Board of Control Officers Barney Thweatt VicePresident Jack Burkich, Principal of Whitesburg High School, Whitesburg, was elected President of the Board of Control at the summer meeting of the directors, held on July 28, Barney Thweatt, Principal of Christian County High School, Hopkinsville, was named Board VicePresident. Jack M. Burkich graduated from FlemingNeon High School, Flemingsburg. He served twentyseven months in the U. S. Army Infantry during World War II. He taught at FlemingNeon High School during the school year. He is a graduate of Eastern Kentucky University (1949, with Masters Degree 1950) where he was selected to appear in Who's Who Among Students in American Colleges and Universities. He has served as a principal of Stuart Robinson High School (now Letcher High School), ; Bardstown High School, , since 1957 Principal of Whitesburg High School. At the present Mr. Burkich is serving as an Elder in the Whitesburg Presbyterian Church, President of I^teher County Teachers' Credit Union, and is Chairman of the Board of Governors of the Whitesburg Appalachian Regional Hospital. He is a past president (195556) of the Whitesburg Rotary Club and a past president of U. K. R. E. A. He is married to the former Ruby Hogg of Blackey, Kentucky, and they have two children, Michael and Jennifer. Barney Thweatt graduated from Brewers High School in He was a member of three State Tournament teams while in high school. The 1947 Brewers team was runnersup to Maysville High School, and the 1948 team won the State Championship with a 360 record. (The last team to go undefeated and win the State Tournament.) Brewers was coached by the late McCoy Tarry. Mr. Thweatt graduated from Murray State College in 1953 and was a member of the basketball team which was composed of Garrett Beshears, Howard Crittenden, and Charles "Doodle" Floyd. Barney Thweatt coached high school basketball in Farina, Illinois, Oldham County Kentucky, and Paducahtilghman. His 1963 Oldham County team went to the semifinals of the State Tournament before being eliminated by Seneca High School, the 1963 State Champion. He was named Coach of the Year in the 8th Region in His 1967 Paducah Tilghman team lost to Covington Catholic in the first round of the State Tournament and Covington Catholic lost to Earlington in the finals of the State Tournament by one point. He was named Coach of the Year in Region 1 in He served as President of the First Regional High School Basketball Coaches Association while at Paducah Tilgliman. In the fall of 1967, Mr. Thweatt was hired as Principal of North Marshall High School, and while there he served as President of the Western Kentucky Association of School Administrators, and President of the First Regional Ninth Grade Basketball Association. He was named Principal at Mayfield High School in 1970 and served three years before moving to Christian County High School. He is now serving as President of the Western Kentucky Football Conference, and is active in Kentucky Association of School Administrators and Kentucky Association of Secondary School Principals. MINUTES OF BOARD MEETING The Board of Control of the Kentucky High School Athletic Association met at Kenlake State Park, Aurora, Kentucky, on Friday morning, July 28, The meeting was called to order by President Ray Story, at 10:00 A.M. Present were Board members Denval Barriger, Zeb Blankenship, Jack Burkich, Norman Passmore, Joseph McPherson.Glendon Ravenscraft, Barney Thweatt; Commissioner Tom Mills and Assistant Commissioners Dianne Caines, Louis Stout and Billy V. Wise. Conley Manning was present representing the State Department of Education. The invocation was given by Glendon Ravenscraft. Glendon Ravenscraft moved, seconded by Norman Passmore, to accept the minutes of the last meeting as submitted. The motion passed unanimously. President Story welcomed newly elected Board members, Denzil J. Ramsey, Principal of Stuart High School, representing Regions 5 and 6; and J.D. Minnehan, Principal of Oldham County High School, representing Regions 7 and 8. The Board of Control held the election of officers for , Zeb Blankenship moved, seconded by Denval Barriger, that Jack BurKich and Barney Thweatt be elected President and VicePresident respectively. The motion carried unanimously. Mr. Ray Story then thanked the members of the Board for their support and turned the chair over to Jack Burkich, the newly elected President. Commissioner Tom Mills presented the eligibility case of Ervin Lee Stepp, a student at Phelps High School. Ervin is ineligible under the provisions of By Law 6, Section 1, Transfer Rule. NATIONAL FEDERATION Past Present Future (Cover) The new logo and trademark of the National Federation is actually a blending of the old logo with a new one, which is symbolic of the philosophy with which the National Federation addresses the future. That which made the National Federation grow from an association of four states in 1920 to an association of 50 states today has not been forgotten as the National Federation expanded its services for the interscholastic programs of the 20,00D schools those associations represent. National Federation services have been and will continue to be based on the belief that strong state and national high school organizations are necessary to protect the integrity of interscholastic programs ana to promote healthy growth of those programs. BOARD MINUTES (Continued from Page One) of the correspondence in the case, Denval Barriger moved, seconded by Norman Passmore, that the By Law not be waived. The motion carried unanimously. Mr. Mills presented the eligibility case of Melodee Meade, McDowell High School, to the Board. After reviewing the correspondence and a lengthy discussion, Zeb Blankenship moved, seconded by Barney Thweatt, that ByLaw 6, Section 1, Transfer Rule, not be waived. The motion carried unanimously. Mr. Mills presented a request from Prin. Irvine K. Rice, Male Traditional High School that ByLaw 6, Section 1, Transfer Rule, be waived in favor of those students who were on the entrance waiting list prior to the school year but were not adinitted because of lack of space. After considering the information contained in the letter, Mr. Joe McPherson moved, seconded by Denval Barriger, that ByLaw 6, Section 1, Transfer Rule, be waived in favor of those students who had applied for admission to Male Traditional High School prior to the opening of the school year but were not admitted because of lack space. The motion passed by a vote of 71 Ray Story and Norman Passmore, Delegate and Alternate to the National Federation Meeting at Salt Lake City, Utah, gave reports of the meeting held there on July 27, Commissioner Mills presented to the Board copies of the material completed for the auditor and also copies of the budget report. He asked the Board to study the material and after discussion, Norman Passmore moved, seconded by Denval Barriger, that the audit report be accepted. The motion passed unanimously. Mr. Mills discussed the proposed budget report in detail with the Board. Zeb Blankenship moved, seconded by Joseph McPherson, that the proposed budget be accepted. The motion carried unanimously. Mr. Burkich asked that the following Committees meet during the time between the morning and afternoon sessions of the Board meeting; Trophy Committee, Sports Committee and Retirement Committee. Mr. Mills discussed the need for an election to replace Mr. Paul Trimble on the Board of Control. Mr. Trimble resigned his position as principal of Paintsville High Scnool, thereby creating a vacancy on the Board. Barney Thweatt moved, seconded by Norman Passmore, that Mr. Trimble's resignation be accepted and that the Commissioner be directed to conduct an election to fill the vacancy under the provisions of Article IV of the K.H.S. A. A. Constitution. The motion carried unanimously. Mr. Mills gave a report on the 1978 Boys' Basketball Tournament in Lexington. He asked Mr. Wise to present the seating arrangement to the Board and asked for discussion on the price of tickets for the tournament. After a lengthy discussion Glendon Ravenscraft moved, seconded by Denzil Ramsey, that the tickets be priced at $5.00 and $4.00. The motion carried unanimously. The Board then discussed the price of the Girls' Basketball Tournament tickets. Following the recommendation of Mr. Mills, Barney Thweatt moved, seconded by Norman Passmore, that the price of tickets for the Girls! State Basketball Tournament for 1979 be $5.00 and $4.00. The motion carried unanimously. The Commissioner was instructed to forward an expense check'to each of the participating schools prior to the itournament and in the same amount as that presented for the boys' tournament. Barney Thweatt moved, seconded by J. D. Minnehan, that the final game of the girls' and boys' State Basketball Tournament be put on film. The motion carried unanimously. The regular meeting adjourned at this time for lunch and for the specified committees to meet. The Board of Control Meeting reconvened at 2: 15. The Trophy Committee recommended that the Riherd's Sport Shop trophy bid for the school year be accepted with the exception of the track trophies and that the Finn Trophy Company be awarded the contract for those. Norman Passmore made the motion, seconded bv Barney Thweatt, that the recommendations of the Trophy Committee be accepted. The motion carried unanimously. The Retirement Committee recommended that the amount of the retirement benefits to Theo A. Sanford and Mrs. J. B. Mansfield be increased by 7%. Barney Thweatt moved, seconded by Denval Barriger, that the recommendation be accepted. The motion carried unanimously. Upon the recommendation of the Sports Committee the motion was made by Denzil Ramsey, seconded by Zeb Blankenship, that the Cross Country distance in the State Meet be changed to 5,000 meters for the boys and 3,000 meters for the girls. Themotion passed unanimously. Denval Barriger moved, seconded by Barney Thweatt, that the site for the 1978 State Crosscountry Meet be held at Lexington Horse Park with the recommendation that Elizabethtown be made the site for The motion carried unanimously. The Board discussed the results of a recent survey taken among those schools participating in Soccer to determine if the K.H.S.A.A. should sponsor a state tournament. The survey indicated that 16 schools prefer the tournament be conducted in the fall and 14 schools prefer that it be conducted in the spring. Mr. Mills was instructed to inform the schools of the results and request that they make a recommendation to the Board for consideration. After a lengthy discussion on recommended changes in track, Jospeh McPherson moved, seconded by Zeb Hankenship, that the 60 Yard Hurdles be changed to 300 meters in girls track and that the 180 Yard Low Hurdles be changed to 300 meters for the boys. The motion carried unanimously. It was recommended that Mr. Mills conduct a survey of the member track schools to determine their views on reclassification in track and the permitting of runnerups from each region going to the State Meet. Mr. Mills presented to the Board the information he had received from the National Federation Insurance Fund and recormiended that this plan be adopted by the Association. Norman Passmore moved, seconded by Zeb Blankenship, that the plan of the National Federation Insurance Fund be accepted. The motion carried unanimously. Assistant Commissioner Wise gave a report on the meeting of the Assigning Secretaries, in both football and basketball. Following the presentation and a discussion on the requested raise in gas mileage allowance, Barney Thweatt moved, seconded by Joseph McPherson, that the fifty (50) mile minimumbe continued but the gas allowance be raised from 10c to 15c per mile for football, basketball and baseball officials. The motion carried unanimously. After a recommendation by Mr. Wise, Joseph Mc Pherson moved, seconded by Denval Barriger, that four officials be used in the regional basketball tournaments (instead of 8). The motion carried unanimously. Mr. Wise explained that the Assigning Secretaries had requested the Board consider raising the fee for basketball officials. After discussing the request, Zeb Blankenship moved, seconded by Glendon Ravenscraft, that the fee for basketball officials not be increased during the school year. The motion carried unanimously. No action was taken on the recommendations of the Assigning Secretaries to increase the expense allowance for all necessary travel in reoonai tournaments to each official or that Part II of the National Federation test for the higher ratings be an open book test. Mr. Burkich instructed the chairmen of each committee to study the recommendations of the Big'8 Conference as previously presented and report any recommendation back to the Board for consideration. The next meeting of the Board of Control was scheduled for October 7, 1 978, at the K.H.S.A.A. Building, Lexington, at 10:00 A.M. Zeb Blankenship moved, seconded by Glen Ravenscraft, that all bills of the Association for the period beginning April 1, 1978, and ending June 30, 1978, be allowed. Prior to the touchdown, vances tor a (a) K2 clipped while the ball was loose following the touching by Rl and before recovery by Kl, or (b) K2 committed offensive pass interference prior to the catch. RULING: In (a) it will be 4th and 25 for K from the 35 yardline. In (b) it will be 1st and 10 for R at K's 35 after accepting the penalty for offensive pass interference 15 yards from the previous spot and down counts, (51 2c, P.S. 512C, and Comment on Page 36, 1978 Case Book.) 2. PLAY: At the snap, Team B has (a) 10 players, or (b) 11 players on the field. During the down Bll or B12 enters the field but does not participate. RULING: Illegal substitution in both (a) and (b). (371 and 375). 3. PLAY: With 1st and 10 from A's 20. Al advances along the sideline to the 40 yardline. During the run the coach of Team A steps on the field to get a better view of the runner. RULING: It wul be 2nd and 15 from A's 15 following the penalty for a nonplayer being outside his team box (973 and 2306). 4. PLAY: With 3rd and 10 from the 50, eligible Al catches a pass at B's 49 and advances for an apparent touchdown. Before the pass was in flight, mterior lineman A6 blacks, B4 on his line and drives him to the 45. RULING: Offensive pass interference. It will be 4th and 25 from A's 35. COMMENT: Because the pass crossed B's lineofscrimmage, ineligible receivers are restricted to the neutral zone until the pass is in flight. (756). 5. PLAY: With 2nd and 5 on A's 40, A2 interfers with Bl at the 50 while a forward pass is in flidit. As the ball passes over A2 and Bl, an official inadvertently sounds his whistle. Time expires for the first quarter during the down. RULING: Second quarter will start with the ball on A's 25, 3rd and 20. COMMENT: Ordinarily the down is replayed when an inadvertent whistle sounds during a down in which a legal forward pass was in fli^t. If there is a live ball foul during the down, the penalty is enforced and the down replayed UNLESS a part of that penalty called for loss of down. In this case the penalty takes precedence over the previsions over the provisions of 423 and 33^ b. 6. PLAY: K2 bats or intentionally kicks a scrimmage kick after it strikes the ground in the plane of R's goal line in an attempt to prevent a touchback. RULING: Touchback. K2 batted a dead ball because the goal line is located in the end zone and as soon as K2 touched the ball there the ball became dead. It will be 1st and 10 for R on their PLAY: The ball is freekicked from K's 40 yardline and in flight it crosses the 50 yardline before heavy winds blow it back to K's 45 where it (a) is touched in flight by Kl, or (b) touches the ground and is recovered by K2. RULING: Fair catch interference in (a), 1st and 10 for K in (b). (617). COMMENT: The restraining line marking the neutral zone for K and R on a freekick are vertical planes and when the freekick penetrates R's freekick penetrates R's freekick line in flight, it is considered to have gone the required 10 yards. 8. PLAY: During the course of the eame, quarterback Al runs over to the vicinity of his team box area for the purpose of receivihg instructions from his coach. No timeout is requested, there is no delay in declaring the bah readyforplay, and the coach does not leave the team box area. RULING: It is an illegal conference if a player stops or tarries in front of, or in the vicinity of, his team box between downs for the purpose of receiving directions and/or exchanging information with a coach or other team personnel. Team A will be penalized 1 5 yards for this unsportsmanlike nonplayer foul. (971 b). COMMENT: Some may argue that coaching from the sidelines is permitted and as long as there was no delay in declaring the ball readyforplay, this means of communicating between the coach and his quarterback should be permitted. Coaching from the sideline permits coaches to call out instructions to their team and these instructions may be heard by anyone. When a player comes over to the vicinity of the bench area to receive "private instructions" it takes on the same aspects as a coachplayer conference which is permitted only during charged timeouts and between periods. 9. PLAY: Team A s field goal attempt or try is deflected by Bl in the end zone after which it goes through the goal above the crossbar. Following the touching and before the ball goes through the uprights, there is an unsportsmenlike foul by (a) Al or(b)bl. RULING: In either (a) or (b) the field goal or try is successful and the penalty for the dead ball foul will be enforced on the ensuing kickoff (422 d). COMMENT: For the purpose of understanding the recent change which permits a try or field goal attempt to score after it is touched in the end zone, consider the kicked ball dead as soon as it was touched, but we now have an exception (422 d) which permits this try to score, rather than having a type of "delayed dead ball" whose future status will depend on whether or not the ball continues through the goal. 10. PLAY: A forward pass is touched beyond the line by Al. As Bl moves to intercept the deflected pass, A2 (a) pushes Bl in the back in an effort to get at the ball, or (b) blocks Bl from behind in an effort to prevent the interception. RULING: Legal in (a), clipping (b). (921, 91 2d). 11. PLAY: On a scrimmage down the back judge (5 man crew) takes a position about halfway between the sideline and the inbounds line and slightly in front of the deepest receiver and on the opposite side of the field from the head linesman. RULING: The back judge is not in the correct position. The back judge should take his position on the same side of the field as me head linesman regardless of the position of the kicker or the potential receiver. COMMENT: On scrimmage kicks the field judge is able to release much quicker than the head linesman to assist in covering for first touching, short kicks, artd kicks going outofbounds to his side of the field. 12. PLAY: On fouith down punter Al requests a new (different) ball that he favors for punting. RULING: The request should be denied. Unless the ball is unfit for play, or the ball used on the previous play goes outofbounds or for any reason the official feels it would be more expedient to request a change of balls. Team A is obligated to use the same ball it used to begin the series. ( and and P.S. 132, 511).

Briefly stated, the plan contains the following provisions: 1. $1,000 deductible clause; 2. Up to $50,000 in medical benefits per injury (after the deductible has been satisfied and after the benefits from all other insurance has been considered); 3. Coverage for students engaging in, practicing for, or traveling to or from, all activities under the jurisdiction of the K.H.S.A.A. and the direct supervision of a school employee; 4. Coverage for all cheerleaders and band members engaging in, practicing for, or traveling to or from, all activities under the jurisidiction of the K.H.S.A.A., and under the direct supervision of a school employee. 5. Coverage for all registered officials of the K.H.S.A.A., while officiating, or traveling to or from the game they are to officiate; 6.
