Milo Newsletter OCTOBER, Annual Fire Department Breakfast Sunday, October 8 7:30-10:30 a.m. At the Milo Community Center Come and enjoy some great food and visit with the many volunteers who serve countless hours training, maintaining equipment and educating the public. This breakfast is a major fundraiser for the Milo Fire Department and your contributions will be greatly appreciated.

2 MINUTES CITY OF MILO COUNCIL MEETING CITY HALL, 100 MAIN ST., MILO, IOWA MONDAY, AUGUST 7, 2017 AT 7:00 PM Milo City Council was called to order by Mayor Hall at 7:02 p.m. Council answering roll call: Kinser, Graham and Uttley. Doss and Sinclair were absent. Motion by Kinser to approve the agenda. Second by Uttley. Ayes-all. Motion carried. Motion by Kinser to approve the consent agenda including all July 2017 council meeting minutes; accounts payable from July 18 August 7, 2017, in the amount of $59,203.91; Milo July 4th Board Meeting Minutes; building permit application for 527 3rd Street; Houston s on Main alcohol permit. Second by Uttley. Ayes-all. Motion carried. Under old business, Mayor Hall stated that Hall Engineering would attend the September meeting regarding the timeline for the wastewater update. Doug Hembry reported on the 110 E Olive Street sewer line stating that the homeowner had the line televised and jetted to the intersection of South 1st & E. Olive. Council discussed and Councilman Kinser motioned to reimburse half the cost, $447.00, to the homeowner. Second by Graham. Ayes-all. Motion carried. Next Council discussed the fy2018 park update of the Centennial Park bathrooms tabling it to the next meeting. Next Doug Hembry informed council that all the park concrete work has been completed and he is assembling the bleachers. Also, Hembry stated that there is a water leak at the park in the line to the restroom and since it has been a continual issue, he intends to replace it and thought a hydrant on that side of the park would be beneficial. Council discussed and agreed asking that the hydrant have a lock. Under new business, the Milo 4th of July Board shared the success of the th of July Celebration. And shared that Wine Down to Milo will be held October 8, The Board informed council that Erica Wadle had stepped down as president and Bill Baughman is now president of the 4th of July Board. Also, they expressed their needs for next year which they are hoping to have a horseshoe tournament and other old-fashioned games as well as carnival rides. The board then asked for improvements to the City Park kitchen with Councilman Kinser stating that he may be able to donate some coolers that can be used as a freezer or refrigerator. Next, they asked about purchasing a trailer for hauling things to the park the day of the celebration. Council discussed saying that the City Clerk would check with the City Attorney to see if this is possible. Next, the Board asked about online 2 banking access. The City Clerk will talk to the bank. Next, Doug Hembry informed Council that the City Hall hail damage estimates are Extreme Roofing $18, and Valdez Roofing $12, Council discussed and took no action pending the insurance companies review. Then, Council discussed the employee evaluation regarding Doug Hembry with council stating that they appreciate all he does for the City of Milo and complimented him on his indepth knowledge of various areas of city business and of completed projects. Discussion followed regarding future goals. Council discussed wages for the City of Milo employees. Motion by Graham to approve Resolution : Fiscal Year 2018 Employee Wages. Second by Kinser. Ayes-all. Motion carried. After discussion of other will-call employees and possible need for a temporary employee. Council directed City Clerk to create an ordinance increasing Ruth Konrad to $11.00 per hour and giving Doug Hembry the discretion to hire a temporary laborer, if needed, with a pay range of $ $14.00 per hour depending on experience and not to exceed 40 hours in a work week. Council then discussed and chose to have the September 2017 council meeting on September 18, 2017 at 7:00 p.m. at City Hall. Next, Mayor and Council discussed a possible dedication of the City Park basketball court. During the discussion, Hembry informed council that the giant memorial rock at City Park is sinking and he will check into having it moved and the footing reinforced. Item tabled to the next meeting. Next Council discussed the Centennial Park Garden Party and the idea of having it in conjunction with Little League Opening Day in April City Clerk will check with Little League to determine if it will work in their schedule. Next, City Clerk introduced Doug Hembry s idea of having a contest to come up with new signage for the signs coming into town and rotate them out every few years. Council discussed. Mayor Hall shared with Council that she will be in City Hall keeping office hours on council meeting days from 5:30 p.m. to 7:00 p.m. so that public will have the opportunity to speak with her regarding community concerns prior to the meeting. 3 Mayor s Update The City of Milo and other Warren County communities have begun their first steps in participating in Keep Iowa Beautiful s Hometown Pride program. The program is an effort to help communities enhance cultural and economic vitality while strengthening the community and increasing its chance of not simply survival, but growth with increased pride. I will be serving as Chair of the County s Steering Committee and help direct the program in Milo. The Steering Committee is in the process of hiring a Community Coach who will work with all participating communities to create a local vision, develop plans and initiatives, and help get them funded, implemented and completed. I will be reaching out to individuals as well as existing organizations in our community to gather information about your vision for Milo and ideas for improvement. If you have an interest in helping lead this program in Milo, please contact me at I ve seen the Hometown Pride program in action. My hometown of Hamburg has been a participant in Fremont County for 3 years. My parents serve on the committee that has been instrumental in city beautification, economic development and renewed pride in the community. I m excited about what is in store for Milo! Beginning in September, I began holding office hours at City Hall from 5:30-7:00 prior to City Council meetings. Regular Council meetings are the 1st and 3rd Monday of each month. This is an opportunity to visit with me informally regarding any concerns or suggestions you may have regarding the City. If those times are not convenient, please call to schedule a time. Milo City Dump Is Open For Citizens As Fall approaches and yard work is a priority, please remember the Milo City Dump, located south of Milo, is open for citizens to use. Note that the only items allowed in the City Dump are concrete, dirt and yard vegetation (including trees) please be sure to follow the posted guidelines! Absolutely no lumber, building materials, or trash! Community Center Open for Walkers Community Center will be open for walkers from 8 am to Noon. Monday-Friday. Election Day November 7, Polls open 7:00 am 8:00 pm City government and local leadership offer a unique opportunity to resolve issues, accomplish goals and direct the future of Milo. The ballot you cast on November 7th will elect three (3) councilpersons! So, if you are you interested in becoming more involved in your community, then VOTE. We have three council seats on the ballot. If you know someone who would enjoy city government and has talked about being on city council, then VOTE for them by placing their name in the WRITE-IN section. If you have any questions about what city council entails, please call a current councilperson. Their contact information is available at cityofmilo.com under the government tab. DATE: November 7, 2017 TIME: 7:00 a.m. 8:00 p.m. PLACE: Milo City Hall, 100 Main St. Sign Up For Emergency Weather Alerts Warren County Emergency Management and Alert Iowa have created the Warren County Public Notification System. Warren County residents are encouraged to sign up for emergency alerts regarding inclement weather. Messages can be issued via landline, or wireless phone, text messaging, , TDD/TTY, and social media. Go to to sign up today! Legion Post 263 Biscuits & Gravy Biscuits and Gravy will be served Sunday October 1st from 7:00 to 11:00 a.m. Come enjoy breakfast with us, all you can eat for $5.00. Beggars Night will be held Monday, October 30th from 6-8 PM. 3

4 Friendly Reminder: Junk Vehicles Prohibited This article serves as a friendly reminder to Milo citizens that the City of Milo has a law against junk and junk vehicles. Ordinance 51: Junk and Junk Vehicles: states that it is unlawful for any person to store, accumulate, or allow to remain on any private property within the corporate limits of the City any junk or junk vehicle. Also, junk vehicle means any vehicle legally placed in storage with the County Treasurer or unlicensed and which has any of the following characteristics: broken glass, broken or loose parts, habitat for nuisance animals or insects, flammable fuel, inoperable, defective or obsolete condition. Licensing of such vehicle shall not constitute a defense. A vehicle is every device that a person or property can be transported in without use of human power such as; automobile, motorcycle, tractor, buggy, farm machinery, etc. The complete ordinance is available for review at City Hall. SEW Food Pantry The Southeast Warren Food Pantry is located in the ICN room at the High School in Liberty Center. The pantry is available to ALL persons in the Liberty Center, Milo and Lacona communities. You do NOT have to have a student in school to utilize the food pantry. Access the pantry at the far west front door at the high school; it is just on your left in the ICN room. Accessibility is private and quiet. Please contact Dianne Chambers with questions or if you have an emergency situation and need food right away. 5 Fire Prevention Month Greetings from your Fire Department. Even with the recent rain, there has been some talk of a burn ban in the county. However, as of now, no ban. Milo city residents, remember the only burning allowed in the city limits is that of a recreational fire in a fire pit and only wood. As dry as the summer has been, we want to caution you with any open burning as it doesn t take long to get out of control. Fire Prevention Week is October 8th through the 15th. We would like to invite you to our annual breakfast the morning of Sunday, October 8th at the Milo Community Center from 7:30-10:30 am. This year, instead of going to the school, we will have an open house at the fire station on Monday, October 9th from 6 pm to 8 pm. So bring the family by for refreshments and some fire prevention goodies. As always, we are in need of volunteers, especially on the medical side. It s fall so be safe and watch out for deer and farm machinery. Tom Bales, Milo Fire Chief Medicare s Annual Part D Open Enrollment SHIIP Can Help Every year between Oct 15-Dec 7, persons with Medicare Part D have the opportunity to review their drug plan during open enrollment. This review is a good check for 2018 cost and coverage. SHIIP (Senior Health Insurance Information Program) volunteer counselors are available for a confidential, unbiased and free review. Call SHIIP at to schedule your appointment at the Indianola Activity Center. Changes in coverage take effect January 1, Assistance with prescription drugs is available to those with limited income and savings. SHIIP counselors can help with applying for these benefits. They are as follows, Adult Coloring Night on Tuesday, October 3rd at 6:30 p.m. We have all of the supplies. BINGO at the library on Monday, October 16th at 6:30 p.m. Free Bingo for all ages. No cash prizes. Adult Book Discussion Group-We will be discussing The All-Girl Filling Station s Last Reunion by Fannie Flagg. Copies are available for check out at the library. Tuesday, October 24th at 6:30 p.m. K-6th After School Halloween Program on Thursday, October 26th at 4:00 p.m. The kids may come in their Halloween Costumes. We will be having some very special Halloween snacks and we will create some scary Halloween crafts. The Milo Public Library will again be serving supper at the Community Center on Saturday, December 2nd from 5 p.m.-7 p.m. during the Milo Small Town Country Christmas. Back by popular demand are ham balls, cheesy potatoes, green beans, rolls and many homemade desserts. All proceeds will go to the Milo Public Library Building Addition Fund. Please put this on your calendars and help support your local library. Go Green With Us. For Free! The City of Milo is asking patrons to GO GREEN! Never write another check for your city utility bill and ensure it is always paid on time no late fees! The City of Milo is now offering automated payment of your city utility bill from your checking account. The process is simple and free! Please stop by City Hall or call for more information. Bags Tournament A bags tournament will be held during Wine Down to Milo on October 8th. The cost to participate is only $10 per team. Sign ups will begin promptly at noon. Prizes will be awarded to the winning team. Come and join in the fun! 5

6 Low-Income Energy Assistance Low-Income Home Energy Assistance Program (LIHEAP) Begins October 1st Applications will be taken starting October 2, 2017 for households with elderly/disabled members (applications for other households will be taken starting November 1) for the Low-Income Home Energy Assistance Program (LIHEAP). This program is funded by the Department of Health and Human Services through the Iowa Department of Human Rights/DCAA, and has been established to help qualifying low-income Iowa homeowners and renters pay for a portion of their primary heating costs. The IMPACT Community Action Partnership agency at 210 W 2nd Avenue Suite B in Indianola will be taking applications October 2, 2017 through April 30, Applicants will need to furnish Social Security cards for all household members, a copy of their most recent heating and electric bill, and proof of all household members gross income for the past 30 days or the past calendar year. The assistance is based on household income, household size, type of fuel, and other factors. Eligibility for participation is established according to the following federal income guidelines: INCOME MAXIMUMS Household LIHEAP 30 LIHEAP Annual Size Days Gross Gross Income Income 1 $1,759 $21, ,368 28, ,978 35, ,588 43, ,197 50, ,807 57, ,416 64, ,026 72,310 For households with more than eight members, add $620/$7,315 for each additional member. This program is not designed to pay a household s total energy costs. The program will provide supplemental assistance based on several factors. This is a one-time payment to your energy provider. Not only are your odds MUCH better than one in 292 million, part of the funds raised go to support the Milo 4th of July! Tickets are $100 each and we are only selling 200 total tickets. No Parking On City Streets During Snow Emergencies When the National Weather Service predicts that two or more inches of snow or ice will fall or has fallen within the Milo area, street parking is not allowed. The parking ban shall be in effect for a period of 24 hours after the snow ceases and the blowing stops or when the snow has been cleared from the city streets. Any car found in violation of this ordinance will be towed at the owner s expense. 7 Milo Lions News Milo Lions Pancake Supper At the Milo Community Center Saturday October 28, 2017 Adult s $8.00 Children 3 to 12 $5.00 (Those under 3 still eat for free!) 5 PM to 7 PM The Milo Lions Club is part of Iowa Lions District 9SW, which covers most of the state south and west of Des Moines. It s a big district, which would be challenging for a single District Governor to administer. So, 9SW is divided into zones with Zone Chairmen (Chairpeople) as well as a couple of Vice District Governors. Our club hosted 2nd Vice District Governor Charles Tadlock of Winterset at our meeting September 14. There weren t many of us in attendance, so VDG Tadlock opted for a conversation over a speech. Having now experienced the conversational approach, I am convinced this is the only way meetings should be held with members of the Lions Club hierarchy. VDG Tadlock brought us up to date on changes in Lions Clubs International. First, women are an ever more present, and important, part of clubs worldwide. Second, while Lions Clubs have traditionally focused on areas of eyesight, hearing, diabetes, and disaster relief, we are not content to ignore other areas of service. Lions Clubs International will now add pediatric cancer to our areas of focus. In Iowa District 9SW Lions are partnered with the Tori s Angels Foundation of Panora. The Tori s Angels Foundation raises money to help parents shoulder the heavy financial, logistical, and emotional burdens of caring for infants, children, and adolescents fighting cancer. We know too many children, and adults, battling the big C. Our hearts are with each and every one. Lions will also expand efforts to screen adults for diabetes. (Having lost my father in-law to a heart attack brought on by undiagnosed diabetes, I think this is a worthy endeavor, though I am, as yet, unclear how this will affect club communities like ours.) We continue to wish Lion Rande Seuferer a rapid recovery from injuries he sustained in an auto accident. Rande is in good spirits, which is the first step to recovery. We Are Still Collecting Indianola Hy-Vee Receipts!!! Keep those Hy-vee receipts coming! They really make a difference. Hy-Vee is continuing their donations as we continue to collect the receipts. They appreciate our business and give back to the Milo Community! If you need to drop off your receipts stop by a local business or contact a Community Projects, Inc committee member.
