2 FY 2018 Homeland Security Grant Program The FY 2018 Homeland Security Grant Program (HSGP) is comprised of three related grant programs: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG). The intent of the FY 2018 HSGP is to provide grant funding to assist state and local governments in obtaining the resources required to support the National Preparedness Goal s associated Mission Areas and Core Capabilities. The following are descriptions of each HSGP component program along with FY 2018 allocations, as applicable: 2

3 State Homeland Security Program In FY 2018, the State Homeland Security Program (SHSP) provides $402,000,000 to support the implementation of state homeland security strategies to address identified planning, organization, equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events. Per section 2006 of the Homeland Security Act of 2002, as amended, (6 U.S.C. 607), FEMA is required to ensure that at least 25 percent (25%) of grant funding appropriated for the Homeland Security Grant Program is used for law enforcement terrorism prevention activities. FEMA meets this requirement, in part, by requiring all SHSP and UASI recipients to ensure that at least 25 percent (25%) of the combined HSGP funds allocated under SHSP and UASI are dedicated towards law enforcement terrorism prevention activities, as defined in 6 U.S.C The LETPA allocation can be from SHSP, UASI or both. 4 FY 2018 Homeland Security Grant Program Urban Area Security Initiative In FY 2018, the Urban Area Security Initiative (UASI) program provides $580,000,000 to address the unique planning, organization, equipment, training, and exercise needs of highthreat, high-density Urban Areas, and assists them in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. 6 FY 2018 Homeland Security Grant Program Operation Stonegarden The FY 2018 Operation Stonegarden (OPSG) program provides $85,000,000 to enhance cooperation and coordination among local, tribal, territorial, state, and federal law enforcement agencies in a joint mission to secure the United States borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders. 11 FY 2018 Emergency Management Performance Grant Program In FY 2018, the Emergency Management Performance Grants (EMPG) Program provides $350,100,000 to assist state, local, and tribal, and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C et seq.). This total funding amount includes $100,000 from the Disaster Relief Fund that FEMA must make available to the Federated States of Micronesia and the Republic of the Marshall Islands pursuant to Article X of the Federal Programs and Services Agreement of the Compact of Free Association Act (Pub. L. No ). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the Federal Government and the states and their political subdivisions. The intent of the FY 2018 EMPG is to provide grant funding to assist state emergency management agencies in obtaining the resources required to support the National Preparedness Goal s associated Mission Areas and Core Capabilities. The Federal Government, through the EMPG Program, provides necessary direction, coordination, guidance, and assistance, as authorized in Title VI so that a comprehensive emergency preparedness system exists for all hazards. 13 FY 2018 Nonprofit Security Grant Program In FY 2018, the Nonprofit Security Grant Program (NSGP) provides $50,000,000 in funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack and located within one of the specific UASIdesignated Urban Areas (NSGP-U). In FY 2018, additional, separate funding in the amount of $10,000,000 has also been appropriated for nonprofit organizations located outside of FY 2018 UASI designated urban areas (NSGP-S). The intent of the FY 2018 NSGP is to competitively award grant funding to assist nonprofit organizations in obtaining the resources required to support and integrate the preparedness activities of non-profit organizations that are at high risk of a terrorist attack with broader state and local preparedness efforts. The program seeks to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies. Under the Nonprofit Security Grant Program - State (NSGP-S), eligible states will receive an allocation for nonprofit organizations located outside of FY 2018 Urban Area Security Initiative (UASI) designated urban areas. As in previous fiscal years, the Nonprofit Security Grant Program - Urban Area (NSGP-UA) will be a competitive grant program.
