1 . ABOUT NALGONDA DISTRICT Nalgonda is one of the largest districts in Telangana State. It is bounded by following districts; North Medak, Warangal South Guntur (AP), partly MBNR East Khammam &Krishna (AP) West MBNR & partly RR The rivers Krishna & Musi flows through Dist.. DEMOGRAPHY OF THE DISTRICT of Revenue divisions : of Mandals : 9 Population : lakh 2. NO. OF GHATS IN NALGONDA DISTRICT In view of the more than expected pilgrims during the recently held Godavari Pushkaralu in districts of Telangana and to cater to the needs of the pilgrims expected during Krishna Pushkaralu in two districts only. The total no. of ghats increased from (2004) to 28 and to 9 mandals. The length of the ghats has been increased from 2 mts to 262 mts by identifying the potential ghats in Chandampet, PA Pally & Nalgonda Mandals (back waters of Krishna River) to accommodate expected increase of pilgrims this time.

25 8. FUNCTIONS OF VARIOUS DEPARTMENS 8 (i) REVENUE DEPARTMENT : Installation of CCTV surveillance system to monitor and regulate in and out flow of pilgrims coordination with Police Department. Evaluation of Holding capacity of the passage to Pushkar Ghats in coordination with Police Department. Hiring of Drones and Walki-talkies for effective monitoring of flow of pilgrims and traffic on roads (Police). Installation of three LED Screens at ghat, parking place and bus stand of each major ghat places (Nagarjuna Sagar, Wadapally and Mattapally) to scroll the missing children details, emergency phone numbers and all other important information in coordination with Police Department. Food and accommodation arrangements to NGOs/NCC/ Forest/Fire and other volunteers. Conducting ground level officers co-ordination meetings at least once in a week at their respective jurisdictions Arranging a co-ordination meeting with the Collectors, SPs, RDOs, SDPOs of bordering district of A.P. Protocol co-ordination between all departments during VIP/Officials visits. Establishment of one integrated control room each Ghat with Police, Revenue, Irrigation, R&B, Transco, Fire, Medical department staff on shift system for 24 x 7. All Wine shops and Bars in the Pushkara areas to close from th August night to 23rd August night in coordination with Police Department. Crowd management is considered as one of the disaster management strategies. 2

26 Besides the physical arrangements for pilgrims, conducting review on disaster preparedness in coordination with Police Department. Printing of a special pocket book with all departmental officials names, designations, phone numbers and other important information. Designing a mobile App for general public and official use and Issuance of VIP/Duty/Media passes separately with the signatures of local RDO & SDPO. 8 (ii) R &B DEPARTMENT : Repairing of the buildings identified for Police personnel accommodation along with toilets facility for men and women separately is under progress. Construction of Helipads with proper barricading at Nagarjuna Sagar, Wadapally and Mattampally. Installation of flexies with route maps and important information in Telugu and English languages at all important places.(ajc and DPRO Nodal Officers). Fixing of adequate signage boards on all roads, parking places and holding points. All the parking places were divided into divisions/sectors, as a layout, with internal roads to park buses, LMVs, Autos, Two wheelers separately. Building up of entry and exit roads at all parking and holding places is going on. Barricading of every such place also to be done. Fixing of Radium studs, reflecting stickers on both sides of the roads leading to the Ghat. Arranging of 24x7 emergency road work teams available with required material. 26

27 Arrangement of Sufficient number of road barricades/stoppers at all by-lane roads along with the highways in coordination with Police department. Arrangement of Sufficient JCBs/Tractor Dozers/ Tippers and rock dust dumps to attend slippages at Ghats and road sides in view of monsoons. 8 (iii) IRRIGATION : Construction of bathing Ghats. Identify places and construction of Watch Towers with the help of local Police officials. Construction of makeshift toilets and change rooms at all Ghats. Barricading in water with mesh to prevent pilgrims movements into deep inside the river. Construction of the rain proof sheds with iron poles and steel sheets for control rooms and also for duty staff at all parking and holding places. Construction of bathing showers. Daily a little amount of water should be released at night times to clear stagnant and dirty water from the ghats. Closing of Nagarjunasagar dam road. 8 (iv) FISHERIES & OTHER DEPARTMENTS: Deployment of professional swimmers with life saving jackets, motor boats in the water on 24 x 7 basis. Testing of water samples at frequent intervals by the Pollution Control Board Officials to prevent spread of diseases. 27

28 8 (v) TRANSCO (TSSPDCL) DEPARTMENT : Arrangement of sufficient lighting at all important junctions, parking places, holding areas on all roads and also at the accommodation places of Police forces. To keep available adequate number of Generators ready at all Ghats, Parking/Holding areas and accommodation places. To keeping Electric transformers, Generators, distribution boxes, circuitbreakers, fuel storages in isolated places to prevent untoward incidents. All electrical appliances should be protected from weather in view of monsoon season. Electrical cables and wires should not be allowed to obstruct crowd movement. Arrangement of emergency teams available with control room on 24 x 7. 8 (vi) PANCHAYATH RAJ DEPARTMENT : Establishment of Tea/Food/Pooja material selling shops at all parking and holding places. Such shops should not be allowed to establish near Ghats and temples. Proper barricading from vehicle alighting point to ghat to temple and back. Building up of compartment wise pilgrim Q complex at the feasible location near ghat/temple for better crowd control. The water, toilets, lighting and public addressing system facilities will be arranged there by the concern. Deployment of Sanitation workers along with unique dress code. Procurement of sanitation material. Regular cleaning and removal of garbage from the Ghats time to time and dumping it away from the Ghats. 28

29 8 (vii) MEDICAL & HEALTH DEPARTMENT : To alert all the nearby private and government hospitals with adequate emergency medical equipment and staff to attend any kind of emergency. Arrangement of Critical care specialists on duty 24x7 in those hospitals. Formation of mobile medical teams with adequate treatment material and medicines. Arrangement of adequate number of ambulances available at Ghats and along with the roads. 8 (viii) ENDOWMENT DEPARTMENT : Preparation of broacher for wide publicity of Pushkaras in coordination with Dist. Tourism Officer. Termination of all VIP/Special/Payment based darshans at all the temples located near by the Ghats. No income generating business either by the department or by the temple trusts, except hundis should take place. Arranging a system for registration of priests at Ghats for performing customary rituals. They should be given identity cards. Marking a separate place at each Ghat to perform customary rituals by the priests to avoid obstructions to other pilgrims. Installing the idols of Utsava murthulu, laddu/ prasadams counters at the outside of temple to control the crowd effectively. 8 (ix) TSRTC & TRANSPORT DEPARTMENT : Arrangement of RTC Buses and some identified autos to pickup and drop the pilgrims from Parking places/bus stand to Ghats. The RTC officials to keep the mobile mechanic teams ready to remove the breakdown vehicles within no time to avoid traffic jams. 29

30 The RTC and Transport authorities should inform the police control room/traffic authorities about the sudden inward and outward flow of people to make adequate crowd control steps. Procuring adequate number of cranes, Tow- Vehicles, Road barricades/stoppers to place along the roads leading to ghats. District Transport Commissioner in coordination with SE R&B, SE PR in consultation with SP. Availability of MVIs at all traffic reading points in order to ascertain the traffic situation from time to time. 8 (x) I & PR DEPARTMENT : Installation of P.A. Systems at all Ghats, temples, parking places and holding areas and announcers should be made available at a central point. Arrangement of portable P.A. Systems for announcements on patrolling and traffic vehicles. Installation of an integrated media centre to update the media and also to inform update information about the flow of pilgrims. Everyday a news bulletin to be released with all the information. 8 (xi) RWS Department : Construction of battery of taps for drinking water. Construction of toilets for male and female separately at all Ghats, parking and holding places. Make necessary arrangements to provide drinking water. 8 (xii) FOREST DEPARTMENT : Arrangement of an expert team, to catch crocodile, snakes and monkeys. They should be available at control room round the clock. Arrangement of adequate caution boards/banners at the crocodile zones. 30

31 9. Pre Pushkaras activities taken up The district administration has taken up the construction of ghats, change rooms, toilets, drinking water facility, barricades, parking and holding areas. Co ordination meetings, video conferences are being conducted regularly with all the departments to resolve the inter departmental issues and to review the progress of works. Field inspections are being done regularly by the district Collector, Joint Collector and other nodal officers appointed. Publicity campaigns are being done through print and electronic media. And also by involving the NGOs, Telangana Samskruthika Sarathi teams. To create awareness to use only environment friendly items during pushkaras and banning of polythene covers, plastic bottles etc. 20. post Pushkaras activities to be taken up Removal of all the temporary structures. Cleaning and sanitation of all the ghats by involving all the departments, NGOs, NCC, Scouts & Guides. Handing over of the permanent assets constructed to the concern departments for making use of the effectively. To publicize these ghats as continuous tourist spots. 2. INSTRUCTIONS ISSUED BY THE DISTRICT ADMINISTRATION TO THE SUPERISORY OFFICERS AND GHAT INCHARGE OFFICERS (8) Supervisory one each to 3 to 4 Pushkar Ghats and (28) Ghat Incharge Officers for each have been appointed and instructions have been issued to them from time to time by convening review meeting in equal intervals as detailed below. 3

32 . Ghats: To observe whether the Pushkar Ghats are constructing as per norms or not. 2. Approach Roads: Whether approach road from Parking points to Ghats is existing or not. If so the existing road is convenient to the Pilgrims or not. If not take action to complete the approach from the concerned departmental officer within the stipulated time. 3. Dress Changing Rooms: Verify the Dress Changing Rooms are prepared or not and whether they are convenient to Women Pilgrims or not. 4. Drinking Water: Whether the Drinking water points arranged at the places convenient to the public or not, whether sufficient Taps arranged at drinking water point or not. Drinking water points should also arrange on the way from Parking Point to Ghat at selected places.. Sanitation: Whether Sanitations arrangements made are sufficient and convenient to the Pilgrims or not. 6. Lighting Arrangements: Sufficient Lighting arrangements have to be made on all the roads leading to Ghats and also at all Ghats. This item has to be verified thoroughly and see that Lighting arrangement on all the Roads and specially from Parking point to Ghat, sufficient lighting should be arranged for entire night on all Pushkara days. 7. Barricading: Barricading at all Ghats and Temples should be arranged to control the crowd. The GIO should observe the crowd and if heavy crowd is accumulated at Ghat or Temple places inform the Police authorities to control the crowd immediately. 8. Replica Temple: Replica Temples are being arranged where the Ghats are not having Temple facility. The GIO should identify the location for Replica Temple which is nearer and convenient to the Pilgrims have the holy dip. 9. Medical Aid: 04 and 08 services are being arranged by the Medical authorities from 2 th August, 206 onwards and till completion of Pushkaras. The GIO should ensure whether 04 and 08 services arranged at their Ghat with sufficient medical staff and medicines or not and if any further requirement needed inform to the Control room. 0. Water proof sheds: Water proof sheds should be arranged on each Ghat.. Toilets: Toilets should be arranged not too near to the Ghat or too far to the Ghat. However the Toilets should be arranged in some distance from the Ghat and Showers. 32

33 2. Parking Areas: Drinking Water and Toilet facility should be arranged at Parking Area with water facility. Water tumblers will be provided. The RWS authorities will take care of the filling / replacing the water tumblers in the Parking areas. 3. Afrans: Afrans with different colours for each departmental staff will be arranged. The staff on duty should wear the Afran without fail. 4. Mesh in the River: Mesh should be arranged in each Ghat at a selected distance. Observe the water flow from time to time and if heavy water is received alert the Pilgrims and Police authorities to face the situation.. Pindapradanam / Rituals : The place for Pindapradanam / Rituals should be arranged in a convenient place and a little bit distant from the place where the general public will take the holy dip. 6. Sign boards: The R&B and PR authorities have been instructed to arrange sign boards indicating the distance and side in different colour right from all entrances of the Nalgonda District to all Ghats. The Pilgrims should easily locate and identify the way to the Ghat where they want to go. 7. Walkie-Talkie: Walkie-Talkies will be arranged to all the Ghat Incharge Officers. 8. Swimmers Boats: The Fisheries and Fire Departments will arrange Swimmers and Life saving Boats at each Ghat. The GIO should take special care and see that they should be arranged well before starting of Pushkaras and be available till completion of Pushkaram. 9. Accommodation: Accommodation to the Bandobust staff and the staff deployed from various departments are being arranged in the nearby buildings preferably in Schools and Hostel buildings. 20. Removal of Debris: After completion of the construction works at Ghat and other places large quantity of debris, waste un used material will be accumulated at that place. Hence the accumulated waste should be removed immediately after completion of works. 2. Bus services: Shuttle services from Parking Point to Ghat places arranged and trips will be increased as per the floating of the Public. 22. Sanitation & Cleaning of areas after completion Pushkaras: The DPO should pay special attention in cleaning the premises of the Pushkaras where the temporary toilets arranged and where the debris is accumulated largely. He should prepare action plan for the cleaning of the premises and nearby areas of the Ghats and Temples. 33

OTHER AMENITIES FOOD ARRANGEMENTS: Food arrangements to the officers, staff deployed for duty at Pushakar Ghats is being arranged on free of cost, for which an organization by name AKSHAYA PATRA has been contacted and they agreed for arranging food to the staff. They also agreed to supply food packets at nominal rates to the Piligrims attended for Pushkarams. Agriculture Market Committee area has been identified for preparation of food by the above organization which is located center to all the pushkar ghats. The MoU with the organisation completed. Wi-Fi facility: A meeting has been convened on with BSNL authorities for providing Wi-Fi facility at all the Pushkar Ghats for the convenience of the staff deployed and also for Pilgrims. They agreed to provide the facility round the clock to the staff drafted for duties and ½ hour to each Pilgrim. ATMs A meeting with LDMs and the Managers of all Commercial, Corporate Bank has been conducted on and discussed about the installation of ATMs at nearby places of Pushkar Ghats for the convenience of the public came from faraway places. They agreed to install the ATMs. 37
