CONSTITUTION of the COURT WELCE TO THE TERRITORY (Treaty 1) President Joey Dearborn called the meeting to order at 6:00 p.m. with the following declaration: "In the name of Jesus Christ, the only head of the Church, and by the authority vested in me by this Conference, I declare the 91 st Annual Meeting of the Conference of Manitoba and Northwestern Ontario of The United Church of Canada open for worship, study, companionship and such business as shall properly come before it." President Joey Dearborn announced that the Conference is meeting on territorial land of Treaty 1. As we gather to share the work that rightly comes before this court, let us acknowledge that we are meeting in Treaty One land, in the traditional territory of the Anishinaabe, Cree, Oji-Cree, and Dakota peoples and in the heart of the Metis Nation. As Treaty people, we seek to live with respect on this land, and live in peace and friendship with its people. A quorum was present. She named the consultants and members of the Sexual Abuse Prevention and Response policy and Procedures committee (SAPRPP). Barb explained that the SAPRPP brochures that are usually distributed at the Annual Meeting are not provided this time because of the changes coming to this policy effective July 1 st. Workshop and how people can get into this new policy will be offered in the fall. President Joey Dearborn introduced the guests: The Right Rev. Jordan Cantwell, Moderator; Jenny Stephens, General Council staff, Team Leader, Policies and Programs for Ministry Personnel; Kristine Greenaway, General Council staff, Team Leader, Ministries in French, Church in Mission Unit and Jesse Root representing the United Network for Justice and Peace in Palestine and Israel. Allison Halstead, Convener of the 2017 Annual Meeting Planning committee, spoke on the theme of the Annual Meeting and other schedules during the meeting (choir practice times, M&S fundraiser, proposals and nominations deadline). People were given time to connect at table groups. Bob Gilbert, Convener of the Nominating Committee, guided the Court on pages 93 to 100 of the Nominating Committee Report (P Volume 1). Bob thanked everyone who volunteered for the different committees and offered prayer for everyone working for the Church. 20 91 st Annual Meeting, Conference of Manitoba and Northwestern Ontario, May 25 th -28 th, 2017 FINANCE 1 M & S FUNDRAISER Rob Smith, Conference Treasurer, directed everybody on page 39 of P Volume 1 regarding the Conference budget. He explained that there will be a reduction of $205,173 in Mission and Service Fund grant that will result in a deficit of $187, 723 for In order to cover some of this deficit, a 1% increase in Presbytery assessment is being proposed. Other sources of funds to cover the deficit will be coming from the unrestricted funds from previous years. Voting on the motion on Presbytery assessment will be held tomorrow. Lesley Harrison showed the Carpool Karaoke video of James Corden and Michelle Obama to give everyone an idea of how this works. The first video for the carpool karaoke featured Joey Dearborn, Twila MacNair, Katie VanKoughnet and Erica Wiebe. PRESIDENT S REPORT Barb Jardine assumed the Chair. President Joey Dearborn started his report by quoting Galatians 6:9 ( Don t get tired of helping others. You will be rewarded when the time is right, if you don t give up. ). He shared the lessons he learned from the movie Forest Gump and how we, as a church, should do things, not because we are forced to, but because we want to and it s the right and moral thing to do. He cited the Parable of the Talents and urged the Court that instead of using our energy on reviews and predicting our survival, we should use our talents and gifts well, so even more will be given to us. He explained that the theme of the Annual Meeting tells us not to focus on things that are holding us back like reviews, policy changes or how we are going to survive, but to talk about the amazing things that are happening in the church like coming together to welcome refugees to our country, work on right relations with our indigenous brothers and sisters, worshipping in new ways and across technological platforms, the work of 1JustCity and the community ministries. He urged everyone to invest their faith, talents and gifts rather than holding on to them. As people of social justice, of community and of faith, he pointed out, that our work is not contained one hour a week, but every hour of each day. He added that in this time of transition, everyone should make room for the things they want to do and for all voices. He reminded about our common creed shared every Sunday that We Are Called to Be the Church and the importance of working together and raising each other up In closing, President Joey Dearborn quoted author Shel Silverstein: Listen to the mustn ts child. Listen to the don ts. Listen to the shouldn t, the impossible, the won t. Listen to the never haves, then listen close to me. Anything can happen child. Anything can be. He thanked everyone for the opportunity of serving the Conference; MOTION #2016/ Adoption of President s Report PATTON BOOK AWARD THEME REFLECTION President Joey Dearborn moved, seconded by Katie VanKoughnet, the adoption of the President s Report. CARRIED President Joey Dearborn resumed the Chair. Sherri McConnell, Westminster United Church, presented the Patton Book Award to Rolanda Taylor, Boissevain Pastoral Charge. The Right Rev. Jordan Cantwell opened her speech by mentioning that it was the Conference of Manitoba and Northwestern Ontario that ordained her. She reflected on the theme of the Annual Meeting: Being Church Not Because We Have To, by sharing her experience when she visited First United Church in March where she met Judy Graves, a volunteer at the church and who had done all kinds of social work in the community. Judy offered her a tour of the city. People they met on the streets know Judy very well and thanked her profusely for helping them. In response, Judy said that if there is anyone who should be thankful, it is her (Judy) for saving her life. Judy explained that no matter how much she gives, she always get back more. She continued that 17

21 91 st Annual Meeting, Conference of Manitoba and Northwestern Ontario, May 25 th -28 th, 2017 when do things, it is important to operate from a place of gratitude because it teaches us how to be human. Just like Judy, the Moderator explained that being Church is about doing things because we are grateful for what God is doing in our lives, in our Church and in this world. She also urged people to share their stories of what God is doing in their midst and also pointed out that our Church is not a dying Church, but we are just different than we were. The Moderator concluded by sharing her experience when she visited one of the communities in Oxford House in northern Manitoba, where suicide among teenagers are prevalent. She mentioned John Thompson, a minister who has been there for thirty years and has done many funerals, who admitted that although he is grief-stricken, he prefers to dwell on events that should be celebrated like baptism, people who changed their minds In taking their own lives or every time something positive happens in the community. John explained that sorrow, grief, joy, hope is all just part of what it means to be alive and life is a gift. The Moderator added that these things give us the opportunity to be present in both the joy and the pain, and realize that we have to be thankful for being a part of this community of faith and humanity. She explained that we are a Church because we have so many things to be grateful for and invited people to practice gratitude. Table group time was given by President Joey Dearborn. WORSHIP Connie Budd led the Court in Call to Worship; Romans 12:9-18a; Sisters Let Us Walk Together (MV 179). Craig Miller reflected on the worship theme: Walk this Way-Practicing Reconciliation. Craig also shared the steps taken by communities and Presbyteries like Assiniboine in the path to reconciliation, such as hosting gatherings exploring the Truth and Reconciliation Commission s findings, The Royal Proclamation of 1763 and the Treaty Education Initiative of the Treaty Commission of Manitoba as well as the mobile learning centre that includes 27 large format photos showing the history of Brandon Indian Residential School and other resources. Photos were shown. Table group time was given to reflect on the photos and answer the question, What do you see? Craig Miller pointed out the importance of conversations about residential schools, reconciliation and history with our indigenous brothers and sisters and the importance to know the difference of personal sin and social sin to help us transform and heal our past. He concluded his reflection by reciting the words sung by Wab Kinew to his father upon the latter s death and from which Wab drew the title of his memoir, The Reason You Walk. Connie Budd led Contemporary Reading: Blind Justice by Lee Maracle. Table group time was given. Thursday s evening worship concluded with a Song of Sending: Hey Ney Yana (MV 217). Adrian explained that the message in 1 Chronicle 12:32 and Acts 16:6-10 is about knowing what to do when we have these Kairos moments in our midst like when the Truth and Reconciliation Calls to Action and the United Nations Declaration on the Rights of Indigenous Peoples, have been embraced by The United Church of Canada, when Indigenous communities of faith come together in general Council 43 to bring their proposal for a reimagining of Indigenous ministry in Canada, Indigenous people s #Resistance 150, among others. Adrian also spoke on the origin of the Great Peace in 1143 A.D. Adrian concluded his reflection by posing the question: Who are you in this Kairos moment in 2017? Table group time was given to reflect on the question: What gives you hope as we seek to address unresolved question of reconciliation? Adrian Jacob gave his commissioning and blessing. GENERAL COUNCIL EXECUITVE REPORT Ken DeLisle, General Council Executive Ordered Rep., reported on the highlights of the May 6th and 7th Executive meeting; Passed a motion calling on the Church to name work in identifying and understanding white privilege; direct the General Council to appoint a task group to create an educational program around those issues, including developing and identifying online educational resources; The task group is also encouraged to liaison with ecumenical and civil societies; Maggie McLeod, Executive Minister of the United Church s Aboriginal Ministries, report on the Caretakers of Our Indigenous Circle group, comprising of First Nations people having conversation about the whole relationship with The United Church of Canada; The group submitted the first draft of their report to the General Council Executive, which includes, among others: - Creation of an Indigenous Council and also a national indigenous organization connected with the Council; - Coordinated development of indigenous theological resources; - Indigenous department within the Office of Vocation with an advisory group to develop policy; - Self-determination around dispersal of funds; - If remit on three council model pass, All Native Circle Conference wants to be part of a regional body as well as a national indigenous body; Medical assistance in dying presented by Daniel Hayward, chair of Theology and Inter- Church Inter-Faith Committee; The report was passed with some amendments; Anna Stewart, General Council Executive Lay Rep., reported on: Remits: - Remits 5 (Ministry Partners), 7 (Candidacy Pathway) and 8 (New Model of Membership) were all approved by a wide majority as of February 17, 2017; - Next deadline is June 30, 2017 for Remits 1 (Three Council Model), 2 (Elimination of Transfer and Settlement), 3 (Office of Vocation) and 4 (Funding a New Model); Anna strongly encouraged delegates to go back to their Presbyteries and Pastoral Charges to make sure that their votes are cast because if they do not cast their votes, those are considered a no vote; - If Remit 1 (Three Council Model) passes, the GC42 Commissioners will meet electronic means in September to establish a commission to set the number and boundaries of the regional councils. This commission will be directed to submit an interim report by January 15, 2018 with a final report by on March 15, 2018; The plan is to have the new regional system to come into effect on January

23 91 st Annual Meeting, Conference of Manitoba and Northwestern Ontario, May 25 th -28 th, 2017 Nominating Committee on General Council Executive: - Each member of the General Council Executive serves on a committee; Anna is a member of the Nominating Committee; The Committee meets face to face once a year to review the nominations and to recommend appointments to all General Council committees, sub-committees, task group and representatives to other organizations on behalf of the United Church; - Encourage people to serve on those committees; - General Council 43 (Oshawa, ON, July 21-28, 2018); Theme: Risking Faith, Daring Hope; Logo: Dove represents spiritual faith, love and peace; blue wave challenges in our lives and the world today; also seen as a tide of positive changes; dove passes through the wave and warmed by the sun- hope; Anna concluded her report by thanking the Court for the opportunity of serving as General Council Executive Lay Rep. Jenny Stephens, General Council staff, Team Leader, Policies and Programs for Ministry Personnel reported that: She was part of this Conference s Annual Meeting from 1986 to 1990 and was ordained in Winnipeg in 1993; General Council Office move from 2 1/2 floors to 1 floor; move should be completed by August; Explained that so many of the programs and policies for Ministry Personnel connect with the team she is a part of: One Order of Ministry; Office of Vocation, Transfer and Settlement, clearance for our ministry partners; GCE approved Work Place Harassment and Violence Complaint process; review of police records check policy and procedures. This new policy simplifies and makes it more consistent across the church; The only time police records check is required is when someone enters candidacy or admission or if there is a reason to request it at some other times; Moving to annual filing, a self-declaration that one does not have a criminal charge would suffice; Removing post-secondary completion requirement for candidate/inquirer; Mandatory training is going to be linked at the time of candidacy; Reestablish the fund to subsidize pulpit supply for congregations during sabbatical as of July 1, 2017; If Transfer and Settlement remit passes, the dominational undergirding for all pastoral relations processes will be dismantled; If Office of Vocation passes, this will change the whole way we do oversight and discipline of ministry personnel; Kristine Greenaway, General Council staff, Team Leader, Ministries in French, Church in Mission Unit, reported that : Sunday night gathering at Knox United Church in Winnipeg for discussion to see the possibility of having French Ministry presence in name of The United Church of Canada; As a representative of the Church in Mission Unit; her role is to listen and hear what it is interesting to people of the Church, what they are doing particularly in terms of justice, witness and advocacy initiatives; Posters for Rendezvous 2017; Information sheet about the many justice, witness and advocacy initiatives in which the United Church is involved; Campaign letters on mining extraction justice issue; Church in Mission unit also works to connect congregations that are interested in overseas learning experiences (People in Partnership); MOTION #2016/ Acceptance of General Council Executive Report Anna Stewart moved, seconded by Ken DeLisle to accept the General Council Executive Report. 20

24 91 st Annual Meeting, Conference of Manitoba and Northwestern Ontario, May 25 th -28 th, 2017 In response to questions about police records check and self-declaration system, Jenny Stephens explained the information required on the form and the filing of the form does not in itself remove the requirement under J10 of the Manual; the form is more about screening and standing for ministry personnel. Jenny continued that abuses, as identified, will be dealt with under the Sexual Abuse Prevention and Response Policy and Procedure. This new policy will apply to retired ministry personnel who are functioning in some ways as ministers. Jenny commented that under the current set-up, the Presbytery is the one responsible for ensuring compliance around this, but there seems to be a consensus among Personnel Ministers that Conference would collaborate with Presbyteries around this. The General Council would, in turn, collaborate with Conferences on creating on-line filing tool that will enable Conferences to access this information. Ministers who do not want to file after having been advised to do so, will have to produce a police records check. The ultimate consequence of failure to comply is a formal hearing and the minister s name be placed in Discontinued Service List (DSL). Jenny welcomed feedback and promised to bring them to the General Council. In response to a question about the updated list on Pastoral Charges that have voted on the remits, Shannon McCarthy explained that General Council is still trying to keep an updated list, as some congregations are still voting on the remits. Shannon advised congregation that have voted on the remits but are still getting reminders to inform General Council that they have already voted. Shannon commented that she will contact Allison Jordan if an updated list is available. Question was put and CARRIED ANNOUNCEMENTS Allison Halstead reminded the Court about the meeting spaces, parking and schedule. Allison also asked for prayers for Red Sucker Lake where 300 people were evacuated to Winnipeg because of forest fires. BREAK Nomination deadline SETLLEMENT REPORT (appendix i, pages 29-39) MOTION #2016/ Acceptance of Settlement Report Heather Robbins presented the Settlement Committee Report. Heather Robbins moved, seconded by Elsie Douglas that the attached 2017 report from the Conference of Manitoba and Northwestern Ontario Settlement Committee recording actions between May 15, 2016 and May 15, 2017 be received for information. CARRIED Heather thanked members of the Settlement Committee and Settlement Commission for their work. M & S FUNDRAISER EDUCATION ON UNITED NATIONS DECLARATION ON THE RIGHTS OF INDIGENOUS PEOPLE Lesley Harrison presented the carpool karaoke video featuring Ken DeLisle and Joey Dearborn. Joanne Kury and Erin McIntyre Garrick of the Conference Justice, Global Relations and Public Witness Committee, presented a video shared by Kairos, titled, Haven t We Done That? Reconciliation & the UN Declaration on the Rights of Indigenous Peoples. The video included clips of Sara Stratton, Reconciliation and Indigenous Justice Animator and Maggie McLeod, Executive Minister, Aboriginal Ministries and Indigenous Justice of The United Church of Canada, explaining how the Church can live out its apologies to indigenous people and the Call to Action #48 of the Truth and Reconciliation Commission, including the adoption of the United Nations Declaration on the Rights of Indigenous People as the framework for reconciliation as the basis of the relationship between indigenous and non-indigenous peoples. Joanne noted when the vote was taken in 2007 by the UN General Assembly, Canada was one of the four countries that voted no and it was only in May 2016 that Canada became a full supporter 21

She added, as pointed put out by Adrian Jacobs, that this is a Kairos moment, an opportunity to reflect and determine where our path has been righted or changed. Joanne mentioned Bill 262, a private member s bill tabled by MP Romeo Saganash, on beginning to put concrete ways of making Canadian legislation consistent with the principles of the UN Declaration. She encouraged everyone to have conversation and take the conversation back to their communities and approach their MPs to a conversation. Erin commented that the church apology was not accepted but acknowledged and the question remains, how are we going to live it out? Table group time was given to reflect on this question: How have we / do we/ can we live out the framework for the United Nations Declaration on the Rights of Indigenous Peoples in our own context (our own lives, as a faith community)? More resources are available on Kairos website- Let Justice Roll or The United Church of Canada s website on Social Action. ANNOUNCEMENTS and MUSIC Allison Halstead reminded those with food allergies to look for labels/signs on the buffet table; Travel forms for those who traveled more than 500 km round-trip are available at the office; Break-out spaces for Presbytery meetings; Choir practice; Allison also urged everyone to include in their prayers the Philippines where the southern island of Mindanao has been placed under Martial Law for sixty days with a possibility of placing the entire country under Martial Law.
