Milo Newsletter MAY, 2018 SEW Food Pantry Mark your calendars for the Food Pantry dates - May 23 June 27 July 25 Open 4:30 pm to 6:30 pm at the Southeast Warren High School in Liberty Center. Please note: Food Pantry does NOT open early. Access the pantry at the far west front door at the high school; it is just on your left in the ICN room. Families and individuals, if you are in need, please come to the pantry. It is free of charge and no proof of income required. The pantry is available to ALL persons in the Liberty Center, Milo and Lacona communities. You do NOT have to have a student in school to utilize the food pantry. If you live outside of SEW, please visit your local food pantry. Fire Department News We need your help. If you have or would like to receive medical training, we need you. We are becoming shorter and shorter on medical personnel to respond to ambulance calls. If you are an RN, we can get you to paramedic status very quickly. If you are an EMT at any level, that is great. If you need training, we will provide for that also. If you have any interest at all contact Tom Bales, , or Sheila Coffman, , and we will be able to discuss any aspect of the program. 2 MINUTES of the CITY OF MILO COUNCIL MEETING CITY HALL, 100 MAIN ST., MILO, IOWA MONDAY, MARCH 19, 2018 Milo City Council was called to order by Mayor Hall at 7:00 p.m. Council answering roll call: Kinser, Davis, Graham, and Sinclair. Uttley was absent. Motion by Kinser to approve the amended agenda that will include Lorin Ditzler/Hometown Pride, curb stop replacements, alley and street purchase discussion. Second by Sinclair. Ayes-all. Motion carried. Motion by Graham to approve the consent agenda to include all council meeting minutes of March 5, 2018; accounts payable from March 6 March 19, 2018 in the amount of $4,700.39; January and February 2018 Treasurer s Reports; and Resolution Otter Township 28E Extension Agreement. Second by Kinser. Ayes-all. Motion carried. No old business was discussed. New business was opened by Mayor Hall introducing Lorin Ditzler of Hometown Pride (HP) which is a 5-year program. Ditzler explained that the program involves parks and trails and other things to beautify the City of Milo. A community directory is the first project that the HP committee is working on. Also, a first impression exchange is being planned with Odebolt where representatives from each city travel to the other city and write a report of their first impressions of the visit. Next, Mayor Hall asked the City Clerk to share information regarding the street and alley purchase request. Clerk shared that a portion of an alley in Clayton, Dunn and Sumner s Subdivision was left land-locked in 2009 when Council vacated and sold both ends of the alley but not the middle portion. Council discussed and viewed aerial pictures of the land-locked parcel. Motion by Sinclair to vacate and sell the land-locked parcel. Second by Davis. Ayes-all. Motion carried. Next, council discussed the request from Brandon Thompson and Darcy Hoch for the vacation and sale of a section of unpaved/unmaintained street located on South 2nd Street that is located between 118 Oak Street and 200 Oak Street and ends at the city limits of Milo. Council viewed aerial pictures of the street request and Councilmen Sinclair and Kinser expressed concern of future problems should it be sold. Council requested the item be tabled to the next meeting to be able to talk with Doug Hembry. The next item opened with discussion centering on applying for a USDA Rural Development Pre- Development Planning Grant (PPG). Nancy Buss of Hall Engineering was present by telephone. She 2 stated that the grant could be up to $30,000 and the City s portion would be minimal at 25% of the grant amount. Council discussed. Motion by Kinser to approve holding a special public meeting regarding the USDA Rural Development PPG funding and authorizing Hall Engineering to assist the Mayor and Clerk in preparation of the application for a fee not to exceed $ Second by Graham. Ayes-all. Motion carried. Council then briefly discussed a request to vary the ordinance for 515 Belmont. The item was tabled until the deed holder requests this change directly to the City. Finally, Council review the budget amendment changes for FY2018. Motion by Graham to approve Resolution : Fixing the date off the public hearing on the proposition to authorize amending the annual budget for FY2018 as May 7, 2018; 7:00 p.m. at Milo City Hall. Second by Kinser. Ayes-all. Motion carried. Mayor Hall then signed and read the Proclamation for April 2018 Keep Iowa Beautiful. There were no public comments. Mayor Hall asked Councilman Kinser about the refrigerator/freezer combination for City Hall Shelter Kitchen. Kinser said he will check into it. Councilman Sinclair commented that the tractor-trailer has been driving down the asphalt roads and there is a weight limit. City Clerk stated that a letter of nuisance had been sent regarding this matter. Mayor Hall commented that she did submit a Warren County Philanthropic Partnership Grant request for replacement of the chairs and the addition of a wall-mounted flat screen television which can be used for the rental and for Fire/EMS training. Mayor Hall also shared that the senior citizen group will move the piano to City Hall for use during their monthly meal. Motion by Graham to adjourn at 7:36 p.m. Second by Kinser. Ayes-all. Motion carried. 3 Mayor s Update We are please to announce that the City has been awarded a grant from Warren County Philanthropic Partnership in the amount of just over $3,700.00! This helps us complete the updates to City Hall. Over the past 3 years, we have replaced the carpet, refinished the kitchen cabinets, repaired and painted the walls, updated Mayor/Council seating and replaced the banquet tables. This generous grant enables us to replace the old rusty folding chairs, refurbish the perimeter seating and purchase a TV/DVR. This last phase will enhance City Hall, especially for those who hold meetings, graduations, reunions and other celebrations and events there. We will hold an Open House once everything is complete. As a reminder, the space rents for $50.00 but non-profit organizations can use the space at no charge. City Council is addressing an issue that has long been neglected in our community. Sidewalks that are in disrepair, or that have never been installed, create a safety hazard for kids who walk to school and citizens that enjoy walking around town. Council members are evaluating the issues and will formulate a plan to get insure that we are compliant with the City s Code of Ordinances. More to come in next month s update. Diane Hall, Mayor Historical Society Meeting The next meeting for Warren County Historical Society will be May 22nd at 7 PM. Kelsey Longnecker, Naturalist, of the Warren County Conservation Board will speak on The History of Warren County Parks. She will add some interesting side notes to her presentation. The meeting will be at 7:00 PM at the Historical Society Museum/Library Building on the southeast corner off the Warren County Fairgrounds in Indianola. All are welcome. Visit the Museum and Library on Thursdays from 9 AM - 4 PM and Saturdays from 9 AM - Noon. Volunteers will be available to help with research. Visit our website at warrencountyhistory.org where there is a list of obituaries that we have on file, copies of our newsletter, and access to Warren County newspapers from MILO CITY DUMP IS OPEN FOR CITIZENS As Spring approaches and yard work is a priority, please remember the Milo City Dump, located south of Milo, is open for citizens to use. Note that the only items allowed in the City Dump are concrete, dirt and yard vegetation (including trees) please be sure to follow the posted guidelines! Absolutely no lumber, building materials, or trash! Senior Citizen s Monthly Potluck Who: All Senior Citizens Where: Milo City Hall, 100 Main St When: Noon on the last Friday of every month Bring: Covered dish and tableware Drinks, good fellowship and entertainment are provided! EMERGENCY WEATHER ALERTS Warren County Emergency Management and Alert Iowa created the Warren County Public Notification System. Residents are encouraged to sign up for emergency alerts regarding inclement weather. Go to to sign up today! We Are Still Collecting Indianola Hy-Vee Receipts!!! Keep those Hy-vee receipts coming! They really make a difference. Hy-Vee is continuing their donations as we continue to collect the receipts. They appreciate our business and give back to the Milo Community! 4 After Prom Thank You The SEW 2018 After Prom Parent/Student Committee would like to extend a huge thank you to everyone who contributed to making the 2018 after prom event a big success. The ironic April weather was in sync with the prom theme Winter Wonderland. We took 2 busses to MB2 Raceway in Grimes for a night of indoor go-kart racing, delicious food, games, hypnotist, and prizes. Then back to the school for breakfast and more prizes. 5 Milo Library News Goodness! April is almost behind us and May is almost here. How does time sneak by so fast? Anyway, so much to talk about for the month of May. Adopt-A-Book is still going on. If you have not yet adopted a book for the library, you still have time. We are going to try and wrap this up on May 9th. A huge thank you to everyone who has already adopted a book. BINGO will be on Monday, May 7th at 6:30 pm. We will play for fun small prizes. If you have not ever attended our BINGO, come and join us. It is a great family activity. We will be having a Humanities Iowa Program on Tuesday, May 15th, at 6:30 pm. The title of this program is Abandoned and Disappearing Towns Around Iowa. This will be presented by Rosa Snyder. This will be of interest to many of you as Liberty Center will be talked about as a disappearing pioneer town. Humanities Iowa programs are always interesting and informative. Our last After School Program will be on Thursday, May 17th at 3:30 pm. We will be giving the kids a little glimpse of what they have to look forward to at Summer Reading Program this year. All children K-6 are welcome. Our 2018 Summer Reading Program theme will be Libraries Rock. This will focus around music, dance and movement. Again, this summer we will be offering Summer Reading Program every Thursday morning in June from 9 a.m.- 11 a.m. This program always includes stories, crafts, snacks, many fun activities and of course PRIZES! We must not forget that the most important part of Summer Program is keeping the kids reading through the summer. We will have tons of new books and many reading incentives to keep things fresh and fun for the summer. It would be very helpful if you could register your child at the library for Summer Program. It makes it just a little bit easier for me to purchase supplies if I know how many will be here. I am looking forward to seeing all of the kids this summer and helping them with their reading goals. 4th of July Parade Marshall City-Wide Garage Sale Milo s annual city-wide garage sale date is always the first Saturday of June. This year that is June 2, A public Facebook group Milo City- Wide Garage Sales is available for each seller to post their own detailed listing. Announcement of the date and Facebook group will be published in the Indianola Record-Herald and placed on other related social media sites. City-Wide contact person is LuAnn Ohnemus, or lwohnemus@gmail.com. If you have your information ready by May 15th you can put an ad in the Milo Newsletter which comes out the end of the month. Cost is $10, submit your information to the City Clerk. YARD SALE ADS Thinking of having a yard sale? Put an ad in the Milo Newsletter! Due to limited space, the Milo Newsletter will only allow 18 yard sale ads per month for anyone with a Milo address. The submission guidelines are: Name: Contact person in case of questions Format: Date, Time, Address, and a 10 word description Size: 2 x3 Cost: $10 cash due upon submission Deadline: 15th of the month to the City Clerk Published: following month after submission Questions: Call City Hall at PETS & OWNERS Spring is a great time to walk your pets and play outside. Please be courteous of others who may also be enjoying the fresh air and springtime warmth. Always keep your pet on a leash and do not allow them to wander into others yards. City of Milo Ordinance Chapter 55 explains the responsibilities of pet owners within the city limits of Milo. If you are a pet owner, please familiarize yourself with this ordinance online at cityofmilo.com under the government tab or stop by City Hall for a copy. 6 Warren County Nutrition Program If you are 60+ and are in need of a home delivered meal please contact the Lacona Meal Site at or Vicki White at The communities of Warren County offer Congregate Meal Sites as a nutrition option for persons 60 years and up. Suggested contribution of $4.00 for people over 60 years. The meal cost for anyone under 60 is $8.88. Meal Sites are available Monday through Friday 9 am to 1 pm and meals are served at 11:45 am. You are always welcome to attend the Lacona meal site in the Lacona Community Center or any other site in Warren County. We need volunteers to home deliver meals at all of our meal sites. If you would like to volunteer please call the meal sites or contact Vicki at Log Cabin Days Curfew Ordinance This year s theme for Log Cabin Days Festival 2018: Sing a Song of Warren County. City of Milo Ordinance CURFEW. The Council has determined that a curfew for minors is necessary to promote the public health, safety, morals, and general welfare of the City and specifically to reinforce the primary authority and responsibility of adults responsible for minors; to protect the public from the illegal acts of minors committed after the curfew hour; and to protect minors from improper influences and criminal activity that prevail in public places after the curfew hour. 2. Curfew Established. No minor shall be in a public place between the following hours: Sunday Thursday 11:00 p.m. 5:00 a.m. and Friday Saturday 12:00 midnight 5:00 a.m..
