Sanders Grand Master Grand Master s Message My Brothers, September and the heat of summer is now here in full force and so are the outdoor degrees and special events happening all across our state. Brothers take the time to travel out to one of these events and fellowship with your brethren. The time of this year is growing short and we must make every effort to start to prepare for our Grand Communications in October. Brothers we need to take a close look at all that is to come before us and let us discuss these items in our lodges so that we can make the best decisions for the craft as a whole. Included in this issue are the items proposed for this year and those that were held over from last year for your consideration. Brothers let seek out the sublime wisdom of GOD by asking for guidance for what is best for Masonry so that we continue to grow and remain strong in our beliefs and the morals we hold so dear to our hearts. I hope to see each of you at Grand Lodge this year. Join us at the Master Masons Dinner Masonic Communities Kentucky will host the annual Master Masons Dinner during Grand Communication on Monday, October 15, 2018 in Grand Ballrooms B & C at the Galt House Hotel. Doors will open at 6 pm and dinner will begin at 7 pm. Tickets are $15 and can be purchased by contacting the. We will be honoring Most Worshipful Grand Master Tim Sanders for his Remember Me campaign. It supports a technology program It s Never 2 Late (IN2L), used by residents in our memory care community. It s built on a picturebased, touch-screen interface allowing users to touch their way in to find engaging, educational, spiritual and personalized content that help maintain and enhance their cogitative and physical abilities. Supporters received a pin designed by Tim s wife Sue that features Forget-Me-Not flowers in a heart shape. Brother Jim DeCesare (Bowling Green Lodge No. 73) will also be recognized with the 1867 Award. Formerly the Friend of the Homes Award, it recognizes a Kentucky Mason who has provided ongoing and long-time support of Masonic Communities. Jim, a retiring member of the Kentucky House of Representatives, has been a key legislator for issues impacting non-profits in aging care and a great advocate for individual senior living service companies. In 2011, Jim supported legislation that helped Masonic Communities better serve its Masonicare residents who receive housing, nursing care and other services but are unable to fully pay for their care. The Most Worshipful Prince Hall awarded Masonic Communities Kentucky President and CEO Gary Marsh and Chief Operations Officer J Scott Judy with the Most Worshipful Grand Master s Achievement Award. (2018) SECTION 20-MASONS HELPING MASONS The Committee on Masons Helping Masons shall be responsible for selling fundraiser items and products determined by the Grand Master and raise funds to help, aid, and assist subordinate Lodges and Brothers in need due to unforeseen circumstances. Aid to an individual Brother can only be given after a constituent Lodge has first rendered assistance to him. The amount of financial assistance disbursed from thisfund shall be determined by the Grand Master and elected Grand Lodge officers after a completed Masons Helping Masons Aid Application form has been submitted to the Grand Lodge office. Masons Helping Masons fundraising events may be held throughout the state where ever the Grand Master determines. (2018) SECTION 21-VETERANS AFFAIRS The Committee on Veterans Affairs shall be responsible for selling fundraiser items and products determined by the Grand Master and raise funds to recognize, honor, remember, help, aid, and assist active or inactive veterans. The amount of financial assistance disbursed from this fund shall be determined by the Grand Master and elected Grand Lodge officers. Veterans Affairs fundraising events may be held throughout the state where ever the Grand Master determines. (2018) SECTION 22-SPECIAL COMMITTEES (Numerical Section Only) (2018) SECTION 23- COMMITTEE S REPORT (Numerical Section Only) (2018) ITEM NO. 2 To amend ARTICLE 9-STANDING COMMITTEES SECTION 7-APPEALS SECTION 7 - APPEALS. The Committee on Appeals shall consist of three permanent members of the Grand Lodge with qualification of Judge of the Circuit Court as provided by the Constitution of the Commonwealth of Kentucky to be appointed by the Grand Master, one to serve one year, one to serve two years, one to serve three years, the oldest in point of service to be chairman, and the vacancy each year to be filled for a term of three years. The judicial power of the Grand Lodge shall be vested entirely in this Committee. The Committee on Appeals shall have exclusive and final jurisdiction, subject, however, to the right of any parties aggrieved to appeal to the Grand Lodge, to hear and determine all trials of Masters of Lodges and controversies between different lodges and the trial of all such charges for breaches of Masonic laws by members of lodges as the Grand Master may direct; provided, however, that the Grand Master shall not refer to said Committee for trial charges preferred against a member of a lodge, not an officer, unless requested by the lodge in which the accused holds membership so to do. Provided, further, that upon the failure of such lodge to request such reference, members of the lodge constituting ten percent of the entire membership may, in writing, request such reference to the Grand Master, in which event he shall be authorized to refer the charges to the Committee, which shall have jurisdiction of the trial of the offense. If the Committee on Appeals of the Grand Lodge shall declare a trial irregular, or the sentence illegal, the trial is thereby made void, held for naught and the accused is ipso facto restored to the same status in his lodge and the fraternity that he held at the time charges were preferred, but he may be retried on the same or new charges. If the Committee on Appeals of the Grand Lodge shall restore to good standing a Mason who has been suspended or expelled, he is not thereby restored to membership in his lodge, so far as it affects his standing with the Craft at large, and he may obtain certificate of that fact from the Grand Secretary, which certificate shall operate as a demit. (Ammended to Read) SECTION 7 - APPEALS. It is the duty of the Committee on Appeals to decide and ensure that Due Process of our Masonic Laws according to the Trial Code and Discipline of the Constitution of the has procedurally been afforded to each and every Mason, beginning with the filing of the Complaint, throughout the Trial and Verdict of the Trial Panel and Notification of the Accused Mason. The Committee shall also review all trials of Masters of Lodges and controversies between different lodges and the trial of all such charges for breaches of Masonic laws by members of lodges as the Grand Master may direct; provided, however, that the Grand Master shall not refer to said Committee for trial charges preferred against a member of a lodge, not an officer, unless requested by the lodge in which the accused holds membership so to do. The shall issue uniform dues receipt cards for Master Masons only, stamped with the seal of the Grand Lodge, and countersigned by the Grand Secretary, and to include the amount of the Assessment to the Masonic Homes of Kentucky, Inc. The reverse side is to be filled in by the lodge Secretary. Said card is to be furnished by the Grand Lodge and on said card shall be printed that the holder Is a Master Mason in good standing, having paid his dues through December 31,..., in which blank shall be printed the calendar year for which the dues were paid. No Entered Apprentice or Fellow Craft shall be issued a dues card, but the lodge Secretary shall issue these brethren a receipt for dues paid showing the brother s name, degree attained at the time of issuance of the receipt, date paid and calendar year for which dues are paid; said receipt shall be signed by the Secretary and the lodge seal affixed thereon. (Ammended to Read) ARTICLE 13-BURIAL SECTION 6-BURIAL OF A SUSPENDED MASON In the case of a deceased Mason who has been suspended for nonpayment of dues, if after notice to the Master (or Senior Warden or Junior Warden in that order) and proper inquiry, the Master (or Warden) of the Lodge determines that such non-payment was due to the Brother s lack of mental capacity to realize he was in arrears (and/ or suspended) due to a physical or mental disability resulting from an injury or disease, the Master of the Lodge may approve Masonic Burial Services for said Brother. (2018) Submitted by Poage Lodge No. 325 ITEM NO. 5 To amend ARTICLE 27-RESTORATIONS SECTION 1-AFTER SUSPENSION FOR NON- PAYMENT SECTION 1 - AFTER SUSPENSION FOR NON-PAYMENT A brother suspended for non-payment of dues shall rest under suspension until he has submitted a petition for reinstatement to the lodge from which he was first suspended, which petition must be referred to and be reported on by committee the same as any other petition for membership, paid the amount owing up to the time of suspension, and re-elected to membership by unanimous ballot of the membership present. (2012) (Ammended to Read) SECTION 1 - AFTER SUSPENSION FOR NON-PAYMENT. A brother suspended for non-payment of dues shall rest under suspension until he has submitted a petition for reinstatement to the lodge from which he was first suspended, which petition must be referred to and be reported on by committee the same as any other petition for membership, paid the amount owing up to the time of suspension, and re-elected to membership by unanimous ballot of the membership present. In case of a Brother who has been suspended for non-payment of dues, at the request of any Brother in said Lodge presenting grounds set forth in this paragraph, the Master shall order an investigation to determine the reason for the non-payment resulting in suspension. If the investigating committee determines that such non-payment was due to the inability of the Brother to realize he was in arrears (and/or suspended) due to a physical injury or disease, the Master shall call for a vote to set aside the suspension and reinstate the Brother to good standing in the Lodge effective as of the date of the suspension. The decision to reinstate shall be made by a three-fourths majority vote of those present and eligible to vote. In the event the Brother is reinstated under these circumstances, both the Grand Lodge and the subordinate Lodge shall reinstate the Brother to good standing effective as of the date of the suspension, and, if the family is unwilling or unable to pay, shall waive the dues of the Brother for as long as he remains under said disability. If funeral services are requested for the Brother while under suspension, the guidelines set forth in Article 13, Section 6 shall govern, regardless of whether the Brother is, or is not, reinstated under this section. (2018) Submitted by Poage Lodge No. 325 ITEM NO. 6 To amend ARTICLE 11 (D) JURISDICTION SECTION 5- WAIVER OF JURISDICTION-HOW GRANTED

Waiver of Jurisdiction can only be granted by a lodge having jurisdiction, and upon request made by a lodge, over its seal, to which the petition for degrees or membership has been presented, sent by certified mail with a return receipt. The answer or reply shall also be sent by certified mail with return receipt. Before granting the waiver, the application therefore shall be referred to a committee of three members of the lodge for inquiry into the character and qualifications of the petitioner mentioned in such request. Such request can only be received at a stated communication and one lunar month must intervene between its reception and ballot thereon. The vote on the waiver shall be by ballot, and if as many as three votes be cast against the waiver the request shall be refused. Within the state, jurisdiction will be waived automatically 90 days after a request for waiver is mailed by certified mail to the secretary of the lodge possessing jurisdiction unless the lodge possessing jurisdiction denies the waiver and notifies the requesting lodge in writing prior to the 90th day. For just cause the lodge possessing jurisdiction may impose one extension of not more than thirty days with written notification to the requesting lodge prior the 90th day. At the end of such extension the jurisdiction will be waived automatically unless the lodge possessing jurisdiction denies the waiver and notifies the requesting lodge in writing prior to the end of the extension. Henderson Lodge No. 437 ITEM NO. 7 To amend ARTICLE 22-REPORTS/MONTHLY REPORTS SECTION 3-TRIPLICATE IN INK-PRINTED OR TYPEWRITTEN SECTION 3 - TRIPLICATE IN INK PRINTED OR TYPE- WRITTEN. Reports shall be made in triplicate and with ink, printed or typewritten. After examination and correction, one copy thereof shall be retained and preserved by the lodge Secretary, and the original and one copy shall be forwarded to the Grand Secretary not later than the 10th of the following month. If any lodge shall fail to make monthly reports and annual returns as required, it shall be cited to show cause why its charter shall not be arrested. (Ammended to Read) ARTICLE 22-REPORTS/MONTHLY REPORTS SECTION 3 UPDATING THE GRAND LODGE DATABASE. The Secretary will enter or update all pertinent information from a stated communication in the Grand Lodge database no later than the 10th of the following month. If any Lodge shall fail to make entries or updates in the Grand Lodge database as required, including the annual return, it shall be cited by the Grand Master to show cause why its charter shall not be arrested. Henderson Lodge No. 437 LEGISLATION TO BE PRESENTED AT THE 219TH ANNUAL COMMUNICATION OF THE GRAND LODGE OF KENTUCKY, FREE AND ACCEPTED MASONS ITEM NO. 1 To Amend Article 1, Section 1 ARTICLE 1-DECLARATION (Declaration) SECTION 1. The, Free and Accepted Masons, acknowledges a belief in God to be the great fundamental principle and Landmark of Freemasonry upon which our fraternity is erected. Without an avowal of such belief no man shall be initiated in a lodge of Free and Accepted Masons, and if a Freemason shall renounce or forsake his belief in God, or if he does not continue to entertain such belief, he shall not remain a member of any lodge and shall be expelled. ARTICLE 1- DECLARATION AND LANDMARKS SECTION 1. The, Free and Accepted Masons, acknowledges a belief in God to be the great fundamental principle and Landmark of Freemasonry upon which our fraternity is erected. Without an avowal of such belief no man shall be initiated in a lodge of Free and Accepted Masons, and if a Freemason shall renounce or forsake his belief in God, or if he does not continue to entertain such belief, he shall not remain a member of any lodge and shall be expelled. The, Free and Accepted Masons has adopted the following as fundamental Landmarks of the Order: 1. The Belief in a Supreme Being (A belief in the existence of God as Grand Architect of the Universe is one of the most important Landmarks of the Order. It has been always deemed essential that the denial of the existence of a Supreme and Superintending Power, is an absolute disqualification for initiation. The annals of The Grand Lodge of Kentucky F. & A. M. never yet have furnished or could furnish an instance in which an avowed atheist was ever made a Mason. The very initiatory ceremonies of the first degree forbid and prevent the possibility of so monstrous of an occurrence.) 2. The Belief of Immortality of the Soul (The Immortality of the Soul, Freemasonry offers no argument. It states the principle as an unquestioned integral part of the Institution. The hope that life does not end with the physical body, but continues through a boundless future, has through past ages been an inspiration to brightness of life, patience, perseverance and process. As a life force it has throbbed through the inertia of savage existence and quickened man to those extraordinary efforts that produced civilization. A shining pillar of cloud by day, of fire by night, the beacon of humanity isimmortality.) 3. The Volume of Sacred Law (The Book of Law shall constitute an indispensable part of the furniture of every Lodge. I advisedly say, a Book of Law, because it is not absolutely required that everywhere the Old and New Testaments shall be used. The Book of Law is that volume which, by the religion of the initiate, is believed to contain the revealed will of the Grand Architect of the Universe. Masonry does not attempt to interfere with the religions of its disciples, except so far as relates to the belief in the existence of a Grand Architect of the Universe, and what results from that belief. The Book of law is to the Speculative Mason his spiritual Trestle-Board, without this he cannot labor; whatever he believes to be the revealed will of the Grand Architect of the Universe constitutes for him this spiritual Trestle-Board, without this he cannot labor; whatever he believes to be the revealed will of the Grand Architect of the Universe constitutes for him this spiritual Trestle-Board and must ever be before him in his hours of Speculative labor, to be the rule and guide of his conduct. M.) 4. The Legend of the Third Degree (The Legend of the Third Degree is an important Landmark, the integrity of which has been well preserved. There is no rite of Masonry, practiced in any country or language, in which the essential elements of this legend are not taught. The lectures may vary and indeed are constantly changing, but the legend has ever remained substantially the same; and it is necessary that it should be so, for the Legend of the Temple Builder constitutes the very essence and identity of Masonry.) 5. Secrecy of the Institution (Which includes: The necessary words, signs, and tokens, whereby one Mason may know another to be such, in darkness as in light; that every regular Lodge must be Tyled while at labor; that every visitor seeking admission to the Lodge must be examined and prove himself a Mason, unless duly and properly avouched for; those other matters which cannot be written in any language.) 6. Symbolism of the Operative Arts (THE FOUNDATION OF A SPECULATIVE SCIENCE UPON AN OPERATIVE ART, and the symbolic use and explanation of the terms of that art, for purposes of religious or moral teaching. The Temple of Solomon was the cradle of the Institution, and, therefore, the reference to the operative Masonry, which constructed that magnificent edifice to the materials and implements which were employed in its construction, and to the artists who were engaged in the building, are all component and essential parts of the body of Freemasonry, which could not be subtracted from it without an entire destruction of the whole identity of the Order. Hence, all the comparatively modern rites of Freemasonry, however they may differ in other respects, religiously preserve this temple history and these operative elements, as the substratum of all their modifications of the Masonic system.) 7. A Man must be of Lawful Age (Every initiate that comes to the door of any Lodge under the auspices of The Grand lodge of Kentucky F.&A.M., must be of lawful age (eighteen years of age) and coming to said Lodge under the tongue of good report, meaning well recommended.) ITEM NO. 8 To amend Article 9, Section 11 SECTION 11 - JURISPRUDENCE The Committee on Jurisprudence shall consist of three members, each of whom shall be a Past Grand Master, one to serve one year, one to serve two years, and one to serve three years, the oldest in point of service to be chairman, and after the first appointment as thus provided,the vacancy each year shall be filled for a term of three years. The Committee on Jurisprudence shall consider and report upon questions of Masonic law and usage, except such as pertain to the by-laws of lodges. At the communication at which any constitutional amendment may be offered, the Jurisprudence Committee shall report whether, in its opinion, the same should not lie over for future consideration. Unfinished business of the last communication shall be reported by the Jurisprudence Committee for consideration of the Grand Lodge. It shall be the duty of the Committee on Jurisprudence each year, when reporting upon the decisions of the Grand Master, to recommend which, if any, of such decisions should become regulations. The Committee shall have the inherent right to propose laws, rules, and regulations they deem necessary to the best interests of the order. The Committee on Jurisprudence shall consist of three members, each of whom shall be a Past Grand Master, one to serve one year, one to serve two years, and one to serve three years, the oldest in point of service to be chairman, and after the first appointment as thus provided, the vacancy each year shall be filled for a term of three years. Submitted by Shively Lodge No. 951 ITEM NO. 10 To amend Article 12, Section 4- Business All Lodge business shall be done in a Lodge of Master Masons, excepting proficiency examinations and approval and work of the first and second degrees or the trial of Entered Apprentices or Fellow Crafts, and Funerals. (2017) Article 12, Section 4- Business A legal quorum being present, Lodge business may be conducted on any of the degrees of Masonry. Submitted by Good Faith Lodge No. 95 ITEM NO. 11 To amend Article 18, Section 1- Demits To Demit is to withdraw from a Lodge. A certificate of that fact shall be issued to the withdrawing brother and shall not contain any recommendation. Certificates of demit must be in accordance with the form prescribed by the Grand Lodge. The certificate of demit shall be issued by the Secretary under the seal of the lodge and be signed by both Master and Secretary. Article 18, Section 1- Demits To Demit is to withdraw from a Lodge. A certificate of that fact shall be issued to the withdrawing brother and shall not contain any recommendation. Certificates of demit must be in accordance with the form prescribed by the Grand Lodge. The certificate of demit shall be issued by the Secretary under the seal of the lodge and be signed by both Master and Secretary. 6 Page 6 Masonic Home Journal September 2018 ITEM NO. 12 To amend Article 15 (B) PETITION FOR MEMBERSHIP, SECTION 2- PLURAL MEMBERSHIP Section 2- Plural Membership A Master Mason in good standing in a lodge of this Grand Jurisdiction, or in a lodge of a sister Grand Jurisdiction which does not forbid Plural Membership, may apply for affiliation to any lodge or lodges of his choice, or he may join in the application for the formation of a new lodge in this Grand Jurisdiction, and if such lodge be formed, he may retain his former membership, and also his new membership, but shall thereon and thereafter pay all dues and assessments required by each lodge, and shall be entitled to all the rights and privileges of membership in each lodge. Suspension or expulsion from any lodge shall suspend or expel him from every lodge with which he may be affiliated in this Grand Jurisdiction, and reinstatement may only be made by the lodge that first suspended him, and upon his reinstatement in that lodge, he shall automatically be reinstated in all lodges with which he may be affiliated, providing he has paid his indebtedness to such other lodges. Upon election of a Master Mason to Plural Membership as provided in this section, the Secretary of the lodge wherein such election is had, shall immediately notify the other lodges of which the elected brother is a member and thereafter the records of the Secretary of each lodge in this Grand Jurisdiction, shall be so kept as to show plural membership and the monthly reports and annual returns of each lodge shall show the name of each lodge wherein such membership is held. Should a Master Mason who holds Plural Membership in two or more lodges in this Grand Jurisdiction desire to demit from one lodge he shall be permitted to do so. Provided, that if the brother holds membership in two lodges in this Grand Jurisdiction he shall be permitted to retain his membership in the one of his choice. A Master Mason who holds Plural Membership in two or more lodges in this Grand Jurisdiction and desires to demit from one or more of said lodges, the demit, if granted, a notice by regular mail of the granting of the demit shall be mailed by the Secretary of the lodge granting the demit to the lodge or lodges in which the member still retains his membership. No Certificate of Demit shall be given to the Brother, nor to the lodge or lodges in which he retains membership. No Plural member shall represent more than one lodge of which he is a member at any one Annual Communication. Henderson Lodge No. 437 ITEM NO. 13 To amend Article 12-LODGE COMMUNICATIONS, SECTION 1- STATED COMMUNICATIONS The stated communications of the lodge shall be held at least monthly, at such place and time as may be specified in the Charter or Dispensation or authorized by the Grand Lodge and at such times as may be designated in its by-laws. Failure to hold stated communications, as provided in this section of the Constitution, shall authorize the Grand Master, at his discretion, to arrest the charter of the lodge or other action as he may deem appropriate. Article 12- LODGE COMMUNICATIONS, SECTION 1- STATED COMMUNICATIONS The stated communications of the lodge shall be held at least monthly, at such place and time as may be specified in the Charter or Dispensation or authorized by the Grand Lodge and at such times as may be designated in its by-laws. If a Masonic burial coincides with the stated communication, the Lodge will follow the remains pursuant to Article 13, Section 1. Once the Masonic burial is completed, the brothers will return to the Lodge hall to continue the stated communication. Failure to hold stated communications, as provided in this section of the Constitution, shall authorize the Grand Master, at his discretion, to arrest the charter of the lodge or other action as he may deem appropriate. Henderson Lodge No. 437 ITEM NO. 14 To amend Article 11 (D), Section 5- WAIVER OF JURISDIC- TION HOW GRANTED SECTION 5- WAIVER OF JURISDICTION HOW GRANTED Waiver of Jurisdiction can only be granted by a lodge having jurisdiction, and upon request made by a lodge, over its seal, to which the petition for degrees or membership has been presented, sent by certified mail with a return receipt. The answer or reply shall also be sent by certified mail with return receipt. Before granting the waiver, the application therefore shall be referred to a committee of three members of the lodge for inquiry into the character and qualifications of the petitioner mentioned in such request. Such request can only be received at a stated communication and one lunar month must intervene between its reception and ballot thereon. The vote on the waiver shall be by ballot, and if as many as three votes be cast against the waiver the request shall be refused. Within the state, jurisdiction will be waived automatically 90 days after a request for waiver is mailed by certified mail to the secretary of the lodge possessing jurisdiction unless the lodge possessing jurisdiction denies the waiver and notifies the requesting lodge in writing prior to the 90th day. For just cause the lodge possessing jurisdiction may impose one extension of not more than thirty days with written notification to the requesting lodge prior the 90th day. At the end of such extension the jurisdiction will be waived automatically unless the lodge possessing jurisdiction denies the waiver and notifies the requesting lodge in writing prior to the end of the extension. Automatic waiver of jurisdiction does not apply to requests for waivers to or from other Grand Jurisdictions. Submitted by Demoss Lodge No. 220 ITEM NO. 17 To amend Article 15 (B), SECTION 12-OBJECTION SECTION 12 - OBJECTION (12) An objection to initiation, advancement or affiliation may be made by a member of the lodge, and the objection to initiation or affiliation shall have precisely the same effect, in every respect, as if the objector had cast an unfavorable ballot on the petition. An objection, to be valid, must be made before the preparation of the candidate in the case of initiation or advancement and before the ballot is taken in the case of affiliation. Before the preparation of the candidate shall be defined as before the candidate is conducted to the preparation room. (13) Objection to advancement shall prevent the candidate from receiving the degree for six months from the date the objection is or should have been noted in the minutes: and after the expiration of six months the candidate may be advanced upon request without formal petition, but notice shall be given of the proposed advancement in open lodge. (14) Objection may be renewed, or other objection made in like manner and with the same effect within one week before the end of the sixmonth period or any succeeding six-month period. (15) Such objection may be made in open lodge or to the Master privately and if made at a stated communication the objection shall be noted in the minutes without giving the name of the objector; and if not made or reported at a stated communication, then in every case the objection must be noted in the minutes of the next stated communication as above provided. (16) The objecting brother shall not be questioned as to his reasons, but he may give them if he chooses, and if he voluntarily states his reasons in open lodge, or privately to the Master who shall preserve the identity of the Brother making the objection and shall not reveal his identity to anyone, the lodge shall pass upon the sufficiency and validity of the objection, and a majority vote by ballot shall be necessary to sustain the objection. If not sustained the lodge shall proceed with the advancement of the candidate. (17) Any objection to advancement may be withdrawn by the objector in open lodge, or to the Master privately and the withdrawal must be noted in the minutes at a stated communication and the candidate may then be advanced. (18) (G) Unless charges are preferred, no objection shall prevent an Entered Apprentice or Fellow Craft Mason from participating fully in any degree which he has attained or having a demit issued to him as provided in ARTICLE 18, (SECTION- 3). SECTION 12 - OBJECTION (12) An objection to initiation, advancement or affiliation may be made by a member of the lodge, and the objection to initiation or affiliation shall have precisely the same effect, in every respect, as if the objector had cast an unfavorable ballot on the petition. The length of time for said objection shall be twelve (12) months and begins on the date it was placed with that date noted in the minutes of the next stated communication. An objection, to be valid, must be made before the preparation of the candidate in the case of initiation or advancement and before the ballot is taken in the case of affiliation. Before the preparation of the candidate shall be defined as before the candidate is conducted to the preparation room. (13) Objection to advancement shall prevent the candidate from receiving the degree for twelve (12) months from the date the objection is or should have been noted in the minutes: and after the expiration of

7 September 2018 twelve (12) months the candidate may be advanced upon request without formal petition, but notice shall be given of the proposed advancement in open lodge. (14) Objection may be renewed, or other objection made in like manner and with the same effect within one week before the end of the twelve (12) month period or any succeeding twelve (12) month period. (15) Such objection may be made in open lodge or to the Master privately and if made at a stated communication the objection shall be noted in the minutes without giving the name of the objector; an objection shall not be valid if made through text or any other form of electronic communication, and if not made or reported at a stated communication, then in every case the objection must be noted in the minutes of the next stated communication as above provided. (16) The objecting brother shall not be questioned as to his reasons, but he may give them if he chooses, and if he voluntarily states his reasons in open lodge, or privately to the Master who shall preserve the identity of the Brother making the objection and shall not reveal his identity to anyone, the lodge shall pass upon the sufficiency and validity of the objection, and a 2/3 vote by ballot shall be necessary to sustain the objection. If not sustained the lodge shall proceed with the advancement of the candidate. (17) Any objection to advancement may be withdrawn by the objector in open lodge, or to the Master privately and the withdrawal must be noted in the minutes at a stated communication and the candidate may then be advanced. (18) (G) Unless charges are preferred, no objection shall prevent an Entered Apprentice or Fellow Craft Mason from participating fully in any degree which he has attained or having a demit issued to him as provided in ARTICLE 18, (SECTION- 3). (19) If an objection is placed, that objection is valid throughout the s jurisdiction.
