4 Mission Statement The churches forming the Hamilton County Baptist Association are committed to the mission and ministry of the Lord Jesus and we encourage cooperation, networking and interaction among the churches. We intentionally provide opportunities for resourcing, training and mission involvement in fulfilling the Great Commission which we understand to be leading the lost to salvation in Christ and training the saved to follow Him. 6 Director of Missions We are blessed to live and worship in Hamilton County. It is a beautiful place full of natural resources and home to the young and growing city of Chattanooga. Every day, new people move to this area. Many of these newcomers are from other countries and do not share the same customs we share or share the same faith that we share. Many do not have a relationship with Jesus Christ. We have a wonderful opportunity to share the Good News with them so that they too can experience the saving knowledge of Jesus as their Savior and Lord. We need to go and do. The reason we are to go and do is because Jesus tells us to go and do. We are told in Matthew 9:35-38 that Jesus was moved with compassion as He looked at the crowds of lost people. We must remember that compassion must be the cornerstone for what we do. When we forget that it is compassion that drives us, then we have lost the reason for our ministry. We also must remember that the way we are to be effective in reaching a lost world is through prayer and going. Jesus tells us to pray to the Lord of the Harvest. The purpose of the association is to support, encourage, and challenge the churches that make up that association to be about Kingdom business. We have a world of lost souls to reach with the Gospel of Jesus Christ, a life-changing message. We have to be trained and ready to be salt and light in a world that desperately needs both. We have to be ready to give a cup of water in Jesus name. The association is not here to compete with the local church but to come alongside the local church to assist in carrying out these God-given tasks. It is the Lord who changes hearts. We need to pray for changed hearts. There are lost people in Chattanooga, Hamilton County, Tennessee, the United States, and across the world that need the life changing message of Jesus Christ. Since becoming Director of Missions at the Hamilton County Baptist Association in July of 2015, I have prayed that God would give me a vision of how to lead this great and diverse association of churches. In the fall of 2015, I laid out a challenging plan to help strengthen this association and her churches. We are to encourage and strengthen the local church and her pastor. Presently we are providing resources to support and encourage the local pastor. We have regional prayer groups, fellowships, and networks to keep our pastors on the field. We also provide council and support for churches going through crises and for churches that are in the process of finding their next pastor. This past fall we began our Ministry Training Institute to help train pastors and laity to be better students of the Bible. We are seeking to be salt and light through many of our ministries such as ESL, HaCoBA, CWJC, and others. We are here to assist churches in planting new churches and revitalizing existing churches. But there is more work to be done. This is why we are partnering with the Tennessee Baptist Mission Board in in an initiative called Reach Chattanooga. I would encourage our churches to be faithful in their financial support to our association to help the Association do what it does, and to make sure this initiative is a success for the cause of God. There are church planters to support and churches to assist. There are people to tell about Jesus. We can t quit until He returns. In His Service, Dennis Culbreth, Director of Missions Page 6

7 Assistant to the Director of Missions Our hope as an association is to equip our churches for meaningful ministry and be an extension of our churches in ministry in Hamilton County. I pray that we re continuing to fulfill our mission well. Our initiative to have a great presence on our website and social media continues to go well, too. I also send a monthly newsletter to over 500 people with the most important information from our association, so people always have an idea of what ministry is occurring. This past year we had over 500 international students enrolled in ESL classes throughout the city and trained more than 25 people to serve! We ve added a site at Oakwood Baptist Church that is thriving, to say the least. Our programs and training are the top in the state of Tennessee. We trained volunteers through Bridge Refugee Services, La Paz, Chattanooga State, and churches outside of our county. This year we have put on a Church Safety Seminar at Abba s House, where we went through legal and financial information every church needs to know. We also had our Annual Tax Seminar at Brainerd Baptist, where we provided another opportunity for our churches to learn how to avoid making financial mistakes when it comes to their churches. We put on a Fall and Christmas event for the Senior adults in our Associational churches - the most recent saw approx. 108 attending. We partnered with the Tennessee Baptist Foundation, Tennessee Baptist Mission Board, North American Mission Board, our Women s Mission Union, and many other organizations to help put on special events and conferences that sought to achieve our overall goal for our churches: equipping them for meaningful ministry, reaching those that needed to be reached with the Gospel, and helping those in our community grow in spiritual understanding. These events and conferences gave our churches more opportunities to serve, and that is something that all of our churches should be striving for. We ve enjoyed great Pastor s Prayer Groups each month, Pastor s Breakfasts, and Church Revitalization Network meetings. We have had numerous Associate Pastor lunches, Bi-vocational pastor s dinners, Church Planter Network meetings, and College Ministry lunches. We re also working diligently to develop relationships with community partners that focus on ministering to the most vulnerable in our community, job development, and financial empowerment. Finally, our Ministry Training Institute has been booming in the last year! In the past year, we have hosted classes such as: Biblical Interpretation, Intro to the Old Testament, Intro to the New Testament, and Paul s Letters. Our most recent class, The Book of Revelation, saw 10 students enrolled. We re grateful for Pastor Brain Smith teaching this course. On October 30th, The Minor Prophets will be taught by Alan Rogers, Pastor of New Salem Baptist Church. This class, like all other classes, will be taught out of our Associational offices. Thank you for the opportunity to serve here at HCBA. It s been wonderful to meet with pastors and staff all across our city to encourage and pray with them. 9 HaCoBA Care Center Special thanks to all the volunteers that have given there time and talents to make this year a very successful year. I have heard many testimonies this year, and it just excites me how God is using this ministry. To all the Churches that have stood with HaCoBa this past year, thank you very much. To the staff of Hamilton County Baptist Association, thank you for all your help and support. The following is written through deep appreciation for support that is given to HaCoBa CARE. The Sara Lee Thrift Store is a regular supplier of loaf bread. Food City Stores gives pastries and breads weekly. The Women s Missionary Union sponsors an annual event to promote collection of canned goods and money. Groups in a number of churches have sponsored events to collect food items. Sunday School classes and other groups send regular monetary gifts. Individuals give both monetary and material support. Some monetary gifts come through a church budget. Food collected by the U.S. Postal Service, South Station, annual food drive benefits HaCoBa CARE. HaCoBa CARE was organized to exist by free will support for all expenses, including operational overhead, and not to rely on finances of the Hamilton County Baptist Association except in case of emergencies. 10 How to Refer Someone to HaCoBA Care for Groceries HaCoBACare Ministries is a ministry of the Hamilton County Baptist Association housed in the back portion of the Silverdale at St. Elmo Baptist Church, 4500 St. Elmo Avenue. The ministry center is operated by volunteers Tuesday through Friday, 9:00 AM until 1:00 PM. Food is provided for distribution by the supporting churches of the association. Persons receive help through referrals to Ha- CoBACare. There are two ways to refer to HaCoBACare. 1. The issuance of these items is accomplished in cooperation with United Way 211, formerly known as First Call for Help. This 211 telephone number is the clearing house in the Chattanooga area to help prevent abuse of the helping agencies. Individuals and churches may refer anyone to 211 (the phone number for this help line). After the agency records the requests, the individual is given a reference code number and an assigned day to come to the center to receive groceries or other items. All persons coming to HaCoBACare for assistance MUST be referred. Walk-ins are not served. 2. The churches that cooperate with the association may refer persons directly to the center by faxing or sending with the individual a letter/note, preferably on church letterhead, validating the need and authenticating the referral signed by the pastor or other authorizing person and giving the title of the person and the phone number where the person making the referral can be reached if there are questions. Churches do not have to refer through United Way 211. They do, however, need to send a written note with the individual. Your calling the HaCoBACare Center to alert the volunteer staff of the date and time of your referral and the referee s expected arrival at the center would be helpful. The number you should use when calling is hacobacare@baptistassociation.com What about monetary gifts to clients? HaCoBACare does NOT give monetary help. Referrals, as well as walk-ins, are given the names of organizations they can contact for services not rendered by the Center. HaCoBACare is a ministry of faith. Please pray for the work, the volunteers, volunteer director Gerald C. Lawson, and the Christian witness shared with those who come to the center seeking help. Page 10

11 Baptist Collegiate Ministries More than ever before, it is critical that the Christian church be intentional about investing in the lives of college and university students. The readily observable traits of our modern culture are first exhibited starkly in the lives of late teens and early twenty-somethings. In the 2016 article, Why College Students Abandon Their Faith (written by Nathan Ecarma in theodysseyonline.com), he cites a survey done by Summit Ministries through a cooperative institutional research program, that finds 59% of students leave faith during their college years. President of the Barna Group, David Kinnaman, explains that decisions made from ages are crucial and involve setting up a foundation for life. He writes, The choices made in the first adult decade set the direction of life, as young adults makedecisions about education, debt and finances, career, marriage, family, meaning, and many other critical matters. After 30 years of ministering among college and university students, I feel confident in saying that our culture is NOT solely this way because of young adults. Rather, our young adults are symptomatic of a greater challenge that must be addressed. Most of us struggle with a deficit of committed disciples that are biblically literate and spiritually engaged. I m thankful that Baptist churches have for decades invested in college ministry through BCM (Baptist Collegiate Ministry). But, we really need all hands on deck to turn this trend toward the positive. It is for this reason that your ministry, BCM, continues to exert maximum energy toward encouraging students to participate in a local church, make worship and Bible Study a priority and develop a lifestyle that expects and encourages both leadership and sacrificial service. Every week, our students are leading their peers in Bible Studies and worship. Every week they are presented opportunities to engage non-believers in spiritual conversations. Our staff is constantly evaluating the best means for developing our students as Christian leaders that will be equipped to lead our churches. Every week our staff works at equipping our students with Christ-focused interpersonal skills that will enable them to be the type of church member that will know how to resolve conflict and communicate with purpose. Our efforts would not be possible without the cooperative partnership and sacrifice of churches locally and across the state. Yet, our efforts alone will never be sufficient. The fields are white. The task facing us going forward is enormous and critical. The harvest requires workers. Our local BCM is proud to be a part of these efforts as we daily challenge students to commit themselves to Christ, devote themselves to being growing disciples and worship God in spirit as He deserves. Whether engaging students in Bible Study, worship, leadership development or missions, our goal is that each young man or woman we reach will choose to be difference makers rather than victims of a culture that has no place in it for God. The needs, however, are overwhelming and require all of us to do whatever we can. We are thankful for your partnership in the ministry of Baptist Collegiate Ministries but hope you will also explore any means possible to intentionally reach young adults through the daily ministry of your local church. 12 Disaster Relief There are currently about 25 churches involved in Tennessee Baptist Disaster Relief in Hamilton County with about 200 trained volunteers. About 50 volunteers responded to four disaster callouts in the past year. This included responses to the following disasters:

13 Orange, TX Rebuild January and March 2018 Jacksonville, AL Tornadoes March 2018 Reedsburg, WI Flooding September 2018 Warsaw, NC Flooding October 2018 Several local participation events included the New Salem and Ridgedale shower trailers being used, along with the Brainerd feeding unit, again this year for participants in the Chattanooga World Changers in July and ongoing response to the flash flood in Soddy- Daisy in September. The Disaster Relief Coordinator participated on the Southeast Tennessee Volunteers Organizations Active in Disasters (VOAD), on the HCBA Missions and Ministry Team, and on the TBMB Disaster Relief Council. 14 Christian Women s Job Corps Christian Women s Job Corps (CWJC) A Ministry of WMU Sponsored by Hamilton County Baptist Association This has been a good year for Christian Women s Job Corps (CWJC) God has blessed us by providing amazing support from the family of faith through out the Association. Nine women graduated from our 12 week program during Instruction included understanding one s true position as a child of God and putting one s past in the best perspective. They learned about predatory lending, making thoughtful decisions, and learned to make setting goals a life habit. Each woman had two mock interviews, completed a professional resume and gave three speeches. Seven are working full time. One from our fall class completed her Associates Degree at Chattanooga State and another has almost completed her HISET.GED, even with five children. We have continued to develop new partnerships; some make referrals to the program and others provide mentors and the evening meal for our participants on Monday nights. We are working with Teen Challenge to enroll their women who are ready for reentry. They are learning soft job skills and information to set them on a career path. In partnership with the Salvation Army, CWJC teaches parenting classes at their 38 th St. location. Parents who need the class to complete a DCS case plan can do that at no cost to them. Seven parents graduated in the fall. We were not able to offer because the current teachers were unavailable. During the summer we offered the TECH Goes Home program. Five men and women completed the course. Perfect attendance and a final project were necessary to receive a Chrome tablet to take home. Because of a grant from the Franklin Foundation out of Atlanta, we were able to provide the tablets at no cost. Additional women were served through the CWJC clothes closet. This is provided so women can dress appropriately for interviews and work. At this time, there is no need for medium sizes of anything. However, we continue to need Women s X, 2X, 3X sizes and casual shoes, especially black athletic type in large sizes (10,11,12). Any contributions need to be in good shape; we want our women to look good and feel good! Our annual budget is under $5,000 because all staff are wonderful volunteers. We receive allocations from Tennessee SBC State Missions offering, from Tennessee WMU, from our Association, and numerous contributions from member churches and individuals. Hamilton County WMU allowed us to have a silent auction at their annual meeting which netted over $1,000. We covet your prayers and continued support. 15 Woman s Missionary Union We believe missions is a lifestyle; therefore, we provide missions education resources for all age-levels from preschoolers to senior adults. Whatever your age or stage in life, we have missions resources for you. Through missions, others may hear of Jesus, the giver of eternal life. Our purpose to challenge Christian believers to understand and be radically involved in the mission of God is accomplished through our age-level missions organizations, hands-on missions opportunities, and additional resources produced by WMU. In Hamilton County the Women s Missionary Union, Women on Mission, Adults on Mission, My Mission and Sisters Who Care groups are having kingdom impact! Through individual and joint efforts our groups have been involved in multiple mission endeavors. Some of the most creative and unique mission efforts are taking place right here in Hamilton County. Member groups are on mission by providing: Meals to the homeless, meals to hospital waiting areas, lunches for the BCM and meals to residents of extended stay hotels. Food pantries, produce ministries, community gardens and delivery of food for shut in s is helping to meet a great need in Chattanooga. Many churches have visitation programs to hospice patients, to nursing homes and to the jails. Our groups have come alongside of World Changers, Christian Women s Job Corp and HaCoba. There are so many more wonderfully unique mission efforts going on within our association that we would need a book to record them all. More than anything Tennessee WMU is engaged in PRAYER. We are called to prayer. The most important part of any endeavor of WMU and Sisters Who Care is the prayer time. Missionaries across the street, across the State, across the Country and around the World count on the women of WMU to pray. The most important dates on every WMU calendar are the weeks designated to pray for our offerings given to The Golden Offering for State Missions, The Annie Armstrong Easter Offering for North American Missions and The Lottie Moon Christmas Offering for International Missions. The women of Hamilton County are passionate about praying for those who are called to serve. Our calendar year once again ended with a fantastic Missions Conference and Training hosted by Love Fellowship and Sisters Who Care. We were encouraged by our Tennessee Baptist Mission Board team, local ministries and missionaries to stay on mission for God s glory. Our chief desire is that many more will come to know Christ through acts of service and love. We invite you to join with us. 1 Corinthians 15:58 My dear friends, stand firm and don t be shaken. Always keep busy working for the Lord. You know that everything you do for Him is worthwhile. Finally, we are praying that we will have a broader representation of the body of Christ and local churches joining with us in the mission set before us. We want the work of Hamilton County WMU to be a picture of every nation, kindred, tribe and tongue working together for one purpose to make much of Jesus. 16 Church Media Library With electronic media taking over our lives, sometimes the relevance of the church library might be in doubt. However, the church library is meant to be more than a collection of books. It is indeed meant to be a library ministry. Library ministry is much more than checking books in and out on Sunday morning and Wednesday night. It is reaching out to church members and the community, learning their needs and providing media to meet those needs. Today, many people are looking for answers to life s dilemmas, seeking assurance of salvation, or having trouble understanding what a biblical worldview looks like. The church library ministry can be more relevant than ever by providing appropriate media to give them biblical answers. Home schoolers also need a source of Christian based resources. The Association Church Library Ministry team helps supply training to make the Church Library truly a place of ministry. We had two Associational Library Meetings this year. Our annual LifeWay Bookstore meeting was on April 14. Twelve librarians from 8 different churches in Hamilton and Bradley counties were present. We enjoyed a time of book reviews, fellowship, idea sharing and learning about the revamping of the LifeWay stores. Brainerd Hills Baptist hosted our Fall Regional Training Conference on September 8 th. Keys to Library Ministry: Unlocking New Ideas was the theme for this year. We had classes on computer training, promotion, purpose of church libraries and how to collaborate with other ministries of the church. Thirty- two attended from churches in Southeast Tennessee, Georgia and Alabama. We were privileged to have Morlee Maynard with us this year. She is the leader of LifeWay Church Library Ministry Specialists. We received reports from 8 churches this year. Ooltewah completed a total renovation of their library to make it a Children s Library only. Bayside and Concord reporting having a Summer Reading Program. 18 Other Ministries & Fellowships Other Ministries Reserve Our Block Party Trailer The Block Party Trailer affords the opportunity for conducting Evangelistic events for groups who might not otherwise be able to afford one. Churches should contact Bayside Baptist Church for availability ( or Requests are honored on a first come first served basis. HCBA churches will be charged $50 per usage. Ministry Training Institute Last fall our association launched the Ministry Training Institute from Samford University in Chattanooga. This non-degree program equips ministers and lay leaders (ministry leaders, small group leaders, Sunday school teachers, deacons etc.) for service in God's Kingdom through quality biblical, theological and practical ministry education at only $50 per course. Teachers are pastors from our own association. Visit our website for more information on upcoming classes and registration. Salvation Bracelet Ministry Our association has thousands of Salvation Bracelets for our churches to use any time of the year for free. They are great tools to share the Gospel with children and to take on mission trips! We have packs of 200 bracelets that your church can pick up. Contact our office to arrange a time to pick them up by calling or hcba@baptistassociation.com Fellowship Opportunities Associate Pastor s Network Our association desires to encourage the Associate Pastors in our churches. This network meets quarterly for lunch in order to foster fellowship, collaboration, and prayer. Bi-Vocational Pastor s Dinner Our association provides a Bi-Vocational Pastor s Dinner five times per year during January, March, May, September and November. Church Planter s Network The Church Planter s Network meets quarterly and is designed to connect and encourage church planters throughout the Hamilton County area. Monthly Pastor s Breakfast Fellowship Our monthly Pastor s Breakfast Fellowship meets on the first Tuesday of each month at either Karl s in Hixson or Wally s in East Ridge. 20 68 th ANNUAL MEETING OF THE HAMILTON COUNTY BAPTIST ASSOCIATION Tuesday, October 17, 2017 at 6:30pm White Oak Baptist Church Silver Crest Baptist Church led us in worship with their steel drum ministry. Tennessee Baptist Convention Video is played. Executive Director Randy Davis thanked our churches for serving faithfully and our association. Brainerd Baptist Church s Praise Team led us in worship. Moderator, Pastor Bill Mason, called the meeting to order. He then invited Pastor Tony Wilson of White Oak Baptist Church to welcome those present and lead the congregation in prayer. Rev. Mason asked Seton Tomyn, pastor of First Baptist Church of Soddy Daisy, to bring the following motion relative to the voting body: Motion One: Brother Moderator, I move that the messengers present and those yet to arrive, that have been duly chosen by the cooperating churches of the Hamilton County Baptist Association constitute the voting body of this 68th Annual Associational Meeting. The motion was seconded and passed unanimously. The Moderator called on Al Kaschimer, Administrative Leadership Team member, to present the following motion: Motion Two: On behalf of the Administrative Leadership Team, I recommend that Silver Crest Baptist Church be accepted into full membership of our association. They have served faithfully during their one year under Watch Care. The pastor has shared at the administrative leadership team, presented the devotion at Executive Board and given monthly contributions to HCBA since applying. Rev. Mason recognized the church and their Pastor, Randy Peterson, along with members of the congregation. The motion regarding Silver Crest Baptist Church was seconded and passed unanimously. The Moderator called on Denise Craig, Administrative Leadership Team member, to present the following motion: Motion Three: On behalf of the Administrative Leadership Team, I recommend that New Covenant Fellowship and Bethel Baptist Church be accepted into our association under Watch Care until the next Annual Meeting. Then they will be accepted into full membership. This follows the rules of our Constitution. Rev.
