The program known as, WeCare, services expectant mothers and their families through the third year of age of the child/children. Located at 99 Heyward Avenue, the program provides fifty percent of qualifying Williamsburg families early intervention services. A distinguishing feature of WeCare is that it also provides services for fathers and sons. The following is a brief outline of Good Health Brooklyn The NYC Department of Health through Office of Minority Health has partnered up with medical health service providers and local community faith based organizations for a week long initiative of free health Continued on page 3 the services qualifying families may benefit from. Services are offered for Expectant mothers Childbirthing classes Aerobics classes Nutrition counseling Yoga classes New mothers At home parenting skills services for new mothers Brain Gym for mothers Children 19 months of age until 3 years Mommy and Me program which includes socialization classes at the center led by a licensed teacher (twice weekly), other days home visits are made. Fathers and sons Weekly aerobics classes Parenting workshops 1st Aid and CPR class offered once per year This Early Headstart Program is provided in conjunction with the UJO under a grant from the NYC Department Of Health. In reference to our previous publications, the issue of full educational services to all our children has been one of our utmost concerns in the previous months. The No Child left Behind Act is one of the strongest initiatives available citywide to ensure that all children receive a fully rounded and proper education. A major component of this Act is the remedial services offered to children struggling to keep pace. 2 H1N1 Current The availability of the H1N1 vaccination is on schedule or ahead of schedule. There are two types of the vaccine available, the flu shot, an inactivated vaccine containing fragments of killed influenza virus, and a nasal spray, which is made using a weakened live flu virus. Vaccine makers began shipping H1N1 nasal spray to 21 states and the cities of New York, Chicago, Illinois, Los Angeles. The first round of these deliveries will be the nasal spray, which contains live virus and is recommended for people ages 2 to 49 with no existing health conditions. The spray is not recommended for pregnant women, children younger than 2 or people with health problems. The virus has been called striking on pregnant women. From the time the disease was discovered in April until the end of August, the pandemic has killed 28 pregnant women in the United States. Another 100 have required hospitalization in intensive care units. Public health officials are certain that flu activity in the U.S. is more prevalent this year than in previous years, with substantial flu illness in virtually all states. Controversy With the declaration of the swine as being a public health emergency and the rush to produce mass quantities (with use of questionable ingredients used to meet the unusual demand) many medical experts warn of the various possible risks associated with the vaccine. Depending on the source asked, there are a host of concerns that have surfaced. According to authorities, whenever the CDC declares a public health emergency, that declaration allows the Food and Drug Administration to permit emergency use authorization for drug companies to fast track creation of experimental drugs and vaccines that do not have to be tested as thoroughly as vaccines that go through the normal FDA licensing process.(barker T., Barrett P) As a result, the fast tracking experimental swine flu vaccines may include whole live, killed or genetically engineered human and animal influenza viruses, chemicals, and potentially Continued on page 5 services it was discovered that as many as 14,000 children in NYC yeshivas have not benefitted from this initiative. We are so happy to finally report that through third party vendors these children are now benefiting from this much needed service. Many thanks to the New York City Department of Education, the Sephardic Community Federation, and several major Jewish organizations, including the UJO, for the this success. I would also like to take this opportunity to remind all to be prudent about their health this fall/ winter season. As we are aware, H1N1 is the largest concern this season. Parents, please review basic flu preventative measures with your children such as good hand washing. In addition, be reminded that flu vaccinations are widely available as a preventive measure. Health care providers and local community based organizations such as the UJO can provide valuable information concerning flu prevention and referrals. 3 Workforce Development Updates Men s Courses The men s division of Workforce Development is currently offering courses in Quickbooks, graphic arts and web site design and construction. At this time, the program is focusing on creating a better business mind for our candidates. In doing so, students are being asked to examine their own strengths and weaknesses and to evaluate, as a business owner/employer, what the driving qualities of successful businesses and candidates are. In creating a solid business outlook students are being asked to weigh the long term benefits of paying one s dues vs the quick fix approach. The program continues to stress the importance of proficient English skills as well as knowledge of Quickbooks, a must for almost any business. In addition, the program is also focusing on resume building. One on one counseling is being offered. The younger candidates are being encouraged to venture out of their immediate area, to areas such as New Jersey. Women s Courses Classes currently being offered for women are graphic design, photography, basic computers, Quickbooks and the Pusoach class. The Pusoach class will be offered after November 2nd. Also, a 2nd computer lab will soon be opened on Myrtle Avenue. The Workforce Development Program is pleased to announce that 8 computers have been donated from Murray Hill Real estate. Continued from page 1 screenings. This borough wide initiative which began October 19th 2009, marked the first year of the event entitled, Good Health Brooklyn. In a concentrated effort to raise awareness of preventable diseases in Brooklyn, the United Jewish Organizations is pleased to have been a participating member of the program which offered diabetes outreach and blood screenings in glucose and cholesterol levels. The distinguishing feature of the initiative is the reliance upon community faith based organizations in implementing the program. The DOH has demonstrated confidence in such organizations as key institutions in reaching out to and gaining the trust of their communities at large. Many thanks to DOH Commissioner, Thomas A. For more information about this program and how to obtain free health screening in the future, please contact Ian Christian at Ext. 640 Broadway On October 14th 2009, the City Council approved the facilitated development of what is tentatively known as 640 Broadway. The approval gives the go ahead to the Department of Housing Preservation and Development (HPD) development of the five story, mixed use building of approximately 9 residential units and approximately 1,296 square feet of ground level commercial space. 640 Broadway is part of the Broadway Triangle Urban Renewal Area comprised of mainly residential, commercial and industrial uses with scattered vacant properties of which in recent years have had substantial new residential development. Until now, the 2, 973 square foot site has been occupied by a partially demolished warehouse building and whose status was found by the New York City council to presently impair or arrest the sound development of the municipality. The new development will foster nine units of affordable housing as well as ground level retail use On October Rabbi David Niederman was on of the key note speakers at the legislative breakfast of the Department of Health s Good Health Brooklyn initiative. The breakfast saw legislative representatives meet together with religious and community leaders from across Brooklyn to launch a borough wide yearly initiative aimed at combating preventable diseases. Also speaking at the event was the new Department of Health Commissioner the honorable Dr. Thomas A. Farely as well as the Director of the Office of Minority Health Mr. Victor Hunter who oversees Good Health Brooklyn and Dr. Meyer Berman who works with the UJO. The UJO is a proud to be a partner in Good Health Brooklyn in its first year Broadway Triangle The City Planning Commission approved the Triangle project by a vote of 12 to 1. It will now go to the City Council which has 50 days to approve or reject it. If approved the Triangle project will allow rezoning which will eliminate much of the industrial character of the neighborhood and replace it with residential uses. 5 Bloomberg Visits Boro Park Mayor Michael Bloomberg visited Barkai Yeshiva in Boro Park, Brooklyn on Wednesday evening to celebrate the launch of free instructional tutoring services for over 14,000 yeshiva children in New York City through the federal No Child Left Behind Act s Title I program. For the first time, all of these yeshiva students will receive free small group remedial instruction in the subjects of reading, writing and math. The annual value of these brand-new services is estimated at $24 million. The New York City Department of Education worked together with a coalition of several major Jewish organizations, including the Sephardic Community Federation (SCF), UJO of Williamsburg, Agudath Israel, and the Board of Jewish Education, to ensure that yeshivas have the ability to receive these instructional tutoring services from third-party vendors. The need for third-party vendors stemmed from the fact that the teachers union contract does not allow teachers the flexibility to accommodate the late afternoon hours of a typical yeshiva s secular studies program. As a result, thousands of yeshiva children began receiving free instructional tutoring services from four different third-party vendors in New York City for the first time just last week. A good education is the key to a lifetime of success; that s why we ve worked so hard to turn our public schools around, said Mayor Bloomberg. We also haven t ignored the needs of other schools in our city, including Yeshivas, which are an important part of the fabric of our City. Even though City government is prevented by law from funding parochial schools, we have taken innovative steps to maximize Title I funding, explained Mayor Bloomberg at Barkai Yeshiva this evening. Continued on page 6 Hign Water Bills? High water bills due to leaks are a problem faced by many home owner and tenants in the community. Leaks from pipes and fixtures can drive up a water bill by hundreds of dollars per quarter. In order to help people deals with high water bills due to leaks the DEP has a leak forgiveness program. In order to qualify for the program you must meet the following criteria 1) An increase in water charges do to a leak 2) The leak was do to a burst pipe or leak that one did not have a fair chance to fix 3) The leak not be in a fixture (toilet/sink) that was not maintained properly 4) The leak was not visible to the naked eye 5) The leak was do to an event outside the control of the DEP customer If you suspect you have a leak in your building you can have a free residential leak inspection survey done by the City s contractor Honeywell who can be reached at The DEP customer must submit there request to enter to program in writing along with an itemized dated bill from a licensed plumber or a similarly verifiable document as evidence of the leak or proof that the leak has been repaired. The program compares the high bill to other normal bills from matching time periods and if it meets certain guidelines, you may be able to receive a reduction in the charges. 6 Continued from page 3 redevelopment will ignite the creation of up to 1,851 new housing units, of which 905 will be affordable. Wythe Avenue A meeting convened by Senator Squadron including members of the NYC DOT and the 90th precinct was held at the UJO on Wednesday September 22nd to discuss a possible solution for community complaints concerning rerouted truck way on Wythe Ave. Since Kent Avenue was made a one way traffic avenue a south bound truck route was rerouted to Wythe Avenue and has, as a result, led to many resident complaints. The DOT is committed to closely studying the traffic pattern in the area and will consider options to alleviate the situation. The 90th precinct has also committed to enforce with vigilance safety measures concerning all truck traffic around Wythe Avenue and the Navy Yard until a solution is found. Bike Lane Removals Bike lane removal on Kent Avenue has begun. The previously two way bike lanes are bring merged have been merged into one lane therefore alleviating parking problems. Bike lanes on Bedford Avenue will be rerouted from Kent from Flushing Avenue. We acknowledge both the NYC Department of Transportation and Mayor Bloomberg who was personally involved in the aforementioned actions. TransGas Appeal Trans Gas Energy Systems lost its appeal to construct an underground 1,100 megawatt power plant on a 8 acre site off kent Avenue and north 12th Street last week. The decision voted unanimously by the NYS Supreme Court s Appellate Division will allow for the continuation of a unobstructed parkland along the Greenpoint-Williamsburg waterfront. Bloomberg Visits Boro Park Continued from page 5 Councilman Simcha Felder (D-Brooklyn) who stood alongside Mayor Bloomberg during the announcement remarked that: With so much emphasis on updating classrooms with the newest technology and computers, it is easy to forget that nothing can replace the value of sitting down with a student and walking them through difficult material. David G. Greenfield, Executive Vice President of SCF, introduced Mayor Bloomberg and explained how this change was implemented. Our research revealed that the federal Title I program should be providing New York s yeshiva students with nearly fifty million dollars a year worth of free tutoring services but was not actually doing so, said Mr. Greenfield. Armed with that data, we spent two years working with the Department of Education to change the current rules so that our yeshiva students would benefit from this vital federal program. This would never have happened without the staunch support of Mayor Michael Bloomberg, Chancellor Joel Klein, and Deputy Mayor Dennis Walcott. This historic breakthrough allows over 14,000 children in 46 yeshivas to receive top-notch remedial services at absolutely no cost to parents or yeshivas. SCF Executive Vice President David G. Greenfield and UJO President Rabbi David Niederman, both of whom were appointed by the Mayor s office to the NYC-DOE s Non-Public School Standing Committee, led the historic effort with the Mayor to obtain millions of dollars worth of education services for New York s yeshiva students. As part of its effort to give yeshivas the opportunity to avail themselves of federal No Child Left Behind (NCLB) services, SCF policy consultant David Rubel prepared a comprehensive 28- page report for the NYC-DOE in February 2007 entitled Why Aren t New York City Yeshivas Receiving Their Fair Share Of NCLB Funds & Services And What Can Be Done To Remedy This Inequity? The study found that although the federal NCLB Act requires that all funds get distributed in an equitable dollarper-pupil eligibility formula for public and private schools, there was substantial evidence that students in New York City s yeshivas have not benefited from this legislation. The report concluded that 30,000 students in Brooklyn yeshivas are missing out on approximately $48 million each year in Title I services which they are entitled to, but not receiving. The federal government established a program intended to benefit all struggling students, in both public and private school alike, yet most yeshivas were not able to take advantage of this program, said SCF Executive Vice President David G. Greenfield. Now, thanks to the Mayor and the cooperation of the DOE, we can all be optimistic that no student in New York City will be left behind any longer
