2 THE Y E A R IN RE V IE W: 2016 I want to be as positive and encouraging as possible, but I need to be realistic and honest about the situation in which DDM finds itself. I am as optimistic and committed to this ministry as I have ever been, but I have to admit that 2016 was not a great year for DDM as far as the financial picture is concerned. It was dismal, in fact, and we ended the year with a significant deficit. It was no one's fault. There were just a number of circumstances that developed over which we had little, if any, control. There were a number of issues, but two in particular greatly affected our budget. First, we budgeted for 2016 anticipating a signifcant Medicaid waiver rate increase that had been promised to us and other providers by state government. It was to be the first increase that we had received in many years. It did not materialize. Secondly, in our efforts to abide by new rules and regulations from the Department of Labor and other agencies, and in our efforts to increase wages for our direct care staff, we incurred additional expenses. An organization cannot continue to operate effectively with the same income when expenses continue to rise. Our trustees responded to this financial concern with great speed and commitment, consulting outside resources, as well as the current DDM staff, to determine what changes needed to be implemented to "right the ship." Difficult decisions were made at the beginning of 2017 to ensure that this ministry could continue to operate within its budget. This necessitated some staff cuts and other adjustments to the budget.we are confident that we will come through this transition even stronger because of the hard decisions our trustees were willing to make. There is so much to report about DDM that is very positive. The number of homes under our care and the number of residents to whom we minister are the highest they have ever been. We have dedicated trustees and committed staff members, and happy residents who bring joy to many people. Dr. William Neal Interim President/CEO Dr. Greg DeLoach led our organization throughout the year and dealt with some difficult situations, including the untimely death of a beloved resident, a devastating fire at the Paul Home in Rome, and the above mentioned financial difficulties. Although his time with us was short, he left his mark and is appreciated for his contributions to DDM. Greg will continue to be a strong supporter of DDM. His departure was a personal decision to answer another ministerial "call" that came his way. We wish him well in his new position with Mercer University. There are a number of factors that fuel our optimism for 2017 and beyond. The Medicaid waiver rate increases anticipated in years past were realized in March of Those increases will significantly help us. We have already initiated staff adjustments, necessary to reduce payroll and improve overall efficiency while reducing budget deficits. We continue to strengthen relationships with existing community partners while establishing new relationships. We are consistently invited to partner with new civic organizations, church congregations, and volunteer groups. All of these share the good news of our ministry and the positive outlook for our future will be a signifcant year for DDM in that our accreditation agency, CARF, will be making a visit to provide accreditation, hopefully for another three years. Plans are underway for continuing great programs we already have in place like summer camp and the Residents' Christmas Weekend. And, some new initiatives are on the horizon related to fundraising, events, healthcare improvements, continuing education opportunities and more! And, the trustees will be searching for the next president/ceo for this wonderful ministry. I can think of no more worthy cause or effective organization in which to invest one's time, energy, and financial resources than DDM. I am delighted to be back and to support this Christian ministry in every way that I can. The support of our friends is greatly appreciated! Income was under budget while expenses exceeded the budget. There were a number of reasons behind the revenue shortfall and increased expenses. (See The Year In Review on opposite page.) DDM managed a total of 19 homes (same as 2015) with a 93% occupancy rate. While the number of residents increased by two (67 at the end of the year), the occupancy rate was slightly lower due to renovations that allowed homes that previously could only serve three residents to now serve four, thus increasing the overall capacity from 70 to 72. The Life Enrichment and Activities Program (LEAP) resulted in donations of more than $ 11,500. This fund pays for residents to participate in ball games, concerts, and theater events at a discounted rate. Additionally, it is used to help pay for medical and dental expenses that residents cannot afford. DDM owns a fleet of 20 vehicles used for the transportation of residents to Day Programs, employment, grocery shopping and recreation. There is a great need to replace some of the older vehicles in this fleet, and donations for this purpose would be greatly appreciated. A list of donors, including individual patrons, supporting churches, and various organizations and foundations, is listed elsewhere in this report. Many of these donors have given consistently to this ministry for a number of years, going back to the organization s founding more than 30 years ago. 10 IN MEMORIAM Timothy Duggan Our DDM family was saddened by the passing of Paul Home Resident Timothy Duggan on May 26, His memorial service was held at Shorter Avenue Baptist Church in Rome. Timothy was a young man who loved life and brightened ours with his smile. He was a wonderful addition to the DDM family. He will be greatly missed by his family, friends, and all of us at DDM! IN GR AT E F U L RE C OGNI T ION Mary Frances Stokes Direct Care Staff Award Each year DDM honors employees that demonstrate excellent care with our residents. This award is named for Frances Stokes, who served many years as DDM s program director. Four DDM employees were recognized as finalisits for the Mary Frances Stokes Direct Care Staff Award: Corbit Walker & Day Residential Services Coordinator Amanda Pelot, Duvall Residential Services Coordinator Roberta Burr, Corbit Walker Full-Time Direct Support Staff, Brenda Murphy, and Jasper Residential Services Coordinator, Sherry Oen. Each recipient received a gift card for their achievement. Mary Frances Duren Special Needs Teacher of the Year Award This award is presented each year to a Sunday School teacher in a Georgia church who has shown great commitment to those with developmental disabilities whom they serve. The award is named for Mary Frances Duren, an outstanding teacher at First Baptist Church of Jesup, who has served DDM as a trustee, and who has volunteered for many DDM projects, such as the Special Needs Family Retreat. The 2016 award was presented to Mrs. Beth Pollock. Mrs. Pollock teaches a Special Needs Sunday School Class at First Baptist Augusta, where she and her husband are active members.
