6 Midwest South District Officers Chief Financial Accountant - Mrs. Linda Cousin Administrative Assistant to the Presiding Elder - Rev. Fran Cary Pastor Fran Cary, in this capacity serves as advisor to the presiding elder and is also a resource person for the pastors in the district. She is involved daily in helping to ensure that the district runs smoothly. Pastor Cary is highly regarded among her peers and is a woman with Godly integrity and compassion for the work of ministry. Eraina Aseme About the Quarterly Conference The Quarterly Conference The Quarterly Conference serves a crucial role in the hierarchy of the African Methodist Episcopal Church. It is the connecting link between the local church and the Annual Conference. Therefore, the members of the Quarterly Conference should take their membership roles and responsibilities seriously. Pastors shall encourage members to both attend and participate in the Quarterly Conference. Typically, these sessions will last for one hour. Quarterly Conference Sessions The sessions of the Quarterly Conference shall be held every 3 months or four times a year. The Presiding Elder shall appoint the time and place of the Quarter after consultation with the pastor. In the absence of the Presiding Elder, the pastor shall appoint the time and place of the meeting. Conversely, where there is no pastor, the Presiding Elder shall appoint the time and place of the Quarter. At each conference there shall be a secretary, or secretaries elected, who shall faithfully and carefully record the proceedings in a suitable book, which shall be preserved by the Stewards. If no efficient secretary can be obtained, the pastor or Presiding Elder shall act as the secretary of the Conference. A Steward shall be elected at the first Quarterly Conference to represent the church at the District Conference. The First Quarter A copy of the minutes of the Quarterly Conference shall be sent to the Presiding Elder no later than ten working days following the meeting. The Superintendent of the Church School and all Stewards must be present for their confirmation. All Officers are required to own a 2008 Book of Discipline. A list with names, addresses, telephone numbers and addresses of all the members of 6

7 the Quarterly Conference shall be given to the Presiding Elder. All reports must be neatly written or typed. If you have a Central Budget Fund only, the Commission on Stewardship and Finance must itemize disbursements. If there is no Central Budget, then each organization must itemize disbursements. The Disciplinary Questionnaire must be prepared prior to the arrival of the Presiding Elder. The name, address, telephone number and address of your Economic Development Accountant shall be submitted at the First Quarterly Conference. The Second Quarter At the Second Quarterly Conference a copy of your Church Program for the year should be in the hands of the Presiding Elder. This plan should include measurable short term and long range goals and objectives. Delegates to the Annual Conference should be elected by this time, and reported in the Quarterly Session. The names, addresses and telephone numbers of all delegates and their alternates shall be given to the Presiding Elder. Please remember that Delegates to the Annual Conference are elected at a Church Conference. The Pastor does not appoint delegates. If there was any unfinished business during the First Quarterly Conference, it shall be completed at this time. The Third Quarter By this time, everyone should have a good understanding of how a Quarterly Conference operates. All reports should be completed and signed when the Presiding Elder arrives. The Fourth Quarter The Stewards shall submit a copy of the certified membership roll to the Presiding Elder, and indicate by letter whether or not the pastor should return. Forms Midwest South District forms can be accessed on our district Website at Midwest South District Compensation Midwest South District compensation is due on the first of each month and the first installment (one-fourth) of the Midwest South District Housing is due at the Midwest South District Planning Meeting. The remaining three-fourths of the Midwest South District Housing is due on February 5, May 5, and August 5, Midwest South District delinquencies will be reported to the office of Bishop T. Larry Kirkland About Your Reports You will receive specific information in the mail prior to reporting times, such as: Founder s Day, Mid-Year, District Conference, Sunday School Convention, and the Annual Conference to remind you of statistical and financial commitments. As a rule of thumb, Mid-Year and Annual Conference financial reports should be submitted in a Cashier s Check or Money Order made payable to the Midwest South District at least two weeks before the opening of the conference. 8 On Sunday, February 12, 2012, the Midwest Conference will celebrate the founding of the African Methodist Episcopal Church at a place to be announced. At the Founder s Day Worship Service, it has been our tradition to contribute to the Fifth Episcopal District Economic Development fund. Pastors are encouraged to become Economic Developers at the one-hundred dollar level, and parishioners are encouraged to become developers at any level. Mid-Year Report The Mid-Year Financial Report is due on Wednesday, February 15, It is imperative that you submit your report on time. District Conference The date of the Midwest South and Midwest North District Conference is April 19-21, Bishop Philip R. Cousin, Sr. (ret.) will open the Conference. The District Conference Financial Report will be received at the site of the Conference. Because the churches of the Midwest South District pay the Presiding Elder s Compensation monthly, two quarters are not due at the District Conference. Please refer to the District Conference financial report form for more information. The District Steward s Report shall include both numerical and financial statistics, a brief summary of the progress of the church and future plans. Church School Convention The Sunday School Convention will not convene In 2012 because of the General Conference. Annual Conference The Annual Conference Financial Report and Pastor s Report Blank is due on Wednesday, August 15, The following items will be due at that time: 1 Certified Membership Roll, 2 Five copies of your Pastoral Report form, and 3 Your Annual Conference Financial Obligations. Please begin planning now! It is important that your reports are on time. In preparing your annual report, please include the amount of pension that you are paying into the A.M.E. Church Pension Fund. Every pastor shall participate in the African Methodist Episcopal Church Annuities pension Program. The minimum payment is three hundred twenty-five dollars. Every pastor shall subscribe, at minimum, to the Christian Recorder. If you have any problems receiving your periodicals, please advise. If you have any questions about the forms, the amount due, etc., please do not hesitate to call. All financial Reports made to the Presiding Elder must be in cashier s check or money order payable to the Midwest South District. 8
