Judge Katie has always supported the efforts of Burnside Lodge and its activities. photo by Donnie Brake Stephensburg Lodge 212 Founders Day Picnic Landmark Lodge 41 Check Presentation On Saturday, August 7, 2010, Stephensburg Lodge No. 212 held their annual Founders Day Picnic. Hamburgers and hotdogs were served along with covered dishes. Brother Kelsie Westfall s band played at the picnic. Ever year the widows of Stephensburg Lodge come and join in the celebration. After dinner, Master Gary Fields and Secretary Harold Armstrong presented the widows with long stem red roses. Then the regular meeting presumed, and the ladies were entertained by the band. At a regular meeting of Landmark Lodge No. 41 F&AM a supper was held for representatives of Hospice of the Bluegrass and a check for was presented to them from the Annual Ray Tucker Memorial Golf Scramble. M. was arrested on July 23, 2010, by Deputy Grand Master, Donald H. Yankey, at the direction of Grand Master, L. Todd Eastham. Accompanying DGM Yankey were Terry L. Bowman, Grand Senior Warden, and. The Master of Maytown Lodge was cited to answer at the Annual Communication in October, 2010, in accordance with Section 33 (12) of the Book of Constitutions. ANNUAL COMMUNICATION PAMPHLET The 211th Annual Communication pamphlet that contains instructions for the Lodge delegates who will attend the Annual Communication will be mailed to each Lodge Secretary on or soon after September 1. The pamphlet also lists all legislation that is to come before the assembly, along with the budget that is proposed for the next Grand Lodge fiscal year. Other budget information provided in the pamphlet is a projection of revenue that will be realized from the craft, based on the membership, and from other sources. These pamphlets will also be available to each member that registers at the Annual Communication for as long as they last. Each Lodge Secretary is instructed to read the pamphlet at the next communication of the Lodge following receipt of the same, and pass it on to the delegate that will represent the Lodge at the Annual Communication. This will insure that the delegates will come to Grand Lodge fully prepared to consider, discuss, and to act upon the issues at hand. However, should the delegate fail to receive one from the Secretary of his Lodge, one will be found in his registration packet when he registers at the annual session. Every attempt is being made to ensure that each delegate is fully informed on the issues of legislation and budget prior to the Annual Communication. COMMITTEE REPORTS A reminder to all Grand Lodge Committee Chairmen who wish to have their reports printed in the Advance Proceedings, that they must be received in the Grand Lodge Office prior to September 15th. This deadline allows only enough time to assemble the Reports and complete the printing of the Advance Proceedings. However, if you have your report finished earlier than the 15th of September, please send it to the Grand Lodge Office at your earliest convenience. The office staff and I will certainly appreciate it. The jurisdiction of every lodge, except as in Sections 96 & 97, shall extend half-way to the nearest lodge meeting location by a straight line measurement in any and every direction. Be changed to read: SECTION 95: General Rule. The jurisdiction of every lodge except as in Sections 96 & 97, shall be statewide. Be changed to read: SECTION 96: Those cities and counties opting to maintain jurisdiction shall have jurisdiction by the rule of a straight line measurement in any and every direction, extending half-way to the nearest lodge meeting location. A charter surrendered, arrested, or forfeited may, within one year thereafter, be restored by the Grand Master or the Grand Lodge; but after the lapse of a year from the time the lodge became defunct, the old charter shall not be returned, nor shall its number be given to that or any other lodge. Be changed to read: SECTION 203. Restoration of Charter Limited. A charter surrendered, arrested, or forfeited may, within one year thereafter, be restored by the Grand Master or the Grand Lodge; but after the lapse of a year from the time the lodge became defunct, the old charter shall not be returned, nor shall its number be given to that or any other lodge except in the case of historical significance where the Grand Master may waive the one year limit. The reason for the change is to re-establish and preserve the proud history and heritage of our earliest lodges for future generations. The members of the Grand Lodge are as follows: (1) Permanent Members consist of all Past Grand Masters of this Grand Lodge and all Masters and Past Masters of Kentucky lodges who are affiliated with lodges subordinate to this Grand Lodge. (2) Representatives are the Master, or in his absence, the Senior Warden, or in his absence the Junior Warden, or in the absence of the Master and Wardens the Secretary, by virtue of their respective offices. (3) An Elective Representative shall be a Permanent Member chosen by ballot from the members of his lodge, to represent it in case its Master, Wardens or Secretary cannot attend the communication of the Grand Lodge, and such representative shall be given a certificate of his election over the lodge seal. Be amended, so that when amended, it shall read: SECTION 12. MEMBERS. The members of the Grand Lodge are as follows: (1) Permanent Members consist of all Past Grand Masters of this Grand Lodge and all Masters and Past Masters of Kentucky lodges who are affiliated with lodges subordinate to this Grand Lodge. Farmington Lodge No. 382, F&AM ITEM NO. 5 Trial Code SECTION 2-DEFINITIONS Subsection (K) UNMASONIC CONDUCT- A Mason is guilty of unmasonic conduct if he: Add the following as points (8) and (9) change all following numbering in the subsection effected: (8) Unlawful carnal intercourse with any male. (9) Freemasonry is pro-family and recognizes marriage as between one man and one woman. Any other relationship is a violation of the moral law and therefore unmasonic conduct. Homosexual relationships, openly professed and practiced, are a violation of the moral law and therefore unmasonic conduct. No openly homosexual Freemason shall be allowed to retain membership in this grand jurisdiction. The section will then read: (K) UNMASONIC CONDUCT-A Mason is guilty of unmasonic conduct if he: (1) Violates the laws, customs, principles, or ancient usages of Masonry, or (2) Commits a crime involving moral turpitude. (3) Threatens that the lodge shall not increase in membership, or that no more candidates shall be elected; or by words of like purpose threaten the growth or prosperity of the lodge, and candidates are in fact rejected thereafter when he is present, he may be tried for unmasonic conduct, because of the threat. (4) Uses the Masonic Emblems, or the term Masonic in advertising any business by any individual or company. (5) Habitually takes the name of God in vain, or blasphemy. (6) Drunkenness is a Masonic offense, and the lodge should be rigid in their discipline on this subject. (7) Unlawful carnal intercourse with any female. (8) Unlawful carnal intercourse with any male. (9) Freemasonry is pro-family and recognizes marriage as between one man and one woman. Any other relationship is a violation of the moral law and therefore unmasonic conduct. Homosexual relationships, openly professed and practiced, are a violation of the moral law and therefore unmasonic conduct. No openly homosexual Freemason shall be allowed to retain membership in this grand jurisdiction. (10) Violation of any oath lawfully taken is Masonic offense. (11) The abuse, battery or injury by a Mason of his wife is an offense against Masonry. For a Mason to desert wife or family is unmasonic conduct. A Mason is bound to obey the moral law, and is under special obligations to observe and preserve the sanctity of the martial relation. (12) to honestly take the benefit of the bankrupt law is not a Masonic offense, but this does not relieve a bankrupt from the moral obligation to pay his debt, should he thereafter become able. (13) A lawsuit is not a Masonic offense. (14) Inability to pay debts is not a Masonic offense, but a debtor s refusal to meet pecuniary obligations he is able to meet, being an infraction of the moral law, is a Masonic offense. (15) The statute of limitation does not relieve a debtor from the moral obligation to pay a debt if he be able to do so. (16) Polygamy is a crime against moral and Masonic laws. (17) Soliciting petitions for initiation into Masonry is a violation of Masonic law, is contrary to the accepted teaching of the fraternity, and unmasonic. (18) Disobedience of a Summons. A summon is the most forcible writ known to Masonry. So long as he is a member of the Fraternity, an Entered Apprentice, Fellow Craft or Master Mason must obey this writ, whether he be a non-affiliate, a member of the lodge issuing the citation, or otherwise. Disobedience thereof would constitute one of the gravest of Masonic offenses, if it be shown the summons had been received, and is an act of insubordination, for which charges should be preferred. (2001) Hiram Lodge No. 4, F&AM ITEM NO. 6 SECTION 216: LEGITMATE MASONIC BODIES SECTION 216. Legitimate Masonic Bodies Enumerated. The Grand Lodge of Kentucky does not acknowledge any degree of Masonry or Order of Knighthood to be regular or legitimate, except those conferred under the authority of the following Masonic bodies of the United States of America, and those of corresponding rank in foreign countries, recognized by or in fraternal Correspondence with this Grand Lodge, to wit: (1) Symbolic Masonry. The Grand Lodges of Free and Accepted Masons of the several States and Territories. (2) Capitular Masonry. The General Grand Chapter of Royal Arch Masons of the United States of America, and the Grand Chapters of Royal Arch Masons of the States and Territories. (3) Cryptic Masonry. The General Grand Council of Royal and Select Masters of the United States, and the Grand Council of Royal and Select Masters of the States and Territories. (4) Chivalric Masonry. The Grand Encampment of Knights Templar of the United States of America, and the Grand Commanderies of the States and Territo- continued on page 5

The Supreme Councils of the Ancient and Accepted Scottish Rite of the Southern Jurisdiction and the Northern Jurisdiction and the several bodies under their obedience. (6) Mark Masters of England. Foreign Bodies not specifically referred to and not included in the foregoing, but deemed Masonic and legitimate by this Grand Lodge. (7) Royal Order of Scotland. The Royal Order of Scotland and the provincial Grand Body of that order in the United States. (8) Penalty. Any Mason under the jurisdiction of the Grand Lodge of Kentucky who shall recognize as Masonic, take or receive, or communicate, or confer, or sell, or be present at, or assist in communicating, or conferring, or selling, or solicit anyone to take, or receive, or apply for any alleged Masonic degree, or order of Knighthood, from or by any person, or in any assemblage or persons, no matter by whatsoever name it or they may be called, except it be held and done under the authority of one of the bodies herein before recognized and acknowledged to be regular and legitimate, shall be expelled from the rights and privileges of Masonry. (9) Conditions of the Foregoing. Before the privileges granted to the several bodies enumerated in Section 216 shall become operative, their respective Grand Bodies shall first amend their laws so as to require that each member of their subordinate bodies shall hereafter be in affiliation with some subordinate lodge. Hereafter no Mason within the jurisdiction of this Grand Lodge shall engage in the formation or become a member of any organization basing its eligibility to membership therein upon symbolic lodge membership unless such organization shall have received the formal approval of this Grand Lodge. So when amended, shall read: LEGITMATE MASONIC BODIES SECTION 216. Legitimate Masonic Bodies Enumerated. (10) No Mason within the jurisdiction of this Grand Lodge shall hereafter communicate, in a Masonic manner, regarding Masonry or Masonic recognition, with a member, group of members, representative or group of representatives of an unrecognized body claiming to have a Masonic affiliation without first being granted permission by a majority of the Grand Lodge delegates assembled at the annual communication. This prohibition includes but is not limited to attendance at tyled and untyled meetings, such as Grand Master s Banquets, dedications and the laying of cornerstones. Shelby Lodge No. 662, F&AM ITEM NO. 7 Section 104. Business. All Lodge business shall be done in a Lodge of Master Masons, excepting Proficiency examinations and approval and work of the first and second degrees or the trial of Entered Apprentices or Fellow Crafts. Be changed to read: Section 104. Business. The Master of the Lodge shall have the discretion and authority to open, conduct Appropriate Lodge business, and/or close his Lodge in any of the three degrees of Masonry, unless otherwise restricted by the Lodge By-Laws or the Constitution of the Grand Lodge of Kentucky. Rational: 1. This will restore a portion of our Masonic history and heritage. 2. Entered Apprentices and Fellow Crafts will, at the Master s discretion, be allowed to participate in appropriate Lodge business. 3. Lodges will have an opportunity to become proficient in the opening and closing ritual in each of the degrees, even if only for Masonic education. Upton Lodge No. 749, F&AM ITEM NO. 8 Amend Sections 95 & 96: Include Campbell County only of District 19 for concurrent jurisdiction with all the lodges in District 18. Fraternally Thomas Roundtree, PM - Master Latonia Lodge No. 746, F&AM 1553 Madison Ave Covington, KY ITEM NO. 9 Background Checks At the 2010 District 8 meeting the subject of background checks adopted at the annual communication was discussed. At two separate meetings held by the Brothers of Leitchfield Lodge No. 236 a rather lengthy discussion was held on this subject and at both meetings a unanimous vote was taken to send this letter of protest requesting that the Grand Master s recommendation #1 adopted at the annual communication be dropped. We, as members, find that this background check is the job of the Brothers of each Lodge and that this recommendation is a slap in the face of the trusted Brothers assigned to investigate the candidate as well as the two worthy Brothers who recommend the candidate. This also adds an additional cost to the candidate and it seems a company in Florida is making a large profit. The same background check can be obtained from the local Sheriff s department for $5.00, if there is a question about a candidate. We, as members of Leitchfield Lodge, request that recommendation #1 adopted at the annual communication be cancelled and leave the investigating up to the individual Lodges as before. (B) The Committee on Trial Oversight shall consist of three groups of three or more members each (Area #1, Area #2, and Area #3), who need not be permanent members of the Grand Lodge but must be a Master Mason licensed to practice as an attorney, appointed by the Grand Master, one to serve for one year, one to serve for two years, and one to serve for three years, the oldest in point of service to be chairman, and the vacancy each year hereafter to be filled for a term of three years. (C) The Committee on Trial Oversight shall oversee Masonic trial proceedings referred to the Committee by the Grand Master; one member to serve as prosecutor and one member to serve as judge; to see that a report of the final findings of the Trial Committee are delivered to the office of the Grand Secretary; and to perform such other duties assigned them by the Grand Master with regard to the Trial Code and Discipline. In which case, a six-month grace period shall be provided for the brother so elected to earn his Proficiency. In the event the Proficiency is not earned within the six month grace period, the brother shall be deemed to have resigned his office and shall not be given credit for his tenure as a Warden. No brother shall be elected Master of a lodge unless he shall have proved his Proficiency in all three degrees and obtained a Grand Lodge Certificate of Proficiency. B. Appointed Officer. Any appointed officer of a subordinate lodge may be removed from office upon dispensation from the Grand Master, good cause having been shown in writing. (2002). SECTION 83. Removal from Office. A. Elected Officers. In every case the fee must be paid before the candidate is prepared for the degree. Fees paid for initiation or advancement should in all cases be promptly returned if the applicant is rejected or advancement objected to. Fraternally ITEM NO. 14 Amend Section (Trial of a Master): TRIAL OF A MASTER SECTION 180. On Probable Guilt Investigation. If there be reasonable grounds for believing that the Master of a lodge has been guilty of unmasonic conduct, the Grand Lodge or the Grand Master may suspend him from office and shall furnish him with a copy of the charges and specifications or complaint against him with notice of reference thereof to the Committee on Appeals to fix a time and place for an investigation thereof, after notice to him by said Committee. SECTION 181. Record and Finding. Said Committee shall keep a full, verified record of its proceedings, append its findings and shall recommend whether the suspension ought to be for a definite period, and if so what time, or be made permanent, or accused acquitted, and send, properly indexed and styled, the record, evidence and documents relating to the investigation and its decision thereof to the Grand Master. SECTION 182. Final Action. The Grand Master shall send a copy of the Committee s decision to the accused and to his lodge and transmit the whole record to the Grand Secretary for permanent file in his office. SECTION 183. When Lodge May Try. If the suspension shall be made permanent, charges may be preferred against such suspended brother, and his lodge may try him as in the case of any other member. Trial-Removal of a Master Section has been moved to the Trial Code & Discipline Section 8 (2) (A- D). Sections will be referenced here and all subsequent Section numbers will remain the same. So when amended shall be moved to Section 8 of the Trial Code & Discipline (pg- 52) and read: SECTION 8 EXCLUSIVE PROCEDURE 1. No Mason may be disciplined except as provided in this article. 2. Trial-Removal of a Master (A). On Probable Guilt Investigation. (2010) Fraternally ITEM NO. 15 Amend Section 188: SECTION 188. Before Term Expires. To restore one expelled or one suspended before the expiration of the time made in the sentence shall require regular petition, reference to committee, action deferred for one month, report of committee and unanimous ballot by the lodge that sentenced him, if in existence. If, however, that lodge be defunct, the restoration can only be made by the Grand Lodge and expelled member shall not be reinstated within one year from the date of his expulsion. SECTION 188. Before Term Expires. Court documentation shall serve as proof of conviction of a felony and constitute Unmasonic Conduct. The Grand Master must determine by lawful Masonic means, or other court documentation, that the accused Mason and the defendant referred to in the judgment are one and the same person. (2001) (B) However, if a Judgment of a felony conviction has been entered against the accused by a court of competent Jurisdiction, the accused shall stand expelled from the fraternity as of the date of the judgment. Court documentation shall serve as proof of conviction of a felony and constitute Unmasonic Conduct. The Grand Master must determine by lawful Masonic means, or other court documentation, that the accused Mason and the defendant referred to in the judgment are one and the same person. (2010) Fraternally ITEM NO. 17 Amend Trial Code & Discipline Section 5 (C & D) (C) If a Mason is expelled, after the expiration of one year, he may file a written petition to his previous lodge for restoration. The petition must be presented at a regular communication, be properly recommended, and then be referred to a committee for investigation. (D) If a Mason is expelled under Section 4 (A) (3) (B), after the expiration of one year following the completion of his sentence and/or probation, he may file a written petition to his previous lodge for restoration. (2001) Section 5 will end at subsection (B) Fraternally ITEM NO. 18 Amend Digest: Ritual (2) 2. Open Installation. The officers of a lodge may be installed in open installation at the discretion of the lodge without a dispensation from the Grand Master. Summer Conclave What a fantastic Summer Conclave for Kentucky DeMolay. We had representatives attend the Grand Banquet from virtually every Masonic fraternal body and Masonic sponsored youth group. James E. Bowling of River Cities Chapter in Ashland is the new State Master Councilor of Kentucky DeMolay. He was installed at the 2010 Annual Conclave held July 15-18, 2010 at the 4-H Education Center in Nancy, Kentucky, affectionately called Jabez by those in attendance. Miss Miranda Klinglesmith of the Kentucky DeMolay Sorority is the new Sorority President. Two events have already been planned by Sir Knight Marcum; they are: a Knighthood Retreat the first week of October 9-10 and the Ebon Degree to be held at the Scottish Rite Temple in Louisville on October 9, The Kentucky DeMolay Sorority participated in the DeMolay Quiz Bowl and Volleyball Tournament. A makeover session with Mom Kim Warren just before the Grand Ball proved to be a huge success and Mom Connie Soeder gave manicures. Mom Robin Crisp provided an afternoon of crafts and the sorority made table favors for the banquet. On Friday, members of the sorority received the "Men of Honor Talk" and received pins to present to their fathers or a male role model that has provided encouragement to them over the years. The Annual Conclave was conducted under the leadership of State Master Councilor Cody Stevens. It was our privilege to have Dad Robert K. Tutt, Executive Officer Emeritus, Dad John Moyers, PGM and Emeritus Member of DeMolay International, Roger Barnett PGM and Deputy to the Supreme Council in Kentucky and Dad Patton R. Hart, Past Grand Master of DeMolay International in attendance. We were delighted also to have as guests Dad Robert Taylor, EO of West Virginia DeMolay, along with Brothers Michael Burge, Nate Gonzalez, and Wesley Stanley; and Dad Keith Klein, Past Grand Master of DeMolay International, was in attendance and gave a tremendous class on ritual and he also gave a rededication service on Saturday evening. These guests brought fresh ideas and enthusiastic brotherhood from their great states. The events of the Honor's Evening included: the Representative DeMolay award being presented to Cody Stevens of Cherokee Chapter and Josh Justice of River Cities Chapter; the Cross of Honor, the Highest Honor for an Advisor, being presented to Dad Jerry Johnston of Bluegrass Chapter; the Degree of Chevalier, the highest honor accorded to a DeMolay, being presented to Andrew Johnston of Bluegrass Chapter, Cody James Stevens and Dad John Crisp of Cherokee Chapter; and Dad David Bray, Northern Kentucky Chapter. The Honorary Legion of Honor, the highest honor conferred upon a Mason over 30 years of age who has performed unusual and meritorious service on behalf of De- Molay was presented to as presented to Rev. John Perry, Dr. Carl Metz and Joseph R. Conway, PGM. Named DeMolay of the Year was Brother Cody Stevens of Cherokee Chapter and the Advisor of the Year was Dad Jerry Johnston of Bluegrass Chapter. Numerous ritual and athletic competitions were held, with awards being presented at Sunday morning's brunch. Ritual competitions were: Master Councilor 4th Section, which was won by Adam Bachman; Chaplain, Hanson Song; Senior Deacon, Rafael Gonzalez, Marshal, Rafael Gonzalez; and Individual Preceptor parts 1st Preceptor, Tanner Stevens; 2nd Preceptor, Derek Sutherland; 3rd Preceptor, Mason Foster; 4th Preceptor, Hanson Song, 5th Preceptor, Josh Justice; 6th Preceptor, Josh Starnes; and 7th Preceptor, Michael Lile; Cherokee Chapter s team won the Chapter Proficiency competition. The State Softball Tournament was won by a composite team, the Mountaineers. The All-Around Athletic Chapter for the year was Northern Kentucky Chapter. The Volleyball Tournament was won by Cherokee Chapter; Cornhole Tournament winner was Bluegrass Chapter; Horseshoes Tournament winner was River Cities Chapter; the 3 on 3 Senior Division Basketball Tournament was won by River Cities Chapter; and the 3 on 3 Junior Division was won by Bluegrass Chapter; the Hot Shot basketball shoot and Free Throw winner was Chris Hurst of Northern Kentucky Chapter. The DeMolay Academic Bowl was won by the team from Gold Fidelity Chapter with a significant contribution from Brother Michael Burge of West Virginia DeMolay. The Grand Lodge was represented by Most Worshipful Brother Terry Bowman, Grand Senior Warden, and Brother Joseph R. Conway, Grand Secretary. The Kentucky DeMolay Foundation awarded the $1,500 Scholarship to Brother Cody Stevens and the $1,000 Scholarships to Brother Shawn Marcum and Brother Andrew Johnston, which were presented by Grand Senior Warden Terry Bowman. U.S. Postage PAID PERMIT No. 1 Masonic Home, KY Kentucky DeMolay instituted a new Chapter in Nancy, Kentucky, on August 8, We are most appreciative to Sievers Lodge #491 for becoming their sponsoring body for the Valley of the Cumberland Chapter. What a fantastic way for our Masonic fraternity to support our youth and extend the hand of brotherhood to those young men that may become our future Masonic leaders. The Chapter Advisory Council will consist of: Jeremy Puckett, Glenn Blevins, Tim Anderson, Ed Harrison, Marvin Kentucky DeMolay Institutes New Chapter Watson, Gary Sargent, Michael Smith and John W. Johnson. The Chapter Dad is: Tim Anderson and the Chairman of the Advisory Council is: Jeremy Puckett. Marvin Watson was presented with the Zerubbabel Key for his significant contribution in organizing this new Chapter. The new officers were elected and installed and for their first term in this Chapter s history they are: John Ard Master Councilor, Zachary Howard Senior Councilor, Seth Sofianopoulos Junior Councilor, Wyatt Robertson Senior Deacon, Josh Lake Junior Deacon, Chris Hurd Senior Steward, Drew Edwards, Junior Steward, Kaleb Howard Marshall, Quintin Robertson Chaplain, and Jake D. Anderson Treasurer. A wonderful crowd was present to support this new Chapter's institution. Cumberland Falls #60 Rainbow Assembly provided a scrumptious lunch. Valley of the Cumberland Chapter will meet on the 2nd and 4th Sunday of every month at 2:00 p.m. Please stop in and show your support at their chapter meetings. Lancaster Lodge 104 Full House Problem Problems. Problems. Problems. Pesky problems keep popping up persistently. Recently, I had one to pop up, but some problems are pleasant to deal with. Lancaster Lodge No. 104 meets at 7:30 P. M. on the second Tuesday of each month. One evening recently, I planned to get there about thirty minutes before the Lodge communication began. When I arrived, the Lodge Hall, with ample parking space, was surrounded with cars; I could not find a parking space. To solve my problem, I decided to park on the shoulder of the road in front of the Lodge Hall. A short time after I entered the Lodge Hall, a door to the Fellowship Hall opened and, in a few minutes, the hall was filled with the laughter of Masons talking with other Masons. At the appropriate time, the Master used his gavel to quiet the crowd. At that moment, I surveyed the hall; almost every seat was occupied. Lancaster Lodge, thanks to the leadership of men like Joe Alexander, David Shepherd, Ron Ledford, John West, and Johnny Yates, is alive and well. Attendance is great, and at almost every communication, the Lodge receives one or more petitions.
