The organisation, its structure and systems This annual report contains the financial report and report of activities of the Soné Ki Chidiya Federation ( SKCF ) for the period 1 April 2016 to 31 March Establishment as a Trust The Soné Ki Chidiya Federation (SKCF), a Trust registered in New Delhi on 2 April 2013, was established by the Freedom Team of India ( FTI ) to bring together reform-oriented organisations and individuals Registration record The following is a record of the registration of the SKC Federation trust deed, on 2 April (Registration No. 380 in Book 4, Vol.4,187 dated 2 April 2013 by Sub-Registrar, New Delhi.) 1.3. Office bearers The following two settlors, nominated by the Freedom Team of India to start SKCF became its initial office bearers (as mentioned in the Trust Deed): Dipinder Sekhon, IIT Delhi and London School of Economics alumnus, ex-officio Founder President and Executive Director Sureshan Payyaratta, Supreme Court lawyer, ex-officio Founder Treasurer. FTI continues to change office bearers, from time to time, for smooth management of the Federation. FTI retains the underlying management responsibility for the Federation and its members assist the office bearers as appropriate, in completing key tasks Bank account SKCF bank account details are provided below:

9 1.8. Membership Membership to the SKC Federation is currently free. Everyone can get involved, whether as individuals, NGO, political party or private company, so long as they agree in-principle with SKCF s total reform agenda which represents the best principles of citizenship. The Federation currently has around 170 members. Membership form is available here:

10 2. Activities during the year 2.1. Sugarcane farmers movement Sone Ki Chidiya Federation initiated and supported a movement by sugarcane farmers in Uttar Pradesh, who had been short changed by the UP Government. This is a movement for justice. It is also a movement for reform of the regulatory system in agriculture in India. SKCF printed and distributed thousands of invitation cards to sugarcane farmers, who had been badly affected by the polices of the state government. Copies of these cards are appended below:

While the total number of farmers at the rally was lesser than our expectation, but it was still a strong gathering. We believe that this is a starting point for a mass movement across UP. 16 Sone Ki Chidiya Federation held a major public meeting in Shamli today to demand that the UP Government reverse its waiver of Rs.1,180 crores in interest that is payable by sugar mills to sugarcane farmers. The Chief Organiser, Mr Alok Kumar, coordinated the meeting in which around 5,000 farmers attended. As per the Sugarcane (Control) Order, 1966, farmers must be paid 15% interest on any payments that are delayed beyond 14 days. However, farmers payments are always in arrears and they don t get the promised interest. The Chief Minister Akhilesh Yadav has waived Rs.1,180 crores in interest that is payable to farmers by sugar mills (including Rs.500 crores for the year preceding the last year, and Rs.680 crores for the last year). On the other hand, mills are quick to deduct payment (including interest) for urea fertiliser supplied by them to farmers, immediately upon commencement of the sugar season. Farmers are constantly asked to pay but when the time comes to pay their dues, the Government takes the side of the mills. Sone Ki Chidiya Federation, which promotes the causes of the oppressed, is concerned about this unjust decision. Farmers, who earn only Rs.3000 per month on average, are badly affected by this decision. At the rally, Mr Alok Kumar asked the Chief Minister to reverse this decision within ten days, failing which farmers will commence a peaceful agitation across the entire State of UP. It appears that farmers are being left with no choice but to protest in order to get their dues. India cannot become a sone ki chidiya if farmers are oppressed and made poorer. Farming is already a loss making undertaking. This will break the back of the farmer. Mr Alok Kumar mentioned that there are many other problems in the sugarcane industry. It is essential to liberate the sugarcane industry from government regulations so that mills can get a much higher price for sugar and molasses from the market. Farmers can then benefit from the higher price. Further, if the restrictive laws are scrapped, mills will receive money in a timely manner from the market and will be able to pay the farmers immediately. SKCF believes the time has come to implement fundamental reforms in the agriculture sector.
