Summary The scourge in Aligarh Muslim University over the name of Mohammad Ali Jinnah, Founder of Pakistan, is not stopping. University administration and students are not ready to remove this picture. Now, both radical Muslims and the Leftist are in support of this. Aligarh Muslim University has always been a citadel of pro-pakistan elements since its inception; hence it is also called 'Mini Pakistan'. The Government of India bears all the expenses of this citadel of communalism. Sir Syed Ahmad Khan, the founder of this University, was the first person who started the circumflex of different country for Muslims in Who is not aware about the role of Jinnah in the partition of the country? He announced 'Direct Action' to pressurize the demand of establishment of Pakistan, in which 15 thousand innocents were killed within a day. Is it appropriate to put picture of such a person? The tendency of offering Namaz in public places in Gurugram has created a new controversy. Local people complain that Muslims start offering Namaz in the empty plot and then gradually they occupy it and build a Mosque there. When some Hindu organizations opposed this tendency, the pro-muslim media hyped this issue and due to this police arrested 7 people for obstruction in offering Namaz. Chief Minister Manohar Lal Khattar said in his statement that Muslims should offer Namaz in Mosques and Idgah. Leftist and extremist Muslim organizations have created an issue on this statement. Notably, the Muslim population in Haryana is nominal. In spite of this, the way this issue is being hyped seems to be a big conspiracy. The number of successful Muslim candidates in All India Services competitive examinations is continuously increasing after the Narendra Modi Government came to power. This year 54 Muslim candidates including 14 women have succeeded. Muslim Institutions have opened more than 75 centres across the country where Muslim students can prepare for the competitive examinations free of cost. According to the information received, 30 Muslim candidates were successful in The number increased to 34 in In 2015, 38 Muslim candidates were successful whereas in 2016, 36 were successful. 50 Muslim candidates were successful in the year Importantly, there is a steady increase in the number of successful Muslim candidates from Jammu & Kashmir. The figure proves that the number of successful Muslim candidates after the Narendra Modi Government came to power is continuously increasing. These days a statement of former Congress Minister, Salman Khurshid is the hot topic of discussion. In a public meeting at the Aligarh Muslim University, he admitted that there are blood stains of Muslims on the Congress. It has happened for the first time that a Congress leader has accepted the truth while being in Congress. It is a historical fact that the most horrific communal riots have taken place during the Congress rule. India Policy Foundation May 16-31,

National I Why 'Jinnah' in Aligarh Muslim University? There has been a scourge since BJP MP Satish Gautam had raised a demand to remove the picture of the founder of Pakistan, Mohammad Ali Jinnah, which is being displayed on the hall of the Aligarh Muslim University's student union. The students of Aligarh Muslim University are not ready to remove this photo. They are referring to history and tradition. Interestingly, the leftist are also openly supporting these communal elements on this issue. When Hindu Yuva Vahini raised the demand to remove this controversial photo, there were some clashes between them and students. The police did lathicharge on them in response to the violent protest of the students. Supporters of Jinnah know the fact that if they openly support Jinnah, then nobody will support them. So, now, they have made an issue out of lathicharge by the police. Students are on strike from a week and the entire work of the university is stalled. Students of Deoband, Darul Uloom Nadwa, Shibli College of Azamgarh, Jamia Millia Islamia, Hyderabad University and Jawahar Lal Nehru have also come up in their support. Weekly Nai Dunia (14 May) alleged that Yogi Adityanath has derived a formula of targeting Muslims through the photo of Jinnah to win the 2019 elections. The newspaper said that if displaying photo of Jinnah is wrong then why President who is the Chancellor of all the universities is not ordering to remove the photo? The newspaper has also alleged that Vice Chancellor, Tariq Mansoor is working like a puppet in hands of Hindutva Forces. Newspaper Jadeed Markaz (6 May) alleged that Hindu communal forces are creating communal tensions intentionally. Their main target is Aligarh Muslim University. The newspaper has condemned that police and administration is openly supporting communal forces. The newspaper also alleged that the decision of granting membership of Aligarh Student Union to former Vice- President Mohammad Hamid Ansari was not liked by Sangh, so they are protesting against the picture of Mohammad Ali Jinnah. Apart from this, the issue is being raised to polarize Hindu votes for the bielections in Kairana and Noorpur in Uttar Pradesh. The newspaper has also alleged that ever since Narendra Modi Government has come to the power, it is trying to convert this country into a Hindu nation. This is why, Amir Rashid a puppet in the hands of Sangh, raised a circumflex of establishing a branch of Sangh in the campus of Aligarh Muslim University. When this was not accepted then the issue on the photo of Jinnah was raised. Inquilab (6 May) has complained in its editorial that the BJP is raising the issue over photo of Mohammad Ali Jinnah in Aligarh Muslim University deliberately. The newspaper said that if BJP has objections over Jinnah's photo then why it has no objection over Jinnah's bungalow in Mumbai? On the other hand, the Government wants to change it to a cultural center. The BJP is not able to decide whether they hate Jinnah or not. Notably, in June 2005, when the then BJP President Lal Krishna Advani visited Pakistan, he described Jinnah as a secular and symbol of Hindu-Muslim unity. It is not that he gave this statement to please the people of Pakistan. He stood to his statement even when he returned back to India. In August 2009, Jaswant Singh, a senior BJP leader, described Jinnah as a great man. The question is, when BJP leaders were praising Jinnah, then now why so ruckus is being created over his photo? However, the clash is not due to the photo but due to the slogans raised by outsiders against the Muslims. The question is that what was the reason that 50 or 100 goons were there at the India Policy Foundation May 16-31,

gate of Aligarh Muslim University? Do they hate Jinnah so much? It is impossible that if there is any distress in Aligarh and this doesn't echoes in the whole world. In this way, Sangh got the opportunity to propagate that Indian Muslims are not loyal to the country and they still respect Jinnah, who divided the country. However, it is a matter to give a thought that how can a photo which is there from 80 years be a matter of discomfort? According to Inquilab (10 May), Tariq Mansoor, Vice-Chancellor of Aligarh Muslim University met Union Home Minister Rajnath Singh and discussed the situation in Aligarh. Tariq Mansoor said that we are with the students in some fair cases. Students of Aligarh are on strike from past one week. The newspaper alleged that the student council has tried to spoil the atmosphere by spreading hatred in Jamia Millia Islamia. As per other news, few people raised slogans outside the gate number 7 of Jamia Millia Islamia and claimed that Hindus are not safe in Jamia. In response to this protest some Hindu students of Jamia also protested and said that they are safe in Jamia. Roznama Rashtriya Sahara (7 May) claimed in one of its news that tension is increasing every day in Aligarh. All the examinations in the University have been postponed for indefinite period. Students are on strike over their demands. Geeta Kumari, President of Jawaharlal Nehru University Students Union, reached at strike site and said that the country is ours not of RSS. We will take those rights which the constitution has given us. She said that students of many universities in the country are supporting the students of Aligarh Muslim University. She said that until our demands are not met, our strike will continue. According to Inquilab (5 May), some Muslims got trapped in the net which was thrown by some mischievous elements in Aligarh Muslim University on the name of Jinnah. On social media it seems that some Muslims support Jinnah but the truth is that 99 per cent Muslims of India don't like him. If they would like him they would have been in Pakistan. People those who argue are not aware of the fact that the real purpose of the communal elements that attacked the Aligarh Muslim university was not to get the photo of Jinnah removed but to instigate the community by inflicting the students there. It is a historical fact that Jinnah started his politics as a Congressman. When he realized that he won't be able to become a big leader of Congress, he moved to Muslim League. Though, Jinnah was born in a Khoja family. Then he became Shia. During his last time he started behaving like Sunni. His last rituals (Namaz-ae-Janaza) were also performed by Maulvi Usmani. After Jinnah's death when his sister claimed her share in Jinnah's property then court told her that he was Shia. The greed of power in Jinnah can be seen with the incident when Mahatma Gandhi offered him that instead of demanding for Pakistan he can become the Prime Minister of India then he agreed to that. People who migrated to Pakistan from various places of India are living the worst life than hell over there. Etemaad (6 May) published a news on the front page where it was said that Maulana Syed Jalaluddin Umri, President, Jamat-e-Islami, was asked that what is background of the demand of removing the photo of Jinnah? This is photo has been there from last 80 years. Siasat (6 May) has condemned that the photo of Sir Syed Ahmad, founder of Aligarh Muslim University has been removed from the PWD guest house. The newspaper alleged that the communal forces are intentionally provoking Muslims to do violence. Akhbar Mashriq (9 May) published the news where it was informed that Dargah Aali Hazrat of Bareily has issued a Fatwa in which it is said that Jinnah is the enemy of this country so wherever his photos are being used should be removed. 7 II Controversy over offering Namaz at Public Place There is a new turn around in the controversy that was going on Gurugram over offering prayer (Namaz) in public place. According to the newspaper Sahafat (11 May), the state government has dedicated 23 places in Gurugram where Muslims will now be able to offer namaz. Chairman of Nehru Yuva Sangathan, Shahzada Khan said that the state government has dedicated 8 new places where Muslims can offer namaz. Last week the number was 15. He said that he is trying to get the permission from state government to allow offering namaz on MG Road. According to Inquilab (28 April), eight people were arrested for stopping Muslims from offering namaz on a government land in front of Paras Hospital in Vazirabad, Gurugram. Muslims offered their namaz in police protection. As per the information they offered namaz in a park. Heavy police force was deputed on the road which was going towards this park. Senior police officials were also present at the spot. According to the newspaper, Hafiz Khalid Mewati offered the namaz and then he did Khutba too. Most of the people offering namaz were from the nearby slums who were natives of Bihar and Bengal. Chairman of Nehru Yuva Sangathan, Haji Shahzada Khan said that the workers of extremist Hindu organizations are not letting Muslims to offer namaz and they are trying to spread communal tension in Cyber City, Gurugram. It is being said that few people protested in front of police against the arrest of workers of Hindu organizations. Station in-charge said that the arrest was made on the orders of court. Muslims claim that they have been offering namaz from years in public places and no one has stopped them. Now after BJP has come to the power they are being troubled. Inquilab (29 April), in its editorial, has welcomed the decision of Haryana Government to take action against the people who stopped Muslims from offering namaz to Muslims in Gurugram in public place. Newspaper wrote that 10 days ago i.e. on Friday around 500 Muslims were offering namaz in an open plot at Sector 53, Gurugram and suddenly around people came and started raising slogans of Jai Shri Ram. They said that they would not let them offer prayers here and after that all the Muslims went from there. The question is that if Muslims are offering prayer in an open field then what is the problem? After that these mischievous elements claimed on social media that they forced the Muslims to leave that place. Some people even said that Muslims present over there were coward. Some people even said that there were 500 Muslims but they were afraid of a few people. But this news was neither carried by any newspaper nor any news channel paid attention to it. Muslims of Haryana neither protested against it nor they filed a complaint against it. But Haryana Government took a notice of this, got 6 people arrested and told Muslims that they will offer namaz in this park only. Muslims offered namaz on next Friday under the protection of police. Though, the number of people who came to offer namaz was less. Also the local Muslims are also less in Gurugram. Rest of the Muslims are from Uttar Pradesh, Bihar and other states. As there are less local Muslims so the number of Mosques is also less. This is the reason why Muslims offer namaz for five times a day at the homes or offices. As we know that the namaz of Friday is not being offered at home because it is important to have Jamat and Imam so Muslims took permission from the district administration to offer namaz in a plot at Sector-53. But few mischievous elements didn't like it. They thought that when they will chant Jai Shri Ram then Muslims will throw stones on them and then local population will come and support them. This will inflict communal tension. But Muslims didn't fell into their trap and now the BJP Government of Haryana is not only providing protection to the Muslims but is also taking action against those mischievous elements also. So, we congratulate Haryana Government for doing this. India Policy Foundation May 16-31,

According to Inquilab (9 May), in a meeting of Jamat-e-Ulema of Haryana, Punjab and Himachal Pradesh it was claimed that the statement given by Chief Minister Manohar Lal Khattar on the issue of offering namaz at public place is misleading. Delegation of Muslims will soon meet the Chief Minister on this issue. Maulana Mohammad Qasmi said that neither there is a provision in Islam that a place should be forcibly occupied to offer namaz nor there is a provision that if a person is offering namaz at a place he will get the proprietary title. Roznama Rashtriya Sahara (7 May) condemned the controversy that rose from the issue of offering namaz at public place. The newspaper said that there is feeling of fear in the minority community as few Hindu extremist elements are running campaign against offering of namaz at public place, the way they chant Jai Shri Ram and raise slogans like Bangladeshis Go Back. Stopping Muslims from offering namaz started a month back in Vajirabad village when few people didn't let the Muslims offer namaz of Friday. It is the responsibility of Government that they take should take strong action against people who are spreading tension so that the fear in the minority can be removed. According to an estimate, currently there are more than six lakh Muslims out of which most of them are labors and they are from other states. According to Inquilab (7 May), Chief Minister of Haryana said that namaz should be offered in a mosque or idgah not in the public place. He said that it is responsibility of the Government that there should an atmosphere of peace and Haryana Government is doing that. Chief Minister said that now permission won't be granted to offer namaz at open place. Namaz should be offered in Mosques only. He said that these days namaz is being offered in open places. In this condition, namaz should be offered only in Mosques or idgah. According to Inquilab (8 May), Haryana Waqf Board has claimed that in Haryana people have taken illegal possession of thousands of Mosques. First the Government of Haryana should remove those people so that Muslims can offer namaz there. Official of Haryana Waqf Board, Mubarak Khan said that the matter is in court of the Mosques which have complete records but the matters of mosques without records are lying like that only. A few years ago, Administrator of Waqf Board, Nasim Ahmad had done photography of all the mosques in the state. Millions of rupees were spent on this scheme but not a single matter was taken up to the court on the basis of these photos. Commenting on the controversy over offering namaz, Inquilab (8 May) said in its editorial that we congratulated Chief Minister of Haryana a week ago but now he has ruined the things on his own. The instance is that around people used to come to the empty plot in Sector-53 in Gururgram near Delhi. Few days back Hindu organizations felt the threat from these Muslims so they stopped them from offering namaz over there and Muslims kept their patience and left from there. When the matter became viral on social media then the Government of Haryana said that they are against this and every citizen has right of freedom to offer namaz anywhere. But this statement was not liked by the BJP and Sangh so they deployed huge number of communal forces at various places to stop the offering of namaz. After that the Chief Minister of Haryana had to say that Muslims should offer namaz at their houses, mosques or idgah. They won't be permitted to offer namaz at Government plots or park. Hopefully, Mr. Khattar should have said that no one would be allowed to carry any religious procession or social activity at government plots but he was not able to do so. Because still Yoga camps and RSS Shakha is being carried out at government plots. We are happy that Mr. Khattar at least said that Muslims can offer namaz in Mosques or idgah. By the way we agree that namaz should be offered in Mosques only. India Policy Foundation May 16-31,

Hamara Samaj (8 May) has condemned that few mischievous elements are stopping Muslims from offering namaz in Gurugram. Muslims have a complaint that there is nobody to stop them and they are doing hooliganism openly. On the other hand, police is saying that they have not received any complaint regarding this. Recently, Chief Minister of Haryana has said that Muslims should offer namaz at Mosques and idgah. The truth is that the objective controversy over photo of Jinnah and stopping Muslims from offering namaz is to do the polarization of votes in coming elections. Comment: After the partition, the Muslim population of various districts of Haryana moved to Pakistan and people started living in the mosques and idgah left by them. The population of Muslims in Haryana is around 2 to 3 per cent and most of them are living in the areas of Mewat and Yamunanagar. Recently, due to the rapid industrialization in Gurugram huge numbers of Muslims have come to Gurugram and Panipat from Uttar Pradesh and Bihar. They started offering namaz in empty plots and started constructing mosques in those plots. According to Islam, if a mosque is constructed in any of the plot then that can't be removed. They took benefit of this and occupied many plots to which local residents started objecting. Strangely, various Muslim organizations are also supporting these illegal possessions. III Record Success of Muslims in All India Services All India Service Examinations results for the year 2017 have been announced by the Union Public Service Commission. This year, highest numbers of Muslim students have succeeded. 52 Muslim candidates have been elected in All India Services. A Muslim website two circle has claimed that this number is 54. According to Hamara Samaj (1 May), Central Minority Affairs Minister Mukhtar Abbas Naqvi has claimed that since Narendra Modi's Government has come into the power success of Muslim candidates has increased in All India Services. He said that this year maximum numbers of Muslim candidates have been selected. He said that this year 990 candidates have succeeded out of which 131 are Muslims. Out of these, 52 candidates have been selected as IAS, IPS and IFS officers. He said that due to the free arrangements for Muslim students to prepare for examinations made under the schemes like 'Udaan' and 'Naya Savera' by Ministry of Minority Affairs the participation of Muslim students in All India Services has increased. According to Inquilab (29 April) out of all the candidates 50 are Muslims. According to a press-note of Jamia Millia Islamia 43 students out of all have succeeded who have taken free coaching under the scheme. In this students from other community are also there apart from Muslims. Similarly, Jakat Foundation of India has also claimed that 26 candidates who have taken coaching from their organization. 15 girls are also included. Maximum numbers of Muslim candidates have been selected from Uttar Pradesh which is 9, 6 from Kerala and 3 from Jammu & Kashmir. Hamara Samaj (29 April) has claimed that since independence this is the highest number of successful Muslim candidates. Due to the coaching centrers established by Haj Committee of India two candidates have succeeded in these examinations. Hindustan Express (2 May) has expressed his happiness on the success of Muslim students in All India Services and he said that this time more Muslim girls have been successful as compared to the figures India Policy Foundation May 16-31,

of last year. It is said in the editorial that many Muslim organizations arrange free coaching for the students participating in civil services examinations. This time good number of candidates from Kashmir, Bihar, Uttar Pradesh, Andhra Pradesh, Kerala and Karnataka have been selected. Comment: Selection of Muslim candidates in competitive exams of All India Service is increasing significantly. This year 50 Muslim candidates have been selected. Out of these, eight will become IAS whereas as two will go to Foreign Services and three will become IPS. Rest of them will be selected in other All India Services. In 2016, 36 candidates were selected, 38 in 2015, 34 in 2014, 30 in 2013, 30 in st 2012, 30 in 201, 31 in 2010 and 21 in According to the newspaper, Inquilab (1 June 2017), results of All India Competitive Examinations of UPSC were announced. In which 1,099 candidates were th selected. According to an English portal two circle, Bilal Moinuddin Butt secured 10 position whereas other Muslim candidates secured positions in top 100 candidates. According to the newspaper, K.R. Nandini, a lady from Karnataka secured the first position whereas Anmol Shersingh Bedi and Gopal Krishna Ronki secured the second and third position respectively. There are three women candidate in the top 10 list. In these, Somaiya Pandey secured the fourth position and Savita Chauhan secured the seventh post. According to the governmental resources, out of all the candidates who have been successful 500 are from General category whereas 347 OBC, 163 Dalits and 89 Tribes. 11,36,000 students participated in this exam. According to Dr. Zafar Mahmood, Chairman, Zakat Foundation, out of all the students we train, 15 students have been selected. He said that six are from Jammu and Kashmir. These include Faisal Javed, Sohail, Bisma Qazi, Inayat Khaliq, Fakaruddin and Zafar Iqbal. Sahafat (3 June 2017) published the story of struggle of Ummul Khair. This girl used to live in the slums of Nizamuddin. Her father use to sell peanuts on footpath. In 2001, when the slums were demolished they moved to Trilokpuri in a rented house. Her parents were not able to afford her studies so they never wanted her to study further but this girl used to give tuitions to support her education. After that she took higher education from Jawaharlal Nehru University and also did her PhD from there and she succeeded in IAS examination in her first attempt only. This family basically belongs to Rajasthan. IV Salman Khurshid's Controversial Statement According to Siasat (25 April), the Congress party, which alleges its rival party BJP for provoking nonviolence and communal riots, is now caught in a new confusion. It's one of the senior leaders has clearly said that there are blood stains of Muslims on Congress too. But this doesn't mean that by accepting that too many Muslims were killed during the communal riots during the regime of Congress will keep it silent on the current killings of Muslims. In this context, Salman Khurshid emphasizes to learn from the history. Immediately, Congress party maintained its distance from the statement of its senior leader. Spokesperson of Congress, P.L. Puniya said that Congress does not agree with the statement of Salman Khurshid. While addressing the students I in Aligarh Muslim University, Salman Khurshid said that there are bloodstains of Muslims on Congress party. This he told as a reply to question of one of the student of the university and said that this is a political question. The student asked that the first amendment in the constitution was made in 1948, then the orders of President were given in 1950, after that there communal riots happened in many places like Hasanpur, Malyana, Muzzafarnagar. The gate of Babri Masjid was opened during the tenure of Congress and statues were installed inside it. Demolition of Babri Masjid also took place during the tenure of Congress. Congress has blood stains of India Policy Foundation May 16-31,

Muslims on them and how will you remove these blood stains? Salman Khurshid replied to the question of this student saying, I would like to say to you that we are ready to show our hands with blood stains but you also understand that you don't get any blood stains on your hands. Your learn something from our past, from our history. But you don't create such a situation that when you come back to the university after 10 years then there is no one to ask question. BJP leader Mukhtar Abbas Naqvi said that Congress has always been under the cover of secularism and follows the policy of communalism; it divides the public and intrigues communal riots. According to Siasat (30 April) Congress President Rahul Gandhi has said that Congress should forget the internal disputes and come together to fight RSS. On the statement of Salman Khurshid, Rahul Gandhi said that he is sitting here, he gave a statement few days back, which is different from the opinion of the party. Congress believes in internal freedom, so anyone can give any statement on personal level. It is not important that the statement should be according to the policy of the party. According to Inquilab (29 April), a write up of the famous journalist Sohail Anjum was published in a newspaper. The article read that BJP has got an excellent opportunity to play with the statement of Salman Khurshid. Actually the truth is that Salman Khurshid told the half-truth in his statement. Half of the riots in India happened during the tenure of Congress. Many Congress leaders are seen as an agent of RSS. No party has given as many wounds as Congress has given to the Muslims. To study the backwardness of Muslims formation of Sachchar committee and Rangnath Mishra Aayog was done, which presented the actual portrait of Indian Muslims. Sohail Anjum said that Congress has guts to accept its mistakes but BJP doesn't have it. Now, BJP has started releasing those also who were involved in terrorist activities. Commenting on the statement of Salman Khurshid the newspaper Siasat (26 April) said that Congress has weakened their politics by saying that this is Salman Khurshid's personal statement. Every citizen of India knows that maximum number of anti-muslim riots happened during the tenure of Congress and Congress didn't do anything to provide protection to the life of Muslims and it also didn't took any action against the accused. During the tenure of Congress, innocent Muslims were being arrested on the charges of terrorism. According to Inquilab (26 April), former MP Mohammad Adeeb has supported the statement of Salman Khurshid and said that first time a Congress leader has presented the real portrait of the party being in the party. V Increase in the Expenses of Haj According to Siasat (25 April), there has been an increase of Rs. 45,000 per person in the expenses of people going for Haj. Though, the Minority Affairs Minister Mukhtar Abbas Naqvi has claimed that as per the new policies of the Government the expenses of people going to Haj will be slashed down. But this claim proved to be bogus. The Government of Saudi Arab has increased the fee of those people who have not done Haj or Umra before by 2,000 Riyal whereas Indian Government has imposed GST on it due to which every person going for Haj has to bear an extra burden of Rs. 10,000 each. Chairman of Telangana Haj Committee, Mohammad Masihulla said that apart from this the air fare has also been India Policy Foundation May 16-31,

increased. Due to this the burden on people will be up to Rs. 1 lakh. The people going for Haj from Telangana had deposited the first installment of Rs 41,000 and now the second installment has to be deposited by the end of May. People who come under Green category have to deposit Rs. 1,74,000 and the people of Azizia category have to deposit Rs. 1,40,600 as the second installment. Shia Muslims will have to pay Rs. 1,700 extra. According to Roznama Rashtriya Sahara (1 May), Mukhtar Abbas Naqvi has claimed that from next year people can go for Haj through waterways. Along with this the Government has also arranged better medical facilities for the people going for Haj in the year He also claims that due to the efforts of Narendra Modi Government the quota of people going for Haj has also been increased and now 1,75,000 people can go for Haj which will include 47 per cent women. Indian Government has decided to build 12 hospitals of 40 beds each in Mecca and one hospital of 15 beds in Madina. He said that this year 1,28,000 people will go for Haj through Haj Committee and 46,000 people will go through private operators. He said that increase in the expense is a small incident. According to Inquilab (9 May), this year people going for Haj will have to pay Rs 35,000 to Rs 40,000 more. As per the new circular of Haj Committee, people going to Haj on the basis of Azizia quota will have to pay Rs. 2,43,650 whereas this expense was Rs. 2,05,000 till last year. In this way, people going for Haj in Green category will have to pay Rs. 2,77,000 which was Rs. 2,38,000 last year. Chairman of Haj Committee, Mehboob Ali Kaisar told the expense increased because of abolishing Haj subsidy and imposing 18 per cent GST. He said that he has requested the Central Government to cut down the slab of GST from 18 per cent to 5 per cent. Importantly, Mukhtar Abbas Naqvi had claimed that this year people will have to pay less for going to Haj whereas now going to Haj has become even more costly. Waseem Ahmad, a journalist, wrote in Chauthi Dunia (7 May) that this year out of 1,75,000 people going to Haj, 48 per cent will be women. 13 women staff will appointed by Haj committee in every flight for these women going to Haj. The newspaper has alleged that the claim of Mukhtar Abbas Naqvi of cheap Haj Yatra is wrong. In 2017, airlines were given one thousand thirty crore rupees whereas this year only Rs. 973 crore has been given. As Haj subsidy has been abolished so people going to Haj from Uttar Pradesh will have to pay Rs. 13,000 more fare for Haj. The newspaper has also alleged that the government is manipulating the public by intentionally increasing the number of people going to Haj. In 2013, due to the extension of Kaba quota of people going to Haj from across the globe were cut down by 20 per cent which was restored after the extension was completed. Hence the quota of people going to Haj has been increased across the globe. India Policy Foundation May 16-31,

Western Asia I US Breaks Ties with Iran's Nuclear Deal According to Inquilab (10 May), American President Donald Trump has announced that US is cutting off all ties with Iran's Nuclear deal which was done in the year Now, America will again impose strict restrictions on Iran. Trump said that the objective of this deal was to secure America and its allies but Iran started doing nuclear use of Uranium in the backdrop of this deal. American President said that this deal doesn't stops Iran from spreading instability and encouraging terrorism. On the other side, the top leader of Iran, Ayatollah Khomeini said that America is doing a mistake by cutting ties from this deal. He said that American President lied in his speech. He said that if other European countries also didn't give strong security about this deal then Iran will also not accept it. Chief of Pâsdârân-e Enghelâb, Mohammad Ali Zafri said that he is not hopeful that European countries will decide neutrally because they are in ties with America. Hassan Rouhani, President, Iran said that Iranians should not bother about the monetary aspect of this decision. Now this deal is between Iran and five other countries and before taking any decision we would like to wait for the decisions of other five countries. According to news, the impact of this deal will be on India and many things will become costly. After this announcement, there will be significant increase in the oil prices in global market. Increase in oil prices will directly impact the general public. India is the biggest buyer of crude oil. It buys 85 per cent of crude oil from other countries. If prices of crude oil increase then the impact will be on the economy of the country. In the same issue of the newspaper in different news it has been claimed that European Union has termed this decision of Trump as regrettable whereas Israel, Suadi Arab and Bahrain have welcomed this decision. According to British News Agency, Telegraph, in a joint statement France, Germany and Britain have supported to continue this deal. Former President of America, Barack Obama criticized this decision and said that this is his biggest mistake. Emmanuel Macron, President of France has also criticized this decision and said that it is unfortunate. Recep Tayyip Erdoðan, President of Turkey also said that America will regret this decision and it will face heavy losses. In its editorial, Inquilab (10 May), it criticized the decision of America and said that American President Donald Trump is presenting himself as anti-muslim in front of the public. This is why he is speaking against Muslims and he has even banned entry of Muslims in America. According to the newspaper, to stop Iran from its nuclear program, America, Britain, Russia, China and France entered into a deal with Iran. Recently, Prime Minister of Israel alleged that despite the deal Iran is continuously making nuclear weapons. Now America will impose economic restrictions on Iran to finish it economically. Sahafat (10 May) has criticized this decision of America and said that Donald Trump showcased his obsessive nature. The newspaper was satisfied that the public was not affected India Policy Foundation May 16-31,

due to this threatening. Donald Trump was against this deal since it was done and he said that because of this useless deal we will not be able to stop Iran from making nuclear weapons. According to Roznama Rashtriya Sahara (10 May) America has again impose economic ban on Iran. Now America will not supply any aircraft to Iran and nor it will buy anything from Iran. The newspaper has condemned the decision of America in its editorial and said that after this there is increase in instability in the Middle East. This decision has been taken under the pressure of Israel. Iran will try to strengthen its relation with China and Russia. This will create new environment of clash. There can be a direct clash between America and Iran in Syria. India will have to face a lot of difficulties due to this. Recently India had promised to spend 500 million dollars to develop Chabahar port of Iran. If India fulfills that promise than this will give a hint that India is against America. Chabahar is important for India because with this India will be able to ignore Pakistan and reach Afghanistan and Middle Asia and this can even become important center of business for India, Afghanistan and Iran. 16 World I Taliban Threatens Attacks According to Siasat (18 April), the Taliban in Afghanistan has threatened to intensify the strike in the country. Few days ago, terrorist organization Islamic State took the responsibility of a bomb explosion at the center where voter lists are being made where more than 100 people were killed. Islamic State are losing their ground in Iraq at fast pace so they are preparing to make Afghanistan their new center. But the real opposition of the present government of Afghanistan is Taliban, because the United States and its support organizations had expelled the Taliban from power in Afghanistan with the force of the army. The people of Afghanistan were supported by the Taliban. Taliban had announced the establishment of an Afghani Government in Afghanistan under the leadership of Mulla Omar and had said that rule will be according to the Shara. Notably, these Taliban were given training by America only because America wanted to expel the army of Soviet Russia from Afghanistan and it took help of Taliban in this campaign. After the violent activity of Taliban in the US, the US Army has expedited the campaign against them in Afghanistan, due to which Al Qaida and Taliban had to wind up their operations from most of the parts of Afghanistan. President of Afghanistan, Ashraf Gani gave Taliban an offer that if they leave the path of violence then they would be given recognition as a political party. In a recent statement, Taliban has threatened American army. Currently, war is going on in many places of Afghanistan and in this current year this Jehadi organization has attacked Afghanistan several times which has caused a lot of damage. Ashraf Gani even invited Taliban for a dialogue and that too without any condition, which Taliban termed as a conspiracy and said that the objective of this invitation is just to distract the government from the illegal foreign possession on the country. The intention of America is not right and it wants that Taliban should get trapped in the net of dialogue. The targets of Taliban are American interventions and its foreign agents. Taliban will attack America and its agent. V Shia Facing Harassment According to Chauthi Dunia (7 May), Pakistani soldiers are doing massacre of Shia of Hazara community. As per the reports of Human Rights Commission of Pakistan in last five years 509 people of this community have been shot dead. A protest was also organized in Quetta against this massacre but Pakistani media boycotted it. As per the government records in last 10 years more than 1500 innocent Shia people have been killed by Pakistani army but no one is ready to take a notice of this and there is no discussion on the TV also. Possibly the reason behind this is that they are Shia and Sunni are targeting them. In 1992, a leader of Hazara community Abdul Qayum Changezi said that if the government can't provide them security or doesn't want to save them then it should put all their belongings for auction and throw them in a ship on the ocean. There will be some country which will accept us. Pakistani army wants to finish the Balochi rebels in this way. Since 2013, both army and terrorist have started killing them. Strangely, terrorists target those last rituals of Shias. More than one lakh people have migrated from Pakistan and the numbers are increasing daily. According to Hamara Samaj (12 May), Chief Justice of Pakistan Miyan Sakib Nisar said that the people from Hazara community are being picked and killed. In the Supreme Court of Pakistan, Iftaqar Ali, lawyer of Hazara tribe of Shia community, alleged that Shias are being assassinated in Pakistan for the India Policy Foundation May 16-31,

As per the news published in the Pakistani media, this amount was sent illegally to India and this is in records of World Bank report of In Pakistan, the Board working against corruption has claimed that this money was sent to the Government treasury of the Government of India. This helped India in increasing their foreign exchange reserves whereas Pakistan had to bear loss worth millions of dollars. As per the information, these days anti-corruption organizations in Pakistan are investigating about th collection of money by Nawaz Sharif and his family through Panama Papers. On 8 September, 2017, this board is investigating four cases against former Prime Minister Nawaz Sharif, his son Hasan and Hussain Nawaz, daughter Mariyam Safadar, son-in-law Mohammad Safadar and father-in-law of his daughter Ishaq Dar. VII Increase in the numbers of Pakistani students going to China for higher education According to Roznama Rashtriya Sahara (9 May), there has been a rapid increase in the numbers of Pakistani students going to China to pursue higher education. As per the government records, in last five years the numbers of Pakistani students going to China's Universities has gone up to 22,000 from 5,000. Pakistani students pursue higher education in Science, Engineering, Medical, Technology and Media in Chinese University. The spokesperson of Pakistan said that Government of China is giving maximum scholarships to Pakistani students. Notably, till now traditionally Pakistani students used to go to Britain or America for higher education. Neelam Nagar of Higher education study center situation in Islamabad says that China has invested a lot in the field of education and currently the level of Chinese Universities is quite high. VIII Troubles for Ahmadis According to Sahafat (4 May), organization of Ahmadis in Pakistan, Jamat-e-Ahmadiya has said in its report that in the year 2017, Government of Pakistan and terrorist organizations have harassed Ahmadis a lot. Their names are not being added in the voter list so that they stay away from the politics of Pakistan. As per spokesperson of Jamat-e-Ahmadi, Salimuddin, this action of Government of Pakistan is violation of human rights. As per the information, Government of Pakistan has declared India Policy Foundation May 16-31,

Ahmadis as non-muslims as per the law of Salimuddin says that when the names of Muslims, Hindus, Sikhs, Christians and Parsis can be included in the voter list then why are Ahmadis being targeted? He said that voter list should be same. If this doesn't happen then Ahmadis won't participate in the elections. General Secretary of Majlis-e-Ahrar-Ul-Islam, Abdul Lateef Khalid Cheema says that according to the ordinance of 1973, 1974 and 1984 Ahmadis have been declared as non-muslims. They are minority in Pakistan and whatever allegations they have stated are baseless. He said that whatever news is published about Ahmadis in Pakistan in that there is baseless propaganda against Pakistan and Muslims. Contradicting him Jamat-e-Ahmadiya's spokesperson Salimuddin says that Muslims are disseminating propaganda against Ahmadi on the directions of the Government. Due to the pressure of Government, the newspapers are not able to publish the rebuttal issued by Ahmadis. He claimed that the Government of Pakistan Punjab has imposed a ban from last three years on the newspapers of Ahmadi. He claimed that since the implementation of anti-ahmadi law of 1984, at the end of the last year, 264 Ahmadis were killed by extremist Muslims because they were not prepared to accept them as Muslims. In the same time period, Ahmadis were attacked 379 times and their 27 worship places were demolished and 33 were closed down forcefully. Earlier also in 2016 in Kabul an Indian was kidnapped but he was released after taking the ransom. Siasat (7 May), has expressed concern over the kidnapping of Indian engineers in its editorial. The newspaper has demanded that the security of Indians working in Afghanistan should be in the hands of Indian Government. India Policy Foundation May 16-31,

OTHERS I Vicious Campaign Against RSS Nai Dunia (9 April), a weekly Urdu newspaper published from Delhi has published provocative news as its main news. In this news, Ahmad Nadeem, claims that on one hand where Chief Minister of West Bengal, Mamata Banerjee is tried to form an United Front against BJP in Delhi and on the other hand the saffron brigade is planning to weaken the foundations of Mamata Banerjee's Government in Bengal by spreading communal enmity. Saffron family is all set to put Bengal ablaze. Violence in Asansol is a proof that if Mamata Banerjee tries unites the opposition against the Central Government then her own state will burn. Whatever happened in Asansol on Ramnavmi had nothing to do with religion. This was pure politics because of which the communal violence was given a blow. One more political aspect of this was that whatever happened in Asansol, the saffron forces of Bihar were more involved in it and secondly it was done to spread the poison of Hindutva in the people of Bengal. The newspaper claimed that it was known to everyone that something would happen during Ramnavmi in Bengal because last year also some mischievous elements demonstrated weapons in the procession. This time Mamata Banerjee imposed a ban on this. BJP tried to politicize the issue of Bangladeshi intruders in the border areas which failed. So, they thought of setting Bengal on fire on the name of Ram. BJP not only wants to establish its rule but also wants to convert this country into a Hindu country. Devendra Choudhary, a journalist, says that BJP is not able understand that all the Bengalis are not Hindus and all the Muslims of Bengal are not the Jehadis from Bangladesh. BJP is trying to provoke riots in all the non-bjp states on the name of Ram. Prakash Javdekar accused that goons of Trinamool Congress attacked on the procession of Ramnavmi. BJP President, Amit Shah formed a committee including Shahnawaz Hussain, Roopa Ganguly and Vice-President of Party Om Mathur they even visited Asansol to understand how can they reap the best benefit out of it? They accused TMC that it didn't try to stop the riots rather they started doing Muslim appeasement to provoke the riots. They even filed two cases against Babul Supriyo in East Asansol. He was accused of violating Section 144 and attacking a police man. Governor of West Bengal, K.M. Tripathi wanted to visit Asansol but the State Government stopped him from doing so. II 30 years of Terrorism in Jammu & Kashmir Chauthi Dunia (7 May) has claimed despite so many promises Narendra Modi Government has failed completely in eradicating terrorism from the valley of Jammu & Kashmir. The newspaper wrote that terrorism started in Jammu & Kashmir 30 years ago and every day the condition is turning bad to st worst. Terrorism started in Jammu & Kashmir on 31 July 1988, after two explosions in the Golf Course of Telegraph Office. That time no one had any idea that this would continue for 30 years and people will continue to die. Jammu & Kashmir Liberation Front started terrorism with the demand of autonomous rule. Liberation Front demanded the freedom of both parts of Kashmir and the autonomy. But within a year Pakistan supported terrorist organization Hizbul Mujahideen and India Policy Foundation May 16-31,

Harkat-ul-Mujahideen which were even armed popped up which openly started demanding that Kashmir should be included in Pakistan. As terrorism started growing, the terrorists groups started growing. After 30 years, terrorism is now dominated by radical Islamic organizations in Kashmir. In 2016, when some youth wielded IS's flags in the demonstration outside the historic Jama Masjid of Srinagar, there was panic in the security organizations. Though, the Government was claiming that there is no existence of organizations like Taliban, Al Qaida or ISIS in the valley. Whereas the separatist leaders like Ali Shah Gilani, Mirwaiz Umar Farooq and Yaseen Malik also said that there is no existence of such international terrorist Islamic organizations. That time it was propagated that youth wielded rd the flag of ISIS just to show that they are angry. This year only on 3 January Home Minister Rajnath Singh announced in Rajya Sabha that ISIS does not exist in Kashmir. But afterwards it was admitted that Zakir Moosa has formed a terrorist organization Ghazwa-e-Hind which had relations with ISIS. Now it is being claimed that this organization is related to Al Qaida and it is fighting to establish Islamic rule in Kashmir. The newspaper expressed relief that terrorist organizations like Al Qaida, Taliban and Islamic State are not getting support of public in Kashmir. Ashraf Sahrai, who was recently made chief of Hurriyat replacing Syed Ali Shah Jilani, has clarified that his struggle is at local level and it does not have support from any international terrorist organisation. However, his own son, Junaid Ashraf Khan accepted the membership of Hizbul Mujahiddin. Bur Sahrai still deny coalition of religious organisation. It is difficult to claim that what will be the future of Islamic terrorist organizations in Kashmir but it is true that lots of youths are joining terrorist organizations. Army and police attacked to snatch their arms and ammunitions. Some policemen are also joining terrorist outfits with police arms and ammunitions. The government accepted the fact that there was 44 per cent increase in the incidence of youths joining terrorist organizations. Whatever the government claim may be but Army and the police miserably failed to curb terrorism in Kashmir III Omar Abdullah asked to give alimony to his former wife According to Akhbar Mashriq (April 29), a court in Delhi instructed former chief minister of Delhi Omar Abdullah to pay his former wife and children an alimony of Rs 1 lakh per month. Rs will go to his wife while Rs will go to his children till they are minor. The court ruled that there is no dearth of money to Omar Abdullah therefore he will have to give alimony to his wife. The court also said that there is a property of Payal Abdullah in Westend so she can meet her other expanses from the rent she gets from it. Lawyer of Omar Abdullah argued that Payal Abdullah was managing her expanses from the past six years her own and alimony was not sought in her divorce petition. Lawyer said that Omar Abdullah has thrown Payal and his son out of Akbar Road residence so they need money to bear their expanses. IV The oldest newspaper of Urdu According to Sahafat (May 1), the Urdu newspaper of Chennai 'Musalman' is getting published from the past 90 years. There is a few employees in this newspaper which is run from two rooms without any computer. There was no increase in its paisa in the past 90 years. However, most of the newspapers today are prepared by computer today but Musalman is the only newspaper which is written by Katibs. V Life Imprisonment to Pakistani Spy According to Etemaad (May 4), Hyderabad High Court sentence a Pakistan spy life imprisonment. The High Court rejected the petition of the accused Ashiq Ali. It was alleged that two officers of Pakistan's intelligence agency ISI Major Zahir Ahmed, Hawaldar Mahmood and Hawaldar Tahir sent on Pakistani citizen Asif Ali to Delhi and Kanpur for spying on June 15, 2001 on tourist visa. After entering Delhi, Ashiq Ali destroyed his passport and after that he visited Batala, Kadiyan, Hyderabad, Amritsar, Nizamabad, Mumbai and Nagpur so that information about military importance could be gathered. He sent information about Secunderabad Cant to Pakistan intelligence department via . He was arrested on June 26, 2002 from Nizamabad when he was talking to Pakistani intelligence department on phone. Pakistani intelligence officials have been declared abscounding. The High Court retained the punished given to him. VI New Muslim Party in Bihar According to Akhbar Mashriq (April 30), Muslim organization Imarat e Sharia decided to contest elections looking at the unprecedented success of Deen Bachao, Desh Bachao rally in Patna. As per the newspaper chief of the Imarat e Sharia, Maulana Wali Rahmani said that it is not a crime to participate in politics. It is said that office bearers of Imarat e Sharia were planning to constitute a political outfit but if this political outfit is created it will dent into non-bjp political forces. As per information, earlier in 1936 former chief of Imarat e Sharia formed a political party against Muslim League and in 1937 Muslim Independent Party had won 20 out of 40 reserve seats for Muslims while United Muslim Party got seven seats and Congress succeeded on four seats only.
