1 VOL XXXIII BULLETIN FRIDAY 14 TH FEBRUARY, 2014 No. 7 Human Capital Development: Social Intervention and Not Biomedical Technology Remains the Key - Prof. Omar Kasule A Professor of Epidemiology and Biomedical Ethics from King Fahd Medical City Riyadh, Saudi Arabia, Professor Omar Hassan Kasule, has observed that research has established that social intervention remains the key to tackling the preponderance of diseases and other public health hazards bedeviling humanity, rather than biomedical technology. He said social intervention in the areas of the provision of potable water, clean environment, good housing, a good road network and efficient transportation systems had been found to be more effective and cost beneficial than the application of biomedical technology in dealing with the vexed issues of declining health status of humanity. Professor Kasule who delivered a paper titled Human Capital Development: Economic Infrastructure versus Medical Technology at a one-day public lecture at Bayero University, Kano on Friday 7 th February, 2014 was of the view that public health was very necessary for human development, saying that there can be no meaningful development for a society that is bedeviled with various epidemics, including non-communicable and infectious diseases. On the best method of addressing declining health status amongst the people, Professor Kasule stated that research has since thrown its weight behind issues of social intervention (i.e. Economic Infrastructure), rather than biomedical technology, adding that, public health can be sustained through three most basic things: health promotion, health protection and disease prevention. These things are achievable only through the provision of economic infrastructure, rather than reliance on medical technology. He gave as an example the experiences of Europe and the United States of America where he said before the advancement of their biomedical technology, they resorted to improving their environment, providing good and clean drinking water, good housing and an efficient road network and transportation systems, as well as fighting poverty. These had gone a long way to address the menace of mosquitoes, which breed malaria, cholera and diarrhea outbreaks and road accidents brought about by bad roads, he stated. The Professor of Medical Sciences also said all those suffering from noncommunicable diseases, such as cancer and diabetes, needed to do is to control their eating habits and exercise their body regularly. These are all social interventions.
2 Professor Kasule also stated that after Europe and America achieved the much talked about industrial development, the major problems they encountered were that of human congestion and pollution in their various cities. These he said were addressed through adequate housing for all, good sanitation and efficient industrial effluent system, as well as a clean environment. He said biomedical technology could only make a difference in the area of childhood 2 immunization, but that good health is achievable through social interventions. BUK Contingent Storms O.A.U. for NUGA Championship A 91 member strong contingent of Bayero University, including 69 athletes, 9 coaches, Sports Director, Chairman, Sport Consultative Committee, and other officials on Wednesday stormed Obafemi Awolawo University, Ile-Ife for the 24 th Nigerian University Games Association (NUGA). The athletes and coaches left the Sports Arena of Old Campus at around 9am in high spirit having prepared adequately ahead of the two-weak fiesta. They promised to represent the University well and be its good ambassador at the host University. In an interview earlier, the Sports Director, Professor Musa Garba Yakasai, said, despite the first semester examination that delayed our preparation the athletes within the limited time demonstrated a high level of commitment, and as you can see now they are physically and mentally prepared for the games. He attributed this success to the continuous support given by the Vice Chancellor, Professor Abubakar Adamu Rasheed, mni, MFR towards sports development. Some Coaches interviewed also spoke to Bulletin on their preparedness for the championship. Ibrahim Isyaku Ibrahim (Alhajiji), the Football Coach, said his players have put the travails of the last NUGA behind them and concentrated fully towards winning a medal at Ife. He explained that the players were motivated with all that they needed, including sports kits and allowances during their 12 day closed camping. On his part, the Coach of the Female Basketball team, Sunusi Shu aibu (Bad Way), believed that his team has all it takes to make the University proud because of the players enthusiasm and determination. He said all the 12 players were 100% fit and were motivated by the Director of Sports and other Deputy Directors throughout their two-week camp training. Bayero University will participate in seven games namely: Athletics, Taekwondo, Judo, Table Tennis, Basketball (female), Football (male) and Chess.
