1 The regular General Meeting of Winnipeg Presbytery was held on Tuesday, September 12, 2017, at Crestview United Church with the Chair of Presbytery, Loraine MacKenzie Shepherd, presiding. Call to Order Loraine MacKenzie Shepherd called the meeting to order at 7:00 p.m. Loraine acknowledged that we are gathered and work in Treaty One territory, which is also the homestead of the Metis Nation. For thousands of years Indigenous Peoples walked this land and knew it to be the centre of their lives and their spirituality. Loraine commented that this opening is the latest wording from Stan McKay, our former Moderator. Congratulations were offered to the Winnipeg Chinese United Church as they approach their 100th anniversary. Loraine announced that Remits 1-4 have passed. At the next Presbytery meeting in October, we would be having a discussion regarding the United Church boundaries of our new regions. We will would also be having a panel presentation regarding Remit 6 One Order of Ministry. Patrick Woodbeck, the Chair of Nominations Committee, asked for people to volunteer to help the Pensions Committee put on the annual coffee party for the United Church retirees. This is an important event in the life of this Presbytery as it s a time for the retirees (ministry and lay staff) to come together for fellowship. Volunteers are needed to help organize this event which would take place October 18. If interested, please contact Bill Gillis at bidigillis@shaw.ca or Welcome & Introduction Sherri McConnell introduced Carol Latter, the new (and former) lay representative from Westminster United Church. Mary Best and Elizabeth Brown introduced Noel Suministrado, the new minister at Broadway Disciples United Church, who arrived from the Philippines in August. Noel will be working threequarters of his time at Broadway Disciples United Church and one quarter working on youth and intercultural ministry within this Presbytery. Janet Walker, Linda Paul and Kwang beom Cho will be his support group and Gordon Taylor who will be his mentor. Janet Walker introduced Lisa Cupples, Garth Fallis, Jennifer Sisson and Donna Winstone, representatives from Spirit Path. 8915
3 Scott MacAuley introduced Greg Leontowich, the new lay representative from Sparling United Church. Donna Fabbri from John Black Memorial United Church introduced Ken DeLisle, who has been appointed to John Black Memorial United Church, along with Cathy Maxwell. They will be with them until June 30, Lori Stewart introduced Michelle Owens, the new Principal from the Centre for Christian Studies. 3. Opening Worship/Prayer Members of Sturgeon Creek United Church led the opening worship. 4. Welcome from Host Group Beth Rutherford thanked Lynn Wood for operating the Powerpoint for the meeting. Beth thanked the Host Group for hosting this meeting and those from Crestview United Church for setting up for the meeting. Beth welcomed everyone to the meeting on behalf of the host group. 5. Omnibus Motion A Procedural Motions 130/ /2017 Moved: Terry Barr Seconded: Elizabeth Brown 130/2017 Courtesy: That all visitors and guests be made corresponding members for this meeting of Winnipeg Presbytery 131/2017 Agenda: That the agenda for this meeting be approved as presented 132/2017 Minutes: That the minutes of the Executive Meeting of May 23, 2017, be received for information (pages ) 133/2017 Minutes: That the draft Minutes of the Winnipeg Presbytery General Meeting of June 13, 2017, be approved (pages ). 134/2017 Minutes: That the minutes of the Executive Meeting of June 20, 2017, be received for information (pages ), noting the date correction on page /2017 Minutes: That the minutes of the Executive Meeting July 20, 2017, be received for information (pages ) 136/2017 Minutes: That the minutes of the Executive Meeting August 3, 2017 be received for information (8905) 137/2017 Quorum Adoption: That Winnipeg Presbytery adopt as the definition of quorum for the year ending June 30, 2018, option 1 under Section C5.6.1 of The Manual (2016) of the United Church of Canada which states: 1) At least 1/3 of the settled, retained, or appointed members of the order of ministry and appointed designated lay ministers on the roll of Presbytery must be present; and 2) At least 1/3 of the lay members of the roll of Presbytery, (other than those appointed as designated lay ministers) must be present. 4 Covenanting services are being planned for Broadway Disciples United Church, Immanuel United Church and John Black Memorial United Church. Mary highlighted the new resource for Ministry and Personnel Committees that was released July 1, This is important information for congregations and ministry personnel. Mary is currently working with Judy Hare, the Conference Personnel Minister, to plan a date for a workshop for this Presbytery. There may be another workshop for ministry personnel on this topic. Additionally, there is a new procedure in place for Police Records Checks. This handbook is attached for your information Financial Update Doris Quinn presented the Winnipeg Presbytery Financial Statement as at August 31, 2017, that was distributed in the meeting information package. The Financial Statement as at August 31, 2017 is attached to the permanent record book as Appendix 17-XV. 8. TRC Response Group Irene Greenwood presented information regarding Bill C-262, which is a private member s bill introduced by Romeo Saganash. It is asking the government to ensure that the laws of Canada are in harmony with the United Nations Declaration on the Rights of Indigenous Peoples. The Mennonite Church introduced an idea of promoting awareness of this bill by holding a rally and has invited others to become involved. Let s Walk the Talk is being held on Saturday, September 23. This rally is two-fold starting with a walk starting at the aqueduct monument at Stephen Juba Park, going to the National Centre for Truth and Reconciliation at the University of Manitoba, which is about 15 km. There will be teachings along the way. The main event will take place at the National Centre for Truth and Reconciliation at the U of M from 6:30-8:00 p.m. They have asked for funding support for this event. The Mennonite Church of Canada has contributed money as well as other organizations. Motion 138/2017 Endorsement of Let s Walk the Talk Campaign Moved: Irene Greenwood Seconded: Richard Baschak That Winnipeg Presbytery endorses the Let s Walk the Talk Campaign and agrees to contribute $1,000 from the Special Events and Projects line from the 2017 Winnipeg Presbytery budget. All Purpose Break We Continue to Listen and Respond 9. Spirit Path Presentation & Discussion Beth Rutherford presented the history of Spirit Path (attached to the permanent record book as Appendix 17-XVI. Janet Walker commented that the Executive had brought no recommendations to this meeting. Spirit Path is a ministry of Winnipeg Presbytery, therefore the full court must decide its future. 8917
5 Two possible motions were prepared in advance: one to continue for another three years and one to end the ministry. The following statistics were offered: - at present, there are eight identifiable givers to Spirit Path and for the first time in its existence a financial campaign is being instituted by the Leadership Team for the ministry. - there is a core group of persons engaged with Spirit Path. - an average of 6-12 who have attended the various events offered by Spirit Path. - there is a Leadership Team of six along with Jennifer Sissons, the Anglican staff person and whomever may be the new minister of Spirit Path. - there is presently an list of 40 who receive the news and invitations from the ministry. There are funds available in the Donnelly Fund that can sustain a half-time ministry personnel for three more years but not full time. A lengthy discussion took place with the Spirit Path Leadership Team offering answers to questions from the court. Motion 139/2017 Continuation of Spirit Path for Three Years Moved: Jack Armstrong Seconded: Elizabeth Brown That Winnipeg Presbytery continue the ministry of Spirit Path for three years: the funding to come from the Donnelly Fund for ½ time United Church ministry personnel. the ministry to be reviewed annually for growth markers, donations and participants and annual funding would be tied to a set increase of both. the ministry be placed as an outreach project with a congregation. at the conclusion of three year the ministry becomes independent and funding ends. Motion 140/2017 Motion to Destroy the Ballots Moved: Janet Walker Seconded: Linda Paul That the ballots from Motion 139/2017 be destroyed. Loraine MacKenzie Shepherd assured the Spirit Leadership Team that Winnipeg Presbytery would work with them on the next steps. A congregation now has to take Spirit Path in as an outreach ministry of their church. 10. Ministry Update Joanne Kury gave an updated from St. Charles United Church and Headingley United Church. Courtesies/Closing Worship/Prayer Loraine MacKenzie Shepherd thanked the host group: Crestview United Church, Sturgeon Creek United Church, Kirkfield Park United Church, Silver Heights United Church, St. Charles United Church and Headingley United Church.
