1 FRIDAY HARBOR POWER SQUADRON ExCom Meeting, Tuesday, April 3, 2018 San Juan Island Library Minutes Cdr Ann Einboden called the meeting to order at ExCom members present: Cdr Einboden, AO Teddy Gosinski, Secretary Jennifer Wilenken, Treasurer Dan Watson, P/C Carolyn Bowen, P/C Fred Bowen, Deb Kaukol. Members Skipp and Annette Metzger also attended. A quorum was confirmed. Minutes from February 27 th ExCom and March 1 General meeting were approved as written. AO Teddy Gosinski reported: Squadron Officer Reports We have new flagpoles now which can be easily broken down for traveling. Plans are underway for Opening Day, and Teddy s new boat will carry the FHPS members. Decisions were made concerning appropriate attire and decorations for the boat. Vessel Safety Checks: we have inspected 6 so far this season. We are signed up to do VSC s at the Grand Banks rendezvous in May, and the Tolleycraft and Ocean Alexander Rendezvous in June, all at Roche Harbor. Plans are all in place for the joint rendezvous at Cap Sante. There will be a huge turnout from both Friday Harbor and Bellingham. SEO Mike Clark was not present. Cdr Ann Einboden reported that there was a conflict in April for one of the seminars. It will be rescheduled. On the Water training is scheduled for April 22 and 23, with an April 16 evening pre-session. Instructors will meet at Cdr Ann s house on April 8 at 2pm. There are 12 people signed up, and we could accommodate more. Cdr Ann discussed the need for
2 more trained instructors for classes, and will be arranging the appropriate training for those qualified to do so. Treasurer Dan Watson reported: Checking Balance: $ Business Certificate: $ Secretary Jennifer Wilenken had no report. Committee Reports Membership Chair P/C Carolyn Bowen reported: We have 139 members FHPS is #1 through March 2018, in new membership, in District #16. In the nation, we are in 2 nd place. Carolyn created a birthday greeting postcard that she thinks would be nice for us to send each member on his or her birthday. She researched the costs involved and they are minimal. Flare Shoot Chairman P/C Fred Bowen reported: Flare Shoot is scheduled for May 19 th, at Jackson Beach. Plans are underway, and representatives from Sherriff s Dept, Fire Dept will attend. The group present agreed to notify other boating clubs on the island and also send notice to the local paper to advertise this important event. Commander Comments: Cdr Ann Einboden Change of Watch is scheduled for Thursday, April 5 at 1800, at the Golf and Tennis Club. The program is set, and Terry Lush and Ted Kruth will provide musical entertainment. There will be sheets at tables with words to the songs they will be playing. Skipp Metzger agreed to do the invocation
3 before dinner. Jennifer Wilenken, Alexis Reed, Toni Bailey and Peggy Cregor are handling decorations. 34 people have signed up. We have had more requests for classes from Lopez Island. There is one person over there who has expressed an interest in teaching. Summary of Dist. 16 Conference: It was a wonderful event! 1. Operations Training is now a 3 hr class and should be given at least every other year. 2. ABC is being revised and will be available as a download. It is advisable to have the Membership Chair at as many class meetings as possible. 3. Seamanship is now called Boat Handling. The books, online or paper, will be organized in individual seminars, which can be given week by week or spread out. All 8 seminars, if bought together, will cost $48. They can also be purchased individually at $23 each. 4. Piloting is now called Marine Navigation and Advanced Marine Navigation. There will no longer be paper charts used in Marine Navigation, rather, everything will be on Open Captain, even the Final Exam. 5. There are two new seminars: AIS and Propane Handling. 6. General discussion: Operator inattention and loss of situational awareness are the primary causes of accidents and fatalities on the water.one of the most common causes is over-reliance on digital charts, especially those of other countries, excluding Canada. Recently, a digital chart was off by 8 miles in the Phillippines, causing a Navy Minesweeper to go hard aground and had to be cut in half to be salvaged. Also, the recent collisions of the Navy ships Fitzgerald and John McCain were caused by serious navigational errors and inattention to surroundings. 7. Last year, there were 18 boating fatalities in WA. Of the 18, none had taken a boating safety class. 13 had no PFD on, 15 drowned and 13 of those drownings were in paddlecraft. 8. USCG reports that inflatable PFDs will not work below 32 degrees F. 9. GPS signals are being tested in the Puget Sound region this spring and summer. Be sure to check Local Notice to Mariners prior to going out and relying on GPS.
4 10. New MARPOL decals are available and must be on board.they say Marpol annex 5, and they indicate now what CAN be put in the water, instead of what cannot be put in. 11. Bellingham has partnered with their community college and have doubled their numbers of students in classes. They charge $120 per class, and one-third goes to the college. 12. VSC: If fire extinguishers are on the recall list when you inspect, pass them and give them info on how to return the defective ones. 13. VSC award will be given out later, as they had not arrived from National. 14. Digital Media Library is now on America s Boating Channel on the USPS website. Phil Hankins has added these to our website also. 15. D-16 Annual Rendevous at Poulsbo is June Each squadron is asked to bring a raffle basket worth $50 or more and a dessert. 16. Educational Fund: Each squadron is asked to send in a dollar for each member to National for this fund by November 31 of each year. Info is at the Treasurer site, a form to include and an address. 17. It is now possible to set up a Paypal account on our local website so that people can register for classes and events. Cost to FHPS would be 0.2% per transaction plus $0.30. Paypal guarantees against fraud. We can set up through the D16 website. 18. We received a check for $715 from Absolute Security Alarms, LLC for completing the Marketing Challenge Grant. This was funded by P/D/C Matt and Pam Lombardi and their company. Skagit Bay S and P Squadron is coming to FH on April 7 th, and would like as many of us as possible to join them for early cocktails followed by dinner at Downriggers. Rendezvous with Bellingham S&P, Yacht Club, and SJIYC at Cap Sante on April We have 13 boats and 35 people coming, with 6 staying at a hotel or motorhome Everett Squadron sent out a 10 question survey to all members asking for input on what they want from the squadron. Should we do this also? Educational Seminar and Incoming Officers Meeting is April 28 th at the Coast Hotel in Bellevue.
5 Ry and Marla Barbin have offered their Fish Hook lakehouse for the May 3 rd picnic. We will set up the Virtual Trainer inside the house during this event. May 4-5: Virtual Trainer will be at the Port. May 6: Opening Day May 21: Paddlesmart Seminar at the Yacht Club July 27-29: Cruise to Port Browning with SJIYC and Sailing Club Aug 17-Sept 5- Extended cruise to Broughtons, with stops in Vancouver, Desolation Sound With so many events coming up, we need to put out an extra issue of Harbor Lights. Send articles to Toni Bailey or Ann. Pig War this year is at Telegraph Harbor on Thetis Island July 6-8. Reservation must be in by June 1 for a slip. We also received a $1,000 grant from NMTA specifically to be used for On the Water Training. Old Business P/C Carolyn Bowen would like to know where the website links are to the old Harbor Lights newsletters. Ann will check with Phil Hankins. New Business It was moved by P/C Carolyn Bowen, and seconded by Treasurer Dan Watson that we send personal birthday greeting postcards to each member, total cost not to exceed $75 plus postage for annual total cost of producing and sending. Motion passed. It was moved by P/C Fred Bowen and seconded by Treasurer Dan Watson that we offer an honorary FHPS membership for one year to Deb Fritz, of Towboat US. for her local contributions to boating safety.
