1 Agenda Standing Policy Committee on Protection, Community Services and Parks March 7, 2016 REPORTS Item No. 10 Naming of Park at East End Community Centre to Magas Memorial Park (Transcona Ward) COMMUNITY COMMITTEE RECOMMENDATION: The East Kildonan-Transcona Community Committee recommended to the Standing Policy Committee on Protection, Community Services and Parks that the park space at the East End Community Centre, as per the attached map, be named Magas Memorial Park. 1
2 Agenda Standing Policy Committee on Protection, Community Services and Parks March 7, 2016 DECISION MAKING HISTORY: COMMUNITY COMMITTEE DECISION: On February 23, 2016, the East Kildonan-Transcona Community Committee passed the following motion: THAT the park space at the East End Community Centre, as per the attached map, be named Magas Memorial Park, and forwarded to the Standing Policy Committee on Protection, Community Services and Parks. 2
3 TRANSCONA EAST END COMMUNITY CLUB GENERAL MEETING December 17, :38 P.M. Attendees: Bruce Talling, Tom Nesby, Mary Beazley, Sid Stine, Melanie Evans, Dave Olsen, Judy Nesby, Malcolm Howell, Harvey Mykietowich, Don Gale, Jon Bartecki, Kevin Shwaluke, Ross Takenaka, Ian Evans and Deb Winslow. Regrets: Rene Baril, Hayley Olsen, Maria Campos, Diane Mykietowich, Jessie Kendall, Carol Baril, Ashley Olsen, and Linda Wolyniec. 1. PRESIDENT Bruce Talling A. The President s Meeting was held at Valley Gardens on December 9 th. B. GCWCC Report: i. AGM will be April 9 th, 2016 at Norwood CC. ii. Subsidies are due December 15 th, 2015 C. Wendy Hein s COW Liaison Report: i. January Grants will be released 3 rd week of January. ii. Inventory & Volunteer reports are past due. iii. Bouncers now require proper insurance. 2. VP ADMINISTRATION Tom Nesby A. Tom reviewed a Letter of Intent between Casera Credit Union and TEECC with regards to the advertising opportunity. i. Malcolm questioned exactly how the payment from Casera with regards to advertising will be allocated, i.e. whether it MUST be used against the mortgage. TEECC has documentation signed by the COW that we can allocate this wherever we see fit. Motion to Accept Casera s Letter of Intent dated December 4, 2015 Dave Olsen 2nd Don Gale all in favor B. Knock Down Rinks Tom stated that he was asked by a former board member and Russ Wyatt whether or not we would be putting up and looking after the rink this year. Russ stated we should put it up in the parking lot. Tom stated we would not be doing this as the boards need to affix to something and we aren t going to ruin our new asphalt parking lot. Bruce states we have not put up the pop up rink since Motion that we DO NOT want/or will look after a pop up rink at TEECC or at Winston Churchill Park Mel Evans 2nd Dave Olsen all in favor C. Canteen: Sales - $22, (wages included) Expenses - $17, (wages included) November profit - $5, D. Tom asks that we update the TEECC Web Page to reflect that on Christmas Day we will be open the following hours: Christmas Day 1-3 pm; Rink #1 Public Skating; Rink #2 Ringette; Rink #3 Hockey. Deb will update. E. Financials GCWCC suggests that we have a Budget for the year. Tom is compiling one but it may take some time. i. Motion to Accept November 2015 financials. 3. Tom states that the AED machine should be mounted. Dave stated that this will take place after a training has taken place. States there must be a minimum of 10 people in attendance for the training session. Decided that we will book the training for January 23 rd, 2016 at 9 am. 5. MAINTENANCE / ICE Don Gale A. Received a call from Russ Wyatt with a request from TEECC to allow him to upgrade with trees and park equipment and name the little park behind Rink #3 for a long time Transcona family who lived near TEECC and whose family (Magas) had 4 sons who went to war and had 3 return with one son passing away in Normandy. Motion to Accept the Upgrade and to Rename the Park behind Rink #3 Dave Olsen 2nd Malcolm Howell all in favor B. Bike auction has been booked for April 16 & 17 and we will be charging them $ and this will take place on one of the dry rinks. C. Don will be working on revamping the duties for the employees over the next little while. D. Don wondered if the halls have been booked for next years Breakfast with Santa? He stated he d like December 10, It was thought that yes it had already been booked but an to Carol and Rene Baril was sent. It was believed that this year we made $350! E. Maintenance: Back wall, the water/snow isn t draining properly. Don state that they will try to fix this themselves. i. Don would like to purchase a tool chest and a few other things to clean up the back room. F. Ice: All is good. G. The Railer Express Sportsman dinner will be at the Transcona Canad Inn on Friday, February 5 th, FITNESS Judy Nesby A. All going well. Off for Christmas break. B. New session begins January 4 th, BOYS SOCCER 9+ - Kevin Shwaluke A. WYSA, with the help of the 5 districts, will run the advertising campaign. B. Phoenix agreed to send an to all conveners regarding the opening of registration. C. U8 proposed indoor league possibly being run through WYSA was discussed based on the limited information provided by WYSA. Of the conveners present, none approved of the idea. D. It was noted that soccer registrations are down, seemingly with the introduction of long term layer development. E. When asked how Phoenix could be a resource to the CC s, conveners unanimously stated coaching as the key resource missing. F. Phoenix agreed to host Friday coaching clinics for all the districts rec program as an added resource from January to March. G. Topic of coaching certification came up and Phoenix has agreed to notify all conveners regarding the certification courses hopefully done in house this spring. H. Soccer fields Tom wrote a letter to the Presidents regarding fields, i.e. Winston Churchill. Tom needs to know which fields for 6 & under and 7&8 s we would like to be using so he can request those fields. Kevin also asked Tom to contact Wayota School to use their field as a back up. 4
5 8. EQUIPMENT Sid Stine A. No report. 9. CARNIVAL Melanie Evans & Deb Winslow A. Deb stated Carnival is quickly filling up; 6 & under is full and 7&8 s there are 3 spots still available. B. Will get the numbers/schedule to Don shortly. C. Mel states that Stick & Puck is going well 14 players in attendance. 10. HOCKEY 8 & UNDER Ian Evans A. Hockey is going well. B. Rink divider issues. Parents from an East End team have yelled at the rink attendants about their NOT moving the dividers this is NOT the rink attendants job and this has been relayed to the teams numerous times. Malcolm stated that he will organize another Coaches Meeting with Managers in attendance to relay again that since the coaches cannot come off the ice with their skates on to take the dividers off, that parents need to help out. This is mandatory. 11. HOCKEY DIRECTOR Malcolm Howell A. There will be a new 7&8 player moving into the area from Ottawa in January 2016 and he will be added to a team and a prorated hockey fee for the time frame that he will be playing. B. Healthy Living Expo Wondered if there is a place for volunteers to sign up. CPET students are looking for ways to fulfill their volunteer requirements for their Leadership class. Tom will send Malcolm the contact information for Bernie Feakes. Deb also stated that Volunteer Manitoba would also be a good place to contact. 12. BINGO Harvey Mykietowich A. Bingo numbers hit an all-time high last week at 71 in attendance. Unfortunately no scheduled volunteers. B. Parents & kids requested a Bingo during the Christmas break so there will be one held December 29 th and a good turnout is expected. 13. TAE KWON DO Diane Mykietowich (via Harvey Mykietowich) A. All good and attendance is good. 14. RINGETTE Ross Takenaka A. All is good. B. Bruce states that there was a complaint about a ringette team from two Saturday s ago, during the day on Rink #1. It is said that the team had their boom box outside their door and was playing somewhat loudly. An inappropriate song came on and parents in the lobby were quite upset by this. C. TRA Tournament is scheduled for January 16, i. Question came up as to whether the grill downstairs would be used during the tournament. It was decided that yes it would be used for the pancake breakfast but that everything else would be cooked in the canteen. 15. HOCKEY 9 & UP Jon Bartecki A. Hockey is good. B. Jon purchased a First Aid Kit for a team as the coach was insistent. 16. NEW BUSINESS A. Ross states that Bike & Shine would like to rebook for July 4-8 th, Will need to double check with Carol & Rene whether this has been booked already. B. Bruce mentioned that Carol & Rene Baril will be stepping down from looking after the Hall Rentals as of April We will need to begin a search for someone to take this over. C. Tom will be away all of February 2016 and coverage is needed. Deb Winslow has offered to cover during this time. 5

7 Hello Councillor Wyatt: October 5/2015 I am contacting you in reference of a request to get a street or park named in Honor of my Uncle Harry Magas, WWII Soldier who died on Normandy Beach July 6th His brothers John, Fred and Tony Magas were also veterans who served during WWII. This was requested by my mother Mary Miller (nee Magas) in excess of twenty -five years ago, during Councillor Boychuk's term. My brother Fred Miller and myself Bob have made several requests in the last ten or more years to further my mother's last wishes. There seems to be limited housing developments left in east Transcona, Redonda and Gunn Road, and I think the land east of Ravenhurst between Pandora and the CN tracks sold. Hopefully this becomes more housing with available Street Name sites. The Magas family resided near the Ed Golding East End Arena from the early 1900's so east Transcona would be a perfect location. Approximately 20 years ago my mother, Mary Miller(nee Magas), contacted then City councillor Rick Boychuck about having a street named after the Magas family. Their is a history of the Magas' family at the Transcona Museum. Harry Magas gave his life in WW2 stepping on a landmine in Normandy. Fred Magas flew for the RCAF and the RAF in tours of duty also in WW marked the centennial of Transcona, the parents of these war veterans built their home in Transcona in 1912, founding members of the community. To date my brother Bob and I have not been informed of any progress of a street named for the Magas family. Could you please give me any updates on this. Or please look into this request.
