2 CALL TO ORDER The Stated Meeting of Peace River Presbytery was held on Thursday, February 23, 2017, at Faith Presbyterian Church, Cape Coral, Florida. CALL TO ORDER: The meeting was called to order and opened with prayer by Teaching Elder, Doug Pratt, Moderator, at 9:30 a.m. QUORUM: The Stated Clerk, Teaching Elder, Randy Moody, declared a quorum present. WELCOME: A welcome was given by Teaching Elder, Tim Halverson, hosting Pastor. APPOINTMENT OF TEMPORARY CLERKS: The Moderator appointed the Temporary Clerks to serve, as needed, during this meeting. Keynote Speaker for the day was, the Associate Director of Evangelism for the Presbyterian Church (U.S.A.), Ray Jones. The Scripture Reading was from Romans 10:14-15 and the Sermon Title was Beautiful Feet. A marvelous lunch was served by wonderful volunteers from the host church. 9

Ballots were passed out for each amendment by the temporary clerks, collected, counted and reported to the Presbytery. To be considered individually: A. Changes to the Standing Rules: The Steering Committee moved to Amend Standing Rule 4.1 as follows: APPROVED The Presbytery shall ordinarily have quarterly Stated Meetings. The schedule of meetings for the ensuing year will be set by the Steering Committee at a the Stated Meeting held in the no later than the third quarter of the preceding year. The Steering Committee may change the date of a particular Stated Meeting upon notifying the members and sessions thirty (30) days in advance. ARTICLE IV. MEETINGS OF PRESBYTERY Moved that the Standing Rules, regarding the Steering Committee and its Teams, be amended as follows: APPROVED Strike the Vision Team section entirely as well as the last three duties of the Missional Team and insert stricken material under Steering Committee section 7.3; rename the Missional Team the Congregational Vitality Team and insert congregational vitality in Congregational Vitality Team Missional Team. (Elected members plus voting representatives of other organizations and boards defined in Article X). This team shall be responsible for: Helping the Presbytery live into a missional understanding of being the church Creating, maintaining, supporting and sustaining partnerships of congregations around areas of congregational vitality, church growth, mission, and evangelism. 10
11 Being a catalyst and convener in the creation of mission partnerships between and among congregations in response to global mission needs Coordinating the covenant partnerships of the Presbytery (e.g. The Presbyterian Women of Peace River Presbytery, The Presbyterian Homes and Housing Foundation of Florida, Inc., The Presbyterian Camp and Conference Ministries of Southwest Florida, Inc., The Beth-El Farmworker Ministry, Inc. and The Florida Presbyterian Disaster Assistance Network) Providing resources to maintain and encourage ethnic ministries and new church developments and being responsive to the growing diversity of our ministry Coordinating our Presbytery involvement with the Presbyterian Hunger Program, as well as with the other agencies and offerings of the PCUSA Vision Team. This team shall be responsible for: Inviting the Presbytery to learn about how God may be at work in the neighborhoods, communities, and region; as well as leading the Presbytery in conversations related to the challenges of being the church at this time Giving oversight of media and communication for the Presbytery Providing theological reflection and guidance to the Presbytery, congregations and teaching elders Setting up processes to evaluate our organizational design and committee functioning that nurtures the Presbytery s ability to build on its strengths, maintain its wholeness, fulfill its mission/vision statement and address challenges it is facing Providing the Steering Committee, Presbytery and congregations with a perspective on our context, ministry opportunities and future directions in light of our mission, vision and goals. 2. The Steering Committee moved that Teaching Elder, Jane Jones Norris, be a member of the Nominations/ Representation Committee class of APPROVED Committee on Ministry Report The Moderator recognized the Co-Chair of COM, Tim Halverson. The Presbytery welcomed new member Bob Sheldon, Interim Pastor, Vanderbilt Presbyterian Church, Naples. The Committee on Ministry moved that the Presbytery approve the revised COM Chapter in the Administrative Manual (see Appendix A {COM Chapter} with the Presbytery packet), noting that the delineated sections are policy and would come before the body for consideration when changes are recommended. Motion made and seconded for the Moderator and Stated Clerk to read and approve the minutes from this meeting.
