1 Emerald Bay Lamplight Emerald Bay Homeowners Association April Emerald Bay Drive Soddy Daisy, TN Dear Neighbors, My name is Rich Rudez and I will be serving in 2019 as your President. My wife Judy and I moved here from the Baltimore, MD area and currently reside on Spitzy Lane in the Emerald Lake community. I retired after a 42 year career with the US Postal Service, and now have time to help move this great community forward. Let me begin my message by thanking the past EBHOA Board, and in particular, Mitch Mead, past President, for all their hard work in It s important to stress the fact that of us who hold positions on the EBHOA Board are volunteers, and work for our common interests and the betterment of the Community as a whole. Our wide and diverse backgrounds is what makes all this hard work so gratifying. Soon it will be Pool season again, and the all the extra hours of work done by Mitch, and Ray Joyner, to make the pool experience a highlight of our Community will come to light. As a result of the February Homeowners meeting, a group of volunteers, chaired by Dave Fairchild, stepped up to the challenge of reviewing the By-Laws and Covenants of the EBHOA. They first met on March 7 th with a single focus of addressing the issue of defining Original Lot, Legal Lot, and the dues assessment. This focus was necessary because this matter has been lingering on since 2013 and the Board, as well as the homeowners present at the annual meeting, felt this committee was necessary if we were ever going to bring it to a fiscally responsible conclusion. Once the committee presents their proposal to the Board, and the Board agrees with their recommendation, it can be put up for a vote. A special meeting of all homeowners will be called for a vote of 75% of homeowners PRESENT to adopt whatever is recommended. The committee will then review other Covenants for amendment, prioritize them, and follow the same steps outlined above. There will be an opportunity for all Homeowners to offer their concerns or ideas for consideration. The EBHOA web site has copies of all covenants for your review if you have ideas for change that will positively impact our community and be for the betterment of us all. It is up to each homeowner to be aware of what is happening in this community and to take an interest in matters that could affect home values and community harmony. This is our community, let s continue to make it a great place to live! Now on a more fun note, join us on April 27 th, 7:00 AM 1:00 PM, for the EBHOA YARD SALE. 2 Introducing Your New EBHOA Board January 2019 Clubhouse Rental Coordinator ~ Daphne Floyd I hope everyone has had a happy and healthy start to 2019! As of, March 1, 2019 the Clubhouse rental is now $ and the cleaning/damage deposit is the same $ After you have scheduled your event with Ron Kohlin (webmaster) and he has added your name to the calendar, you have ten (10) days to get your checks and signed rental contract to me the Clubhouse Coordinator (Daphne Floyd ). You can place your two checks ($ and $ as mentioned above) in my mailbox (12996 Emerald Bay Drive 2 nd house on the right from the clubhouse). The Emerald Bay HOA Clubhouse Rental Policy and Contract must be printed, signed and enclosed with your rental check/deposit. If you are renting the clubhouse during the pool season, you will be required to sign the Swimming Pool Policy and Usage Agreement. You will still be required to sign the Clubhouse Contract, Appendix A - Instructions and Checklist when you meet with me at the clubhouse and pick up the key. A few reminders when renting the clubhouse during pool season Please, make sure you read the Pool Usage Agreement before renting the clubhouse during pool season. "Members of EBHOA" are those individuals who rightfully own property within the Emerald Bay, Emerald Pointe, Patten Place, Emerald Lake, or Brooke Stone neighborhoods. Individuals who currently own and reside in a dwelling within the aforementioned neighborhoods are considered "residents". Number of guests (Pool) per membership household at any one time is restricted to six (6) individuals, or one family unit. It is recommended that the back door of clubhouse to the pool area be kept locked. Entry to the pool area would then need to be made through the pool gate. The pool will never be closed to other members when an event is taking place in the clubhouse. Any guest going to the pool area must be accompanied by a member and all requirements of the Swimming Pool Policy and Usage Agreement must be met. Rental of the clubhouse does not include use of the pool, except as provided by the described guidelines and restrictions regarding pool guests. To report a complaint about the pool, submit the complaint in writing to your Board member representative. Just a reminder please inspect the clubhouse (day of rental) before you sign the Appendix A. 4 EBHOA Yard Sale Saturday, April 27 7:00 am-1:00 pm Architectural Review Committee Dear Neighbors, The two homes being built by Martin Construction are progressing in Emerald Pointe for Ed & Marilyn Martin and in Brooke Stone for his son and daughter-in-law, Bryan and Tara Martin. I believe Mr. Martin is shooting for late spring or early summer for completion of the home 1504 Emerald Pointe Dr. and probably mid late summer for the one 1518 Leighton Dr. We also are waiting for him to submit landscaping plans for both properties for approval. We have approved the plans for David and Karen Whelchel, 1572 Emerald Pointe Dr. The builder will be Timberwolf Construction. That builder has built in Emerald Bay before so they are familiar with the Covenants and Restrictions. Clearing of this lot at the intersection of Emerald Point Drive and Brooke Stone Drive will begin in early April. On a much smaller scale, Glenda & Dirk Kinkel at 1471 Emerald Pointe Dr. are planning to add curbs around their front landscaping area and along one side of their driveway to control erosion. They are also planning on adding 4 dwarf trees along their driveway. With warmer weather and less rain now upon us, Spring is a fine time for improvements to your home and property. But we do often consider the other side of the scales. Everyone wants well-maintained and rising property values. No one wants to live in a deteriorating neighborhood. When there is a homeowner s association in place, we can reasonably expect that our neighbors will keep their properties to a certain level, and that those nearby properties will reflect positively when the time comes for us to sell. This is the goal of the Emerald Bay Homeowner s Association. The Board of Directors, and the many other volunteers who take care of all those things that make up the day-by-day operation of the place we call home, are dedicated to that goal. Here in Emerald Bay, all operations are overseen by these community volunteers, your neighbors, who are working to see that ours becomes and remains a very desirable neighborhood. They handle all the minutia of keeping the swimming pool open, making sure that entrances and common areas are pleasing in appearance, and the clubhouse is maintained and made available for use by Emerald Bay residents and guests. The Association maintains a website where information is kept and made available to those who want to know about our neighborhood. You can find minutes of Board and Annual meetings, a short history of the neighborhood, details of the various standing committees, and contact information for volunteers who are involved in our community.
