1 KNIGHTON TOWN COUNCIL Minutes of Full Council Meeting including Finance Committee to approve Precept for 2017/18 of Knighton Town Council held at the Offa s Dyke Centre on Wednesday 18 th January 2017 at 5:30 pm. Cllr J Gillum and Cllr J Morgan, 2. Declarations of Interest None. 3. To receive and approve the minutes of the following meetings: Full Council 14th December It was proposed by Cllr B Hyde and seconded by Cllr R Bright that the minutes were a true and accurate record. All in favour. 4 Matters arising from the minutes: a. To receive the Clerk s oral progress report. Knighton library Cllr B Andrews confirmed that the Community Centres refurbishment work was ongoing and was likely to be complete in April Grass cutting Clerk /Deputy Mayor to meet High ground again.

2 Knighton toilets The Clerk confirmed that the contract with Clearview ceased on the 1 st January 2017 and it was agreed to offer the post to Tracey the Cleaner on a temporary basis for 3 months and look at getting them painted and upgraded. The Clerk also confirmed that Powys CC would complete the water supply to the Cemetery toilets next week. Clerk confirmed that bowling green toilets need not to be kept open all night to support lorry drivers. Knighton Leisure Centre After the recent meeting at the Community Centre it was agreed that the centre may well be saved from closure and it was reported by the Clerk that Powys CC decision on 20th December 2016 was made to keep it open. Knighton Tree of Memories Members discussed this item at length and finally Cllr R Bright proposed to put a bench in memory of the late Cllr T Johnson at no cost to the Council, this was seconded by Cllr Mrs C Branford. An amendment was put forward by Cllr D Andrews to look for an alternative site for a tree of memories and seconded by Cllr C Bevan. Voting took place and the proposal was carried by 6 votes to 5 votes. Knighton traffic measures. The clerk confirmed that a meeting will be arranged in the new year with Jo Lancey from the Highways Department. a. To receive any other relevant information from members. - Cllr B Andrews confirmed that the Arwain project expression of interest form has been sent to Powys County council. - Cllr B Andrews to organise surgeries at Drill Hall 5 County Councillors Report Report from Cllr P Medlicott done by forwarding e mails. 6. Russell Worton gave outline of local sports club s views on the possibility of the former tennis court site becoming a sports venue. Members supported the use of the site and asked the Clerk to check the legal status of such a proposal 7. Notice of Motion

3 Cllr Mr Mrs C Branford-Parking Around clock tower-agreed to discuss with Jo Lancey as part of traffic measures required in Knighton. 8. Precept for 2017/18 and review of expenditure for this current year. 4 Total precept for 2015/2016 = Agreed 1 Total Precept 30.70* = Total precept for 2016/2017 = Agreed 1 Total Precept 43.38* = Total precept for 2017/2018 = Agreed 1 Total Precept = Planning. a) P/2016/1272-Change of use of first and second floors from storage to residential unit at 4a Church Street,Knighton. It was proposed by Cllr Mr B Hyde and seconded by Cllr S Vaughan to recommend approval of this plan. Voting took place and majority in favour. Cllr D Andrews voted to refuse the application because of poor architectural quality plans b) P/2016/1316-Modification of access exit onto A488 at Knighton. c) P/2016/1316-Construction of access on land opposite the cemetery Presteigne Road Knighton. Members agreed to ask for a site meeting in relation to b and c applications 10 Mayor s communication. Mayor s engagements. 17th Dec - Sally's Christmas Carole's at the Cenotaph with Santa on his Sleigh 21st Dec - Knighton Town Council Christmas The Horse & Jockey 6th Jan - Luke Boundford Ed Pitt Ian Ross & Myself took the Christmas Trees down in the pouring rain Meeting at the Offa s Dyke Centre to discuss with Mr Norman Thorp the future of Knighton Museum 10th Jan - I attended the Knighton Vision Meeting - The aim of their meetings is to basically bring fresh blood in to Knighton Town Council & to bring it up to date. They offer support for future candidates & Councillors should they require it. They are a Non-political Committee. 12th Jan - Tourism Meeting 16th Jan - Community Centre guided tour of the refurbishment - Very informative & interesting. Looking forward to going next month.

5 11 To approve the monthly accounts for December 2016 and to receive and approve monthly invoice payments for January It was proposed by Cllr Mrs L Higgins and seconded by Cllr Mrs C Branford that the accounts are a true and accurate record. All in favour. 12. Request for Financial assistance. Tree Allotment Trust- It was proposed by Cllr Mr B Andrews and seconded by Cllr B Hyde to recommend the sum of 100.Members all agreed. 13 Correspondence. a) Powys County Council-Road Closure at Mill road Knighton-Members noted. b) Powys County Council-Partnership Working-Members agreed not to use this facility at the moment. c) Pension Regulator-Staging date 1 st February-The clerk confirmed that he would be opting out of the scheme and therefore there would be no cost to Knighton Town Council. 14. Urgent items- (These must be tabled in writing to the Mayor and have his/her agreement and copied to the Clerk). Clerk confirmed that the facility for plastics and metal have now been withdrawn from the bring site. Meeting closed at 8:40pm

6 KNIGHTON TOWN COUNCIL Minutes of a meeting of Knighton Town Council Planning Committee held at the Offa s Dyke Centre after site meeting on Presteigne Road on Monday 30th January 2017 at 6.30pm. Present: Cllr Mr R Hyde Cllr B Andrews Cllr Mr R Bright Cllr Mrs S Scotford Cllr Ms S Vaughan Cllr D Andrews Cllr R Williams 1. To receive apologies Cllr Jack Gillum, Cllr Mrs C Branford, Cllr C Bevan, Cllr D Price, Cllr J Morgan and Cllr Mrs L Higgins 2. To receive declarations of interest None 3. To consider the following applications: a) P/2016/1316 and P/2016/1316-Modification of access exit onto A488 at Knighton. b) P/2016/1316-Construction of access on land opposite the cemetery Presteigne Road Knighton. After a lengthy report from agents acting on behalf of the water authority on the reasons for the development some members returned to the Offa s Dyke Centre to make a decision. Voting took place and the proposals for both developments were unanimously recommended for approval. Meeting closed at 3:25 pm.
