1 The Oldest Continuously Published Masonic Newspaper In The United States MASONIC HOME, KENTUCKY TH Year of Publication September, 2011 Number 12 Fortitude Lodge th Anniversary Jeffersontown Lodge 774 Lodge of Convenience On July 9, 2011 Fortitude Lodge No. 47 held a special Cornerstone ceremony for the rededication of its building. The ceremony started on the courthouse steps with Master Michael E. Martin opening the ceremony. Special speakers were County Judge Executive David Voegle, The Honorable Mayor, Bill Lamlein. Grand Master Donald H. Yankey. Brother Yankey concluded the speeches and led the entire group of Masons and spectators from the Courthouse through the Farmers Market and then down the tracks of Main Street in LaGrange, Kentucky to the Temple of Fortitude Lodge. There the actual Cornerstone Ceremony took place. Led by the Grand Lodge Officers of the Grand Lodge of Kentucky, the stone was dedicated in Ritualistic form. The original Cornerstone was laid on July 4, 1911 at the Masonic Temple. The Cornerstone has a time capsule behind it with contents from that time period. The Brothers of Fortitude No. 47 voted to leave the original Cornerstone and time capsule intact for the Craft to open another 100 years from now. Similar items from this time period were placed in the new capsule to be opened at a later date by vote of the Craft. This ceremony was to celebrate the building of the Temple and the fact that Fortitude Lodge No. 47 has occupied it from the beginning. Chartered in 1818, the Brothers of Fortitude No. 47 will celebrate an even bigger event in 2018 its 200th birthday! On Sunday, August 7, 2011, Most Worshipful Grand Master Donald Yankey called a Lodge Of Convenience at Baptist Hospital East for the purpose of conferring the Master Mason Degree on Brother Richard Sanders, Sr. of Jeffersontown Lodge No. 774 F&AM. He was assisted by Right Worshipful Terry Bowman, Deputy Grand Master, Harold Woosley, Master of Jeffersontown Lodge and Brother John Perry, Keeper of the Work. Congratulations to Brother Sanders on receiving the Master Mason Degree. Roger D. Barnett 33º PGM Elected Sovereign Grand Inspector General At the 105th Biennial Session of the Supreme Council, 33º A.A.S.R. of Freemasonry, Southern Jurisdiction, U.S.A., Roger D. Barnett 33 PGM, was elected as Sovereign Grand Inspector General for the Orient of Kentucky. This past year has gone by so fast. There have been many events, and many Lodges I have had the pleasure to attend. The brethren have made me feel so welcome in all the Lodges. You have honored me by allowing me to serve as Grand Master this year. I can only hope that I have served to your expectations. Yet this year is not over. There are many things yet to be done and many plans to be followed. I would en- courage the delegates to Grand Lodge to be prepared, and to educate yourself on the items that will be brought to the floor for you to decide. This is very important to every Lodge in the State. The choices you make there will impact Masonry for many years. So I would ask that you be informed and cast your votes for the good of your Lodge, and for the good of Freemasonry. We as Masons must at times lay our personal feelings aside and do those things we know are best for Freemasonry. First Lady Janice and I would like to Thank You for making us feel part of your Lodges and family this year. You have shown us the true meaning of Masonry by accepting us with open arms as we have visited. For that, we will always be grateful. 3 September, 2011 MASONIC HOME JOURNAL Page 3 ANNUAL COMMUNICATION PAMPHLET The 212th Annual Communication pamphlet that contains instructions for the Lodge delegates who will attend the Annual Communication will be mailed to each Lodge Secretary on or soon after September 1. The pamphlet also lists all legislation that is to come before the assembly, along with the budget that is proposed for the next Grand Lodge fiscal year. Other budget information provided in the pamphlet is a projection of revenue that will be realized from the craft, based on the membership, and from other sources. These pamphlets will also be available to each member that registers at the Annual Communication for as long as they last. Each Lodge Secretary is instructed to read the pamphlet at the next communication of the Lodge following receipt of the same, and pass it on to the delegate that will represent the Lodge at the Annual Communication. This will insure that the delegates will come to Grand Lodge fully prepared to consider, discuss, and to act upon the issues at hand. However, should the delegate fail to receive one from the Secretary of his Lodge, one will be found in his registration packet when he registers at the annual session. Every attempt is being made to ensure that each delegate is fully informed on the issues of legislation and budget prior to the Annual Communication. COMMITTEE REPORTS A reminder to all Grand Lodge Committee Chairmen who wish to have their reports printed in the Advance Proceedings, that they must be received in the Grand Lodge Office prior to September 15th. This deadline allows only enough time to assemble the Reports and complete the printing of the Advance Proceedings. However, if you have your report finished earlier than the 15th of September, please send it to the Grand Lodge Office at your earliest convenience. The office staff and I will certainly appreciate it. Providence Lodge No. 148, F&AM, Slaughters Lodge No. 347, F&AM, Bailey-Onton Lodge No. 538, F&AM, Poole Lodge No. 604, F&AM, Jachin Lodge No. 739, F&AM, Wheatcroft Lodge No. 881, F&AM, and Dixon Lodge No. 911, F&AM, request to amend Section 96 to include Webster County for concurrent jurisdiction within the said county. A charter surrendered, arrested, or forfeited may, within one year thereafter, be restored by the Grand Master or the Grand Lodge; but after the lapse of a year from the time the lodge became defunct, the old charter shall not be returned, nor shall its number be given to that or any other lodge. Be changed to read: SECTION 203. Restoration of Charter Limited. A charter surrendered, arrested, or forfeited may, within one year thereafter, be restored by the Grand Master or the Grand Lodge; but after the lapse of a year from the time the lodge became defunct, the old charter shall not be returned, nor shall its number be given to that or any other lodge except in the case of historical significance where the Grand Master may waive the one year limit. The reason for the change is to re-establish and preserve the proud history and heritage of our earliest lodges for future generations. (2) Representatives are the Master, or in his absence, the Senior Warden, or in his absence the Junior Warden, or in the absence of the Master and Wardens the Secretary, by virtue of their respective offices. (3) An Elective Representative shall be a Permanent Member chosen by ballot from the members of his lodge, to represent it in case its Master, Wardens or Secretary cannot attend the communication of the Grand Lodge, and such representative shall be given a certificate of his election over the lodge seal. Be amended, so that when amended, it shall read: SECTION 12. MEMBERS. The members of the Grand Lodge are as follows: (1) Permanent Members consist of all Past Grand Masters of this Grand Lodge and all Masters and Past Masters of Kentucky lodges who are affiliated with lodges subordinate to this Grand Lodge. Fraternally Thomas Roundtree, PM - Master Latonia Lodge No. 746, F&AM 1553 Madison Ave, Covington, KY ITEM NO. 6 Amend Section 82: SECTION 82. Qualifications. All lodge officers shall be Master Masons and members of the lodge of which they are officers. No brother shall be elected Junior Warden, Senior Warden, or Master of a lodge unless he shall have proved his Proficiency in all three degrees and obtained a Grand Lodge Certificate of Proficiency, except when no such brother who is so qualified and consents to act as Junior Warden or Senior Warden shall be found among the members. In which case, a six-month grace period shall be provided for the brother so elected to earn his Proficiency. In the event the Proficiency is not earned within the six month grace period, the brother shall be deemed to have resigned his office and shall not be given credit for his tenure as a Warden. No brother shall be elected Master of a lodge unless he shall have proved his Proficiency in all three degrees and obtained a Grand Lodge Certificate of Proficiency. Nominees for Master shall have previously been installed as Master or as Warden of a lodge in Kentucky, except when no such brother who is so qualified and consents to act as Master shall be found among the members, and except at the formation of a new lodge. (1998). So when amended shall read: SECTION 82. Qualifications. All lodge officers shall be Master Masons and members of the lodge of which they are officers. No brother shall be elected Junior Warden, Senior Warden, or Master of a lodge unless he shall have proved his Proficiency in all three degrees and obtained a Grand Lodge Certificate of Proficiency, except when no such brother who is so qualified and consents to act as Junior Warden or Senior Warden shall be found among the members. (2010) Fraternally Elected Grand Lodge Officers ITEM NO. 7 Amend Section 83: SECTION 83. Removal from Office. A. Elected Officers. Any elected officer of a subordinate lodge other than Master or Secretary may be removed from office by two-thirds vote of the members present, all members having been notified by mail at last known address and upon dispensation of the Grand Master, good cause having been shown in writing. B. Appointed Officer. Any appointed officer of a subordinate lodge may be removed from office upon dispensation from the Grand Master, good cause having been shown in writing. (2002). So when amended shall read: SECTION 83. Removal from Office. A. Elected Officers. Any elected officer of a subordinate lodge other than Master or Secretary may be removed from office by two-thirds vote of the members present, all members having been notified by mail at last known address. B. Appointed Officer. Any appointed officer of a subordinate lodge may only be removed from office by the Master, for insubordination and/or neglect of duty, or failure to act. (2010) Fraternally Elected Grand Lodge Officers ITEM NO. 8 Amend Section 146: SECTION 146. Fees for Degrees. No lodge shall confer the Degree of Entered Apprentice on any person for a less sum than $25.00, at least $15.00 of which must accompany the petition and $5.00 of this fee shall be paid by each lodge to the Grand Secretary with the annual payment of dues and assessments, and he will transmit the same in equal parts to the The Masonic Homes of Kentucky, Inc. to be paid to their Endowment: nor shall the degree of Fellow Craft or of Master Mason be conferred for a less sum than $20.00 each. In every case the fee must be paid before the candidate is prepared for the degree. Fees paid for initiation or advancement should in all cases be promptly returned if the applicant is rejected or advancement objected to. So when amended shall read: SECTION 146. Fees for Degrees. No lodge shall confer the Degree of Entered Apprentice on any person for a less sum than $50.00, at least $30.00 of which must accompany the petition and $10.00 of this fee shall be paid by each lodge to the Grand Secretary with the annual payment of dues and assessments, and he will transmit the same in equal parts to the Masonic Homes of Kentucky, Inc. to be paid to their Endowment: nor shall the degree of Fellow Craft or of Master Mason be conferred for a less sum than $40.00 each. In every case the fee must be paid before the candidate is prepared for the degree. Fees paid for initiation or advancement should in all cases be promptly returned if the applicant is rejected or advancement objected to. Fraternally Elected Grand Lodge Officers ITEM NO. 9 Amend Section (Trial of a Master): TRIAL OF A MASTER SECTION 180. On Probable Guilt Investigation. If there be reasonable grounds for believing that the Master of a lodge has been guilty of unmasonic conduct, the Grand Lodge or the Grand Master may suspend him from office and shall furnish him with a copy of the charges and specifications or complaint against him with notice of reference thereof to the Committee on Appeals to fix a time and place for an investigation thereof, after notice to him by said Committee. SECTION 181. Record and Finding. Said Committee shall keep a full, verified record of its proceedings, append its findings and shall recommend whether the suspension ought to be for a definite period, and if so what time, or be made permanent, or accused acquitted, and send, properly indexed and styled, the record, evidence and documents relating to the investigation and its decision thereof to the Grand Master. SECTION 182. Final Action. The Grand Master shall send a copy of the Committee s decision to the accused and to his lodge and transmit the whole record to the Grand Secretary for permanent file in his office. SECTION 183. When Lodge May Try. If the suspension shall be made permanent, charges may be preferred against such suspended brother, and his lodge may try him as in the case of any other member. So when amended shall read: Trial-Removal of a Master Section has been moved to the Trial Code & Discipline Section 8 (2) (A-D). Sections will be referenced here and all subsequent Section numbers will remain the same. So when amended shall be moved to Section 8 of the Trial Code & Discipline (pg-52) and read: SECTION 8 EXCLUSIVE PROCEDURE 1. No Mason may be disciplined except as provided in this article. 2. Trial-Removal of a Master (A). On Probable Guilt Investigation. If there be reasonable grounds for believing that the Master of a lodge has been guilty of unmasonic conduct, the Grand Lodge or the Grand Master may remove him from office and shall furnish him with a copy of the charges and specifications or complaint against him with notice of reference thereof to the Committee on

5 September, 2011 MASONIC HOME JOURNAL Page 5 Appeals to fix a time and place for an investigation thereof, after notice to him by said Committee. (B). Record and Finding. Said Committee shall keep a full, verified record of its proceedings, append its findings and shall recommend whether the removal to be upheld. (C). Final Action. The Grand Master shall send a copy of the Committee s decision to the accused and to his lodge and transmit the whole record to the Grand Secretary for permanent file in his office. (D). If the removal shall be upheld, charges may be preferred against such member, in accordance with the Trial Code & Discipline, and he may be tried as in the case of any other member. (2010) Fraternally Elected Grand Lodge Officers ITEM NO. 10 Amend Section 188: SECTION 188. Before Term Expires. To restore one expelled or one suspended before the expiration of the time made in the sentence shall require regular petition, reference to committee, action deferred for one month, report of committee and unanimous ballot by the lodge that sentenced him, if in existence. If, however, that lodge be defunct, the restoration can only be made by the Grand Lodge and expelled member shall not be reinstated within one year from the date of his expulsion. So when amended shall read: SECTION 188. Before Term Expires. To restore one suspended before the expiration of the time made in the sentence shall require regular petition, reference to committee, action deferred for one month, report of committee and unanimous ballot by the lodge that sentenced him, if in existence. If, however, that lodge be defunct, the restoration can only be made by the Grand Lodge and the suspended member shall not be reinstated within one year from the date of his suspended. (2010) Fraternally Elected Grand Lodge Officers Legislation to be presented at the 212th Annual Communication of the Grand Lodge of Kentucky, Free and Accepted Masons ITEM NO. 1 Amend Section 96. Brothers of Taylor Lodge No. 164, F.&AM., Brothers of St. Andrews Lodge No. 18, F.&A.M., and Brothers of Thomas Ware Lodge No. 340, F.& M, wish to amend Section 96 of the Book of Constitution to read as: to include Harrison County for concurrent jurisdiction. St. Andrews Lodge No. 18, F.&A.M. Taylor Lodge No. 164, F.&A.M. Thomas Ware Lodge No. 340, F.&A.M. ITEM NO. 2 SECTION 96. In the cities having two or more lodges the jurisdiction shall be concurrent and extend as provided in Section 95, except, Adair, Allen, Anderson, Ballard, Barren, Bath, Bell, Boone, Bourbon, Boyd, Boyle, Breckenridge, Bullitt, Calloway, Campbell, Carter, Casey, Christian, Clark, Clay, Daviess, Estill, Fayette, Grant, Grayson, Green, Greenup, Hardin, Harlan, Henderson, Henry, Hopkins, Jackson, Jefferson, Jessamine, Johnson, Kenton, Knox, LaRue, Laurel, Lawrence, Lewis, Lincoln, Livingston, Logan, Madison, Martin, Marshall, McCracken, McCreary, Mercer, Metcalfe, Monroe, Morgan, Nelson, Nicholas, Ohio, Oldham, Owen, Owlsey, Pendleton, Perry, Pike, Pulaski, Rowan, Russell, Shelby, Simpson, Taylor, Todd, Trigg, Wayne and Woodford counties, the jurisdiction shall be concurrent within said counties and extend as provided in Section 95. Further, all subordinate lodges are under a moral obligation to take every step available to them to keep Brothers in good standing but Freemasonry must accept the fact that when a Brother makes the decision to stop paying his dues obligation, for whatever reason, be it good or bad, his decision is usually irreversible and he will cease his association with the world s greatest fraternity. Further, it should not be the policy of any lodge to arbitrarily suspend a Brother for nonpayment of his dues when circumstances beyond his control make it impossible to fulfill his obligation and he has so explained his plight to the Brothers of his lodge. However, the cost of certified mail is expensive and becoming more so, creating undue burdens upon the limited finances of many lodges, not to mention the added unnecessary work and travel expense for lodge secretaries required in preparation and processing of the same. Couple this with the fact that many certified items go unclaimed and are not forwarded and are returned to sender which required lodge secretaries to make a trip to their local post office and sign in order to pick up returned items. Therefore, be it resolved that Robert Burns Lodge #163, F. & A.M. of Newport, Kentucky at a stated communication held on July 20, 2011 unanimously adopted this resolution recommending the amendment of the Grand Lodge of Kentucky, F. & A.M. Book of Constitution, Section 176; Notice Before Action to read: No Brother shall be suspended for nonpayment of dues until he shall have been notified by first class mail or personal service..(the remainder of Section 176 to remain unchanged). Robert Burns Lodge No. 163, F&AM ITEM NO. 5 WHEREAS Section 217 of the Book of Constitutions of the Grand Lodge of Kentucky, Free and Accepted Masons provides for amendments to the constitution, and WHEREAS Twenty-seven Grand Lodges in the United States have placed restrictions on the time allowed for Entered Apprentices and Fellow Crafts to advance to the next degree, and WHEREAS Entered Apprentices and Fellow Crafts who don t promptly advance to the next degree ten to linger on the rolls for years, and WHEREAS A time limit to advance to the next degree may encourage Entered Apprentices and Fellow Crafts to complete their work in a timely manner, and WHEREAS The goal of every candidate should be to advance to the Master Mason degree, and WHEREAS Masonic membership is a privilege, not a right, and WHEREAS The Grand Lodge and subordinate lodges may lose dues revenue from those Entered Apprentices and Fellow Crafts who choose not to advance, but their workload and expense would correspondingly decrease, The Officers and Bothers of Morrison Lodge No. 76 have RESOLVED That the following amendment to the constitution be considered at the next annual communication of the Grand Lodge of Kentucky, Free and Accepted Mason. Section 143. Time Between Degrees. The time between petition and initiation or affiliation and ballot thereon, and the time between each degree is a minimum of one lunar month, and the Grand Master is not authorized to dispense with this time, except in case or cases where it has been determined an Entered Apprentice and/or Fellow Craft Mason will not survive to be Raised a Master Mason under the aforementioned time constraint, the Grand Master is authorized to make the Entered Apprentice and/or Fellow Craft a Mason at Sight (2009) Be changed to read: Section 143. Regulation 251, Past Master s Jewel Described, as follows, from the 1976 edition of the Constitutions, with illustration, be renumbered as appropriate and included in future editions of the constitution. REG.251. Past Master s Jewel Described The Jewel of a Past Master shall be of gold, plain, or ornamented with chasings or gems, and consist of a pair of compasses whose points are extended to about sixty degrees upon a graduated segment of a circle, between which the effulgent sun is represented. Its size and hangings, and whether the jewel be worn as a charm or a badge, are optional, but no addition of any circle or wreath or other device is to be made to this design. Amend to read: Section 141 Degrees When Complete A Degree is not complete until every section of the Degree has been conferred and the charge delivered. Advancement to the Fellow Craft or Master Mason Degree shall not be permitted until such have been performed. The first and second sections of the Master Mason Degree must be conferred and the Charge delivered on the same day. It is not necessary to deliver the chart or slide lecture of the Master

Provided, that a lodge may be opened for funerals, for the conference of degrees, or for the hearing of proficiencies in accordance with Masonic ritualistic tradition. So as when amended shall read: Section 108 Notice. Notice to members of a subordinate lodge shall be (1) in writing addressed to the lodge membership or member affected with postage thereon pre-paid; (2) Published in the Masonic Home Journal; (3) Announced to the Craft by the master or someone lawfully acting in his place during a stated communication of the lodge. The Elected Grand Lodge Officers ITEM NO. 11 Amend Section No. 124 of the Book of Constitutions which now reads: Section 124 Petitions When Received And Balloted On. A petition for initiation or for affiliation shall be recommended by two Master Masons who are members of the lodge petitioned, and be referred to a committee of three other members for inquiry into the character and qualifications of the petitioner. Such petition must be received at a stated communication and one lunar month must intervene between its reception and the balloting thereon. But no ballot shall be taken on a petition until said committee shall have made its report thereon. If, however, the petitioner shall have been rejected by another lodge in this Grand Jurisdiction, a copy of the petition shall be forwarded to the lodge which last rejected him and be referred by it to a committee of three members for inquiry into the character and qualifications of the petitioner, and the report of the committee shall be forwarded under the seal of the lodge to the lodge petitioned and no ballot shall be taken until its receipt of such a report. If said report is not made to the lodge making the request within ninety days, said lodge making the request has full power and authority to proceed to act on the petition and elect or reject the applicant. A ballot must be taken upon a petition for initiation or affiliation, whether the report of the Committee on Investigation be favorable or unfavorable, unless the petition be withdrawn, as permitted in Section 125 of the Constitution. A member whose name appears upon a petition as recommending the petitioner shall not be put upon the Committee on Investigation. The report of a majority of an Investigating Committee is the report of the committee, but if there be a minority report, the fact should be a part of his record. If the committee has taken no action for one or more months after their appointment, the Master may treat their places vacant and appoint others to be the Investigating Committee. A committee to whom a petition for affiliation is referred should take into consideration not only the moral character and fitness of the applicant, but also the authenticity of his demit or current status if for dual membership. So as when amended shall read: A petition for initiation shall be accompanied by a background check report of the individual petitioner, said background check being conducted by an agency selected by the Grand Lodge of Kentucky. The fee for the background check is to be paid by the petitioner with the initial fees for the degrees. Wheelwright Lodge 889 Zebulon Lodge 273 Steven Bradley May, the 18 year old son of Wayne and Sharon May of Prestonsburg, a recent graduate of Prestonsburg High School, was the recipient of three scholarships which are awarded annually by Zebulon Lodge No. 273 to a graduating senior of PHS who will be attending Big Sandy Community and Technical College. He has received the $800 Presidential Scholarships from BSCTC and the Chad Goodman Memorial Scholarship in the amount of $1,200. On June 25, 2011, Plumb Lodge No. 862 Common Gavel Club presented it's first annual Common Gavel Club Community Scholarship to Amber Robinson. She was a senior at Moore High School and is attending the University of Louisville in the Fall. Along with the $ scholarship, the Lodge held a dinner in her honor where she was surprised with a new laptop computer and accessories. The dinner was a success with approximately 50 guests in attendance including Amber, her family, and several Plumb Lodge Brothers and their families. This was made possible due to the Club's All-You-Can-Eat Country Ham Breakfast that is held on the 4th Saturday of each month. Wheelwright Lodge No. 889 proudly presented a $500 scholarship to Cheyenne Sloan (left), a senior at South Floyd High School. Boy Scout Troop 506 (Chartered by Kilwinning Lodge 506), Girl Scout Troop 945 along with several lodge members, family and friends traveled to our nation s capitol at the end of July. The highlights of the trip were laying a wreath at the Tomb of the Unknown Soldier at Arlington Cemetery, tour of the White House, sitting in the U.S. Senate Gallery and watching Mitch McConnell speak about the nation s debt. Also included were all the monuments and Smithsonian s to boot. On the way back to Louisville we stopped at Mt. Vernon, the home of George Washington. The trip was very eventful and exciting for all who attended. We have lots of great memories and pictures to share. Photos of the Eagle Scouts laying the wreath at the Tomb of the Unknown Soldier and of the group at the Capital.
