 KNIGHT NEWS, Council March 2018 Page Therefore, be it resolved that: Columbian Squire Circles with one or more counselors who have failed to comply with safe environment requirements (Training and Background Check) of the Knights of Columbus within the mandated 45-day compliance period are subject to permanent dissolution upon 15 days notice. Should Supreme withdraw its support of the KofC Squires program, the Ontario State Council will adopt an Ontario State Squires program in a seamless transition. be it further resolved: The Ontario State Council will create a committee lead by the Ontario State Council to oversee and develop a contingency plan in the eventuality of Supreme Council withdrawing its support of the KofC Squires program. Resolution 14: Amendment to Online Memberships SUBMITTED BY: Father Ernie Deslippe Council #1467 The Knights of Columbus Order initiated a pilot e-membership project on a limited basis and has already expanded the pilot to a larger number of State Jurisdictions; Therefore, be it resolved that: The KofC e-membership pilot claims to not create a new class or type of membership, but does by its very nature create a new category of membership, called the non-degreed member; One of the unifying strengths of the KofC is the bond of brotherhood created by sharing the edification of the beauty and dignity of lessons exemplified to them during each of the Order s degree ceremonials; There is no requirement for a new non-degreed member to undertake event he Admission (formerly known as the First) Degree of the Order within a specific time frame; The lack of requirement to undertake any of the degrees of the Order fractures the membership of the Order into degreed and non-degreed members; Membership obtained online contains no requirement for joining a local Council where available; An e-membership provides all of the fraternal benefits of membership available to a nondegreed member that is available to a degreed member; this raises the question of why one would bother to ever take a degree; the division of the membership in this way into a degreed and a non-degreed membership categories can only serve to erode the integrity and significance of fraternal membership in the Order by reducing it to a simple online registration procedure; Ontario state Council work to preserve the integrity of membership in the Order by petitioning the Supreme Council to limit the splitting of the Order into degreed and non-degreed groups by an immediate cease and desist from this online membership initiative. be it further resolved: failing the above paragraph, Ontario State Council work to preserve the integrity of membership in the Order by petitioning the Supreme Council to limit the splitting of the Order into degreed and

17 KNIGHT NEWS, Council March 2018 Page non-degreed groups by restructuring and rebranding the current initiative into an applicationfor-membership only initiative, in the format of an online form 100, such that membership for applicants would only be completed by the usual process in a local Council and an Admission (First) Degree; be it further resolved: failing the above two paragraphs, Ontario State Council work to preserve the integrity of membership in the Order by petitioning the Supreme Council to add a fixed term to the new emembership after which time said non-degreed members would be required to apply to a local Council for formal admission to the Order through participation in the Admission (First) Degree. Resolution 15: Develop a Modernization Plan SUBMITTED BY: Fr. Thomas J. Clancy Council #6736 the overall framework of the Knights of Columbus organization, including its brand management, recruitment practices, entry requirements and rituals, are outdated and needs to be radically overhauled if it is to continue attracting and retaining able and energetic members, as we move towards the second quarter of the twenty-first century; Therefore, be it resolved that: the Knights of Columbus has been reasonably successful throughout most of its 130 years of existence; The Knights of Columbus has become the primary men s fraternal association in Catholic parishes throughout North America; The Knights of Columbus has developed an extensive charitable program; it is currently rapidly losing its relevance and influence in the broader Catholic community where the vast majority no longer attend regular church services. the Ontario State Council engage a qualified independent third party entity to develop a Modernization Plan with the first step being the production of a benchmarking report to assess other dynamic, charitable and advocacy organizations, with a 31 December 2018 deadline for publishing the report. Resolution 16: Opposition to Safe Access to Abortion Services Act SUBMITTED BY: San Damiano Council #15861 the Ontario Legislature passed the Safe Access to Abortion Services Act into law and adopted on or around 1 February 2018; Therefore, The new law imposes outright suppression of pro-life viewpoints, with the invention of the need for broad areas of no-go zones, around abortion clinics, and potentially pharmacies and hospital, the effect of which is an overreach on the law s dubious objectives and would impose unfair restrictions on peaceful counselling, or prayer efforts such as Forty Days of Life Our Bishops and numerous Christian and Catholic advocacy organizations have opposed the law as an engagement of censorship, or denial of speech based on its content, to prevent opposing viewpoints to be made available to women and their caregivers, and the general public on matters that are explicitly about life and death.

18 KNIGHT NEWS, Council March 2018 Page be it resolved that: Ontario State Council express its opposition to the new law, as an affront to our constitutional protections for freedom of speech, assembly, conscience and religion. be it further resolved: The Knights of Columbus engage efforts to oppose this new law by public statements, or other means to be determined by the Ontario State Board. Resolution 17: Opposition to Federal Government Attestation Requirement SUBMITTED BY: San Damiano Council #15861 In the past many Catholic organizations or employers have received money from the federal government summer job grant program; Therefore, be it resolved that: the federal government changed the application process in December 2017 to require prospective employers or organizations to sign an attestation statement that they support abortion rights and other issues related to fluid genders and sexuality; The Knights of Columbus is a Roman Catholic fraternal organization, which defends the right to life of all human beings from the moment of conception to natural death, based on both scientific grounds and the teachings of the Roman Catholic church, which believes that all human beings deserve equal respect, as formed in the image and likeness of God; our Bishops and numerous Christian and Roman Catholic advocacy organizations have made clear that the current attestation requirement is a form of outright discrimination to deny faithful Roman Catholics from government programs is a breach of our constitution. Ontario state Council assert that, without an amendment to the attestation requirement, acceptable to the teachings of the Roman Catholic church, the Knights of Columbus councils and related organizations should abstain from signing the current attestation provision, as stipulated by the Canada summer jobs application, or other federal government programs, where such offensive attestations are being demanded. be it further resolved: The Knights of Columbus support our Worthy State Deputy in his leadership in opposition to this discriminatory provision. Resolution 18: Amendment to Knights of Columbus Membership Criteria to Allow Practical Catholic Women into the KofC Insurance Program SUBMITTED BY: Monsignor John W. Callahan Council #4177 Holy Name of Jesus Council #11886 Rev. J.R. McElligott Council #5649 St. Mary's Council #16003 Father Michael J. McGivney, having gathered a group of men to form a lay organization with the goal of providing for the families of deceased members of the Holy Catholic Church; in the era of the late 19th century men were considered the sole providers of family income; in the 21st century there are many practical Roman Catholic women (who are in union with the Holy See) who are the sole income earners and providers for their families;

19 KNIGHT NEWS, Council March 2018 Page Therefore, be it resolved that: the Knights of Columbus Order is widely hailed as a force of public good for Roman Catholic families. Yet still practices gender based discrimination refusing to provide access to the benefit of protection of insurance to Roman Catholic women (who once again are in union with the Holy See, but who are not married to a KofC) as was the dream of the venerable Fr McGivney. the Ontario State Council of the Knights of Columbus requests that the Supreme Council of the KofC make the KofC Insurance program available to practical Roman Catholic women in union with the Holy See in order that the intended dream of Father McGivney s goal to provide for the families of deceased members of the Holy Roman Catholic Church be fulfilled. Resolution 19: Retain 4th Degree Regalia SUBMITTED BY: Fr Ernie Deslippe Council #1467 St. Theresa s Cardinal Newman Council #10435 the Knights of Columbus is an international Catholic Men s organization with 1.9 million members and more than 15,000 councils worldwide; at the 135th Annual Supreme Convention our Worthy Supreme Knight stated: For 45 years membership in the Knights of Columbus has grown. We now stand at the all-time high of 1,941,728 members; the Knights of Columbus espouses 4 virtues of Charity, Unity, Fraternity and Patriotism; the official Knights of Columbus Patriotic 4th degree Colour Corps regalia has remained as an iconic expression of our mission for more than 75 years, consisting of a black tuxedo, the ceremonial sword, cape and plumed chapeau, the latter two with designated colours depicting responsibilities and we have always been recognized by our colourful presence as Knights of Columbus; the Supreme knight, Carl A. Anderson and the Board of Directors announced on August 1 st, 2017 at the 135th Annual Supreme Convention that the: time was right for a modernization of the 4th degree uniform, from the distinguishable black tuxedo, cape and chapeau to a military style beret, dark grey slacks, 4th degree tie and blue blazer; in August 2017, the Knights of Columbus Supreme Board of Directors along with the Supreme Knight and the Supreme Master unanimously voted to adopt a new military style social uniform (the NEW UNIFORM ) for the Knights of Columbus Patriotic degree (the 4th Degree ) with limited consultation of the membership; the Knights of Columbus Board of Directors by setting the expiration date of the current regalia to the end of the fraternal year, so that this timeline precludes resolutions received at the next Supreme Convention this not allowing a reaction to the change before such deadline; even though common courtesy would dictate that the general membership of the Patriotic 4th degree should have been consulted long before the August 2017 announcement of the incurring changes, such consultation never occurred; many Sir Knights and their families have made financial investments in order to join the 4th degree and purchase their regalia cannot afford to purchase the NEW UNIFORM;

20 KNIGHT NEWS, Council March 2018 Page Therefore, be it resolved that: the Ontario Knights of Columbus stand in solidarity with our Brother Sir Knights and appreciate their service to the Order, in particular their Honour Guards in the current regalia; be it further resolved: the Ontario Knights of Columbus request that the Supreme Directors repeal the adoption of the new uniform and reinstate the previous regalia for the Good of the Order; be it further resolved: Supreme retain the Knights of Columbus 4th degree tuxedo, cape, chapeau and sword as the official 4th degree regalia for the colour corps and honour guard members. be it further resolved: the Directors of the Ontario State Council be instructed and authorized to show their support for the Sir Knights and the 4th degree by passing a similar resolution. Resolution 20: Maintain the 4th Degree Regalia using 3rd Degree Emblems SUBMITTED BY: XXXXXXX Council #1007 Our Lady of Sorrows Council #11584 Supreme is determined to eliminate the 4th degree regalia known as the cape and chapeau; Supreme does not appear to be concerned that the new 4th degree regalia will cause the Canadian 4th degree Honour & Colour Guard to resemble The Royal Canadian Legion members; the cape and chapeau is highly regarded by the Canadian members of the 4th degree as well as being distinctive to the Canadian public; the name sake of the Knights of the Columbus Christopher Columbus was a naval entity a naval based regal is more fitting than an army style; the Canadian public recognize and state: Here come the Knights. the cape and chapeau draw attention and admiration from younger children; the cape and chapeau that brought some young men to join the Knights of Columbus. Therefore, be it resolved that: that Ontario Councils take on the formation of the Colour Guard with the cape and chapeau and follow the same procedures as outlined in the Colour Guard Manuals and removal of the 4th degree emblems from the cape and chapeau to be replaced with the 3rd degree emblems. Resolution 21: Permit New Uniform and Current Regalia at the Choice of the Supreme Knight SUBMITTED BY: Saint John XXIII Council #4976 the Knights of Columbus is a fraternal society dedicated to the wellbeing of its members, and moreover a Catholic one holding itself to the highest standard of integrity, transparency and fairness; a large number of Sir Knights who can t afford the new uniform and have spent considerable resources purchasing the current regalia;

21 KNIGHT NEWS, Council March 2018 Page Therefore, be it resolved that: the Ontario State Council of the Knights of Columbus recommends to the Supreme Council that any Sir Knight be given the option to wear either the new uniform or the current regalia for as long as any Sir Knight desires. Resolution 22: Modified 4th Degree Regalia SUBMITTED BY: St. Lawrence the Martyr Council #13417 the current Knights of Columbus regalia is very distinctive, is well known and has attracted a great deal of favourable attention; Therefore, be it resolved that: there is genuine concern that the investment entailed in acquiring all of the elements of the regalia is a large investment for younger 4th degree knights; swords are no longer allowed in some public places because of the increase in violence currently being experienced in North American society, for example the wearing of swords is no longer allowed in the Canadian March for Life in the capital city of Ottawa; most men do have a dark suit and a white shirt although they may not have a tuxedo, suitable white dress shirt bow ties and cummerbund; dressing in a dark suit, white shirt and tie would be much easier than putting on a tuxedo and consequently be an encouragement for more to participate in events; the existing regalia with social baldric is still distinctive and has initiated conversations with complete strangers who have recognized a knight wearing it and wanted to talk; there are 4th degree Knights who have sons as knights and would like to pass on their regalia; a significant part of the investment for the regalia lies in the tuxedo and the sword with the baldrics; there have been many concerns expressed that the change in regalia being proposed which is not at all distinctive being quite similar to other uniforms in use and would require all 4 th degree knights to invest in further expenditures for those already in possession of the current attractive and distinctive regalia. a recommendation be made to Supreme that consideration be given to an alternative solution to the cost problem. The alternative solution would entail no further investment by those 4th degree knights who already possess the current regalia and would significantly reduce the cost to new 4th degree knights. The alternative solution would remove the sword and its baldric and the tuxedo from the regalia requirement. This would leave the cape and chapeau with possibly the baldric being retained to be used with a dark suit and white shirt and, again possibly, a Knights of Columbus tie. This solution would retain the distinctive visual presence of the Knights of Columbus in important public event because of the uniqueness and attractiveness of the current regalia.
